1 Charter Township of Bloomfield Plan for Consolidation of Services Economic Vitality Incentive Program January 20, 2014 In March, 2009, the Bloomfield Township Board of Trustees adopted a five year strategic plan that addressed the importance of consolidation of services and collaborative agreements. While Bloomfield Township had been actively participating in a wide range of collaborative efforts for years, the strategic plan called for increasing efforts to seek out new initiatives. This report lists the status of Bloomfield Township s collaborations through 2013 (as filed last year) plus updates on their status through It also lists plans to develop further collaborations and consolidations. The strategic plan, which refers to ongoing collaborative and consolidation efforts, is available to the public on the Township website and from Township offices. This specific Plan for Consolidation of Services, 2013, is available to the public at Township offices and on the Township website. EXISTING COLLABORATIONS Existing Revenue Producing Collaborations Activity Description 2013 Year End Status Passport Services FEMA Flood Mitigation Grant FEMA Hazard Mitigation Grant Tri Party Agreement Provided to township residents and residents of other municipalities for a total of 1,055 passports in 2013 and $36,042 in revenue Enabled development of a mitigation plan to reduce flood damage. Enabled development of a mitigation plan to reduce risk of general hazards. Road replacement funds from the Road Commission for Oakland County (RCOC) and Oakland County Continued to be eligible for grants when applicable. Continued to be eligible for grants when applicable. Collaboration among West Bloomfield Township, City of Troy, City of Birmingham and City of Bloomfield Hills for water and sewer services Pays Bloomfield Township to maintain local roads. Offered to residents of neighboring communities. Administered 8,284 tests in NEW: Bloomfield Township now provides building permitting, plan review and inspection services for improvements at Way and East Hills elementary schools and for the construction of the new Bloomfield Hills High School. All are in the Bloomfield Hills School District. It is fee based and has generated $49,000 in plan review and permit fees to date., currently contracted through Extended partnership to include overseeing the mowing and maintenance of Telegraph Rd. in sections of Pontiac & Bingham Farms. year to year agreement.. April 2012 mutual approval was granted to move forward, with estimated project completion by Fall Existing Cost Savings Collaborations Activity Description 2013 Year End Status Safety Path Construction In cooperation with the Road Commission for Oakland County (RCOC) and the Michigan Department of Completed 1 mile of new safety path along roadways in Transportation (MDOT). West Nile Virus Treatment Program In cooperation with Oakland County Continued treatment. 2

3 Southeastern Oakland County Water Authority (SOCWA) Rouge Program Office Alliance of Rouge Communities Michigan Intergovernmental Trade Network (MITN) Became customer of intergovernmental authority to reduce cost of water. Saved $2 million in 2013 Cooperative watershed planning with Wayne and Oakland County communities. Cooperative effort with other local governments in the Rouge Watershed Participate with privately owned and operated organization used by public entities to post bids and sell and purchase equipment and services. EMS Purchasing Consortium Includes 80 members from Oakland and Wayne County Oakland County Ladder Testing Forty seven fire departments in Oakland County submit Consortium one request for proposals for required annual testing of ladders. Fire Records Management Systems Consortium to purchase equipment provide software support for records management OakWIN Radio System First responders use a countywide radio system connecting local agencies with each other, Oakland County and Michigan State Police Oakway Mutual Aid Group Provide mutual aid, train together, share equipment and form purchasing consortiums. (CERT) Community Emergency Joint training with federal, state and county governments. Response Team K 9 Unit Mutual aid agreement makes K 9s available for searches and presentations in neighboring communities. Had 109 K9 calls for service, 41 of those assisting outside agencies in Motorcycle Unit Lent to other communities as part of mutual aid agreement. Continued use for surplus auctions of used vehicles/equipment/assets and to solicit RFP/RFQ s.. Continuing improvements. NetRMS Reporting System Part of Clemis county wide system Michigan MIDEAL Purchasing consortium. Will also continue to 3

4 MABAS (Mutual Aid Box Alarm System) Hazardous Material and Technical Rescue Teams RAFT (Regional Alliance for Firefighter Training) Tax and Assessing Program and Reporting System GIS Data Development Interconnects beyond Oakway communities with a larger region for mutual aid in event of a broad impact disaster. Participate in training and deployment of teams to serve in local, state or federal disasters. Share training opportunities and expenses with 60 fire departments. In cooperation with Oakland County reducing overall costs and duplication of effort by maintaining a joint data repository. With Oakland County, Southeast Michigan Council of Governments (SEMCOG), and other local governments use other municipality and County bids to purchase goods and services when possible.. Continuing improvements.. Continuing improvements. MCAT Major Case Investigation Unit. Police work with surrounding agencies on cases. Narcotics Enforcement Team Countywide cooperative effort to investigate narcotics cases. Oakland Violent Gang Task Force Cooperate with other county agencies to combat gangs. Revenue / Cost Neutral Consolidation Bloomfield Hills Schools Bloomfield Hills Schools Bloomfield Township sells the school district salt and road maintenance materials at cost. The district lends the Township specialized maintenance tools. Township Clerk s Office collaborates with Model High School to train and hire student election inspectors ages who attend American government classes. since

5 Bloomfield Hills Schools Bloomfield Township sells the school district fuel. The district allows the Township to use its bus wash for our Senior Transportation vehicles. Existing Consolidation of Services Contracts Contract with the Birmingham Area Cable Board (BACB) for local Government and Public Access television programs Bloomfield Township provides government and public access cable television programming to Birmingham, Beverly Hills, Franklin, and Bingham Farms. It has provided the BACB communities with 6,730 original television programs over the past 12 years and generated $1,707,000 for Bloomfield Township. One year remain on the current contract. We added high school sports events to the scope of our contract, increasing revenue by $45,000 over the regular contractual amount. Revenue from the annual contract and the addendum totaled $225,000 for Contract with the City of Sylvan Lake for Assessing Services New contract has been signed for assessment years 2014, 2015 and 2016, totaling $65,400. Revenue in totaled $38,200. Contract with the City of Sylvan Lake for Plan Reviews and Building Inspections 48th District Court Bloomfield Township and Sylvan Lake entered into an openended contract in July 2011 that requires the Township to provide all plan reviews and building inspections for the City. It is fee based and has generated $93, for Bloomfield Township to date. Four municipalities jointly fund and use the services of the district court. The building and the property are owned by Bloomfield Township, which receives rent. Two additional municipalities use the services of the court and contribute all fees generated by their citizens to its operation. Annual rental revenue: $538,039. Building Division has processed a total of 45 building permits, 54 electrical permits, 41 mechanical permits and 38 plumbing permits for Sylvan Lake for total revenue of $47,

6 Road Commission for Oakland County City of Bloomfield Hills Plans for Future Consolidation of Services Agreements Partnership agreement with the Road Commission for Oakland County (RCOC) for Special Assessment District (SAD) Road Paving. Partnership in sharing the SOCWA connection to create a blended water district with the City. Two road paving projects, a total of 3 miles, were completed in August The new road projects to start in May By contracting directly with the RCOC to pave the roads the Township saves on paying upfront costs before SAD is established. Savings estimated at $130,000. There were no barriers. Started in October 2013 and expected to be completed by July Savings estimated at $200,000. There were no barriers.
