2 Southern Regional Power Committee Bengaluru Agenda for the 135 th Meeting of Operation Coordination Committee to be held at SRPC, Bangalore on 12 th September Confirmation of the Minutes of the 134 th Meeting of OCC of SRPC held on 11 th August 2017 at NLC, Neyveli 2 Monthly Outage Plan/ Annual Outage Plan 2.1 ISGS/CGS: Generating Units a) Shut Down Proposals for September/October 2017 b) Shut Down carried out during August 2017 along with reason for deviation, if any Reschedule of Overhauling Neyveli TPS II- Planned maintenance of Unit-I In the 134 th OCC meeting held on approval was obtained to take Unit! of TPS II under shut down for 25 days from for Annual Overhaul works. NLC vide letter dated (Annexure-2A) informed that as there was slight delay in receipt of spares, the planned shut down could not be commenced on the approved date. The unit now is planned to be taken out of bars for planned works from early hours of All efforts will be taken to complete the maintenance works at the earliest and bring back the unit into service. It is noted that the Unit is taken out from 00:04 hours of Rescheduling of Overhauling In the 133 rd /134 th OCC Meetings it was emphasized that the maintenance schedule firmed up in OCC needed to be adhered by the generators as it had LGB, commercial, ATC/TTC, market and grid security issues. All the generators needed to plan the maintenance and have periodic preliminary review meeting with the OEM / Maintenance Agency to avoid any rescheduling. Any unilateral decision by the generator could be considered as a violation of the IEGC. 2.2 ISTS/State Sector Transmission Lines and Elements All utilities are to submit the S/D proposals for the subsequent month by 3 rd of the current month. Shutdown requests for the same month needed to be avoided. An outage coordination group had been created (sr_outage_coordiantion@googlegroups.com) for review of the previous OCC approved shut downs (construction/critical) Non-availing the OCC approved shut downs SRLDC vide dated has furnished the approved vs availed percentage of shut down approved for August States/Utilities to furnish the reasons for non availing the shutdown. 3 2.2.3 All the utilities to furnish the details/deviations with respect to their Annual Outage plan schedule VS maintenance carried out on a monthly basis as this information is required for the Annual Outage Plan Deviation Report being submitted to CERC. 3 LGBR for upcoming five months 3.1 The following details to be furnished for discussion: Schedule of Hydro, Thermal Generation, RES, Purchases, Anticipated Consumption etc. Shortfall/Surplus, if any and how the same is proposed to be met. Arrangements to meet the Demand and Energy surplus/deficit. Status review of Development of State of the Art load forecasting tools as per clause of IEGC. Load Generation Balance in real time. 4 5.1.1 All States/Generators/Powergrid may kindly submit the presentation in prescribed template and specific issues which need deliberations may be highlighted separately SRLDC had requested that states may kindly upload their presentation by 5 th of every month so that SRLDC can compare with their information/data which will help in better discussion/analysis of the issues. 5.2 Record of Proceedings of the meeting held on : FoR Technical Committee on Grid Integration of Renewable Energy (RE) CERC vide their communication dated had informed that a Technical Committee under the Chairmanship of Member, CERC, Shri A.S.Bakshi was formed at the direction of Forum of Regulators (FOR) in November, The objectives of the Committee include facilitating implementation of Regulations for Forecasting, Scheduling and Deviation Settlement at the State level, implementation of ABT framework and Ancillary Services in member States, among others The Sub Group Meeting was convened on at SRPC Bangalore and the Minutes of the Meeting are available at SRPC website. A meeting of the Heads / Representatives of the Sub-Groups was convened under the Chairmanship of Shri A.S.Bakshi, Member, CERC on in CERC, New Delhi to review the progress on framework for regional cooperation. The minutes of the Meeting at Annexure-5A The following are the Observations/Deliberations in the meeting:- States have recognized the value of electricity resource vis-à-vis the cost of generation. Some of the States are not willing to cooperate with other States in the Region on cost basis. Some of the Regions are predominantly Surplus in power, leaving little scope for co-operation within the region. This necessitates a national level framework / product for optimum resource utilization. Various other options for handling intra-day load / generation variation due to RE or otherwise were also discussed viz. (i) Banking; (ii) DAM price on PX as reference; (iii) Pool based on VC as approved by the Regulator and on payment of cost; (iv) Pool based on VC as approved by the Regulator and on payment of MC; (v) Pool based on auction for intra-day for the rest of the day; (vi) Pool based on auction for intra-day on hourly basis; (vii) Pool based on auction for intra-day on intra-hour basis i.e for 15 min. block-wise etc. Agenda for 135 th OCC Meeting to be held on at SRPC Bengaluru Page 3

