2 Southern Regional Power Committee Bengaluru Agenda for the 141 st OCC Meeting of Operation Coordination Committee to be held at Hyderabad, 09 th March Confirmation of the Minutes of the 140 th Meeting of OCC of SRPC held on 08 th February 2018 at SRPC, Bangalore 2 Monthly Outage Plan/ Annual Outage Plan 2.1 ISGS/CGS: Generating Units a) Shut Down Proposals for March/April 2018 b) Shut Down carried out during February 2018 along with reason for deviation, if any. NTPL: Request for change in Shutdown program for NTPL vide letter dated (Annexure-2A) had informed that the Annual Maintenance Program of NTPL Unit -1 has been proposed in the month of June 2018 from to (8 days) and for Unit-2 in the month of April 2018 from to (25 days) while setting generation target for the year and communicated to CEA/SRPC vide reference cited above. But in view of anticipated loss of generation due to condenser scaling problem in Unit-1 in the forthcoming summer, it is planned to chemical clean the condenser tubes which necessitates the preponement of shutdown of Unit-1 in the month of April Also, since some of the critical spares required for Annual Maintenance of Unit-2 is expected in the month of July 2018, it is proposed to postpone the Annual Maintenance Program of Unit-2 in the month of July & August The shutdown proposed is as follows: Unit I for 8 days from to Unit II for 35 days from to It was requested that the above proposals may please be considered and the revision of shutdown program of unit-1 for 8 days in the month of April 2018 and unit- 2 in the month of July & August 2018 may be included in the March 2018 OCC Meeting agenda for discussion and approval. 2.2 ISTS/State Sector Transmission Lines and Elements All utilities are to submit the S/D proposals for the subsequent month by 3 rd of the current month. Shutdown requests for the same month needed to be avoided. An outage coordination group had been created (sr_outage_coordiantion@googlegroups.com) for review of the previous OCC approved shut downs (construction/critical).

3 Non-availing the OCC approved shut downs SRLDC to furnish the approved VS availed percentage of shut down approved for February States/Utilities to furnish the reasons for non-availing the shutdown. In the 140 th OCC Meeting after deliberations, it was decided that proposals received after 3 rd of each month would not be considered. Any deferment or changes in the schedule needed to be communicated in the mid review and before D-3 in the WBOCS system. SRLDC would conduct a workshop through VC on LC importance, implications on ATC/TTC/grid, IEGC provisions and issues in postponement, deferment etc. for Andhra Pradesh & Tamil Nadu. Karnataka may join the same or separate work shop may be conducted for Karnataka. States were requested to call field officials (400 kv level, Interstate etc) who are dealing with outages for the workshop. SRLDC agreed to hold the workshop before 141 st OCCM. SR I was requested to furnish the list of shut downs carried out vs approved w.r.t Annual Target for the previous month. The format had been communicated already. MEL vide dated (Annexure-2B) had requested outages for MEL-NPS line for 3days(from 28 th to 30 th March-18) to carry out the 400kV line diversion work from Phase-1 to Phase-2 to meet CERC judgment. As per CERC orders MEL has to change line diversion from Phase-1 to phase-2 to facilitate evacuation of full quantum capacity of MEL/SEL power. Draft 172 LGBR for the year , prepared based on the data furnished by Constituents / Generators had communicated to all vide dated The following to be noted in this regard: Telangana may please furnish their purchase plan with break up [Wind (Pvt), Wind (State/Centre), Solar (Pvt), Solar (State/Centre), Mini Hydel, Co-Gen, Bagasse, Municipal Waste, Bio Gas etc]. NTPC Ramagundam had confirmed that Unit 3 outage O/H had been cancelled for the year The unit will be taken out in the year only. The outage proposal of other units are incorporated in the outage plan already forwarded. With regard to O/H schedule of Talcher Stage II Unit 5 furnished by NTPC, it was noted in the 139 th OCC that generation and outage data was not matching. Subsequently NTPC had submitted the revised proposal. The following were observed in the data furnished by NTPC Talcher: Auxiliary consumption varies month to month from 2.16 % to 4.77 %, which looks to be very low. The actual auxiliary consumption for the months of November, 2017 = 5.27 % and for the month of January, 2018 = 5.06 %, hovering around 5.75 % only. Therefore, it is requested that the Ex Bus Generation furnished vide your letter dated may please be reviewed and the revised figures may please be

