All reports received after 30 days will be marked as received but Late. Thanks for your cooperation in advance. Bonds: All Post Bonded with the Department of Maine need to renew your Bonds as the old ones expire August 31. There was much discussion at the CoA meeting regarding Post Inspection and the Bond. 11 11 SURGEON SAFETY & DRUG ABUSE * BLOOD VETERANS & MILITARY SUPPORT (VMS) Christopher L. Armstrong, Chairman Hello Comrades it is a great honor for me to serve as your new Surgeon, I look forward to working with you all! Blood/Safety: With that said, I will be looking for all of your Blood and Safety reports for the year. Just some quick information on some safety items for summer fun: A lot of you will choose to stay cool by swimming this summer, but we need to make sure the water that we are swimming in is sanitary. The popular belief is that chlorine kills germs instantly, which is not true. There are many germs that can take from minutes to days to die. There has been a rise in water illnesses in the past 20 years according to the Center for Disease Control (CDC). The illnesses include a variety of skin, ear, respiratory and other infections. We can safely combat the spread of these infections by being sure to monitor the chemicals in your pool and making sure they are at a safe level. Please also be safe putting the chemicals in the pool as a lot of them can harm you also. I hope everyone has a fun and safe summer. VMS: Hello again I am very pleased to be serving as the NVMS Chairman for Commander Francis this year. As most of you are aware of, I will be collecting the NVMS donations again this year and making sure they get marked off so please send them to me, BUT make the check out to Department of Maine VFW and put NVMS donation in the memo line. Some of you made them out to me this past year and I can't do anything but mail them back. I look forward to another great year of helping Veterans and military families. Thank you for all you do! ****************************** CHAPLAIN David O. Sivret, Father Greetings Comrades, I thought in my first article as your State Chaplain, I might introduce myself. Again, I really want to Thank you all. ****************************** 12

13 VETERANS ADVISORY TO VA MAINE HEALTHCARE SYSTEM Raymond R. Lupo, PSC/Advisor The Inspector General for Maine Healthcare System for Togus has been released. Congressman Poliquin released his concerns that when he was at Togus in February, he was assured that the IG would find no issues. Now that the report is out, he learned that there were issues. He writes that the report shows that Veterans are not getting the services that where the proper healthcare they where promise, earned or deserve. He further stated that he would be monitoring the answers from Togus to the IG in the next report. Again, I would ask that should any member have a problem with the Maine healthcare System that they should let me know. ***************************** INSPECTOR David C. Olson, PSC Comrades; Congratulations go out to all the newly elected and appointed Officers. Now, we need to support Commander Gerry and get to work on and complete the programs during the year. As much as I wanted to attend the convention, health issues precluded that. I do look forward to seeing everyone at the first CoA and in the meantime have a GREAT summer. **************************** HISTORIAN Robert H. Bernard, PSC Well everyone, we are starting the New and I am once again the Department Commander s Historian. With your help, I would like to put together a book that will record everything that Commander Gerald Francis has done to show a reflection of his year. So please, if any of you are planning to attend VFW events, please bring your camera, take pictures and forward them to me via or US Mail. Also, if your event has been covered in the local newspaper, send the clipping to the Public Relation Chairman (Arthur Roy) and he will forward it to me. Thank you and I look forward to receiving your information and material. Robert Bernard, 78 Robie St., Gorham, ME or rbernard@maine.rr.com. ***************************** CONVENTION 2016 Joel David Demers, Chairman Comrades: The 2016 State Convention will be in Portland. I assure you that it will be a great convention. If you have any ideas to make the next convention better, let me know. I am always open to great ideas. I will have more details to come as we get closer. ****************************** HOSPITAL/VAVS Robert L. La Flamme, Director To Date: Have received one donation from the Department of Maine for $ At this time, I wanted to share with all of you where the donations goes for when sending to the VAVS: The donations for VAVS go to coupon books for free shopping at VA commissary for ward patients; clothing and 13

