We had a successful Scholarship luncheon during our March luncheon. Special thanks to Colonel Peter Hunt for making sure that we executed a new program of helping ROTC cadets who are in particular need of money in their junior years. Thanks to our membership who have faithfully contributed to our scholarship fund we are able to continue helping high school seniors in JROTC and our cadets in the seven colleges and universities that we serve. Over the past several years we have had more contributed than we anticipated which has allowed us to help more students. MOAA National will be Storming the Hill to educate our US Representatives and Senators as to our priorities for the year. High on the list of things to be talked about are proposals from DoD regarding TRICARE. The DoD budget proposal that is being looked at in the HASC right now proposes many additional fees and deductibles, which seem to be designed to force more families to utilizing MTFs and military doctors, however, it does not address the fact that these MTFs have limited capacity and doctors to see those seeking treatment. This has the effect of forcing them to seek treatment in the civilian medical arena, thus causing greater cost to DoD and the individual covered under TRICARE. In testimony before the HASC panel, Colonel Steve Strobridge testified: Particularly for retirees, we believe the proposed fee increases - in the range of $500 to $1,200 a year - are disproportional, Strobridge said. Further, the incentives structured as different-sized sticks, with the biggest sticks proposed for the TRICARE Standard group that, ironically, costs DoD the least money. I have had the marvelous opportunity to meet fantastic folks transitioning to the civilian world. One of the key sticking points in our discussion is the development of the key skills that a identified on the resume. As a director of Human Resources, I would receive a hundred, sometimes hundreds, of resumes and applications for a position, depending upon the position. My challenge was to reduce this number to the 15 to 20 applicants who I would contact for phone interviews. These phone interviews would average 30 minutes each. Imagine the time spent on this process while juggling my other duties. I scanned a resume or application in 10 to 15 seconds and could determine if it went into that yes pile for the phone interview. How did I scan and determine to pass the resume to the next step? First, let s define key skills. These are the tactical skills that have been learned and developed throughout not just the career, but life. These are not the broad punch words that platitudinize the resume. These should be the nuts and bolts skills. I wasn t looking for a 50K level of generalities. I focused on the hard skills that matched with the skills needed to successfully perform in the prospective job. The first priority for the job seeker is to create that list of key skills. There is a wealth of information for this. Review all of the past performance evaluations and list the accomplishments, including results. Take a skills assessment available through school careers offices, books, websites, etc. Look to extracurricular activities that have provided skills learning that may be a tangent off of a career path or may be something that has been accomplished that is unrelated. BRAINSTORM THE OPPORTUNI- TIES! Transitioning Tips Now the task is to match the skills of the job seeker with those required of the desired position. The best source to find those key words is the job description or the job posting for that job. A job description should be available for every posted position. If not, be wary if one is not available. I once joined a company and was told that the job description was being re-written as I was completing the new-hire paperwork. Knowing the hiring manager, I didn t doubt that everything was going to work out ok. Wrong! I lasted four months in that position. There was so much turmoil in that organization. I couldn t accomplish that goals of the position. I was not happy. So, let s get back to the point raised in the first paragraph. The most favorite key word identified in a resume of a transitioning military member is leadership. Now that s a 50K word. Why? The Oxford Desk Dictionary and Thesaurus defines a leader as a person followed by others. This definition is followed by a list of job titles chief, head, director, chair, etc. In other words, these words really don t define what skills the job seeker is bringing to the table. To be tactical, the focus must be realigned to think of the words that make up leadership. These are skills that the transitioning member has in abundance. Look for words like critical thinking, problem solving, project management, process development, staff development, training, mentoring, team processes, we can go on. Again, a great source for identifying key words is from job descriptions. Google similar job descriptions and look for the (Continued on Page 6) Transitioning Tips (Continued from Page 5) key words highlighted for that position. Pull out the words that match your skills and abilities. Use these in your resume. 5 The Lariat April 2016