4 furnished urgently. In case the data is not revised, the reason for considering low auxiliary consumption for NTPC Talcher Units, may please be furnished to SRPC, at the earliest. The LGBR will be further revised as soon as MoP approved Targets are received from CEA. 3 LGBR for upcoming five months 3.1 The following details to be furnished for discussion: Schedule of Hydro, Thermal Generation, RES, Purchases, Anticipated Consumption etc. Shortfall/Surplus, if any and how the same is proposed to be met. Arrangements to meet the Demand and Energy surplus/deficit. Status review of Development of State of the Art load forecasting tools as per clause of IEGC. Load Generation Balance in real time. 3.2 LGBR for upcoming five months & TTC/ATC computations All states were requested to furnish PSSE base case for July The following details are to be updated: State AP TS KAR TN KER 5 months LGB Being Furnished Converged PSSE Base case ATC/TTC Computation furnished to SRLDC ATC/TTC Computation posted on SLDC website Nodal Officer details 4 Review of Power Supply Position /Inflows Constituents/ Generators to furnish the reasons for deviation: a) Actual with respect to anticipated (MW & MU) for availability and requirement. b) Generation variation category wise with respect to MoP targets/lgbr figures. c) Inflows (MU) to major reservoirs: Actual w.r.t. 10 year moving average and w.r.t. same month last year. d) Reasons for demand -supply gap and its variation 5 MAJOR ISSUES 5.1 Projection of likely availability figures from CGS Stations In the present regime of MoD based dispatch, it is felt that the methodology of arriving at the availability from CGS may need a relook. Generators may be able to project the DC of their units in an accurate manner. However as far as actual generation projection is concerned the generators may not be in a position to accurately forecast due to merit

5 order consideration (except in case of very cheap CGS Stations). Thus the generators may furnish the DC (both MW and MU). This data given by CGS generators could be shared to states. Based on the MoD considerations states may furnish the likely schedule from the stations which could form the basis for arriving at the total availability. 5.2 Schedule as per the requisition made by the beneficiaries In the 33 rd SRPC meetings held on 17th February 2018 it was agreed that SRLDC would implement the schedule as per the requisition made by the beneficiaries. SRPC vide letter dated (Annexure-5A) had communicated the following in this regard to SRLDC: While implementing the schedule the various provisions given under clause No.5 &6 of the Detailed Operating Procedure for taking unit under RSD and mechanism for compensation may be complied with. RLDC is enabled to provide technical minimum or more schedule to the generating station as per clause No.5.6/5.7/6.2.1 to be read along with Regulation and of IEGC Regulation. If the grid conditions do not demand for providing technical minimum to a generating station then the schedule of the station based on the requisition received may be implemented as per clause No.5.8/6.2.2 of the Detailed Operating Procedure. It may also be kindly considered that when SRLDC invokes the provision under clause No.5.6/5.7/6.2.1 to provide schedule of technical minimum or more whether the circumstances / reasons can be documented and shared with the OCC forum. It was noted that Kudgi Unit II had taken out under RSD due to less requisition (below technical minimum) from 00:37 hours of As per the present methodology URS availed is computed as Schedule (Implemented) Entitlement. The entitlement would need to be computed as percentage Allocation of a State * DC (On Bar DC + Off Bar DC). This entitlement would be used for all the commercial purposes including calculation of weighted average percentage allocation for the month (which is based on URS availed also). 5.3 DC during peak hours less than during off peak hours As per the provisions of the IEGC Regulations, ISGS shall ensure that the declared capability during peak hours is not less than that during other hours. Exception shall be allowed in case of tripping/synchronization of units as result of forced outage. There was instances in respect of Kudgi TPS where the above provision of IEGC Regulations has not been adhered to.