5 5.2.4 During the meeting it was decided that the options raised may be shared with all RPCs and may seek feedback. 5.3 CERC Order on Petition No. 84/MP/2015 with regard to inadequate/non performance of FGMO A Petition (No 84/MP/2015) was filed by National Load Despatch Centre (NLDC) with Central Electricity Regulatory Commission (CERC) to direct all utilities to provide Primary Response as provided for in the Indian Electricity Grid Code (IEGC) in Sections (f), (g), (h) and (i) in the interest of power system security. In this regard, Hon'ble Commission vide its order dated 03 rd August 2017 (available at htpps//posoco.in / spinning-reserves/ ) has directed all Inter State Generating Stations (ISGS) to provide primary response by all generators in accordance with IEGC which would help in further improving the frequency profile SRLDC vide their letter dated (Annexure-5A-1)has highlighted that the Hon'ble Commission in this order has pointed out certain areas for improvement in the FRC assessment procedure which are listed below: 1) Para 18 (a) "Time duration window chosen for the tripping of the unit of Kudankulam was one minute thirty seconds and for Nepal earthquake, it was three minutes fifty seconds. Therefore, the primary response of the units to frequency excursion shall be measured after 30 to 60 seconds of the frequency excursion event. It is desirable that the post event instant may be determined 60 seconds later by all RLDCs/SLDCs for the sake of uniformity. It might be desirable to change the SCADA updation time at RLDCs from each regional entity station (points from where generally the state drawal is maximum) to 5-10 seconds to avoid discrepancies in FRC computation due to delay in data updation. Similar actions could be taken by SLDCs for each STU interface point. 2) Para 18 (b) "The input data for FRC calculation as indicated by NLDC in its calculations is at variance with the input data of SLDCs. The mismatch is to such a great extent that in certain cases the outcome gets totally reversed e.g in one case NLDC declares that the control area (Rajasthan) has helped the grid to some extent whereas the SLDC, Rajasthan has explained that the control area has aggravated the situation. In view of the above facts, POSOCO shall guide SLDCs with regard to FRC calculations. 3) Para 23 (a) "Considering the fact that further measures have been put in place to facilitate desirable primary response, the Commission, starting from the month of September, 2017 shall be closely watching the primary response of ISGSs as reported by POSOCO/NLDCs. At the State level, SLDCs shall report the frequency response of intrastate generators to the concerned SERCs." Agenda for 135 th OCC Meeting to be held on at SRPC Bengaluru Page 4

6 5.3.3 In the recent past SRLDC had analyzed the RGMO performance of SR generators. SLDCs/Generators are requested to take measures for improving the performance RGMO logic for all the generating stations shall be revised as per the IEGC 5 th amendment regulations as mentioned below. There should not be any reduction in generation in case of improvement in grid frequency to a level below Hz. (For example, if grid frequency changes from 49.9 to Hz, or from to Hz there shall not be any reduction in generation). For any fall in grid frequency, generation from the unit should increase as per generator droop upto a maximum of 5% of the generation subject to ceiling limit of 105% of the MCR of the unit having regard to machine capability. SLDCs/ISGS/Regional Generators are requested to confirm the revised settings The Hon'ble Commission has also directed to report the violation in case of poor primary response by generators. It is therefore requested that SLDCs SLDCs/ISGS/Regional Generating stations may advise all the generators to provide primary response with immediate effect in line with the IEGC provisions, preferably no later than 0000 hours of 25 th Aug This would ensure that the Hon'ble Commission's order will be implemented in letter and spirit with effect from 1 st Sep 2017 as stated in para 23 (a) of the order. 5.4 Discrepancy in triggering of RRAS Instructions SRPC vide letter dated (Annexure-5B) has brought the following to kind attention of NLDC regarding RRAS schedules: Non-adherence of merit order based dispatch On , RRAS up was given from 18:15 hrs. to 18:45 hrs.. During the same period, Talcher Stage-II which is the cheapest generator in SR had URS of 680 MW but was not given RRAS up instruction. Instead, RRAS up was given to NLC State-II unit-i, unit II and Expn of Stage-I which are costlier in merit order. Triggering of RRAS instructions during Congestion Warning Notice period On at 05:40 hrs. congestion warning notice was issued to SR on account of violation of SR import ATC. During the same time, RRAS up instruction was given for 1,500 MW due to low frequency and trend of load met. Except NLC Stage II Expn, no other generator in SR was given RRAS up instruction. NTPL, Simhadri Stage I and NTECL Vallur which were cheaper stations in merit order dispatch had URS at this time which could have contributed not only for improving frequency but also in relieving congestion. It is however observed that frequency range was from to Hz which is well within IEGC range. Agenda for 135 th OCC Meeting to be held on at SRPC Bengaluru Page 5