6 would see a 24 percent enrollment fee increase plus other increases in costshares and pharmacy copays. Families who elect to stay with TRICARE Standard - which costs DoD less than Prime - would incur a new $900 annual enrollment fee, plus a $600 deductible for using out-of-network care, in addition to their existing 25 percent cost share for all services. If a military family has a choice, a higher deductible for using out-ofnetwork care might make sense. But DoD acknowledges the network system will only cover 85 percent of the population. MOAA believes the 15 percent of beneficiaries who have no choice other than using out-of-network providers shouldn't be charged an extra $1,200 in enrollment fees and extra deductible for having no other option, Strobridge told the panel. MOAA believes there should be no enrollment fee for TRICARE Standard or TFL, as neither plan guarantees access to a network of providers, as TRI- CARE Prime does. Another proposal in the DoD budget is to means test TRICARE for Life members to adjust their fees. This, even though costs to DoD for TFL have been steadily going down over the years. This is not done in any other Federal medical program, and we do not see that our TRICARE for Life members should be subjected to such. Other issues that will be discussed is yet another year of sub-standard pay caps for military members. DoD is touting a 1.6% pay increase as being great, however, this is below the 2.1% pay increase that civilians are experiencing and makes a cumulative loss of over 3.1% over the past 4 years. Senator Lindsay Graham, chair of the Personnel sub-committee for the Senate, has really blasted this proposal. He is also concerned about proposed changes from DoD relative to the new retirement plan that the Congress just approved, which would make the time at which DoD would start contributions to the plan farther into an enlistment than was previously put into law. Other benefits, such as Commissary, housing allowances, licensure and certifications will be discussed. On the State level, there have been some preliminary hearings in the House and Senate to address interim charges that the Speaker of the House and the Lt. Governor asked the two military committees to look into. The biggest issue discussed thus far is the distribution of funds for the 44-million -dollar mental health bill that was passed this past session and the fact that it is taking longer than expected to get the funding out. 7 Medical Minute Beau Lines on Fingernails Beau lines are grooves that run horizontally across the nail plate. They usually develop when nail plate growth which begins in the matrix located under the cuticle is temporarily disrupted. This can occur with direct injury to the nail matrix; an inflammatory condition such as psoriasis; infection around the nail plate; repetitive picking at the nails or cuticles, or even a manicure. Systemic causes include nutritional deficiencies, illnesses accompanied by high fever, metabolic conditions, certain drugs (especially chemotherapy agents) and diminished blood flow to the fingers (from Raynaud s phenomenon for example). Since nails grow slowly about three millimeters per month for fingernails a condition affecting the nail matrix won t register in the nail matrix for weeks or months. You can measure when the injury to the nail matrix took place by measuring the distance from the cuticle to the groove. Unless the matrix is injured, Beau lines grow out with the nail and eventually disappear. Complete replacement of the fingernail takes about six months. You can t do much about Beau lines. Another little mentioned feature of Beau lines is in diagnosis. Physicians look at your fingernails for Beau lines which often indicate heart disease. When these are associated with red palms, they usually start testing for cardiac disease. Source: Harvard Women s Health Watch, April 2009, Dr. Celeste Robb-Nicholson Col Irene Collier (Ret) Hospital Stays and Delirium Ten to fifty percent of hospital patients experience post-operative delirium. The percentage is higher with frail patients or those who undergo complex procedures: i.e. heart surgery. There are many stressors that lead to temporary delirium in hospitals. This could lead to a wrong diagnosis, discharge to nursing homes, cognitive decline and even pre-mature death. Hospital acquired delirium can be caused by medications, dehydration, infection, uncontrolled pain, lingering effects of anesthesia, urine retention and constipation, withdrawal from medications, lack of sleep, preexisting cognitive phenomenon, or unfamiliar environment. Causes are multiple. The faster delirium is treated the better the recovery. But sometime