6 SRPC vide letter dated (Annexure-5B) enclosing the list of such instances requested NTPC that this matter may please be examined and SRPC may be informed of the same. 5.4 Task Force Committee Report on Flexibilisation of Thermal Power Plants-Unit identification for Pilot project demonstration CEA vide letter dated (Annexure-5C)had informed the following: A Special Task Force was constituted under IGEF Sub-Group-1 for enhancing the flexible operation of existing coal-fired power plants. The committee has recommended the implementation of measures for 50%, 40% and 25% minimum load in thermal power stations. The measures for 50% minimum load operation requires no investment or minimal investment (Report is available on CEA website under TRM division). Subsequently, a meeting was held under the Chairmanship of Member (Thermal) on In this regard and it was decided that 55% minimum load operation would be implemented nationwide in first phase. Further, six units, including two units of NTPC and one unit each from DVC, GSECL, APGENCO, MSPGCL, would be taken up for 55% minimum load operation is in line with the CERC notification dated and (IEGC) (4th amendments). The minutes of meeting are enclosed for reference. Accordingly SRPC vide letter dated (Annexure-5D) requested APGENCO to communicate the unit in APGENCO where the 55% minimum load operation will be implemented to CE, TRPM Division, CEA, New Delhi with a copy to SRPC, Bengaluru by Adherence to Environmental Norms as per Environment (Protection) amendment Rules 2015 for Thermal Power Stations CEA vide letter dated (Annexure-5E) had furnished the record notes of discussions held on at NRPC, Katwaria Sarai on Adherence to Environmental Norms as per Environment (Protection) amendment Rules 2015 for Thermal Power Stations with IPPs in reference to installations of FGD. Further, a format to capture data of individual power plants has been sent to IPPs across the country so as to ascertain the optimum technology and associated cost in installations of FGD systems. It was requested to SRPC to inform the IPPs SRPC jurisdiction to forward the requisite data in prescribed format. The format is also available in CEA website. The phasing plan of FGD implementation / EPS upgradation for Coal Fired Power Station has already been communicated vide letter No.CEA/Th./TPRM/FGD&ESP Install/2017/06-12 dated In this regard CEA vide letter dated (Annexure-5F) requested that the Status of the progress of work (FGD & SCR

7 installation and ESP upgradation) as per new environmental norms (Sox, NOx and SPM) may urgently be provided to CEA office by return mail. This status report is urgently required to onward transmission to Supreme Court. Accordingly the information furnished by generators were submitted to CEA. A Special Meeting had been convened at SRPC Bangalore on to discuss on incentive to TTPS for early installation of Pollution Control Equipment. 5.6 Coal Stock position The coal stock position as on as uploaded in the CEA website. ISGS Stations: NTPC Simhadri: 1 days, Kudgi:6 days, Ramagundam : 16 days, Talcher: 6 days, NTECL: 31 days & NTPL: 21 days State Sector: AP: Krishnapatanam: 8 days, VTPS: 3 days, SGPL: 23 days, RTPP: 4 days & HNCPL: 19 days. Telangana: KTPP: 40 days, Kakatiya TPS: 11 days & KTPS New:27 days Karnataka: BTPS: 4 days, RTPS: 1 day. Tamil Nadu: MTPS Stage I: 27 days, Stage II: 31 days, NCTPS: 6 days & TTPS: 13 days In the 139 th /140 th OCC Meeting after deliberations on coal issues it was decided that Chairperson, SRPC would be kindly requested to take up the issues faced by thermal generators in rake allocation and for coal transport constraints with Ministry of Railways. Generators were requested to share the constraints / details to SRPC immediately. The issue was further deliberated in the 32 nd /33 rd SRPC Meeting in which MCL and Railway representatives were also present. Issues relating to coal supply as well as transportation had been highlighted in the Meeting. Considering the fact that peak demand period of the Region is fast approaching and also the need for adequate energy security. Generators requested that coal transportation issues be brought to the kind attention of the Railway Board. Certain specific issues raised by the generators of Southern Region in respect of Railways could not adequately redressed in the SRPC meeting. Accordingly SRPC Chairperson vide letter dated (Annexure-5G) had communicated to Railways the issues to highlighted by generators and requested that coal transportation related issues may kindly be arranged to be examined and necessary augmentation measures implemented at the earliest. 5.7 Kudgi Scheduling more than LGB target