7 5.4.2 It had been suggested by SRPC during the Meeting held at CERC that for optimal and economic scheduling, selection of generators should be done only at two time block advance of triggering RRAS instruction. This can be achieved by collecting URS margin available above Technical Minimum and RAMP rate implemented in all the generators under RRAS at three time block in advance from all RLDCs and then deciding the scheduling, based on Merit Order. Pre-deciding the target generator much in advance, may lead to fouling of the Merit Order in real time operation since URS from cheaper generator may become available only on four time block in advance. RRAS regulation has provision for triggering at least one block in advance. With considerable efforts of POSOCO, Merit Order data portal has been put into place. States are uploading daily details of Merit Order based dispatch. Similarly, for Ancillary services, it may kindly be considered to upload dispatch details on a daily basis in the MOD Portal. 5.5 Discrepancy in Scheduling SRPC vide letter dated (Annexure-5C) had communicated to SRLDC that it had been observed that there are number of instances where schedule is more than DC. The detailed list was enclosed at Annexure-A of the said letter. It is also observed that there is mismatch between on bar DC and off bar DC though without any RSD, it should remain same. The details in respect of NLC Stage-II Unit-I, Unit-II, NTPL etc. were furnished at Annexure B of the letter. SRPC had requested SRLDC that this may please be examined. 5.6 Consideration of Talcher Stage II as Upstream or Downstream based on different congested corridors In the Commercial Sub Committee Meeting held on 8 th August 2017, SRLDC had raised the following issue: Talcher-II station of NTPC physically located in ER to be considered as not part of SR constituents for purpose of declaring as upstream or downstream during congestion. It was opined by SRLDC representative that the electrical behavior of Talcher-II may be inverse to the desired response from SR constituents In this regard SRPC vide letter dated (Annexure-5D) had brought the following to kind attention of NLDC: Whether Talcher stage II is upstream or downstream depends on the corridor on which ATC is violated. Hence, it cannot be concluded that Talcher Stage II is always upstream or downstream for any congested corridor, In case of ATC violation of SR import, Talcher Stage II is downstream. In case of ATC violation along ER-SR corridor, Talcher Stage II is downstream. Agenda for 135 th OCC Meeting to be held on at SRPC Bengaluru Page 6

8 In case of ATC violation along WR-SR corridor, Talcher Stage II is upstream provided HVDC set point is not changed. In case of ATC violation along WR-SR corridor, Talcher Stage II is upstream provided HVDC set point is increased to import power from Talcher Stage II/ER. The action to be taken by Talcher Stage II should be informed clearly in congestion warning notice since its desired action would depend upon the corridor whose ATC is violated. All generators who have relatively higher sensitivity (positive or negative) towards the congested corridor should participate in relieving the congestion. For instance in congestion warning notice issued for WR-SR corridor on (17:16 hrs) Talcher stage II was issued the same notice as for all SR Constituents Therefore it is suggested that in future while issuing warning notices, Talcher Stage II should be specifically informed about the desired action. This is in view of the fact that post facto correction/changes in upstream or downstream are not possible after real time warning notices are issued. 5.7 Inclusion of Transmission System for Solar Power Evacuation under PoC Mechanism and its Implementation In the 32 nd SRPC Meeting held on 22 nd August 2017, the inclusion of transmission system for Solar Power Evacuation under POC Mechanism and its implementation under CERC(Sharing of ISTS Charges and Losses) Regulation was discussed. After discussion it was agreed that some of the issues which are of concern may be brought to kind attention of Hon ble CERC. It was also noted that a Task Force had been constituted by Commission to undertake review of existing Framework of Sharing of Transmission Charges and Losses Accordingly Chairperson, SRPC vide letter dated (Annexure-5E) had brought out certain issues to the notice of Ho ble CERC and requested that Hon ble Commission may kindly bestow its attention on the listed matters. Non consideration of solar LTA in arriving at the POC slab rate does not alter the transmission charges payable by that state. It is thus not clear in what manner or how the transmission charges waiver for solar and wind power is to be actually implemented in the POC mechanism. This matter merits kind attention of Hon ble Commission since this has implications not only on the host state but also on the neighboring states. Annexure showing the cost allocation of 400kV S/c Cuddapah Kolar line which is LiLoed at 400 kv NP Kunta is enclosed please. NP Kunta Solar project has entered into PPA with Andhra Pradesh for its power. However, as per participation, entire cost of the Agenda for 135 th OCC Meeting to be held on at SRPC Bengaluru Page 7

