2 CIVILIAN MARKSMANSHIP PROGRAM Our Vision That Ever y Youth in America Has the Oppor tunit y to Par ticipate in Firearm Safet y and Marksmanship Programs CMP Talladega Marksmanship Park FY15 saw the birth of CMP s Talladega Marksmanship Park. Plans were approved in March 2012 by the CMP Board of Directors for the 500-acre marksmanship facility. Colossal vehicles worked diligently to move the 600,000 cubic yards of dirt from the hills of Alabama through rainy December 2013, January 2014 and throughout the next year with the park officially opening to the public in May The new CMP Talladega Marksmanship Park is one of the most advanced outdoor facilities in the world. Boasting the latest technological advances in the realm of marksmanship, the facility features a 600-yard rifle range, a 100-yard multipurpose range and a 50-yard pistol range. It also includes 15 action pistol bays and a trap field with a 5-stand overlay and a 15-station sporting clay field, both with automated trap machines. The striking entrance of the Club House at Talladega Marksmanship Park greets visitors into the state-of-the-art facility that has come to be known as the most advanced in the country. In FY15, there were 5,305 competitors that fired at the Park in addition to 1,889 spectators. Each firing point is equipped with a state-of-the-art, KTS electronic target and scoring monitor that automatically displays scores in a matter of seconds. The intricate targets have the ability to be reused meaning there is NO pit duty required dramatically cutting down the time typically demanded by a single match. The first competitions on the new range were fired June 6-7, with over 350 rifle and pistol competitors. Since then, the facility has hosted a number of competitions and clinics conducted by the highly qualified and educated staff members. Guests to the facility may also visit the Creedmoor Pro Shop conveniently located right within the 13,000 square feet of the Club House to purchase firearms, ammunition and accessories. Talladega Marksmanship Park is open to the public, year round, and offers many opportunities to marksmen of all ages. Competitors fired on the new electronic targets for the first time during the inaugural match at Talladega in June. CMP Community Outreach Outside of competitions, the CMP is proud to serve the surrounding area through events and public programs bringing smiles to community members through our world-class facilities and the kindness of our employees. During FY15, the CMP participated in Ottawa County Career Day, Ohio Day at the Range, Wounded Warrior programs and many other community events. Besides standing as a leader in Firearm Safety and Marksmanship Programs, the CMP is actively dedicated to staying connected to the areas it helps support. With the large and accommodating spaces offered at the Gary Anderson CMP Competition Center, South Competition Center and CMP Talladega Marksmanship Park, the CMP is able to introduce the world of marksmanship to curious visitors who are otherwise unaware of the competitions that go on within their perimeters helping to expand community support and the public s perspective on all of the great happenings within the CMP and competitive shooting. The Civilian Marksmanship Program 2015 Annual Report Chairman/CEO s Message: The Board of Directors and Officers of the Corporation for the Promotion of Rifle Practice and Firearms Safety, Inc., commonly known as the Civilian Marksmanship Program or CMP, proudly present this CMP 2015 Annual Report. The CMP hereby certifies that it has complied with all applicable provisions in its federal enabling legislation in Title 36 USC, The 1996 law that established the CMP as a federally-chartered, not-for-profit corporation gives the CMP authority to sell surplus government rifles to support the marksmanship and firearm safety training and competition programs that the CMP carries out in fulfillment of its statutory mission. Funding for CMP programs comes primarily from the sale of these surplus rifles that are drawn from the U. S. Army. The sale of surplus rifles and ammunition results in both warehousing and security savings to the Army. During FY15, proceeds from the sale of government surplus rifles and ammunition fully funded all CMP programs, providing a substantial excess of revenue over expenses for our twelfth consecutive year. This excess is invested in CMP s permanent endowment, providing funds to finance CMP programs in future years when the supply of government surplus rifles has been exhausted. In the past fiscal year, the CMP not only provided an expanding array of firearm safety and marksmanship programs for U. S. citizens, but continued to support marksmanship training and competition activities for Army, Marine Corps, Navy and Air Force JROTC units through funding, awards and staff and volunteer expertise. The CMP also continued to recognize the hard work of all of its junior shooters through its scholarship fund by rewarding those who demonstrated excellence in marksmanship and other areas of their lives. After reviewing a record number of