8 KPTCL had expressed concern regarding the vide variation in the availability projected (LGBR) in respect of Kudgi TPS by NTPC for the period October 17 to March 18 and the DC in respect of the station at present. The issue had been discussed in the 140 th OCC/32 nd TCC/33 rd SRPC Meetings and the forums couldn t reach at a conclusion on the issue and it was decided that the issue may be discussed further in a separate Meeting. A Meeting had been convened on at Hyderabad. Chairperson, SRPC vide letter dated (Annexure-5G1) had communicated the issues to Chairperson, CERC. 5.8 Overarching Agreement It was noted that Overarching Agreement in SR had been signed by all states in SR except Tamil Nadu. SRPC vide letter dated had requested Chairperson, TNEB that necessary directions to TANGEDCO for signing the Overarching Agreement may kindly be arranged be given. It was noted that in the Meeting of Southern Zonal Council held on this was an agenda point related to Optimum Harnessing of Renewable Energy Integration in SR. It was noted that overarching agreement had been operationalized on KSEBL had purchased 1.1 MU from KPTCL at 4.55 Rs/Unit. 5.9 TTC assessment considering temperature dependent rating of lines/terminal equipment Keeping in view the high demand approaching (Jan to Apr), coal shortages etc SRPC vide letters dated and had requested NLDC to take up the issue with the concerned entities. In the 139 th OCC Meeting NLDC had informed that in SR, thermal equipment ratings are considered while declaring TTC calculation of S1, S2 & S3. NPC had written letters to CTU on 21 st November 2017 and 19 th December As soon as CTU furnishes the required information, the same would be implemented. NLDC was requested to share the status/correspondence in respect of TTC assessment considering temperature dependant rating of lines/terminal equipment. NLDC was requested to pursue with CTU. After receiving the details, SRPC also will take up with CTU KKNPP ICT keeping in opened condition In the earlier OCC meetings, it was noted that KKNPP was keeping one ICT permanently out on 230 kv side (out of two ICTs). SRLDC had suggested closing the ICT which was not complied by KKNPP. In the Meeting held on , NPCIL had agreed in principle to close both the ICTs keeping in view the enhanced reliability and reduced losses. The protection settings would be vetted by PRDC, SRLDC and SRPC in coordination with NPCIL. KKNPP vide letter dated (Annexure-5H) had informed that protection settings are being finalized along with NPCIL, HQ for putting both the ICTs in service at KKNPP. The protection seetings will be forwarded to PRDC, SRLDC and SRPC for vetting. After vetting the settings will b implemented and the second ICT will be put into service by 15 th March 2018.

9 5.11 Over loading of 400 kv lines in SR System In the 140 th OCC Meeting, the issue of over loading of Mysore-Nelamangala 400 kv D/C lines and Hiriyur- Nelamangala lines were discussed. KSEBL had stated that on long term load restriction at Kozhikode area is not possible and in case of emergency support will be extended. Also the suggestion to transfer the loads to Thrissur area is not possible since Udumalper-Thrissur lines will be overloaded. KPTCL to examine the issue and come out with short/long term solutions and to update the status of commission of Tumkur Anthrasnahalli 220 kv lines. KPTCL to furnish a detailed report on prolonged outage of Nelamanagala-Hassan lines (charged on ) Certification of availability of Transmission system of Inter State/RPC certified feeders. It was agreed that Intra-state / RPC certified lines outage procedure will be followed (as circulated by SRLDC) for availability computations. All the states to furnish the outage data, element wise and availability computations duly vetted by SLDC to SRLDC by 2 nd of every month as per procedure. The January 2018 data was not yet received by SRLDC Automatic Generation Control(AGC) (Refer Item No. 4 in the Minutes of 7 th NPC Meeting) CERC in its Order dated in Petition No.11/SM/2015 had reiterated the need for mandating Primary Reserves as well as AGC for enabling Secondary Reserves. In the 7 th NPC Meeting held on 8 th September 2017 two aspects of AGC had been deliberated a) AGC is the requirement of system operation where in generators has to participate in frequency regulation. b) Ramifications of implementation of AGC on Tariff. NPC had decided that AGC would be discussed in detail at RPC level in a Special Meeting. For this agenda would be sent separately by POSOCO and routed through NPC Secretariat to have a commonality and National perspective. The Agenda points had been communicated by NPC (Annexure-5I) which had been circulated to all the concerned. The same was discussed in the TCC/SRPC Meeting and it was decided that AGC issues raised by NLDC/ NPC would be discussed in a special meeting. NLDC had informed that they would convene a meeting with NTPC on 20th February 2018 regarding AGC at Simhadri Station and then the order will be placed with implementation of 5 to 6 months. Regarding AGC at NP Kunta. M/s USAID had agreed to assist AGC implementation. A meeting was planned in 2 weeks time. AGC implementation at Simhadri needed to be firmed up. AGC at N P Kunta was needed to be pursued. Subsequently it was decided the Meeting may be convened on at SRPC to deliberate on the AGC. (Meeting notice at Annexure-5J) 5.14 Sign Change Violation messages to be issued by SRLDC

