Armstrong 6 Comrades: I want to Thank everyone for your confidence in having elected me as your Department Commander for I am honored to be your leader and I am going to make sure that I give you all 100% for the entire year. Let us make sure that is an outstanding year. I hope all who attended the State Convention found it enjoyable, rewarding and informative. I am looking forward to working with you all and make sure that we meet all of our goals. Congratulations to Commander Farris, his Officers and Chairmen for a job well done, you are all to be congratulated and let us keep the same pace for this coming year. That being said and this being a new year, we need to work as a team on all programs and membership. Let us make the Department of Maine a 100% Department. Membership is the goal of the VFW and I ask each and every one of you to knock on doors, conduct recruiting events and ask your Post members to also recruit not only new members and bring back old members who have not paid their dues for this past year. It is realized that some Posts are going to have a hard time to recruit new members, but why not place an ad in our local newspaper to recruit new members. In advance, I want to Thank our Membership Chairman SanPedro who has done an outstanding job throughout the year, keep up the great work that you are doing Steve. I want to Thank all of the line Officers and Chairmen. I know we will all work as a TEAM to make sure we have a very successful year and Thank to you Andre Dumas for all your help and guidance. I also want to congratulate President Pam and her line Officers and Chairperson and wish them a great and successful year and get 100% in membership. I would remind everyone that again this year, we will have two (2) MOLD classes being one at Kittery Post 9394 on 25 August 2016 and the other at Hampden Post 4633 on 26 August This is an excellent program and I recommend that Commanders, Quartermasters, Adjutants, Chaplains, Trustees attend but we will also be looking at any Post members to attend. We have excellent Instructors who have a lot of knowledge amongst themselves to share with you all. Any Post requesting my visit during the year is asked to notify the State Adjutant or me as soon as possible so that I can plan my schedule for the year. This will give me us a chance to see your members and also observe the great work that you do on a daily basis for the VFW. My Commanders Special Project will be Cabin in the Woods at VA Maine Healthcare Systems-Togus Campus whereby they are building 22 cabins for Homeless Veterans. Let us all pull together to end Homeless Veterans and when you plan on making your donation, please mail your check to Herman L. Littlefield Jr., Chairman, 1360 Atlantic Highway, Northport, ME Please make your to Department of Maine, VFW and earmark on your check Cabin in the Woods. Thank you to all of the Posts that have submitted reports already. Let s get off to a great start to our year by reporting all of the great things we are doing for our communities. I do not have any reports to give you at this time except to remind you that June 30 th is the end of the fiscal year for us. I will be closing

9 out the books on June 1 st and prepare all tax information for our accountant after we have our final audit on July 14 th in Waterville. I want to Thank Al Michaud for being the Audit and Finance Chairman and I look forward to working with Thomas Lussier this year. NCM,M: I look forward to representing Maine for the 2nd year of my 4 year term. National has sent out notice that the VFW Emergency Relief Fund is getting low and is requesting donations from any Posts and Departments who can help out. So, any Post wishing to make a donation, you can send them to me made out to the Department of Maine, VFW and I will send them all at once to National. Also as I mentioned at the last CoA meeting, National has merged with a few different local Charities in Kansas City to collect canned food and dry goods at the Convention in Kansas City. Their goal is to collect enough food to feed 50,000 families. If you cannot pack any with you, they will have booths set up were you can purchase food there to drop into the boxes. ****************************** JUDGE ADVOCATE COMMANDER S SPECIAL PROJECT MEMBERSHIP RECRUITER, CENTRAL Herman L. First, I would like to congratulate Christopher Armstrong on his election as Commander of the Department of Maine, VFW for the year Congratulations to all the line officers and to our new State Surgeon Jennifer Lane. Upon reaching the position of Dept Commander, Jennifer Lane will be only the second female to have achieved this command in Department history. To all officers, my best wishes for a great year. 11 CHIEF OF STAFF MEMBERSHIP ~ LEGISLATION MAINE