applicants, the CMP awarded $173,000 in scholarships to graduating seniors. The CMP Talladega Marksmanship Park officially opened to the public in May 2015, after over a year of careful construction. The finished facility includes many state-of-the-art features, including firing points equipped with the latest in electronic target systems. In June, over 350 competitors participated in the inaugural matches at the new range, with many more passing through the impressive Club House threshold to attend clinics, open public shooting days and other competitions. The world of pistol underwent exciting changes, as the addition of the new.22 Rimfire EIC Distinguished Badge Program added 113 more EIC matches throughout the year. Just a few months into the program, the first three badges were awarded at the National Matches in July. Other sometimes controversial rule changes resulted in increased participation in pistol events more than doubling CMP Service Pistol EIC matches. In air rifle action, the National CMP Three Position Air Rifle Championship and National JROTC National Championship again received great participation from the most skilled junior marksmen in the country. Generous endowment donations, provided by Larry and Brenda Potterfield of MidwayUSA, through their foundation, totaled over $600,000 to successful teams throughout the competitions. The CMP also provided additional $35,000 to the top teams and individuals is our nineteenth year of success, growth and improvement. None of this success would have been possible without our selfless board of directors and our dedicated staff. Our past year s accomplishments are proudly reflected here in this CMP 2015 Annual Report. 4 CIVILIAN MARKSMANSHIP PROGRAM CMP History The Civilian Marksmanship Program traces its origin to 1903 when Congress and the President established the National Matches and National Board for the Promotion of Rifle Practice. The program gave life to a concept advanced by President Theodore Roosevelt and other national leaders that marksmanship skills developed through regular practice and competition contribute to the nation s defense. As the program expanded to make its competitions and military support available to civilians, it became identified as the civilian marksmanship program. When U. S. Army interest in marksmanship diminished after WWII, the CMP mission increasingly focused on fostering youth development through marksmanship. Then in 1996, after 93 years of Department of Defense and U. S. Army administration, Congress privatized the program by creating a federally chartered, not-forprofit corporation known as the Corporation for the Promotion of Rifle Practice and Firearm Safety, Inc. Today, the program is popularly recognized as the Civilian Marksmanship Program or CMP. The marksmanship heritage inherited by the CMP in 1996 included the National Matches, Small Arms Firing Schools, and a network of affiliated state associations and clubs. The 1996 legislation (36 USC The McChesney family from Beaver Falls, PA, fired side-by-side during the 2015 National Rimfire Sporter Match at Camp Perry. The six kids (five girls and one boy) ranged from 17 to 8 in age. Junior National Match Competitors receive instruction from a U.S. Marine Instructor during the U.S. Marine Corps Junior Clinic at Camp Perry in ) states, in part, that the functions of the CMP are 1) to instruct citizens of the United States in marksmanship, 2) to promote practice and safety in the use of firearms and 3) to conduct competitions in the use of firearms. The law goes on to state that in carrying out the Civilian Marksmanship Program, the corporation shall give priority to activities that benefit firearms safety, training, and competition for youth and that reach as many youth participants as possible. A National Leader in Firearm Safety and Marksmanship Since 1996, the new CMP built upon its marksmanship heritage to become a national leader in firearms safety and marksmanship training and competition. In the 18 years since the CMP became a non-profit corporation, its board of directors, administrative officers and staff have launched numerous safety, marksmanship training and competition programs that fulfill the corporation s statutory mission. The CMP has become a national leader by emphasizing safety and basic marksmanship instruction, encouraging mass participation in its competitions, applying technological innovation and providing outstanding constituent service. This CMP 2015 Annual Report provides summary data on CMP programs and activities that took place in FY15. 2