10 SRLDC vide letter dated (Annexure-5K) had furnished the data in respect of deviations by Southern Regional entities and zero crossing violations for the period from to It had been observed from the data that around 3124 sign change violations were there by SR constituents (AP:283, TS:908, KPTCL:409, KSEBL: 47, TNEB:666, Puducherry:811). Around 10,115 sign change violations were there by generators(rstps Stage I & II:288, RSTPS Stage III:182, Talcher Stage II :592, Simhadri II:247, NTECL:421, NLC II Stage I:1129, NLC II Stage II:804, NLC Expansion I: 2096, NLC Expansion II: 925, NTPL:651, TPCIL:442, CEPL:150, IL & FS:92, SGPL: 924, Simhadri I:620, Kudgi: 552) In the Special Meeting held on , SRPC & SRLDC had pointed out that sustained violation of reversal of sign was to be avoided for compliance of IEGC /DSM Regulations. Regulation of IEGC states Every regional entity shall ensure reversal of sign of deviation from schedule at least once after every twelve time blocks. Regulation 7(10) of DSM Regulations states, In the event of sustained deviation from schedule in one direction (positive or negative) by any regional entity, such regional entity (buyer or seller) shall have to make sign of their deviation from schedule changed, at least once, after every 12 time blocks. All entities were requested to ensure sign change every 12 th block as mandated in the Regulation Issues related to NPS-Nellore 400 kv Transmission lines loading In the 32 nd TCC/33 rd SRPC Meetings it was agreed to have an SPS Operation of Hydro Power Projects in Peaking Mode It had been desired by CEA that monthly analysis of performance of Hydro Stations in OCC Meeting was needed to be done. SRPC had suggested that the analysis be circulated to states before the OCC so that any discrepancy is resolved mutually. States had expressed some constraints/views in putting their hydro units at peak load condition during National/Regional Peak. In the earlier Meetings, KSEBL had observed that analysis appears to be erroneous since reference taken for analyzing the performance is Installed Capacity and not the Units under bar. NLDC/SRLDC could study this aspect for more realistic performance assessment. All the states to incorporate the actual performance in the SRLDC furnished analysis and submit back. Comments may also be incorporated regarding the reason for less utilization of hydro like Government policy, wind/solar integration, irrigation etc. It was observed that in other Regions RLDC report contains information regarding hydro unit also. SRLDC to revert back on the matter Utilization of RE Generators for Reactive Compensation & High Voltage It had been noted that even though Solar Generators/Wind Generators have very controllable reactive injection/absorption possibility they are not being utilized because of PPA commitments/penalties. It was suggested that SLDCs/STU may approach their Regulator for a flexible set point as per the directions of SLDCs. The directions of SLDCs could be based on voltage levels on seasonal basis or on solar/non solar hours on daily basis.

11 The issue had been further deliberated in RE/LVRT Meeting held on SRLDC had agreed to take up the issue in the FOR meeting/ States had been requested to appraise their management and revert back. In the 140 th OCC Meeting it was agreed that states would revert back on the regulatory / technical details wrt MVAR interchange for RE. NTPC was requested to coordinate a presentation on MVAR interchange-technical capabilities/details of inverters in the next OCC Meeting which was agreed by NTPC. SRLDC/NLDC were requested to kindly consider putting up the issue in FOR Common Transmission System Data Base (Refer Item No. 5 in the Minutes of 7 th NPC Meeting ) In the 7 th NPC Meeting held on 8 th September 2017, NPC had emphasized the need for having an accurate All India power system data base for carrying out accurate power system studies for operational and planning horizons. It was observed that data mining needed to be carried out for this purpose. It was accepted that POSOCO may prepare requires formats and circulate to all RPCs and in turn RPCs may obtain data from their constituents. POSOCO was requested to circulate the format in this regard to be used by all RPCs. In the 139 th /140 th OCC Meetings, NLDC had been requested to circulate the Formats RRAS schedule SRPC vide letter dated had communicated the observation regarding the issuance of Up Regulation to costlier generators like NTPC Kudgi, NLC TPS I & II etc instead of availability of cheapest generator Talcher on On UP Regulation is given to Ramagundam STPS Stage III instead of Talcher Stage II. In the meeting, it was noted that reply was awaited from NLDC on SRPC letters dated and Subsequently SRPC vide letter dated (Annexure-5L) had further taken up the issue on RRAS up regulation dispatch for with NLDC 5.20 State-wise allocation of 540 MW power from RGPPL to Railways 540 MW power from Ratnagiri Gas and Power Private Limited (RGPPL) has been allocated to Indian Railways. Allocation to SR States (out of 540 MW) would be as under: State Nodal Railway Maximum load in MW after availability of corridor between NEW Grid and SR Telangana SCR 50 Tamil Nadu SR 100 Karnataka SR MW MoP allocation to Railways (Karnataka) from RGPPL was operational from 25 th October TSTRANSCO had informed that meters/communication equipments are being procured. TANTRANSCO had informed that TANGEDCO was to enter into the Agreement.

