State Color Guard: The State Color Guard is in need of volunteers to become members of the Color due to the resignation of some members because of new jobs. January Council of Administration: Will be held on 14 January 2017 at Fairfield Post 6924 (Pending final notice) and will start at 1 pm sharp. Please make sure that you state that you are with the VFW. All Council members and Chairman are requested to be in attendance and make their reports at that time. Anyone not able to attend the meeting are to forward a copy of their report to the State Adjutant at least 5 days prior to the meeting for reading at the CoA meeting. Please make sure that you notify this office that you wish to be excused for the CoA meeting. Deadline for ticket purchase is 9 January NOTE: There will be no tickets sold at the door, tickets will not be held without payment and there will be no refunds on the banquet tickets.) Members are reminded that under the subscription dues plan, an annual members dues expire on their anniversary date. Annual members are encouraged to renew their dues prior to their anniversary date to avoid a lapse in continuous membership. Officers and committee members, whose membership is not in good standing by reason to pay current dues by their anniversary date, shall forfeit eligibility to hold any office the remainder of the administrative year. In addition, every effort should be made to renew the membership of continuous members and sign up new and recover former members at all times during the year. 4. For clarification purposes, use of the VFW Legacy Life Membership card as suitable identification when verifying a member s credentials is permissible, however, the member s original Life Membership card may be required in certain circumstances where state/local laws, or Post rules, require proof of Post affiliation to participate in certain unit activities. 5. Attention of Post Commanders is directed to the Commander-in-Chief s decision in response to questions raised concerning alcoholic beverages in the Post meeting room during the Post meeting as set forth below: It is held to be objectionable and contrary to accepted rules of order and proper decorum implicit in the ritual of the Veterans of Foreign Wars to permit alcoholic beverages in the Post meeting room during the Post meeting. Accordingly, the presence, dispensation, and/or consumption of alcoholic beverages in VFW meeting rooms during VFW meetings is unacceptable and is prohibited. Any such practice known to exist shall be terminated. It is the intent of the Commander-in-Chief s decision, regarding this response, to include Post, County Council, District and Department meetings, whereas it is held to be objectionable. Please refer to section 1001 (25) of the National Manual of Procedure. 7. Post Commanders: All officers should obtain current 2017 copies of the podium edition of the Congressional Charter, By-Laws, Manual of Procedure and Ritual. Copies of the revised edition of the Congressional Charter, By-Laws, Manual of Procedure and Ritual are available through the VFW Store at National Headquarters. The 2017 revised edition reflects the amendments adopted by the 117 th National Convention, which became effective on August 26, Veterans Day November 11 Observance: Posts are urged to start planning suitable programs now for the observance of Veterans Day (see section 223 of the Manual of Procedure). 9. Pearl Harbor Day December 7 Remembrance: Posts are urged to start planning program for the observance of Pearl Harbor Day Remembrance. 10. District Meetings: All District Commanders are reminded that if a District meeting is cancelled due to inclement weather, they are to immediately notify the Department Representative, the State Adjutant office and their respective Posts. WE do not want anyone to have an accident due to inclement weather. 11. Section 205 Manual of Procedure > Change of Location, Meeting Place, Day or Time: A Post may, after at least thirty (30) days written notice to the Department Commander and members of the Post, change its chartered location upon a two-thirds (2/3) vote of the members present at a regular or special meeting. Upon recommendation of the Department Commander, an amended Charter will be issued by the Commander-in-Chief. No change may be effected until an amended Charter is issued. At such time as the Post changes its location from one community to another, any portion of the Post name that relates to the geographical area or community from which it has relocated shall be deleted from its name. A Post may, after at least fourteen (14) days written notice to the Department Commander and members of 2

3 the Post, changes its meeting place, appointed day or time upon a majority vote of the members present at a regular or special meeting. 