1 Subject: Implementing Guideltnes for 2016 Training Page 1 of 7pages for Work Scholarship Program (TWSP) Number IL, series of 2016 These guidelines shall cover the implementation of the PhP2.206 Billion worth of Training for Work Scholarship Program (TWSP) under the 2016 General Appropriations Act (GM). Section 1. Objectives 1.1 The TWSP shall continue to be directed towards filling up the skills gaps and job requirements of priority industries and sectors with high employment demand, improving the reach of quality TVET to the grassroots and 1.2 Encouraging technical-vocational institutions to offer programs in higher qualifications catering to in-demand industry requirements. This shall be supportive of the government's thrust of rapid, inclusive and sustained economic growth. Section 2. QualificationslPrograms Covered 2.1 To fill-up the skills gaps, the specific training programs in the identified priority sectors shall include any of the following: With Training Regulations (WTR) programs; and No Training Regulations (NTR) programs, if the skills needs cannot be supplied by the WTR programs 2.2 All training programs to be offered in TWSP shall be registered with TESDA in accordance with the appropriate guidelines. 2.3 To meet the objectives of the program, the amount appropriated for the TWSP shall be utilized to support rapid, inclusive and sustained economic growth through course offerings in priority industries and key employment generators such as agri-fisherylagri-businessiagroindustrial, tourism, information technology-business process management (IT-BPM), semiconductor and electronics, automotives, other priority manufacturing industries, logistics, general infrastructure, and new and emerging sectors. 2.4 New and emerging industries shall be identified and recommended by the regional offices or industry bodies to be approved by the Director General. Local in-demand qualifications that are not identified as key employment generators may be covered provided there are existing employment opportunities as evidenced by job orders, authenticated job vacancies or assurance of employment. This should be substantiated with a Memorandum of Agreement (MOA) with industry partners or potential employersand/or other justifications. 2.5 Priority shall be given to higher level qualifications, preferably NC Ill or higher. The Regional and Provincial Offices shall purposively drive the TWSP for higher level qualifications.
2 Subject: Implementing Guidelines for 2016 Training for Work Scholarship Program (TVVSP) Page 2 of 7pages Number 0/, series of Trainers Methodology Level I and Level II for qualifications/courses covered in the KEGs shall be included in the TWSP. 2.7 Programs under the TESDA Language Skills Institute (LSI) and Competency Assessment and Certification for Workers (CACVV) shall be covered under the Program. 2.8 Assistance for Micro and Small Enterprises (MSEs) through skills training assistance/upgrading shall be provided under the TWSP with the following features/implementation strategies: Enterprises to be assisted shall be categorized either in terms of total assets/capitalization or number of employees based on the following definition of the Small and Medium Enterprises Development (SMED) Council: CATEGORY TOTAL ASSETS (excl. land) No. of Employees Micro-enterprises Php 3,000,000 or less 1-9 Small enterprises Php 3,000,001 15,000, Only the micro and small enterprises under the KEGs or directly related to KEGs shall be given assistance; Training programs shall include cluster of competencies of WTR programs or enterprise-specific skill/competencies and NTR programs; Competency assessment shall be given to workers of participating enterprises/companies, through the CACW, to identify the workers (those not competent) who will participate in the skills upgrading program; A Training Plan shall be formulated using the result of the competency assessment; The enterprise-based training or dualized training approach shall be utilized; A pool of enterprise-based trainers per sector shall be developed by TESDA in partnership with industry associations; The training cost, which includes honoraria for trainers and supplies and materials, shall be paid to the company equivalent to the number of worker-graduates; Mandatory assessment for those who have enrolled in the training program shall also be applied, the cost of which shall also be part of the assistance; A separate registration system for enterprises shall be deployed; Workers who are undergoing the skills upgrading program shall have "continued employment status (paid while on training)"; The Regional/Provincial/District Offices shall involve the Regional Tripartite Wages and Productivity Boards (RTWPB) and local SMED Council in the implementation of this program; and