9 element gets loaded on the adjoining state of Karnataka which does not have any PPA with NP Kunta what so ever. However, implementation of the policy regarding waiver of transmission charges merits kind attention in view of the existing methodology of sharing of transmission charges. 5.8 Operation Of Hydro Power Projects In Peaking Mode Forum of Load Despatchers (FOLD) and POSOCO have prepared a report Report on Operational Analysis for Optimization of Hydro Resources & facilitating Renewable Integration in India. MoP had constituted a sub-committee under Chairperson, CEA to study and recommend the individual hydro power stations which can be operated to achieve peak load capacity. The subcommittee has held three meetings with the concerned Hydro generating stations and concluded that there was scope of about 2000 MW additional power generation from hydro station during peak hours In the 134 th OCC Meeting, RLDC made a presentation on the same. SRLDC was requested to come out with specific suggestions/way forward since RPCs are advised to discuss the same as a regular Agenda item in Monthly OCC Meetings as well as needed to be discussed in TCC/SRPC Meetings Subsequently the issue was further deliberated in the TCC/SRPC Meetings held on 22 nd and 23 rd August 2017 respectively. After discussions the States of SR wished to bring some of the issues to bring to the kind attention of Ministry of Power Accordingly Chairperson, SRPC vide letter dated (Annexure-5F) had communicated the following to Ministry of Power: Hydro generation is required for grid security, deviation management, fall in availability due to unit outages, RE withdrawal, RE intermittency, etc. Hydro generation in merit order is considered based on the price of replaced energy in the water cycle year and not merely on the basis of cost. Hydro generation is also being modulated based on market price signals. Hydro also provides necessary spinning reserve. Hydro generation is at times based on irrigation and drinking water requirements. Peak of a particular state need not necessarily align with that of all India peak. It was observed that POSOCO had primarily focused on generation level witnessed at all India peak demand instant. Though a questionnaire had been circulated, SLDCs felt that they had not been consulted appropriately. This is the 3 rd year of poor monsoon consecutively. Thus, analysis of peak study based on last year s data may not necessarily be conclusive. Agenda for 135 th OCC Meeting to be held on at SRPC Bengaluru Page 8

10 With steep rise in the generation capacity of renewables (for instance TN has about 6,000 MW of RE), Hydro modulation is required during other instants also apart from that of All India peak. Southern Region doesn t have a single CGS hydro station. Thus, comparison with hydro operation in NR/NER may have its own limitations. Hydro resources in Southern Region are basically in the state sector. It was felt that in the present de-regulated environment where individual control areas as per CERC notified Grid Code are in existence, there is a need to evolve suitable market mechanism to incentivize higher hydro support during peaking and also for other ancillary services. In the absence of draft market mechanism in the POSOCO report, states were unable to take any call on this issue. Certain states expressed that this matter may also need to be placed before the appropriate Commission (SERC). POSOCO was therefore requested to kindly come out with a suitable market mechanism for this purpose. POSOCO was also requested to conduct detailed state wise consultations/analysis with concerned SLDCs. This would help in enhanced understanding/appreciation of the hydro optimization strategy adopted by each state and also understand the reasons for reported under performance of few stations. In view of the quantum jump in RE penetration, the various policy initiatives of Government of India were well appreciated. SRPC requested that Ministry of Power may kindly bestow its attention on the above matter. 