12. Section 214 Manual of Procedures > Solicitation of Funds: Posts may solicit funds or contributions or otherwise engage in fund-raising activities or projects only after a prior vote of the Post agreeing to such solicitations, activities or projects. Posts shall assure that such solicitations, activities or projects do not violate any applicable governmental law, ordinance or regulation nor bring or tend to bring dishonor or embarrassment upon the Post, its members or the Veterans of Foreign Wars of the United States. The name, seals, badges and emblems of the Veterans of Foreign Wars of the United States shall not be used in connection with any solicitations, activities or projects not in compliance with the foregoing. A Post shall not solicit funds or donations or otherwise engage in fund-raising activities or projects outside the immediate geographical area or community of the Post. Fund-raising organizations or individuals conducting solicitations, activities or projects for a profit shall not be engaged or used by any Post for such purpose unless such engagement is made by written agreement between the Post and the organization or individual s providing those services. The form of any such written agreement must be submitted to the Department Commander for review and approval at least thirty (30) days prior to any Post entering into any such agreement. In the event a Post shall employ or enter into an agreement with a fund-raising organization or individual to solicit contributions or engage in a fund-raising project, a surety bond or cash advance in the full amount of expected collections from the solicitation or project shall be furnished by the fund-raising organization or individual, said bond or cash advance guaranteeing payment of the funds solicited or raised to a bonded officer of the Post within thirty (30) days of the close of the solicitation or project, provided, however, that the bond shall be discharged or cash advance returned if such fundraising organization or individual shall make payment within thirty (30) days. If a bond or cash advance cannot be furnished, then all collections shall be made by members of the Post sponsoring the solicitation or fund-raising project and funds shall be paid to a bonded officer of the Post who shall hold the funds pending proper distribution. 13. Actions taken by the delegates of the 117th National Convention included the discontinuance of the Men s Auxiliary. No new charters may be formed, and effective December 31, 2016, all issued charters shall be cancelled. Upon cancellation, disposition of Men s Auxiliary property shall be handled in accordance with Section 1301(c) of the National Manual of Procedure. Men s Auxiliary members are encouraged to apply for membership in the Veterans of Foreign Wars Auxiliary. 14. The National Personnel Records Center in St. Louis, Missouri moved in May 2011 but they are still receiving mail at their old address which delays responses to the veterans. Please ensure that all requests are addressed to their new mailing address at: National Personnel Records Center, Military Records Center, 1 Archives Drive, St. Louis, MO Please share this information to all your fellow veterans. 15. Special Notice from Department of Maine Motor Vehicles Veteran Decal Program: The Bureau of Motor Vehicles offers qualified Veterans specialized decals for their Veterans license plates (plates with the red V ). These decals provide a more distinctive look and will allow Veterans to display a special symbol of their service to our country. Realizing it would be impossible to include all of the hundreds of military awards and decorations, a legislatively appointed task force set guidelines for the initial issuance of decals. Five decals depict the seal of each branch of the United States Armed Service. Other decals available include ten individual awards for bravery including the bronze star or higher; twelve campaign medals for service in a hostile fire zone, five military badges; and a new in 2011, the National Emergency Service Medal. Veterans interested in placing decals on their special Veterans or disability special Veterans places may review the information on this website to learn how to obtain the decals. This is an optional program and the current Veterans license plates with the red V still will be valid without a decal. These decals are a small way to recognize Veterans for their service to our country. 3

4 How the Veterans Decal Program Works: Documentation Required: A Veteran who already has veterans plates may obtain decals by bringing a copy of their DD-214 (report of separation or discharge from active duty) to verify eligibility to a Bureau of Motor Vehicles branch office. The DD-214 and the appropriate fee may also be mailed to the Bureau of Motor Vehicles, Attention: Registration Unit, 29 State House Station, Augusta, ME For a Veteran who did not receive a medal until after discharge, and who seeks a decal representing this medal, a copy of the military orders or a copy of the citation will serve as proof of eligibility. An honorably discharged Veteran may obtain up to three sets of Veterans plates and decals. There is no additional fee for a special Veteran or Disability Veteran plate and the fee for a set of decals is $5.00 per set. There is no fee for replacement decals. Placement of Decals: Decals are to be placed over the red V that currently appears on Veterans license plates. Different decals may be requested for separate sets of plates; however, decals may not be mixed. Example: If you have two sets of special Veteran plate and have been awarded both the Vietnam Service Medal and the Bronze Star, you may display the Bronze Star decals on one set of plates and the Vietnam Service Medal decals on the other set of plates. 16. State Commander Special Visit Request: As was announced at the recent CoA meeting, any Posts wishing to have the State Commander attend Post functions (This includes any type of functions, i.e., cook outs, awards presentations, etc.) to contact the State Adjutant Office at least 4 weeks in advance to give him time to schedule it. 17. 