12 TSTRANSCO and TANTRANSCO to be ready with the infrastructure since it was MOP allocation and it was being monitored by higher bodies. At short notice, this may be required to be operationalized Compliance of CEA Regulations for Grid connectivity of Renewable Energy Sources CEA vide letter dated & (enclosing MoP letter ) and in Special Meeting on & had observed that it was obligatory for all the grid connected renewable generators to provide necessary facilities for datacommunication and data-storage and other parameters as may be stipulated. It was decided by CEA that the respective states will submit weekly reports of data communication status to CEA as well as to respective RPC/RLDC and NLDC. Compliance of CEA Regulations was further discussed in 4 th Meeting on LVRT for compliance of Orders of Hon ble CERC in respect of Petition No. 420/MP/2014 & provisions of CEA/CERC Regulations and other RE issues held on at SRPC, Bengaluru. The following was the updated status on RE SCADA availability as noted in the 140 th OCC Meeting: SCADA availability as on Remarks Mapped I/C AP Wind: 3700/ MW (96.87%) Solar: 1901/ MW (88.63%) Total: 5601/ MW (93.90%) TS Wind: 100.8/100.8 MW (100%) Solar: / MW (92.55%) Total: / MW (92.78%) KAR Wind: / MW (100%) Solar: / MW (94.92%) Total: / MW (97.56%) KER Wind: 16/59.3 MW (26.99%) Solar: 71.18/ MW (78.34%) Total: 87.18/ MW (58.07%) TN Wind: 6342/ MW (80.18%) Solar: 648/1950 MW (33.23%) Total: 6990/ MW (70.89%) Pending SCADA availability was for RE connected distribution level and for which action had been taken for compliance. Action for balance SCADA availability at 33 kv and below was being followed up and notices had been issued. Notices had been issued for SS under 10(1) for SCADA availability. 100% SCADA availability of wind was likely to be ensured by December TANTRANSCO (Communication) and TANGEDCO (Metering) had jointly initiated action for Solar SCADA availability and was targeted to be completed by March The following had been noted in the RE/LVRT Meeting: SRPC had pointed out that 100 % RE visibility was required to be ensured and the issue was being viewed by MoP / CEA. Weekly status reports were to be furnished to CEA.

13 SRPC & SRLDC had requested the SLDCs that pending SCADA availability of RE was to be completed sincerely with concerted efforts for compliance of CEA / CERC Regulations. SRLDC had pointed out that availability of redundant / reliable path, internet etc could also be considered by the SLDCs. In the Meeting, it was noted that all states are furnishing the weekly report (status of Installed capacity Vs SCADA availability) as decided in the CEA Meeting Monitoring of scheme funded from PSDF In the 7 th NPC Meeting was conducted on RPCs were further requested to examine the implementation of schemes in OCC & TCC meetings and intimate NPC about any bottlenecks. In the 6 th Meeting of the Monitoring Group of PSDF held on at Kochi, Kerala. It was emphasized in the meeting that better utilization was very essential, especially since the progress is also being monitored by MoP. SRPC vide letter dated had addressed this issue SRPC constituent states. The minutes of the 6 th Meeting of the Monitoring Group of PSDF held on at Kochi, Kerala as received by POSOCO/NLDC letter dated is at Annexure-5M All the states/entities to kindly furnish the updated status Daily Load Forecasting by SLDCs/RLDCS/NLDC SRLDC to present the error (forecast Vs actual demand) for the month of February PSS Tuning of generators 5 th Meeting to review the status of PSS tuning of the generators had been convened on 26 th July 2017 and minutes of the Meeting are available at SRPC website. All the generators need to follow the action plan finalized in the 5 th PSS meeting 5.25 URS Accounting It was noted that the 5 th Amendment had been notified on 12 th April 2017 (wef ) which had clear provisions on power sold beneficiary-wise to market. This information was not being communicated to SRPC which was leading to erroneous URS computations. This had commercial implication on fixed charge reapportionment, approved injection in RTA, fixed charge apportionment in RRAS, computation of incentive charges, compensation calculation etc. The issue had been discussed in the Special Meeting held on NTPC, & NTECL to furnish consent quantum details beneficiary wise, cleared quantum details beneficiary wise in PX for the period from to RGMO margin during scheduling SRPC had pointed out that necessary checks / interlocks needed to be in place so as to ensure that RGMO margin is available in all the generators under SRLDC control area. Regulation 5.2(h) of IEGC states,.for the purpose of ensuring primary response, RLDCs/SLDCs shall not schedule the generating station or unit (s) thereof beyond exbus generation corresponding to 100 % of the Installed capacity of the generating station or unit (s) thereof.

