Haines, Fire Chief Subject: Monthly Activity Report September 15 th to October 14 th, 2008 Operations: Emergency Incident Response On September 18 at 11:47 AM Medic Engine 6611 and Truck 6671 responded to a reported structure fire at 1023 Elk Run Rd. Upon arrival the homeowner met firefighters outside the home and stated that there had been a fire in the oven that was now extinguished. Responses Exceeding Eight Minutes On September 22 nd a nine minute response to Chaparral occurred. On October 5 th a ten minute response to Riata Lane occurred. Apparatus and Equipment All Pebble Beach fire equipment is in service and available. Training: Engine and Truck Company Performance Standards All companies where scheduled to perform in service training in their respective response areas in order to maintain engine and truck company performance standards.

2 Monthly Activity Report October 31, 2008 Page Two Rescue Systems One Two personnel attended the Rescue System One class held at Fort Ord and conducted by Monterey City Fire Dept. The course prepares students to meet the requirements of the OES / FEMA urban search and rescue type 3 light rescue standard. Subjects covered are ladder rescue systems, breaking and breeching of walls, rope rescue and moving and lifting of heavy objects. Forcible Entry The Multi Agency Training Program recently took delivery of a Forcible Entry prop. This training tool will allow our personnel to train on techniques required to make entry through a wide variety of locked door and gate assemblies. Dan Self, a firefighter with the Austin Texas Fire Department and a training representative of The Inforcer Company taught twelve of our firefighters on proper technique with this new tool. These personnel are now authorized to train the remainder of the battalion on its use and forcible entry techniques. Advanced Rapid Intervention Crew Operations Four personnel attended this training course which covered rapid intervention crew operations at structural fires for rescue of trapped firefighters. The course consisted of classroom and hands on training in these rescue procedures. Advanced Life Support Program All Paramedic personnel were scheduled to review and train on the new Monterey County procedures for basic and advanced life support. Engine crews are still training on patient extrication techniques, cervical spine protection patient packaging and pediatric emergencies. Paramedic's and basic life support personnel have individually maintained or recertified, with skills checked off by some of our local Paramedics. The Multi Agency Advanced Life Support Program has added two new Paramedics to our staff. Fire Apparatus Engineer-Paramedic Sichel Kales and Firefighter II-Paramedic Josh Fenton have both joined our local staff. Upcoming training classes: Pre-hospital Trauma Life Support CPR Communicable disease Elder Abuse

3 Monthly Activity Report October 31, 2008 Page Three Fire Prevention: Fuel Reduction Project Prevention staff met with General Manager Niccum, Richard Verbanec, Jeff Froke and various Pebble Beach company personnel to discuss continuing the fuel reduction project in the Haul Road area. Chiefs Taylor and Hamelin are reviewing the existing Vegetation Management Project (VMP) documents created for the Fire Defense Plan in preparation for previous Haul Road fuel reduction work. We hope to commence the continuation of the project under the current VMP. A review of the Fire Defense Plan s 2008 fuel reduction work was completed and confirmed that scheduled work for this year has been completed. The components of the current FDP are under review for changes / additions; the plan will be reviewed on a biennial basis. Fire Safe Garden Margaret Leighton of Pebble Beach Company s Architectural Review office has approved the extension of the split rail fence around the perimeter of the fire garden. Board Member Jeff Froke is working on the project design plan, when completed the committee will review the plan, modify (if necessary) and approve. Phase two of the project will include installing the fence, pathway, irrigation system, plants, brochure stand, picnic table, solar lighting, plant signs and hardscape. Special Events On September 25 th, Fire Captains Agenbroad and Valdez, along with Chief Haines and Fire Captain Richard Lopez attended an OES sponsored table top meeting. The purpose of the meeting was to discuss the upcoming rainy season and the possible impact on county resources and personnel if areas affected by fires in the Los Padres receive normal or above normal rainfall amounts. Target areas were identified and a list of resources was developed; heavy equipment, PG & E equipment and key personnel, to be pre-positioned in the event of significant rainfall. On October 2 nd staff attended a Special Events Task Force meeting at Laguna Seca. The meeting reviewed upcoming events in the county and how various agencies would provide input and oversight. The next scheduled large event to impact Pebble Beach will be the 2009 AT&T Pro-Am event that is scheduled for February 9 through 15, 2009.

4 Monthly Activity Report October 31, 2008 Page Four CERT Program Fire Captain Jennifer Valdez is pleased to announce that the Pebble Beach Community Emergency Response Team has earned the President s Volunteer Service Gold award. To qualify for this award the team needed 1,000 group hours. This is the highest honor in a three tier system. Our team has logged over 2,000 collective hours. This is a significant accomplishment by local residents and Fire Captain Jennifer Valdez. A brief ceremony will be held at the PBCSD Board meeting. Each volunteer will be receiving a lapel pin, a personalized Certificate with the group s name, a congratulatory letter from the President of the United States and letter from the President's Council on Service & Civic Participation. A new CERT class will begin October 22 at the Pebble Beach fire station. Classes will be held in the Cypress and Carmel Highlands fire stations as well over the next six weeks, with at least 40 students in the course. Fire Captains Valdez, Mondragon and Lopez attended the Disaster Preparedness and Safety Day at the Crossroads. Unfortunately, inclement weather kept public participation to a minimum. Two Pebble Beach CERT members staffed an informational table at this event. Ten additional people signed up to participate in the next CERT class on October 22, On September 24 th, CERT members, with Fire Department assistance, taught a class on cribbing. 35 CERT members practiced the hands-on skills necessary to safely extricate a victim from a simulated debris collapse. On October 15 th CERT members, with Fire Department assistance, taught a class on sandbagging techniques, principles and personal safety. 25 CERT members practiced the hands-on skills necessary to prevent or mitigate minor residential flooding. The Monterey County Citizen Corps Council monthly meeting was hosted locally by Pebble Beach Fire Prevention. Citizen Corps, a vital component of USA Freedom Corps, was created to help coordinate volunteer activities that will make communities safer, stronger, and better prepared to respond to any emergency situation. Citizen Corps is coordinated nationally by the Department of Homeland Security. Participation in this group allows for additional CERT funding information and networking between other disaster agencies. Building Plan Review and Inspections Thirteen new projects / plans were approved and 15 field inspections completed; 120 hours were spent on plan checks and field inspections.

5 Monthly Activity Report October 31, 2008 Page Five On September 29 th and 30 th staff completed the annual facility inspection of the Pebble Beach Lodge complex. This was done with the help of on duty personnel from both the Pebble Beach and Carmel Hill stations. The inspection was facilitated by Marc Thornton, the Chief Engineer for the Lodge and Golf Courses at Pebble Beach; Marc supplied fire personnel with a very detailed and up to date binder showing the fire control panel locations for the various buildings at The Lodge, Casa Palmero and the Beach and Tennis club. LE 100 Residential Inspections Information included in Item 9 of the regular agenda. Miscellaneous 5 th Priority fire hydrant program: Prevention staff met with district staff to improve the data collection reporting abilities for fire hydrants which will make it easier for staff to access the information. Most new hydrants have been painted and staff will place the bots dots when all paving is completed.