6 State Commander Steven J. SanPedro In Comradeship I wish all of you a Happy Thanksgiving The leaves have changed color and most of them have found their way to the ground. Let s do the same in our organization. Let s make changes that will help our organization but stay grounded by ensuring that we stay within our By-Laws and Manual of Procedures. Changes can be good if done correctly! November 11 is Veterans Day and we need to be seen. This is an opportunity to be involved with our community by participating in Parades, Assemblies and so on. This day gives Americans an opportunity to thank us Veterans for our service. Let s make this a very pleasant experience for all by simply saying Thank You! when they Thank you for your service. I hope everyone has a great day and sends in lots of pictures of your events to our Facebook page. On October 8, across the nation and right here in our own Department, many Posts and Auxiliaries participated in the Day to Change Direction. I want to Thank all of you that participated for a job well done. By bringing awareness to Mental Health issues, we can change the direction for many Veterans out there needing help. We still have a few of the Five Signs Cards if you would like them, please contact the Department Adjutant and he will mail them to you. We had our Council of Administration in Ellsworth, on October 15. There was a good turnout but we would like to have more in the future. A lot of information was put out and your District Commanders should be disseminating this information in the very near future. We received briefing and reports from our Service Office and our Quartermaster on the status of their office, both are doing very well. On the evening of October 15, I attended President Kim Baldwin s Testimonial in Franklin, ME. It was very funny and well attended. The Franklin Veterans Club was a very nice facility and it was decorated very festive for the event. We had fun messing with her a little bit, but most importantly we celebrated her year up to this point. I wish her and her Officers much success for the rest of the year. The Homeless Veterans Stand Down was on October 21. There was a good turnout of Veterans needing help and a great turnout of Volunteers to help them. I really enjoyed helping these Veterans and meeting many of the volunteers. I would like to Thank my Homeless Veterans Chairman PSC Jim Bachelder for all the hard work he put into making this a success and keeping all of us informed while he did it. There were many VFW and Auxiliary Members there helping and I Thank you for donating your time to help these Veterans. Membership continues to come in and we are now at 83.06% but we can do better than this. Since this time last month, we gained 259 Members. We need everyone s help in growing our Membership. We must work as a team with one vision of growing our Posts, Districts and Department. There are many Members that haven t heard from their Post in years. The time is now to reach out to them. Ask them if they need help. This will show them that you do care about them. Ask them if they would like to come to Post function. Offer them a ride if they don t have one. Then remind them why we are a great organization and why we need them to remain a Member. You will be amazed at what a simple call can do. Remember to Retain, Reinstate and Recruit!! All of you continue to amaze me with all the great things you do in your Posts and in our Communities by taking care of our Veterans. Thank You Loyalty Day: Probably the easiest of the activities, only requirement is reading at your District or Post meeting the Loyalty Day speech at the right time of year to your members. An Alternative is to hold a Flag Retirement Ceremony in May. POW/MIA: POW/MIA table display, display the POW/MIA flag, hold POW/MIA vigil, POW/MIA remembrance speech on POW/MIA Day. Blood Program: Amount of pints donated by members, post holds Blood drives, volunteers that assist with a Blood drive. Safety: Anything with safety issues such as bicycle safety for kids, fluorescent Trick or Treat bags, gun safety, snowmobile safety, crosswalk safety, Fire Department safety and/or donations, DARE Program, Police Grammar, Junior and High School safety training, building a ramp for the handicap, testing emergency lighting for proper operation, inspect firefighting equipment, and there are many more. Williams, PSC QM: It was nice to see so many people at the CoA in Ellsworth last month. Much good information was out throughout the afternoon. All Post should be bonded by now. The VFW Bonding Company has given us a deadline of 31 December to get our Bonds in for the year. After that, they will be prorated for the remainder of the year. If your Post goes through their own insurance company, they must submit a copy of their bonding policy. Thanks. 8

9 IRS: All Posts must file some kind of report with the IRS. Under $50,000, you can file a Post Card Filing which is very simple and can be done on line. Over $50,000, your Post must file a 990EZ or 990. They need to be done every year just like your own personal taxes. You have 5 months from the close of your Fiscal year to do so. So if the Post year ends of Dec 31, you must file by May 15 th. If your Post year ends June 30 th, you must file by November 15 th. If for some reason you cannot meet the deadline, you can file for an extinction, but it must be filed before your due date. Any questions, call me and I will try and get the answer for you. Men s Auxiliary: Reminder that as of Dec 31, 2016, the Veterans of Foreign Wars will no longer recognize the Men s Auxiliary. All members must submit an application to the Auxiliary if they wish to continue to be a member. Any questions, you can contact them. Audits: There are still some Posts that have not turned in their reports. Please do so ASAP. November 8 th is Election Day, so try and remember to vote. Things are going well with donations to the NVMS but if you have not donated yet, please get it in so I can get it recorded and get you marked off on the C/A report. Everyone has done a great job so far filling the checks out properly this year and I Thank you very much! VAVS donations are going well this year so far, I am very impressed with the amount of donations already this year, so keep up the great work Comrades and I look forward to working with all of you the rest of the year. Bradbury, Chairman Membership: Hello Comrades, First I want to congratulate Burlington Post 1605 for being the next Post to reach or pass 100% (102.34%). Thank you. F or the month of October, from the 3 rd to the 24 th, we have 9 new members and 1 reinstated member. I know we can do better for the upcoming month, all we have to do is talk to the people we meet and ask them if they are a member of this great organization. It s that simple. Everyone should be doing this. At the time of this report, we have 26 Posts that only need 10 or less members to reach the 100% mark and out of the 26, only 9 posts need 5 or less. When you read this, all Posts should be at or above the recommended Post percentage of 80%. We have 1 post that is in the low 40% and 6 posts that are in the 60%. I truly hope this will change. With that being said, I hope the Post Officers are working on getting these numbers up and District Commanders, I hope you are at these Posts trying to help them. Posts, ask for help from the membership team, we are all here to help you and I m not just saying this. We are here to help you! At the last CoA, we couldn t do the Early Bird Special Drawing because National didn t get back to us. I m hoping this will be fixed by our next CoA. Washington Post 9437 received a plaque for being the first Post under 200 members to reach 102%. We did have a drawing for Early Bird Life Member drawing and 2 Comrades received a $ check each (Theresa Mears Jay Post 3335 and Richard Nuesslein South Paris Post 9787). I had the honor to award 3 Comrades the Commanders membership ball cap (Arthur J. Roy Auburn Post 1603, David D. Something that affects almost everyone, whether you smoke or someone around you smokes. Every year, on the third Thursday of November, smokers across the nation take part in the American Cancer Society Great American Smoke out event. Encourage someone you know to use the date to make a plan to quit or plan in advance and then quit smoking that day. By quitting even for 1 day smokers will be taking an important step toward a healthier life and reducing their cancer risk. About 40 million Americans still smoke cigarettes, and tobacco use remains the single largest preventable cause of disease and premature death in the world. While cigarette smoking rates have dropped (from 42% in 1965 to 17% in 2014), cigar, pipe, and hookah other dangerous and addictive ways to smoke tobacco are very much on the rise. Sivret, Father Greetings Comrades; As I was reflecting on what to write this month, I thought I might say something about fall. In many areas of our state leaves have started to change to the vibrant colors of yellow, orange and the many different shades of red. What a wonderful time of year. I could go on and on but there was something drawing me away from this theme. On 16 September, Post 9779 held its annual POW/MIA ceremony at the Police/Fire Station in Calais. Members of the Post started standing guard at the flag at 11am. VFW members and other Veterans took turns standing guard. I took my turn and all I could think about was You Are Not Forgotten. What does that

11 mean to me? How was I feeling about that? I was relieved from my watch and went to get a cup of coffee; a reporter followed me to ask some questions. Her question that stood out was What were you thinking while you stood there? I told her it was a very humbling experience and that the POW/MIAs will never be forgotten. That was my thought and it continued throughout the day. At 1300, we started the ceremony with the welcome address, an opening prayer and the explanation of the White Table which is very moving in and of itself. We continued with the POW/MIA speech and then we added something new. I called it, on the other side of the wall. What it was someone talking about the Vietnam Wall. After awhile, you realize that the someone was a deceased soldier looking out at his mother, wife and son. Each one of them experiencing their own feeling! This was very powerful. We continued with ceremony after a brief moment, we needed it because of the feeling of God s grace. Roses were placed on the table for all the branches of service, wars, 9/11 and Police, firefighters and EMTs. We then ended the ceremony with a Benediction and Taps. Many ceremonies took place that day all over the State and Country, I wonder what some of your thoughts and feelings were. As I left that place God s grace and mercy was very present. Bachelder, PSC/Chairman Homeless Veterans: Our 19 th Stand-Down is over. We assisted 67 Veterans. Thanks to several VFW Members and many other volunteers the day went smoothly. With the $7,000 grant from the Department of Labor (DoL) and the $ from the casino table games cascade, we were able to cover the clothing/boot costs. The continuing resolution in Congress was passed and the funds had to be released quickly. Senators Collins and King are working on a change that will take