5.9 High Voltage at Tamil Nadu Stations and N-1 Evacuation constraints at Kamuthi: SRLDC vide letter dated (Annexure-5G) had informed that the pocket comprising of Tamil Nadu 400 kv Stations namely Karaikudi, Kamudhi and Kayathar are experiencing high voltage during most part of the day and many 400 kv lines emanating from these stations are kept open on high voltage. In the present temporary configuration(lilo at Kamudhi of Kayathar-Karaikkudi 400 kv line), the Kayathar-Kamudhi transmission line section has become so long. (Approximately 400 km). This line is kept open from at 14:45 hours due to high voltage. Solar generation of around 648 MW from various solar parks is connected to Kamudhi 400 kv substation and the evacuation is through the single Kamudhi-Karaikkudi 400 kv line with persistent N-1 constraint. SRLDC expressed concern that any fault or forced outage of this line will further lead to serious evacuation issues and will impact badly on the grid security as well. SRLDC requested TANTRANSCO to address the following expeditiously: Mitigate the high voltage by load rearrangement at Kamudhi and Kayatahar Stations. 11 Expediting the commissioning of the 125 MVAR Bus Reactor at Kayathar as approved in the 39 th SC. Completion of the bay works at Karakudi on fast track basis for completion of the Kamudhi-Karaikudi 400 kv D/C and Kayathar-Karaikudi 400 kv DC lines Commissioning of 2000 MW Solar Power Generation in Pavagada Solar Park: KSDPCL is developing 2000 MW Solar Power Generation in Pavagada Solar Park in 5 villages. KSPDCL vide letter dated (Annexure-5H) had informed that the following Solar Power Developers establishing Solar PV projects in 2000 MW Pavagada Solar Park, Tumkur District have issued notice for commissioning their generation Units. Name of SPD Capacity in Date of Synchronization with GRID MW Parampujya Solar Energy Pvt (Final Notice) Limited ACME Rewari Solar Pvt. Ltd (Preliminary Notice) ACME Kurukshethra Soalr (Preliminary Notice) Energy Pvt Ltd Fortum Finnsurya Energy Pvt. Ltd (Final Notice) 5.11 Utilisation of Spare ICT/Reactor: In the 30 th SRPC Meeting held on it had been informed by PGCIL that Tariff for utilization of Spare ICT/Reactor would be billed to the entity utilizing the Spare. The Tariff would not be claimed from other beneficiaries. SRPC vide letter dated (Annexure-5I) requested PGCIL to kindly examine whether in Southern Region, the concerned entity utilizing Regional Spare ICT/Reactor is being billed as per above SRPC decision and SRPC may kindly be informed on this matter NLC TPS I Expansion- RRAS down Regulation Quantity excluded from Technical Minmum: NLC vide letter dated (Annexure-5J) had informed that on (revision No.116) Block from 35 to 44 and from 47 to 54, the RRAS down quantity was included in the Technical Minimum of MW and from 39 to 54 block the traded quantity was also included in the down Regulation. The Declared Capacity, Schedule, Drawal Schedule, PX and RRAS Quantity on pertaining to TPS I Expansion were also enclosed. It is requested by NLC that RRAS down Regulation quantity may be excluded from the Technical Minimum and from traded quantity for the above blocks SRPC vide letter dated (Annexure-5K) had submitted the following; While implementing RRAS down instruction station technical minimum of 55% is being ensured. 12 furnished by NLC (RRAS down instructions) is actually the intended RRAS down quantum required. However, since this quantum would have lead to station schedule going below technical minimum, the RRAS quantum was restricted, for example in block No.35 to 79 MW against 90 MW. It was also stated that from block No.39 to 54, the trade enquiry was also included in the down regulation, whereby NLC claimed that this had to be excluded from technical minimum as per discussions in the OCC Meeting. In this regard, it is brought to kind attention that there is no provision to exclude trade quantity for arriving technical minimum schedule for a station Grid Impact Study Due to establishment of 350 MVA Short Circuit Transformer Test Facility at CPRI, Uppal Hyderabad. The remarks/observations of TSTRANSCO regarding the Draft report on Grid Impact Study Due to establishment of 350 MVA Short Circuit Transformer Test Facility at CPRI, Uppal Hyderabad had been communicated to CEA by TSTRANSCO vide letter dated (Annexure-5L) 5.14 Powergrid elements which were observed to be in an advanced stage construction/ Commissioning with schedule as per Investment Approval, subsequent to the proposed commissioning /COD In the 32 nd Meeting of SRPC held on Power Grid had submitted status of various upcoming elements in the Region. Some of these elements were observed to be in an advanced stage of construction/ commissioning with schedule as per Investment Approval, subsequent to the proposed commissioning /COD. After discussions, it was agreed that a Meeting would be conducted in SRPC with participation of officers from States as well as CTU. Status/ readiness of corresponding downstream elements in state system as well as system benefits that would accrue after commissioning of such elements would be prepared and submitted to Chairperson, SRPC for necessary approval. All states had concurred for these working arrangements Accordingly, a Special Meeting was conducted on 1 st September 2017 in SRPC, Bengaluru with participation of CTU, States, SRLDC and SRPC. Based on the deliberations and also the studies conducted during the special Meeting, a report had been prepared. Copy of this report had been submitted to Chairperson SRPC vide SRPC letter dated (Annexure-5M) and had requested that approval for this report may kindly be arranged to be communicated for further need ful in this regard Optimum harnessing of RE in Southern Region A Meeting was held on 10 th February 2017 in MoP on matters relating to optimum harnessing of Renewable Energy Integration in SR without endangering Grid Security. 