5 2015 ANNUAL REPORT Revenue Generation During FY15, proceeds from the sale of surplus rifles fully funded all CMP programs and provided a substantial surplus of revenue over expenses for the endowment fund. CMP SALES CMP operations, warehousing, inspection & repair, test firing, sales order processing and distribution activities are headquartered in Anniston, Alabama. The CMP operates two successful retail stores that are popular destinations for CMP customers. The first CMP Store opened at Camp Perry, Ohio, in April The second opened in Anniston, Alabama, in June Both stores give CMP customers opportunities to personally inspect government surplus rifles before making purchases. The stores now account for about 25% of all CMP sales revenue. The CMP also conducts on-site sales at the CMP Eastern Games in Camp Butner, North Carolina, the CMP Western Games in Phoenix, Arizona, and occasionally at other venues. Individuals who wish to purchase governmentsurplus rifles from the CMP must be members of a CMP-affiliated organization. The CMP Custom Shop opened for business in October 2013 and provides a wide variety of repair, upgrade and custom services for a wide range of U.S. Military rifles, specifically those issued in early eras. The CMP Custom Shop completed 414 work orders in FY15. ENDOWMENT FUND The CMP is committed to providing its safety, education and competition programs well into the future. The federal law that established the new CMP authorizes the Corporation to sell surplus.30 and.22 caliber military rifles, parts and ammunition to qualified U.S. citizens for marksmanship. Accordingly, the CMP sells government-surplus M1 3 The North and South Stores were again swarmed with gun enthusiasts who were eager to get their hands on some of the rare and historical firearms sold by the CMP. Garands,.22 caliber target rifles and small quantities of other rifles to qualified purchasers. Net revenue from CMP sales is used to fund operations and programs and to supplement the endowment. The Corporation recognizes that its primary source of income, the sale of surplus government rifles, will not be available indefinitely. To assure that CMP programs have a stable funding source in the future, the Board of Directors established a permanent endowment fund in All funds generated from CMP sales that are surplus to requirements for current operations are transferred to this fund. Professional investment advisory firms operating under the supervision of the Board of Directors Investment Committee manage endowment fund investment accounts. In FY15, CMP again promoted the CMP Planned Giving program which allows donors to donate cash or name the CMP as the beneficiary of their will, living trust or qualified retirement plan. During FY15, the CMP Mobile Range continued to travel around the U.S. to bring the highest level of competition equipment to shooters around the country. The CMP Mobile Range accommodated 2,500 total shooters in 16 events in 12 states.

6 CIVILIAN MARKSMANSHIP PROGRAM ANNUAL FINANCIAL AUDIT An independent accounting firm performs annual audits of CMP finances and operations. The FY15 CMP audit did not report any irregularities in financial statements or operations. M1 Garand rifles to eligible veteran service organizations for ceremonial purposes, at no cost to the government. Between FY10 and FY15, CMP has produced and shipped over 15,500 rifles. CMP armorers inspect, repair, test fire, install blank firing adapters and ship ceremonial M1 Garand rifles to TACOM at no charge. The CMP has been providing volunteers to inspect and repair ceremonial rifles at veteran organizations since MARKSMANSHIP TRAINING AND COMPETITION PROGRAM SUMMARIES CMP training and competition programs served a growing population of youth and adults. National Matches The National Matches were established by an Act of Congress in 1903; the CMP plays a leading role in the preservation and expansion of the Matches that take place every year at Camp Perry, Ohio. The matches have been held at Camp Perry for more than 100 years. CMP Rifle Master Instructors guide both adult and junior shooters through proper safety and handling techniques to help ensure quality training for the future of marksmanship. SUPPORT FOR THE U. S. ARMED SERVICES Since the CMP was once a Department of Defense agency and the sale of government surplus rifles is a primary source of CMP program funding, the CMP maintains close and supportive working relationships with many Department of Defense organizations. This support for Armed Services agencies is provided at no cost to the government. Examples of these programs are the CMP s support of Army, Marine Corps, Navy and Air Force JROTC marksmanship, ceremonial rifle repair for veterans organizations, scholarships for junior shooters, and upgraded infrastructure at Camp Perry, the Ohio Army National Guard post where CMP program staff is based. Ceremonial Rifle Program CMP proudly supports the U.S. Army s TACOM Life Cycle Management Command s Static Display and Ceremonial Rifle program by servicing and shipping 4 Ohio Congressman Bob Latta fired the ceremonial First Shot to officially begin the 2015 National Trophy Pistol and Rifle Matches at Camp Perry. This year 5,494 individuals participated in various schools and competitions at the National Matches. CMP National Matches events offer national championship competition in service rifle and service pistol, as well as national level competitions with rimfire sporter smallbore rifles, as-issued military rifles, and air pistols and rifles. Several clinics and camps are also offered during the CMP National Matches.