it can be hard to spot, particularly in people with pre-existing memory problems or introverted personalities. The following are some central characteristics of delirium to look out for: Disorientation or delirium Disorganized thinking Difficulty paying attention Becomes withdrawn or depressed Has difficulty recognizing family members Slurred or garbled speech Jumpy, edgy or fidgety Anxious or afraid Perception becomes distorted, inaccurate with visual misconceptions Hears imaginary voices or sounds Unable to do simple math Caretakers can manage hospital acquired delirium by taking the following steps: Create a comforting environment; keep essential items nearby like glasses, cosmetics or shaving equipment, family photos, hearing aids, Solitaires comb, mirror, tooth brush, etc. Communicate what day is it? play cards, bring a calendar, stay close by, have a family member there 24/7 during the acute phase. Keep them moving, walk even short distances. Be sure your loved one stays hydrated have water where they can reach it. Bring a small tape recorder with familiar songs or a small radio. 10 Ending Veteran Homelessness in San Antonio: In January San Antonio Mayor Ivy R. Taylor and USAA Chief Executive Officer Stuart Parker announced USAA s $2.1 million pledge to end veteran homelessness in San Antonio by March 31, USAA s pledge was inspired by the White House Administration s Mayors Challenge to End Veteran Homelessness, which was announced by First Lady Michelle Obama in 2014 as part of the First Lady and Dr. Jill Biden s Joining Forces initiative. Beneficiaries of the $2.1 million will be the American GI Forum National Veterans Outreach Program (NVOP), Family Endeavors, and the South Alamo Regional Alliance for the Homeless (SARAH). These service providers will use the funds to deliver the services necessary to ensure that veterans are provided with housing for themselves and their families. We are so grateful to USAA for this incredible support. Their tremendous generosity and longstanding commitment to veterans are helping our heroes live out their dreams for the future. Over the past 43 years, my team and I have seen too many veterans face homelessness on a regular basis. NVOP has worked tirelessly to find these men, women, and their families the sustainable housing, meaningful employment, and support services to help them get back on their feet. This work is critically important, and we are honored to join with USAA, Family Endeavors, and SA- RAH to continue to get San Antonio s veterans into the homes they deserve, said Carlos Martinez, President and Health, Benefits & Welfare CEO of the American GI Forum National Veterans Outreach Program. NVOP has been working hard over the last two months to meet this goal by placing homeless veterans in housing, providing them with personalized case management, and delivering follow-up services to ensure there is ongoing monitoring of the veteran s housing situation. You too can help! The Big Give SA is a 24-hour day of giving on Tuesday May 3, 2016 from 12:00 a.m. until midnight. It is a day when everyone in our region is asked to make a donation and show support for the local nonprofit organizations that help transform lives every day. Every dollar that NVOP raises on May 3 goes directly to help veterans and their families who are in need. **** Retiree Appreciation Day JBSA Randolph: On Saturday, April 23, 2016, JBSA Randolph Retiree Activities Office, with the assistance of the 12th FTW, will once again be presenting the Retiree Appreciation Day, honoring our military retirees of all services and their families. The event will be held at the Kendrick E Club, across from the BXtra. The opening ceremony will begin promptly at 9:00 A.M. An information fair will follow at approximately 9:30 A.M. and continue until noon. During this period, retirees will have an opportunity to pursue a variety of government and commercial services and products available in this area. **** DoD Windows 10 Deployment Department Wide by Jan 2017: The Department of Defense (DoD) will deploy Windows 10 department wide by January 2017 to strengthen cybersecurity and streamline the information technology operating environment. However Federal News Radio reporter Scott Maucione reported the Army thinks the transition will take The Lariat April much longer than the Pentagon s oneyear mandate. The DOD-wide shift to a single operating system is unprecedented and offers several benefits including improving the cybersecurity posture by establishing a common baseline. Windows 10 also will help lower the cost of DoD information technology. New security features in Windows 10 will help the department enable faster software patching and counter a major cyber-intrusion technique called pass the hash. DoD will transition more than 3 million Windows-based desktops, laptops and tablets to Windows 10, a crossplatform release that does not include mobile phones.