13 of the same also had been specified. SRPC vide letter dated had requested the concerned utilities that the matter may kindly be arranged to be reviewed and urgent action arranged wherever necessitated. A Special TCC Meeting was also convened on 20 th May 2017 in SRPC, Bengaluru. A Special Meeting of SRPC Members of the constituent states was held on 31 st July 2017 at Hyderabad Subsequently the issue was further discussed in the 32 nd SRPC Meeting held on 22 nd August It may be noted that except Tamil Nadu, all the States had signed the agreement TANTRANSCO vide letter dated (Annexure-5N) had informed that the rate of energy of power to be exchanged as per item (7) of Draft Overarching Agreement is not viable for TANGEDCO. However if Surplus Power is anticipated, TANGEDCO is willing for sale of Surplus Energy/Swap with pther SR Constituents at mutually agreed price SRPC vide letter dated (Annexure-5O) had further requested TANTRANSCO to consider the sighing of the Agreement to avail the advantage of the Agreement, mutual cooperation among SR states and it may also facilitate higher RE absorption SRPC had analysed the Under Drawal pattern of TANTRANSCO during the period from 1 st June 2017 to 13 th August 2017(more than 4 Blocks and above 150 MW). TANTRANSCO would coordinate for RE Developers participation Compliance of CEA Regulations for Grid connectivity of Renewable Energy Sources CEA vide letter dated had informed that in compliance to the Clauses 6(3) and 6(4)(b) of Central Electricity Authority (Technical Standards for Connectivity to Grid) Agenda for 135 th OCC Meeting to be held on at SRPC Bengaluru Page 12

14 Regulations 2007 and Central Electricity Authority (Technical Standards for Connectivity of the Distributed Generation Resources) Regulations 2013 notified on 30 th September 2013 it is obligatory for all the grid connected renewable generators to provide necessary facilities for data-communication and data-storage and other parameters as may be stipulated. The said CEA Regulations also places onus on the generating plants including renewable to coordinate with appropriate licenses on issues including but not limited to protection safety and metering With the above perspective as emerging from the CEA Regulations in force, the SLDCs are requested to take up the matter with all the renewable generators to ensure transfer of data to the appropriate Load Despatch Centre, so that the real time generation data is available with them for centralized monitoring. It was also requested that to indicate the present status in this regard and the action plan with definite time frame to ensure real time data telemetry from all the grid connected Renewable Generators/Plants to the SLDCs CEA had requested SRPC to take up the issue with the concerned SLDC/utility operating the SLDC and desired that this may be kept as an agenda item for OCC Meetings for periodical review of the status of real time data telemetry from all the Grid Connected Renewable Generators/Plants to the SLDCs Subsequently CEA vide letter dated had enclosed MoP letter dated on the above issue. SRPC had informed that this matter had been deliberated in the Special TCC Meeting held on The minutes of the Meeting are available at SRPC website. States were requested to take immediate action as per the Meeting Minutes CEA had held a meeting on Receipt of online operational data in real time mode at SLDC from renewable energy generation sources (RES) and related issues at New Delhi on The following was concluded in the meeting: The following was concluded in the meeting: Summing up the discussions, Member (Planning), CEA, stated that all states should have in place the urgent time bound plans to ensure the availability of 100% operational data in real time mode at the SLDC/RLDC/NLDC. SRPC/SRLDC had cautioned that Solar Capacity would be coming up very intensively in coming six months and SR should be ready with contingency plan for managing the LGB during the solar ramp up/ramp down period Subsequently a Meeting of Sub- Group of Southern Region formed under the Technical Committee constituted by CEA for study of optimal location of the various types of balancing energy sources/energy storage devises to facilitate grid integration of Renewable Energy Sources and associate issues was conducted on with participation from CEA. 16 In regard to Phasing Plan for implementation of new Environmental Norms for Thermal Plants, issued by MOEF&CC, CEA has firmed up the FGD phasing plan and uploaded on its website. Phasing Out Plan confirmation are not received from most of the generators. It was requested that all the concerned