7 2015 ANNUAL REPORT Gun Safety Programs The CMP believes that gun safety training is the foremost means of ensuring the safe and responsible use of firearms and airguns. Every CMP program has a teaching component that includes safety doctrine, safety training and safety controls. Every CMP training course includes a gun safety presentation. The use of gun safety flags is mandatory in all CMP events. Rifle purchasers must show proof of marksmanship activity where safety training was given. Gun safety locks are available for all rifles sold by the CMP. CMP Games Events CMP now offers seventeen CMP Games matches which allow shooters to reenact military and marksmanship history and feature camaraderie in a relaxed, fun-filled, yet challenging experience. The CMP Games Matches have not only allowed some of the best marksmen in the country to come together for friendly competition, but have also become an annual tradition for many in the shooting community. Small Arms Firing Schools Participation in the 2015 school included 740 students who received introductory safety and marksmanship instruction in the 2015 Pistol and Rifle Schools at Camp Perry. Students learn from the most accomplished military instructors and competitors in the nation. Visitors to the air gun ranges in Camp Perry, OH, and Anniston, AL, have the unique opportunity to train on two of the most advanced electronic target facilities in the country. They re also guaranteed to have a little fun along the way. Over 19,000 shooters attended Open Public Shooting nights at the CMP Competition Centers. In addition to the Small Arms Firing Schools held during the National Matches, the CMP has expanded this program to include the CMP Travel Games. Rifle Small Arms Firing Schools were also held in Oklahoma, North Carolina and Arizona. Over 146 students attended the new SAFS and gained valuable training. Sanctioned Competitions The CMP sanctioned more than 1,732 matches for approximately 11,934 competitors in The CMP s sanctioned match program offers competitions in Excellence-In-Competition (EIC), John C. Garand, Springfield, Vintage Military, Carbine, Modern Military, Vintage Sniper Rifle Team, Rimfire Sporter and National Match Air Rifle events. Marksmanship Clinics Sixteen hundred ninety seven juniors and adults received expert instruction by CMP certified volunteers at 83 special clinics this year. CMP affiliated clubs have conducted 71 marksmanship clinics and trained an estimated 1,527 new shooters in The CMP has now trained 734 Master Instructors, including 57 in FY15, who serve as rifle clinic instructors in their home clubs. The CMP provides training curriculum for use in these clinics. The Pistol and Rifle Small Arms Firing Schools allow new and experienced marksmen to receive one-on-one training from a distinguished assortment of the country s best instructors. 5

8 CIVILIAN MARKSMANSHIP PROGRAM Advanced Maintenance Clinics and Webinars The CMP held nine Advanced Maintenance Clinics for 177 students. An online webinar teaching the proper techniques for maintaining the M1 Garand rifle was also attended by 296 individuals. Three-Position Air Rifle Junior Competitions Air rifle target shooting is now the most popular youth shooting sports competition activity in the U.S. In addition to sanctioning 187 state and regional competitions for 11,200 junior competitors, the CMP supported fourteen major national junior competitions in 2015 in cooperation with the American Legion; Army, Marine Corps, Navy and Air Force JROTC Commands; Daisy/U.S. Jaycee Shooter Education Program; the NRA; the U. S. Army; and USA Shooting Junior Olympics (sporter and precision). Competition Tracker The CMP is a world leader in using computer technology to manage competition events and provide live results to the shooting sports public via the Internet. In FY15, the CMP Competition Tracker website received 170,000 visitors and over 3.85 million pageviews. The CMP State Directors have been pivotal assets in ensuring a positive and prominent future for junior marksmanship across the country. Mesquite High School Army JROTC, Texas, posed for a picture during the 2015 Regional JROTC Championship. State Directors CMP-appointed State Directors coordinate the delivery of CMP youth programs in their states. There are 47 Directors serving in 40 states (some states have more than one director). JROTC Marksmanship Training The CMP is responsible for training JROTC instructors and certifying JROTC ranges. Left to Right: David Lange, SFC Michael Gasser, SFC Patrick Franks Marksmanship Instruction Course (JMIC) Master Instructors were either trained or recertified in FY15. Since 2005, the CMP has trained 373 JMIC Master Instructors. JMIC Master Instructors have now trained 3,688 JROTC instructors to teach gun safety and air rifle marksmanship to cadets in their JROTC units. CMP now offers an on-line JMIC Course open to all Cadets, Junior Shooters and Coaches as well as JROTC Instructors. A total of 827 individuals completed the on-line course in FY15. CMP Air Rifle Championships Nearly fifteen hundred junior air rifle shooters participated in the third annual CMP Air Rifle Championships. These championships included a postal match, three shoulder-to-shoulder regional matches and a national championship. JROTC Competitions The CMP cooperated with the Army, Navy, Marine and Air Force Cadet Commands to conduct JROTC postal, regional and national marksmanship competitions. During the school year 7,687 cadets participated in these competitions. Many talented junior marksmen, like the Arizona Juniors, the highest ranking junior team in the National Trophy Infantry Team Match, set the bar even higher in 2015 with continued excellence on and off the firing line.