the DoL funding out of that process. In the future, we hope the grant funding will be available well in advance of the event. Adria Horn is holding a Strategic Planning to End Veterans Homelessness in Maine tomorrow, October 25, There have been 75 RSVPs. This is to gather input from stakeholders to form the Strategic Plan and a wide variety of stakeholders will get to know each other and develop relationships as stated by Adria. More information will be available soon. The reports to the legislature are due in February and March. Our next project is the Point-in-Time Survey. This is held on the last week of January. The Maine Continuum of Care (CoC) is working on the methodology now so we will have time to plan the implantation in 3 months. The Farmer Veteran Coalition chapter is beginning here in Maine. They are looking to place cottages on the Veterans farms for homeless Veterans to live in. This will improve their quality of life style while allowing them some comfort and privacy. This is a new development. More will be coming soon. Again, what does the Homeless Veterans Committee need? We need your help locating Veterans in need. When you find a Veteran who is homeless or living in substandard housing, call the Homeless Veterans Hotline at AID-VET so we can improve their way of life. The total donation was $7,000. The town finance committee cut the annual request from $1,000 to $100. The townspeople had several kinds of fundraisers and raised $5,700. $2,075 of that was raised by 4 children with a lemon aid stand all summer long. A visitor to the area heard about the project and added $1,300 to make it $7,000. We are invited to the elementary school to honor the lemon aid stand children. Their fellow schoolmates will learn what they did. We are asked to represent the cemetery and Veterans period. The townspeople have more plans for continuing support of these hallowed grounds. We have $30, for the POW/MIA Memorial that is expected to cost around $70, That is 43% of the way. Our total funds in all accounts are $36, The State did the survey of the land to stake the area for Memorial Headstones. This is between the cremation niches and the flag court. There should be room for 40 headstones. These are Veterans that were

13 not buried. Not POW/MIA but those buried at sea who had their ashes spread anywhere, etc. The action is in response of requests of Veterans families. The regional vocational school students are drawing the plans for the POW/MIA Memorial and the horticultural class will be inspecting the grounds. They will start seeds in the school greenhouse for planting in the spring. This is the plan for now. We are looking for memorials to place on our Memorial Walkway. Every VSO in York County are being asked for the purchase/donation. We send a request for $1,000 or whatever to every municipality in York County. Each request also states the number of residents from that community who are interred in the cemetery. The members living in those cities/towns need to attend your city/town meeting when they are discussing financial/budget items. Stand up for the request. The State is looking at removing trees in the phase two area and develops the grounds for the near future expansion. We will need a bathroom facility in the expansion area when it is put into service. The VA and State will refuse to pay the cost. We can ask the northern cemetery representative what they did when this issue developed there. We meet on the second Thursday at 9:30 am at the Southern Maine Veterans Cemetery beginning in September. Assistant Legislative Chairman (Augusta): There is nothing to report but Get Out and Vote. ****************************** LEGISLATIVE AUDIT & FINANCE (A&F) Peter F. Miesburger, PSC/Chairman Legislative: My Fellow Comrades: Time is rapidly running out and before you know it, the General Election will have come and gone. My question to all of you, are you registered to "VOTE" in your local community, if not, all you have to do is contact your local County and/or Municipal office and request to "VOTE", it doesn t take that much time. Also, do you understand the State of Maine Five (5) question that you will be "VOTING" on; also do you know the names of the candidates for Congress as well as the candidates for the State of Maine Legislature; also local Municipal candidates. Once the General Election is over, the newly elected candidates will not take office until early January When you go to "VOTE", take a family member with you, also stop at your local Nursing Home and/or Maine Veterans Homes and ask if any of the residents need any assistance in "VOTING". Also, I am asking all of you to wear some type of clothing such as your VFW Cap so that the public knows that you are a "Veteran" and that "Veterans" do "Vote". These platforms are free, easy to use and the most likely access point for most of our recruiting. The Department currently has approximately 25-30% of the Posts with some form of an online presence. This will not sustain our efforts moving into the future. Some of the newest Veterans in our community have no television, never read a newspaper, listen to satellite radio from California and only take in media through the internet. How are we reaching them? I have asked the District Commanders to identify the barriers Posts are encountering in establishing social media presences and to provide a report. For those of you using Facebook or Twitter, don t forget to use #VFWPostPride in your narrative or captions when posting pictures of your events you want National to see.