VETERANS HOMES (MVH) Steven J. SanPedro, PSC Comrades: I would like to say congratulation to Chris Armstrong on becoming our new Department Commander at the 98 th Annual Department of Maine Veterans of Foreign Wars Convention. Also; congratulations to all of the Elected and Appointed Officers for the year. I wish all of you the best as you serve our Department and our Veterans. Legislation: We were kind of disappointed that the only one of the Maine s Legislator to come to our convention was Congressman Bruce Poliquin. We look forward to hearing what they have done for Maine and all Veterans every year. As Congressman Poliquin said, he was reporting to duty to give a status report. We hope that next year there will be a better turnout. The Department of Maine, VFW wants to applaud the passing of the VA Mission Act which creates a new Veteran Community Care Program to streamline the delivery of health care and help Veterans access care closer to home. The bill also expands eligibility for the Department of Veterans Affairs Caregiver Support Program. This legislation will empower more Veterans to access the care they need and deserve. Membership: Congratulation to Post Greene for reaching 100%. That makes 10 Posts that have reached their goal. By the time you read this, we will be in the new VFW year. I hope that we can all work as a team to do better this year. Our intention should be to get this Department, our Posts and Commander Armstrong to the top again were we belong. Here is how we finished for the year: We have 25 Posts that have 10 or less Members needed and 17 of those only need 5 or less Members; we had one Post Commander and one Quartermaster make All-State and they both came out of Post 109 Ellsworth. The Department ended at 90.85% with 8012 Members. We have 19 Posts that have completed a Recruiter Event and submitted the proper paperwork to me. The summer months are very busy at all of the Homes and all the Homes could use more volunteers. Bachelder, Chairman Veterans Cemetery South: Congratulations to all the newly Elected and Appointed Officers in all Commands in the Department of Maine. Thanks to Commander Armstrong for appointing me to these three Chairmanships and the Membership Recruiter, South this year. Our next event will be the dedication of past Maine Representative Walter Wheeler on Saturday July the 28 th at 10:00 am. Walt sponsored the bill that created this cemetery. He was the last WW II Veteran to serve on 12

13 the State Legislature. He is buried in Kittery and the SMVMCA believes he deserves to be recognized in this Veterans cemetery. Our next event will be POW/MIA recognition. We hold the event the day after the National POW/MIA Recognition Day. On Saturday September 22 nd, we will be dedicating the Vietnam War tablet that is a part of the POW/MIA Memorial. This will begin at 10:00 am. On Veterans Day, we will be dedicating our WW I Memorial. It is moving along. The grounds and vegetation is in place. The foundation for the Memorials and Silhouettes placements are marked. Now we just need Mother Nature to turn the space red. We are constantly working on fundraising. We still would like local residents to attend their town meetings to support grants for the Southern Maine Veterans Memorial Cemetery. If you re available, contact us. We meet on the second Thursday at 9:30 am at the Southern Maine Veterans Cemetery beginning in September. Homeless Veterans: There have been several changes in the Homeless Veterans VA Maine Homeless Veteran Team. The Stand-Down is planned by a separate group. We don t know who will be managing the Stand-down at this time. The Homeless Veterans Working Group is managing all the other resources for Homeless Veterans. The information for the Department of Labor $7,000 grant will be submitted to the Grants Manager ASAP. What do we need to do now? Raise some funds to support our Homeless Veterans with short term housing. The general assistance office in your city/town can also help house Homeless while they are waiting for their section 8 vouchers to be used. This has been about 1 month in the past winter here in Sanford. This short turnaround may be because the opening of the St. Ignatius Housing Senior Housing with 66 units. This will give us open housing for non-seniors in the area. More affordable housing is needed to solve the problem. Assistant Legislative Chairman (Augusta): The VSO clubs in Sanford are working together to create a bill to allow slot machines like in the casinos to be available to the VSO clubs. Membership Recruiting South: The Department has a table at the Annual MMCN Conference on Thursday July 19 th from 7:30 am to 4:00 pm. Any Post can have a member man the table for 2 hours and get some information to pass on to their members.