9 2015 ANNUAL REPORT Scholarships The CMP awarded 173 $1,000 higher education scholarships to qualified students who also participate in marksmanship activities for the upcoming academic year. 4-H Shooting Sports State Grants The CMP awards $200 4-H Shooting Sports State Grants. In FY15, 32 states were awarded grants. Camp Riflery Instructors Over 222 camp riflery instructors who were trained by CMP Master Instructors taught gun safety and rifle marksmanship to an estimated 17,500 youth during the 2015 summer camp season. Junior Rifle Camps The CMP junior air rifle camp staff, comprised of U. S. Olympians and leading collegiate shooters, conducted 18 summer sports camps that taught advanced rifle marksmanship skills to 831 schoolage youth who were accompanied by 303 adult leaders. A CMP junior highpower service rifle camp staffed by the Marine Corps Rifle Team at Camp Perry, Ohio, taught advanced service rifle skills to 147 juniors. Affiliated Clubs There are 4,847 clubs, schools, teams and other shooting sports organizations currently affiliated with the CMP. Clinics and instruction offered by affiliated clubs are important ways for the CMP to deliver gun safety and marksmanship programs to U. S. citizens. On The Mark The CMP publishes and distributes its quarterly magazine for youth shooting sports leaders and JROTC instructors. Mail circulation for On The Mark, the nation s preeminent juniors shooting publication, includes 8,598 mail recipients. 7 With its many programs, clinics and competitions, the CMP was proud to once again help lead the world of marksmanship and those within it in an encouraging direction in The organization will continue to strive for excellence in the coming year, with even more new and exciting ventures ahead. An additional 3,893 issues of On the Mark were downloaded from the CMP website. Training Materials A major part of the CMP s educational effort is the design, production and distribution of training materials that are available in print or DVD formats or as on-line downloads through the CMP website. This year s distributions included 500,000 printed training and program items plus several hundred DVDs and on-line downloads. The First Shot On-Line The CMP posted over 100 new feature articles and provided periodic (usually bi-weekly) issues of this electronic online newsletter to 47,366 subscribers. Electronic communications are the CMP s primary means of communication with program participants. CMP Social Media The CMP actively engages and communicates with customers and participants through social media. The CMP has over 38,542 Facebook likes and Twitter and Google+ accounts along with a CMP Forum where individuals can ask questions and post comments.

