3 Past Engagement with Green Green Navy is small coastal force with aging ships and a small air component; Navy is not prominent in Green government Green concerned about vulnerability to mining but does not have any modern MCM capability. Naval Expeditionary Combat Command (NECC) and USMC teams work with small Green militia forces 3

4 Developments Orange and the associated Orange Resistance Front (ORF) no longer recognize Green independence Orange leadership hoping to deflect internal criticism Small scale insurgent warfare-ieds, kidnappings, piracy Possible links exist between ORF and Global Jihad, a AQ successor terrorist group Green economy is struggling due to drought and limited resources Orange attempting to buy modern military technology, including influence mines BUSH CSG ordered to make best speed to vicinity of Neopia island chain to support possible DSCA or military operations NEW ORLEANS ESG and 3 LCS configured with 2 MIW mission packages and 1 E-MIO mission package will arrive in Neopia AOR in 48 hours 4

5 Disaster Strikes A major typhoon sweeps across the Neopia Islands UNSC brokers a cease-fire BUSH CSG helos conduct immediate SAR support POTUS directs DOS and DOD to assist to the maximum extent possible to alleviate suffering Orange allows 13 th MEU(SOC) and UN personnel to assist at a refuge camp in the disputed territory on island of Kauai Green requests similar help to relieve suffering Waters around site are uncontrolled; unsure if mining has occurred 5

7 Planning and IPE Maritime traffic and freedom of the seas critical to entire NEOPIA region Limited US-Green bilateral Naval Exercises have utilized transiting LCS MCM ships. National assets have conducted basic Intelligence Preparation of the Environment (IPE) Some environmental data exists of likely beach landing sites due to previous amphibious exercises National imagery assets requested 7

8 Industry Assistance with IPE Need for rapid fusing of existing data library and in-situ data Gliders-UUVs-Remote Sensors Next Generation Gliders and White Hulls-capability to work together What other capabilities are we not thinking about? 8

10 Mission and Intent O/O conduct MCM operations to allow safe access to beach landing sites to enable MEU(SOC) forces operations ashore in support of Humanitarian Assistance Operations I intend to safely conduct immediate humanitarian assistance operations utilizing US Naval Forces (Navy and Marine Corps) to relief suffering and prevent loss of life. Our operations will continue until such time as assistance is no longer needed due to Dept of State and Non-Governmental Organizations commence relief efforts. 10

Remote C2 to MCM Commander embarked with CSG Planning is conducted by COMDESRON staff utilizing reachback to MIW Battle Staff in San Diego Theater MCM Division/Tactical Squadron NAVO at Stennis Center MS Only a narrow area is mineable Surf and sea state limit manned operations Off-board sensors are critical to conduct a rapid exploratory operation COBRA, RMS and UUVs immediately employed by LCS Mission Module crews Operation conducted as MEU(SOC) repositions 11

12 This is primarily a VSW/Beach Zone problem Future challenge of employment for NSCT ONE CONOPS, low density, and footprint Operate from deeper water to shallow No mines found-what if they had been? Smaller, remote equipment needed JABS continuing development 12

15 Orange violates the Cease Fire Leadership makes desperate attempt to unify islands Orange 1 st Army Division attempts to isolate 13 th MEU(SOC) element ashore Orange 2 nd Army Division invades Green and advances on capital of Honolulu on Oahu Orange Navy and fishing vessels lay minefield blocking major transit route between islands Green militia quickly loses combat power UNSC resolutions passed: Forms a coalition Directs forcible removal of Orange from Green territory 15

17 Mission and Intent O/O conduct MCM operations to allow safe access and ensure the safe passage of merchant and neutral shipping through the NEOPIA Island Chain. Complete operations as quickly as possible to restore free flow of merchant traffic. I intend to safely conduct Mine Countermeasure operations to swiftly remove the hazard from naval mines in the shipping routes through the NEOPIA Island Chain. Utilizing LCS MIW Mission Modules, these operations must be completed as soon as possible. High visibility, political will demonstration 17

18 MIWC Actions Penguin Banks area critical to Green and international shipping LCS SAG ordered to reposition MCMC assigns LCS SAG task of determining minefield geometry and clearing access route through channel Mining considered to economically isolate Orange and protect sea base 18

19 MIWC Operations-Phase I MCMC again plans missions with assistance via reachback MH-60S fly missions looking for moored mines Intelligence Preparation of the Environment indicates moored mines unlikely due to current and depth RAMICS ready for neutralization missions Planning continually refined after initial operations-support around the clock at NMAWC San Diego RAMICS 19