to kindly furnish the information at the earliest which would be forwarded to CEA Subsequently CEA had requested to furnish the confirmation regarding the FGD installation of NLC Units. NLC vide letter dated has furnished their views. It was informed that consultant had taken the field measurements and recommendations are awaited All the generators to keep CEA appraised of the developments in FGD/Phasing out plan Funding from PSDF was further discussed in the 32 nd SRPC Meeting held on 22 nd August During discussions it was expressed that funding, either from PSDF or any other fund could again be kindly sought from GoI to meet the stipulated revised environmental norms. State Utilities had expressed that capital cost of FGD installation being quite high implementation was considered on account of resource constraints Accordingly Chair Person, SRPC Chair Person vide letter dated (Annexure-5S) had taken up the issue with MoP CEA vide letter dated (Annexure-5T) had communicated regarding convening of Special Meeting at TCC Level to revise the Phasing Plan for identified units for ESP up gradation and FGD installation State-wise allocation of 540 MW power from RGPPL to Railways CEA vide letter No. 5/AI/CSA/GM/2017 dated had enclosed MoP Order No. 4/22/2011-Th-Vol-III) dated in which 540 MW power from Ratnagiri Gas and Power Private Limited (RGPPL) has been allocated to Indian Railways. Allocation to SR States (out of 540 MW) would be as under: State Nodal Railway Maximum load in MW after availability of corridor between NEW Grid and SR* Telangana SCR 50* Tamil Nadu SR 100* date of effectiveness subject to availability of transmission corridor as per assessment of CTU Subsequently CEA vide letter dated had endorsed MoP letter dated in which 35 MW of power is allocated to KPTCL (SR). Transfer of MW can be affected upon commissioning of upcoming Nizamabad- Maheswaram 765 kv D/C line, which is likely to be commissioned by October The following were noted in the earlier Meetings : TSTRANSCO had convened a Meeting with Railways, SRLDC & SRPC on TANTRANSCO had stated that APTEL Order was expected on KSEBL informed that there were issues like Railway s Deemed Licensee status was still subjudice, only balanced three phase supply is possible from STU as per CEA Connectivity Regulations & there were Metering issues as per IEGC and such restrictions were not there in Supply Code of Discoms under which Railway was getting its supply presently. KPTCL and TANTRANSCO were once again requested to call for a meeting with Railways to address procedural & infrastructural issues CEA vide letter dated (Annexure-5U) had forwarded MoP letter regarding Review of Power Projects by Hon ble Prime Minister under PRAGATI and requested to submit the status report on the states which have not granted NOC for Open Access to Railways and reason there of The views communicated by AP, TS and Tamil Nadu is at Annexure- 5V This issue was further deliberated in the 32 nd SRPC Meeting held on 22 nd August 2017 in which CTU had informed that the Transmission Corridor for the above allocationis likely to be available from 1 st October SRPC vide letter dated (Annexure-5W) had taken up the issue with the concerned States and requested that the matter be taken up with Indian Railways urgently, so that all pending issues such as metering etc. are resolved well before 1 st October Scheduling of Simhadri Stage I Station Simhadri Stage-I scheduling had been started by SRLDC from onwards. Main/Check meters at Simhadri Stage - I end of Inter connector is not installed Monitoring of scheme funded from PSDF NPC vide letter dated had furnished the Agenda for next Meeting of NPC scheduled on at Vijay Nagar, Indore, MP. It was noted that w.r.t SR for 20 Schemes approved, against Cores Rupees sanctioned cores rupees of Grant only Disbursed. The actual disbursement is quite less due to slow implementation of projects by entities. NPC expressed concern regarding this slow improvement and requested RPCs to examine the implementation of schemes in OCC/TCC Meetings and intimate NPC about the bottle necks. It is requested that this information may kindly be reviewed and the reason for less utilization may kindly be furnished at the earliest Right of Way issue of 400 kv Nelamangala-Hoody Line/ commissioning of 400 kv Yelahanka substation/220 kv evacuation system of KPTCL at Yelahanka substation SR II Powergrid had informed that the compensation issues were being settled for LILO of Nelamangala - Hoody at Yelahanka. Regarding Madhugiri Yelahanka in three districts, Bengaluru Urban, Bengaluru Rural and Tumkur ROW issues are being faced. The connectivity at Yelahanka will not be useful until the 220 kv side cables are made through by KPTCL SR II, PGCIL had informed that the issue is being followed up with State Administration for removal of ROW issues KPTCL had informed that cable has received and scheduled to be commissioned in December ROW issues are being resolved Daily Load Forecasting by SLDCs/RLDCS/NLDC The mean absolute error (forecast Vs actual demand) for