10 CIVILIAN MARKSMANSHIP PROGRAM The CMP Board of Directors is a collection of some of the most dedicated individuals in the country. Each member is devoted to keeping the principles of the CMP Mission alive while also making advances towards an encouraging future for marksmanship. Board of Directors and Officers An eleven-person Board of Directors, representing a wide range of expertise in the fields of business, military affairs and marksmanship governs the Corporation. Current members of the Board of Directors and Officers are: Judith Legerski (Chairman) is an original appointee to the CMP Board of Directors and has been active on the board since She has held elective office, served the Secretary of Defense as a member of the Defense Advisory Committee for Women in the Military, serves on a number of boards in her state, and is a Civilian Aide Emeritus to the Secretary of the Army. Charles Maddox (Chairman Emeritus) is a retired Florida police officer and a former president of a major organization that represents law enforcement officers. He is a Senior Civilian Aide to the Secretary of the Army. CMP Board Chairman Judith Legerski has proven herself as a strong leader in many endeavors she has undertaken in her lifetime. She has continued her trail of excellence as a vibrant force in the CMP family. Here, she shakes hands with Alabama s Gov. Robert Bentley. E. C. (Cris) Stone (Vice Chairman) has served as a Director, a Chief Credit Officer and a consultant for multibillion dollar financial institutions. While a West Point Cadet, he shot in the All Army Matches at Camp Perry. Mr. Stone was commissioned in the Infantry and completed Army Airborne, Ranger and Jungle Schools. He served in Vietnam and Iran with awards for service and valor in combat. He has written for Infantry Magazine about small arms safety training. He has an MBA from the University of Virginia and served for many years as a member of the Board of Directors of The Association of Graduates of West Point. He currently serves on the USA Shooting Board of Directors. Harry A. Sieben, Jr. (Secretary) is president of a law firm and a former Speaker of the Minnesota House of Representatives. He retired from the Minnesota National Guard as a Major General. He is a Civilian Aide to the Secretary of the Army. Harry Sieben, Jr., took time to fire a few rounds down range during the Talladega Range Dedication in June. Jon N. Bengtson (Treasurer) is a founder and Chairman of the Board of AirWire Technologies, a mobile networking company. Mr. Bengtson has served as Chairman of the Board of Altair Nanotechnologies (ALTI), various senior executive positions with International Game Technology, The Sands Regent Hotel Casino (SNDS), Radica Games LTD. (RADA), and ShareGate Incorporated. Throughout his career he served on numerous local charity boards and served as the Nevada Civilian Aide to the Secretary of the Army from 1991 until his retirement in He holds a B.A. in Finance and MBA degree from the University of Nevada, Reno. Allan D. Cors was elected as the 63rd president of the National Rifle Association in April He is a former member of the NBPRP and holder of the Distinguished Rifleman Badge, President s Hundred Tabs and Elihu Root medals. From 1966 through 2007, he was a firing member of Virginia State National Matches highpower rifle teams that won many national civilian championships. He is the Founder and Chairman of the National Museum of Americans in Wartime. Carolyn C. W. Hines is the president of C. W. HINES & Associates, Inc., an international firm based in White Stone, Virginia, specializing in leadership and 8

She was presented her award by Cris Stone, who is not only a CMP Board Member, but also a frequent competitor at CMP matches. organizational development. Carolyn is the co-author of What to Say and How to Say It - 72 Courageous Conversations for the Workplace featured on Lifetime TV. Carolyn received her undergraduate education at Saint Paul s College and Wellesley College, and her doctorate from the College of William and Mary. She served six years as the Civilian Aide to the Secretary of the Army for the Commonwealth of Virginia. Joseph R. Inge retired from the United States Army in 2007 as a Lieutenant General. He has broad experience in homeland security and homeland defense. He currently serves as a private consultant. Oscar Mahlon Love is a retired Executive Vice President and Director of the largest bank in New Mexico. He is a former Commissioner of the New Mexico State Police and graduate of their Academy. Mr. Love is also a graduate and former Chairman of the Board of Trustees of the Colorado Regional Graduate School of Banking. He is a former Chairman of the Albuquerque Public Safety Commission which entails fire, police and corrections. He is a former Commissioner of the New Mexico State Fair. Mr. Love is very involved with youth-oriented activities. He is a Civilian Aide Senior to the Secretary of the Army and has served on many governmental and private boards. Orest Michaels is a retired Army