VIP Ticket Holders to Arrive at 10:30 am. Tickets Available at Musicians 1st Choice 246 Western Avenue Augusta For Tickets & Information: The Stand-Down will be on October 17 th and the planning is in high speed. This year s obstruction is construction locking us out of our usual clothing tent placement behind building 206. The registration will be in the lobby in from of the theatre. The continental breakfast and orientation will be in the theatre. Many services will stay in buildings 205 and 206. I haven t heard about transportation to and from for the Veterans that can walk this distance. The clothing tent will go in the parking lot behind the theater if this plan is enacted as stands. The orders are complete and the fundraising is in progress. If you re making a donation to the Stand-Down, make the check out to the VAVS with Stand-Down in the memo line and sent it to the Department VAVS Chairman. What does the Homeless Veterans Committee need? We need your help locating Veterans in need. When you find a Veteran who is homeless or living in substandard housing, let us know so we can improve their way of life. If you have any questions, please feel free to contact me at james.bachelder@metrocast.net or call between 9 AM to 9 PM. Veterans Cemetery South: We are taking a breath. We had a whirlwind of fundraising to complete our first project. The Services Memorial is being made for a fall delivery. It will be dedicated next spring. Our past Chairman is back. His wife is doing very well with her new kidney. He has accepted the appointment of POW/MIA Memorial Committee. The beautification with flowers is in progress. It would help to have more gardeners helping. The grass that replaced the tall flowers at the front sign looks nice. More requests for memorials for the walkway are coming in. The first pavers are in. Look at the first memorial and see all the Veterans in this family. We decided that one flower vase can be placed on a niche cover.

15 15 We meet on the second Thursday at 9:00 am at the Southern Maine Veterans Cemetery. ****************************** LEGISLATIVE AUDIT & FINANCE (A&F) Peter F. Miesburger, PSC/Chairman A&F: First to start off with this being the first set of General Orders, Department of Maine, VFW Finance Committee report. As of this date, it's too early to submit a current update on the status of the annual "Audit" report. Just as soon as Department Quartermaster Dave gets all the "Bank Statements" together and informs me that he is ready to conduct an "Audit", I will contact all members of the Finance Committee of the schedule time and place, when the schedule "Audit" will be conducted. I have taken the time to review the Department of Maine, VFW Budge, line item by item and must say that Quartermaster Dave has put together a surplus budget that the Department can live with. If any Department Chairperson has any problem with their budget request, feel free to contact either Quartermaster Dave and/or myself. Our telephone numbers and "I" Mail address are listed in the Department Directory. LEGISLATIVE: Comrades, I don't know where to start off with this being the first Legislative report for the Department of Maine, VFW year. As of the time of submitting this report, the State of Maine 127th Legislature has submitted the annual next two (2) year budget to Governor LePage several times and each time, Governor LePage has rejected the budget. Hopefully by the time all of you receive this months General Orders, Governor LePage will have accepted a budget for or as 30 June 2015, the Government of the State of Maine will have shutdown until which time the budget is approved. The State of Maine 127 th Legislative first session was scheduled to be finished on 17 June 2015 and not reconvene until the first week of January At the same time, the 114 th Congress will be on a scheduled recess from 3 August September Once again Comrades; to me it's hard to believe that it's been fifty (50) years since the end of the Vietnam War. Since the end of the War, Vietnam Veterans have been fighting with the Department of Veterans Affairs, Health Care, with issues associated with "Agent Orange" cancer. I cannot stress how important it is that all Vietnam Veterans and Veterans who served at several Air Bases in Thailand have not had a "Agent Orange" Medical Examination, contact Togus VA HealthCare facility and or any of the CBOC's located throughout the State of Maine and request a "Agent Orange " Medical Examination today without delay. Comrade Viet Nam Veterans, we are losing more of your Comrades everyday to "CANCER" related to "Agent Orange" sickness, don't wait. Another issue that bothers me is the issue of "Women Veterans" not being admitted to join local VFW Post within the state of Maine. When a "Women Veteran" enters your Post and is interested in joining your Post, welcome that "Women Veteran" with opening arms; remember they are one of us. "Remember We Were Soldiers Once and Young". In closing, having just attended the annual Department of Maine, VFW convention, I want to take this time to wish Commander Jerry and his team of either elected Officers and appointed Chairperson of the various Department Programs all the "Best" during ****************************** MEMBERSHIP CENTRAL Herman L. Littlefield, Recruiter Good Day Comrades: The New is upon us, we need to get out this summer and talk to all those new Comrades as well as the ones that we have missed. Let us start the New off with a bang and help the new Commander on his way to a 100%. I m always a phone call away for *****************************