14 SRLDC vide letter dated (Annexure-5N) had taken up the issue with IPPs/MPPs SRLDC had stated that the issue would be deliberated with NLDC to arrive at common procedure which could be implemented in all the regions. All the IPPs / MPPs to ensure RGMO margin (ensure that total schedules of LTA, MTOA, STOA and PX are not more than the NOC (normative ex bus)). SRPC vide dated had requested that the Auxiliary Energy Consumption (percentage value) considered for IPPs vis-a-vis for keeping margin for RGMO compliance may please be shared Prolonged Outage KKNPP Second reactor (December 2018). 6. High Frequency 6.1 High frequency at Load Change Over. a) Status review of implementation of staggered load change over within the constituents as per the decision of 23 rd SRPC meeting, moderating own generation, surrendering of ISGS power in advance and other actions by Regional Entities to avert high frequency excursion. 6.2 Low Frequency a) Summary statement of different violation messages issued by SRLDC to each constituent as per new IEGC Amendment. b) In the 124 th OCC Meeting it was suggested that SRLDC may identify incidents of UD/OD for Analysis by States. SRLDC to furnish the incidence for analysis, if any. 7. VOLTAGE PROFILE 7.1 Low voltage a) Details of Capacitors installed during February Details of the healthy/faulty capacitors to be furnished. 7.2 High Voltage High Voltage nodes at 400 kv and 765 kv nodes Status review of GT Tap positions GT tap Positions - GT taps yet to change as per recommendation (Refer Table-III) GT taps of all new units getting synchronized to grid should be kept at the nominal grid voltage level of 400 kv or 220/230 kv. SRLDC would ensure the requirement for ISTS connected generators while SLDCs should ensure it for their embedded generators.

15 7.2.2 MVAR Interchange/MVAR capability testing Nodal Officers may kindly ensure that the data reaches SRLDC/SRPC in time (by fourth of every month) so that SRLDC can correlate it with SCADA data and analysis could be done facilitating actions for further improvement. MVAR Testing at SGPL/TPCIL status update. Recommendations finalized in the Special Meetings were required to be implemented. All the SLDCs to kindly monitor VAR absorption/injection of generating units in their respective control areas in real-time Status review of Bus/Line Reactors, Line Reactors and STATCOM Status of implementation of Bus / Line Reactors approved in the Standing Committee / SRPC pending for commissioning by the SR constituents.(refer table-iv) Reactive Power Planning Status update on capacitor installation. (Refer table-v) 8 Network Protection/Security issues 8.1 U/F & df/dt Relays Schemes Implementation of SRPC recommended quantum SCADA mapping of feeders of AUFR & df/dt schemes The status update as per SRLDC after validation of all the States is as follows: State SCADA mapped % AP Status One RTU to be commissioned. Balance RTUs are covered under OPGW scheme approved through PSDF. TS 79 KAR RTUs had been provided for Solar Generators and for 17 RTUs, procurement was being taken up and it could take 4-5 months. There were 18 RTUs for Interstate feeders and some would provide UFR and df/dt relief quantum also. With this they were likely to achieve 100% mapping. KER 100 TN 94 Additional RTUs needed to be procured for 100% SCADA mapping. Transducers to be procured.