logistician and past Division Chief of the Defense Depot Anniston Weapons Division. He served as a past administrative officer of the Corporation between Bill Willoughby an original member of the CMP board, retired from the board after 19 years service in September of this year. He is founder and retired president of a successful manufacturing company in Cleveland, Ohio; a U.S. Military Academy graduate with an MBA from Tulane University. He served in Infantry and Special Forces units in Vietnam. His military decorations include the Silver Star, Soldier s Medal, Bronze Star, Purple Heart and Combat Infantryman s Badge. He is a Civilian Aide Emeritus to the Secretary of the Army. Administrative Officers Mark Johnson, Chief Operating Officer is responsible for all daily operations of the Corporation and the conduct of the Civilian Marksmanship Program. He earned a Bachelor of Science Degree in Business Management from Jacksonville State University, Jacksonville, Alabama, a Master s and Doctorate in Philosophy from Jacksonville Theological Seminary, Jacksonville, Florida. He began CMP employment as an Armorer in 2000 and worked his way up through all CMP operations to Chief Operating Officer in September Christie Sewell, Programs Chief, is responsible for the daily program operations of the Corporation. She earned her Bachelor s Degree from Bowling Green State University, Bowling Green, Ohio. She started with the Corporation in 1998 in the competitions division and recently served as General Manager for programs. Joel B. J.B. Hudson, the Corporation s Governmental Affairs Consultant, was the Administrative Assistant to the Secretary of the Army until he retired after 42 years of government service. Denny Lord, the Corporation s Special Projects Officer, is a retired Brigadier General in the Minnesota National Guard. Gary Anderson, Director of Civilian Marksmanship Emeritus, retired as the full-time CMP Director at the close of He continues to work with CMP as the senior marksmanship instructor. He won two Olympic gold medals, seven World Championships and 16 National Championships during his competition career. He is a Vice President of the International Shooting Sports Federation, the Immediate Past President of USA Shooting, a former Nebraska State Senator and was one of the two Olympic Games Technical Delegates for Shooting during the 2012 Olympic Games in London. In June, 2012, the International Olympic Committee awarded Gary Anderson the IOC s highest honor, the Olympic Order for outstanding services to the Olympic Movement. Board Member Mahlon Love fires a ceremonial shot during the CMP Talladega Marksmanship Park Range Dedication celebration. Mr. Love has been a present figure of the Board at many CMP events.

12 2015 ANNUAL REPORT Honoring the Shooting Champions of 2015 The federal law that established the CMP gives it statutory authority to conduct competitions and award prizes. To fulfill that mission, the CMP conducts national, regional and sanctioned competitions. CMP competitions and the numbers of participants in each in 2015 were: National Matches with Service Pistol, Service Rifle, Rimfire Sporter and Air Gun events: 4,293 competitors. The CMP Regional Games with As-Issued Military Rifle events: 887 competitors. JROTC Air Rifle Championships with Postal, Service and National Championship events: 8,779 competitors. CMP National Air Rifle Championships with Postal, Service, and National Championship events: 2,375 competitors. National Three-Position Air Rifle Council sanctioned competitions: 12,100 competitors. CMP Sanctioned Matches for Service Rifle and Pistol, As-Issued Military Rifles and Rimfire Sporter: 21,403 competitors. Hardcore 4 of Georgia won the overall precision team competition at the CMP 3P National Air Rifle Championship. They also set a new National Team Record of x for junior club and overall at the Junior Olympic Championships. Matthew Lovre of Jeannette, PA, was the winner of the National Trophy Junior Service Rifle Championship after finishing eight overall in the President s Rifle Match. Sam Kwon, 16, of New York, N.Y., was the overall winner of the Junior Individual Pistol Match with a score of 270-4x. Winning the National Junior Pistol Team competition was New Jersey State Jr Gold with a score of x. SSG Kristoffer Friend of the U.S. Army Reserve, earned the prestigious President s Rifle Trophy after firing a finals score of 97-5x during the President s 100 Match Shoot Off and reaching an outstanding aggregate score of x. East Coweta HS MCJROTC from Sharpsburg, GA, was the 2015 JROTC Precision Team Champion. Not only did Samuel Payne, 16, of Kingston, GA, sweep the Rimfire T-Class events across the country, he made history by being the first to earn a perfect 600 in the popular Rimfire Sporter Match. For the ninth consecutive year, the U.S. Army service rifle team was awarded the Dogs of War Trophy by finishing first in the National Trophy Team Match. The U.S. Army pistol team also took top honors at the 2015 National Trophy Pistol Matches.