16 16 NATIONAL HOME Charles A. Warden, Chairman Want to congratulate all the new State Officers and chairman who were sworn in for the upcoming year. May God bless you all. I also want to Thank the Department for asking me to fill in for Rev. Doughty who is a tough act to follow and wish him well. Comrades, it is a new year for the Department and hope we can out shine with our donations to the VFW National Home for Children. We started with a donation of $ I will have more in the August GO S until then, Thank you and God Bless. ****************************** POW-MIA WREATH ACROSS AMERICA (WAA) Kevin G. Woodward, PSC/Chairman POW/MIA: The Department of Defense POW/MIA Accounting Agency (DPAA) announced today that the remains of a serviceman, missing from WWII, Korea and the Vietnam War, have been identified and returned to the family for burial with full military honors. >June 17, 2015 U.S. Air Force Chief Master Sgt. Edwin E. Morgan, of Eagle Spring, N.C. (Vietnam) >June 16, 2015 U.S. Army Cpl. Kenneth P. Darden, of Akron, Ohio (Korea) >June 16, 2015 Army Air Forces 1st Lt. William P. Cook, of Alameda, Calif., Flight Officer Arthur J. LeFavre, of Red Bank, N.J., Staff Sgts. Maurice J. Fevold, of Chicago, Frank G. Lane Jr., of Cleveland, and Ward C. Swalwell Jr., of Chicago, and Sgt. Eric M. Honeyman, of Alameda, Calif. (WWII) >June 11, 2015 Army Air Force 2nd Lt. Jimmie D. Collins III, of Sylacauga, Ala. (WWII) June 11, 2015 U.S. Army Air Forces 2nd Lt. John W. Herb, 22, of Cleveland, OH (WWII) >Don t forget to take care of the paperwork and get your reports in. WAA: As noted at the Council meeting on Sunday June 14 th, Commander Francis has indicated that all checks should be made out to Wreaths Across America with the fund raising code ME0016P in the memo field. These checks should be sent to Johnson Lane, Machiasport, ME I will get the sponsorship forms out as soon as the office completes their revisions. Remember that each $15.00 sponsorship bring $5.00 back to the Department. Adjutant Dumas has attached the flier for the Charlie Daniels Concert to be held at the Balsam Amphitheater in Columbia on July 11 th, Gates open at 4:15. Remember this is free for all VETERANS. *************************** VETERANS SERVICE OFFICE TOGUS BEAL HOUSE Louis A. Peterson II, PSC/Chairman Congratulations to our newly-elected and appointed Officers and Chairpersons. I wish all of you much success in the coming year and am here to assist Commander Francis efforts to honor, support and defend all Veterans. Togus Beals House: Our quarterly meeting is taking place on Saturday, 27 June. Results of that meeting will be reported in the August GOs. A replacement for our House Mother Carol Baker has been found but will not be announced until next month. Please consider making a donation to the House, which counts as Community Service. VSO: Your new year is about to begin with some of the same Service Officers as well as newly elected ones. Needless to say, there have been many changes in the VA system, so now is the best time for a tune up for both our Post and District Service Officers. Please make arrangements to have each District hold a Service Officer s Seminar by contacting Rene Thank you.

17 This will be Rene s last year as our Service Officer since he is planning to retire within the next year. James Ware will be stepping up to replace Rene, so we will soon begin the search for a new Assistant Service Officer. ****************************** VETERANS SERVICE OFFICE Rene A. Deschene, SO Office Closed: The Service Office will be closed on July 3 rd as the Federal Government will be shut down to observe the 4 th of July. It will be re-opened on July 6. MY VA: The VA has come up with a new brand name. It is now going to be known as My VA. Along with that, it has also come up with a My VA Community Board. The board will be made up of different organizations, none of them VA employees. The board will travel around the State to get input as to what works, what does not work, spread what works and help change what does not work. It will be formed in July and in the fall; they should be visiting different communities to receive your input. VETERANS HELPING VETERANS **************************** WAYS AND MEANS * CREDENTIALS Paul S. Colburn, Chairman Comrades: Congratulations to all the new incoming officers & chairmen. I wish you all much success for a super year and pledge my continuing support. Ways and Means: This year will be just a great. Right now we are in the final stages of putting together our program and tickets and further info will be forth coming. Please start getting your Posts ready to push hard. We can do this and remember; you do not have to just promote in your Posts. So Commanders, get this word out and as soon as I have all the information, will make sure you get the word. Thanks for all your assistance and looking forward to working with each and everyone. ****************************** DEPARTMENT SCOUTING YOUTH ACTIVITIES James A. Proctor.