3 Subject: Implementing Guidelines for 2016 Training Page 3 of 7pages for Work Scholarship Program (TWSP) Numbers, series of Supplemental guidelines shall be issued for the detailed mechanics of the implementation of the training assistance for micro and small enterprises. Section 3. Beneficiaries of the TWSP 3.1 Must be at least eighteen (18) years old. Target beneficiaries who are seventeen (17) years old can avail of the scholarship, provided they have reached the mandatory age requirement of eighteen (18) years old by the time they finish the training program; 3.2 Educational attainment entry requirement shall be based on industry requirements or as prescribed in the applicable Training Regulations; 3.3 Can either be out-of-school youths, unemployed, underemployed and WET trainers, technology and livelihood teachers or industry workers obtaining skills upgrading training programs; 3.4 Priority shall be given to those without prior formal or vocational training as well as those coming from regions or provinces where the absolute number of poor residents and the incidence of poverty are high, as identified in the latest official poverty statistics; and 3.5 Other clientele groups such as persons with disability (PWDs), indigenous people, solo parents and their children, senior citizens shall be afforded access to scholarships opportunities in the qualifications/courses where they can qualify. OFW returnees, members of the families of AFP and PNP personnel killed in military and police operations and other marginalized groups may also avail of the scholarship program subject to pre-qualification. 3.6 Must not be currently a beneficiary of other government educational scholarship and subsidy program. Section 4. Selection of Participating Technical Vocational Institutions (TVIs) 4.1 The Regional and Provincial Offices (RO/P0) shall evaluate the participating TVIs based on their absorptive training capacity, previous performance particularly on the completion rate, certification rate, employment rate and other applicable criteria that may be defined by TESDA. Further, the approval and release of scholarship vouchers to the participating institutions shall be guided by the following: At least fifty percent (50%) employment rate of graduates of the qualifications included in the QMs submitted. The report on employment rate shall be applicable only for the TWSP programs that have been completed at least six (6) months to one (1) year prior to the new QM application under the TWSP in the same qualification. An electronic copy of the_ MIS report, which includes the employment status, shall be submitted to they TESDA Scholarships-Program Management Office (PMO).
4 Subject: Implementing Guidelines for 2016 Training Page 4 of 7pages for Work Scholarship Program (TWSP) Number of, series of 2016 At least eighty percent (80%) utilization rate (enrolled vs. approved slots) for the previously approved QMs. 4.2 The program shall be based on Labor Market Intelligence Report-Skills Demand and Supply Map and employment facilitation system and linkages/partnership with industry/placement agencies through memoranda of agreements, as may be necessary. If the program leads to self-employment, the program shall be supported by a written justification on the provision of assistance in post-training, self-employment or entrepreneurship services. 4.3 The TVIs shall facilitate the tracking and job placement of scholars/graduates through its Career Guidance Office/Unit/Industry Coordinator/Blue Desk. 4.4 The TVIs shall build up its capability of maintaining an effective monitoring system to provide reliable status / tracer reports on the scholars-graduates. 4.5 Duly notarized Affidavit of Undertaking with TESDA shall be issued by the TVIs (Annex Al) including the signed Scholar's Undertaking (Annex A2). Section 5. Scholarship Benefits 5.1 The TWSP scholars shall be entitled to free training and assessment. The approved TWSP standard costing for training and assessment shall be applied strictly. The TVIs shall not exact additional training fees from the beneficiaries of this program. 5.2 Cost of assessment shall be based strictly on the rates approved by the TESDA Board. Section 6. Implementation Strategy 6.1 Partnership arrangements with industry associations/bodies/groups shall be pursued and encouraged. Such arrangements shall focus on identification of priority qualifications/programs, conduct of training programs, selection of qualified TVIs, and facilitation of employment of TWSP graduates, among others. Section 7. Scholarship Allocation 7.1 The Regional Offices (ROs) shall provide allocation for its priority sectors and qualifications indicated in Section 2, LSI programs, the implementation of CACW and trainers development programs based on the targets to be set by the concerned Executive of programming offices. 7.2 Other national priority and convergence programs consistent with the objectives of the TWSP shall also be covered as maybe directed by the authorities.

