2 IRR on the Accreditation of Private Organic Agriculture Extension Service Providers (AO ESPs) The guideline is issued pursuant to the implementation of the activities in support of the promotion, propagation and development of organic agriculture activities that is in line with the National Organic Agriculture Program

3 Objectives To hasten and improve organic agriculture publicprivate partnership on extension services To provide opportunities and wider participation of the private sector in the conduct of extension services on organic agriculture To recognize and harness the efforts and capabilities of private institutions/service providers dedicated to the delivery of organic agriculture extension services To provide a variety of extension activities to agricultural extension workers, farmers, IPs and other stakeholders in support of the thrusts of AFMA and the Organic Agriculture Act

4 Coverage Accreditation shall apply to the following: Rural based Organizations Cooperatives People s Organization Non-government Organizations Business Entities Foundations Faith-based Organizations

5 Conflict of Interest If an OA ESP is providing consultancy services to DA If any officer/staff of the OA ESP is related up to the 3 rd degree of affinity consanguinity to the ff: Management committee of ATI or any staff involved in standards setting and accreditation activities National or Regional OA ESP Accreditation Council The OA ESP should not be composed of DA personnel, staff or faculty on call including its resource persons

6 National Organic Agriculture ESP Accreditation Council National Executive Officer The ATI Director Membership One (1) representative from the Agriculture and Fisheries Extension Network (AFEN) One (1) representative from ACAP and PASUC One (1) representative from private sector One (1) representative from NOAB One (1) representative from BAFPS

7 Functions Provide s the overall policy ESP guidelines and directions of the program Issues accreditation certificate Continuously undertake appraisal and evaluation of the capability and competence of accredited OA ESPs

8 Regional OA ESP Accreditation Council Regional Executive Officer Center Director of ATI Membership One (1) representative from the Agriculture and Fisheries Extension Network (AFEN) One (1) representative from PASUC One (1) representative from private sector One (1) representative from LGU OA Committee Regional OA Focal Person

9 Functions Provides the regional policy guidelines and directions of the program Evaluates the applicant s eligibility for accreditation Evaluate/approves and issues accreditation certificates Provides report to the National Council s Executive officer through the National Secretariat for issuance of accrediatation certificate

10 Criteria for Accreditation Business entities, POs/RBOs /corporations/e-learning institution /Faithbased organization duly organized with SEC/DOLE Cooperative duly registered with CDA Non-profit and non-stock organizations duly registered with SEC Corporations Joint venture among Filipino OA ESPs and foreign entities

11 Technical Capability Must have the competence to carry-out training and other training related services Must show proof of training designs and summary of evaluation results at least 10 trainings conducted for the last 5 years Must show at least first-level certification that their products are organically produced

12 Resource Capability Must have at least 2 trainers and 5 faculty-on call Training Program Criteria Relevance Objectives Content Methodology Qualifications of participants Evaluation procedures

13 Facilities and Equipment Must have permanent office and address Size of the training room and dormitory able to accommodate 30 participants or capable to rent venues Lighting and Ventilation Restrooms Classroom Facilities, Equipment Workshop/on-the job facilities and equipment Resource center/library Transportation and communication facilities Refreshment/Dining area Kiosks or similar facilities Prayer room

14 Demonstration Services Must be accessible to any means of transportation Must have a good source of water and dependable power supply, and relatively peaceful Must be contiguous or compact

15 Qualification Requirements of Individual Speakers/Lecturers/Trainers Must have undergone at least 80 hours training /seminar or related learning process for OA Must be practitioner of OA with relevant work experience of 3 years Capable of developing training designs, modules, visual aids and evaluation tools Should have an effective communication skills A recipient of national or local awards in OA practice (Gawad Saka, etc.) Magsasakang Siyentista, Farmer Scientist, Farmer Leader Extensionist

16 Requirements for Application Duly accomplished and notarized application form College Diploma PRC license if applicable Certificate of training Sworn affidavit that the applicant is not related to any officials and staff authorized to approve its application Sworn affidavit and documentary evidence that he/she is a practitioner of OA

17 Accreditation Process Phases 1. Filing for Application 2. Documentary Evaluation 3. Ocular inspection/validation 4. Approval 5. Award of the Certificate Submission of legal documents Submission of technical documents Submission of financial documents

18 Validity of Certificate of Accreditation shall be for a period of 3 years Performance Evaluation Audit Renewal of Accreditation 6 mos. before the 3-year validity

19 Grounds for Disapproval, Suspension or Cancelation of Accreditation Disapproval False declaration Suspension Failure to comply of the conditions Refusal of the OA ESP to be audited Failure to install corrective measures Contract or other agreements with ATI have been breached Failure to pay accreditation fee Allowing organization and its facilities to be used for illegal or immoral activities Failure to submit required reports on time Length of suspension-not less than 6mos,not more than 1 year Cancellation of accreditation

20 Obligations of Accredited ESPs Display the certificate in a conspicuous place within the OA ESPs office Inform ATI of all the changes of ownership, address, personnel, and Bylaws) Not use of its accreditation in such manner as to bring ATI into disrepute Must conduct a minimum of 6 trainings within a period of accreditation

21 ATI Obligations Records and retention of documents Database of accredited OA ESPs Notification of changes in the accreditation procedure

22 Fees and Schedule of Payment Fees Application fee of non-refundable Php Accreditation fee of Php 7, (national level); Php 5, (local ESPs) Fees subject to renew every 3 years

23 Appeal Suspension are appealable in writing the Director of ATI within 15 working days from receipt of notice Separability Clause The provisions of these Rules are hereby declared separable, and in the event that anyone or more of such provisions are declared invalid, the other provisions not affected thereby shall remain valid and subsisting

24 Effectivity This Rules and Regulations shall take effect after 15days following the completion of its signing and publication in a newspaper of general circulation in the Philippines