the month of August 2017 as furnished by SRLDC. (Item No.5 (b) of enclosed SRLDC letter dated ) In the 126 th OCC Meeting, SRLDC had informed that a Pilot Project for RE forecasting had been started. Pilot Project for load forecasting was yet to commence. RE Connect has been entrusted the work. They wanted past three years data in specific format. The block wise difference in forecast and actual and the reason for the inter block difference were also needed. SRLDC had started the work. Weather input would be incorporated by RE Connect Scheduling of NTPC Ramagundam Solar Power Plant(10 MW) NTPC had informed that written communication in this regard to MoP would be shared with SRLDC/SRPC Upcoming Wind/Solar Projects In the earlier OCC Meetings the following were noted: It was noted that procedure for RE Frameworks had been notified and is available at NLDC website. It was requested to all the concerned to take up with generators and whatever information as mentioned in the Notified Procedure are to be collected/ensured from RE generators. SRPC had informed that the progress of works of RE Generators and evacuation system are available in TCC/SRPC Minutes. All the concerned were requested to update the same and revert back at the earliest incorporating appropriate changes Status Review of REMC project implementation In the 134 th OCC Meeting SRLDC had informed that the proposal has been put up to Empowered Committee. Approval had been delayed due to administrative issues and Agenda for 135 th OCC Meeting to be held on at SRPC Bengaluru Page 17

19 approval is expected by this month end. Execution period is 15 months from approval date. There are four schemes for three states namely for Andhra Pradesh, Karnataka and Tamil Nadu and one for SRLDC. Separate SCADA will come for renewables with existing RTUs and communication system. (Item No.11(e) of enclosed SRLDC letter dated ) Wind and Solar power forecasting by States. (Item No.11(a) of enclosed SRLDC letter dated ) Power Flow Analysis under high RE scenario A project has been undertaken jointly by POSOCO, USAID and NREL for power flow analysis under high RE scenario In the 13 4th OCC Meeting the following was noted: TSTRANSCO, TANTRANSCO and KPTCL had furnished the information. APTRANSCO informed that stress study had been carried out through a Spanish Consultant. SRLDC requested APTRANSCO and KSEBL to furnish the information PSS Tuning of generators th Meeting to review the status of PSS tuning of the generators was convened on 26 th July 2017 and minutes of the Meeting are available at SRPC website. All the generators to follow the action plan finalized in the 5 th PSS meeting Implementation of URTDSM (PMU) project in Southern Region URTDSM - Status update in respect of the Meeting held on /subsequent OCC Meetings are as below: Sl Activity No 1 Status of URTDSM Project (SR Portion) Status/Remarks PMUs to be installed in SR as per URTDSM Project Package II had further increased from 240 to 270 on account of commissioning of certain new stations and additional feeders. Forum expressed concern that project was getting delayed and requested PGCIL / GE to share monthly project execution plan up to Sep 2017 and monthly progress ( installation and integration to Control Centre) status by end of every month. 2 Contractual amendment Final Amendment had been issued on and system expected to be commissioned by Sep Requirement of Auxiliary Power Supply System (APS) as per revised BOQ (excluding input ACDB and one battery bank of the proposed two battery banks). 4 Capacity of Battery & charger 5 Responsibilities under Entities Survey completed. Space in SRLDC is not sufficient for APS solution under URTDSM project. APS system not supplied due to space constraint in TN & SRLDC. None of the constituents requested 48 V DC power supply source. Hence this point is not applicable now. SR-II confirmed that Dismantling of panels, any civil works etc required to prepare site for installing APS System was not under the scope of the Project and thus was in the scope of respective constituents. Supply, erection& commissioning of UPS, ACDB Input &Output panels, Battery Bank and associated cabling works for establishing APS system was under the scope of the Project. Air Conditioning System was required and Constituents were to make necessary arrangements. Kerala yet to provide clear site by removing existing old EMS SCADA system and dismantled materials. KPTCL has yet to provide Air-conditioning system to match with the commissioning schedule i.e. Sept. 17. TANTRANSCO yet to provide the earthing connection point for the panels 6 Redundancy for PMUs PGCIL confirmed that all PMUs are provided with redundant communication path and schematic diagram of communication flow had been shared with the constituents. 7 SAT procedure FAT completed for all 4 Nos control centers. Equipment supplied to all 4 Nos control centers and installation under progress at SRLDC, Karnataka SLDC & TN SLDC. 8 SR Region Training Training had been firmed up by M/s GE and one batch training is over.