Qualification Map (QM) 8.1 The Regional Offices shall prepare a proposed Regional Qualification Map with provincial and sectoral allocation and participating institutions based on their regional TWSP budget allocation. This shall be prepared on a semestral basis using the template in Annex B The Regional QM shall be prepared by the Regional Offices (ROs) in coordination with their Provincial/District Offices (P/DOs), the industry/other partners and/or the training institutions. 8.3 The Consolidated Regional QM (Annex 87) and Central Office QM (Annex B2), as endorsed by the respective Provincial and Regional Directors shall be approved by the Director General. The Regional and Provincial/District Directors shall ensure that the recommended QMs for approval of the Director General comply with all the requirements prescribed in Sections 3, 4 and 5 of these guidelines. 8.4 Based on the approved Regional QM, the actual distribution and release of scholarship vouchers to the participating TVIs shall be the responsibility of the Regional/Provincial/District Offices (RO/PO/DO). 8.5 Any revision/amendment of the QM shall only be allowed one month after the release of the vouchers to the TVIs. Section 9. Scholarship Vouchers Distribution Scheme 9.1 The TWSP vouchers shall be issued to the Regional Offices (ROs) by the PMO based on the approved Consolidated QM (Regional/Central Office Allocation). 9.2 Scholarship vouchers shall be released by the P/DOs upon submission of duly notarized Affidavit of Undertaking (Annex Al). 9.3 The institutions shall only conduct the training program after receipt of the vouchers from the P/DO. 9.4 The Scholar's Undertaking (Annex A-2) shall also be submitted by the TVIs to the TESDA P/DO upon the start of the program. Section 10. Assessment and Certification 10.1 The Regional and Provincial/District Directors shall ensure that the qualifications being included in the scholarship shall have readily available accredited assessment center and assessor within the region/province In line with the TESDA policy on assessment and certification program, competency assessment shall be mandatory for qualifications with Training Regulation (TR) The assessment of TWSP graduates shall be a pre-requisite for payment of training cost. eke

Containment Policy 11.1 The training programs indicated in the approved QM shall only be implemented within the specified region. Section 12. Dual Availment 12.1 Dual availment shall be allowed only for scholar-beneficiaries covered under this Circular. The additional qualification to be taken must be within the priority sectors, key employment generators, new and emerging industries identified in this Circular or in a value-adding qualification. In addition, LSI courses maybe taken provided that trainee-beneficiary shall have employment contract or employment offer from the employer as proof for deployment. Section 13. Administrative and Financial Procedures General Appropriations Act (GM) serves as a released document Appropriations for TWSP shall be available for obligation until December 31, For Central Office allocation, a corresponding Sub-ARO based on approved QMs shall be issued to the concerned ROs Payment to Nis shall be made upon submission of the following required documents: Billing statement; MIS (Training and Employment Report) duly signed by the TV s authorized signatories; Daily Attendance Sheet (for the duration of the training); Certified true copy of RWAC for payment of Assessment Fee; and TESDA copy of the TWSP Scholarship Voucher duly signed by the concerned officials. Section 14. Monitoring and Evaluation of Reports 14.1 The monitoring and reporting requirements of the PMO shall be observed which shall include the new Performance and Monitoring Report (BEDs and BFARs). Regular and timely submission of accurate and consistent data shall be strictly followed and shall be submitted every 3rd day of the following month The physical and the financial reports as reflected in the template shall always be consistent for correct and accurate reporting to oversight agencies.

Sanctions The following acts shall be grounds for the perpetual disqualification of the WI and suspension or revocation of the Certificate of Program Registration (COPR) among others, subject to due process of law: Ghost training; Exaction of unauthorized fees from the trainees; and Falsification, forgery or misrepresentation in the submission by the WI of the required reports to TESDA. Search, recruit and screen applicants for scholarship in coordination with the Provincial/District Office; 4. Ensure that each applicant for scholarship shall undergo pre-qualification process in accordance with the industry pre-hiring requirements as applicable; 5. Submit the final list of scholars for approval of the Provincial/District Director; 6. Check the Trainees Profile Form if the same is properly and appropriately filled out; 7. Conduct, in coordination with the Provincial/District Office, the Training Induction Program before the conduct of any training program; 8. Submit to the Provincial/District Office the Enrolment Report within thirty (30) calendar days after the start of training program while terminal report shall be submitted within fifteen (15) calendar days after the end of training period; 9. Shall not exact additional fees from the scholars; 10. Motivate and nurture the scholars to maintain one hundred per cent (100%) completion of the training program; 11. Allow at least eighty per cent (80%) attendance and participation to qualify for completion of the training program; 12. Ensure that all scholars undergo the mandatory assessment in coordination with the Provincial/District Director; 13. Institutionalize a functional Career Guidance Office/Unit to facilitate tracking and job placement and/or provide job referral to all scholar-graduates; 14. Institutionalize appropriate activity to mark the completion of every training program and report the same to the Provincial/District Office;
9 15. Institutionalize effective monitoring system/database to establish reliable status reports (tracer reports) of the scholars-graduates; and 16.