16 Pudu 92 SR 88 All the States were requested to kindly initiate the action to achieve 100 % SCADA visibility. SCADA mapping validation for TS & TN to be taken up by SRLDC (Mr A Subbanna, CM, Nodal Officer) in coordination with the SLDCs. TN had furnished the revised list of feeders mapping, relief etc which is to be validated by Feb 2018 end. TS exercise to be completed by Feb 2018 end. TANTRANSCO had submitted the revised list of feeders. SRLDC had some observations in this regard which was communicated to TANTRANSCO. TANTRANSCO had replied on this which includes the list furnished by TANTRANSCO..(Annexure-8A) SRLDC vide letter dated (Annexure-8B) had taken up the issue of less relief realization from AUFR/df/dt relays with TSTRANSCO. 8.2 Special Protection Systems In the 140 th OCC Meeting it was felt that SPS of 400kV Nunna-Vemagiri(PG) line could be retained from security point of view, while the settings can be fixed after studies. SR I was requested to give details like Thermal limit etc and additional margin may be incorporated as per Planning Criteria. 8.3 Automatic Demand Side Management Scheme (Petition No. 250/MP/2012) & GSES (Petition No. 265/MP/2012) In the 32 nd TCC/33 rd SRPC Meetings TSTRANSCO, and KSEBL had agrred to implement the revised logic. Status update. SRLDC had pointed out that similar to existing ADMS logic (O/D), backing down of generation during the sustained U/Ds during high grid frequency may be required. It was observed that KSEBL and KPTCL were having provisions of tripping/backing down of the generators in case of U/Ds during high frequency. Other states were requested to examine the technical feasibility/provision for backing down of generators and revert back. 8.4 Grouping of loads (IEGC clause (e)) As per IEGC, to maintain the frequency within stipulated band and also to ensure network security, the interruptible loads were to be arranged in four groups of loads, This was for the purpose of scheduled power cuts/load shedding, loads for unscheduled load shedding, loads to be shed through UF relays, df/dt relays and loads to be shed under any SPS scheme. These loads are to be grouped in such a manner that there is no overlapping between different groups of loads. The issue was noted for compliance by the concerned utilities. SRLDC requested all the states to kindly furnish the updated details in this regard. 9 LVRT Implementation

17 Hon ble CERC has passed Order in respect of Petition No. 420/MP/2014 on The Order directs a number of actionable points by various utilities for compliance of LVRT, CEA & CERC Regulations etc. Four Special Meeting were conducted at SRPC on , , & (Meeting minutes are available at SRPC website). Number of actionable points had been finalized in the 4 th Meeting on LVRT / RE issues. SRLDC vide letter dated had requested the entities to take necessary action and resolve the issues within the time line mentioned. Submission of WTG data by all states as per the format circulated by SRPC / SRLDC within one week. Inclusion of suitable clause in the bidding documents (Solar) to ensure LVRT compliance and provide details of NITs issued after the date of CERC Order. Identification of optimal location for installing PMUs for LVRT analysis purposes. Conducting capacity building workshop regarding forecasting and scheduling of RE. STUs had been requested to study the line loading in the systems for M-1 compliance and submit report to CEA. Identify and implement Contingency Demand Disconnection Scheme for locations having large chunk of RE generation to the tune of 1000 MW and above. All states were requested to analyze Solar generation ramp-up / ramp down based on the capacity and identify the measures for compensating the same. States were requested to take up the issue of PPA provision related to MVAR interchange with respective SERCs for modifying the same to mitigate high voltage scenario in the grid. In the 141 st OCC Meeting, SRLDC was requested to again take up the issue with the concerned. It was felt that Special Meeting may be convened to discuss the issues in which the concerned wing officials of the states may be called. 10 Emergency Restoration System (ERS) As per ERS requirement outlined in MoP letter dated , status update on ERS is given at Table VI of Appendix. In the Meeting held under the Chairmanship of Secretary (Security) on 28 th June 2017 it was noted that ERS were in procurement stage in most of the states and the response from the states was not very encouraging. 11 SCADA AND COMMUNICATION A Special Meeting was held on to deliberate on pending SCADA/Communication issues. Minutes of the Meeting is uploaded on SRPC website. The status of pending Items as deliberated in the Special Meeting/subsequent OCC meetings is at Table VIII of Appendix. SRLDC had invited attention of the forum that CERC had brought out Order on Suo moto Petition 007/SM/2014 dated regarding SCADA. SRLDC had started posting this information from February 2016 on their website. Communication link issue for new RTU at Talcher

18 In the 139 th OCC Meeting, NTPC Kaniha expressed concern on the communication link issue for the new RTU at Talcher Kaniha. NTPC had upgraded their system with a dual port reporting system which has connectivity directly to SRLDC and ERLDC. Still the communication from NTPC Kaniha to SRLDC Kaniha is not through. They had requested Powergrid to spare two OFC links which was not yet concurred. After deliberations, SR-II, PGCIL were suggested to address the issue at the earliest. SRLDC had assured that SRLDC SCADA will also pursue the same. NTPC vide letter dated had informed that a Meeting is scheduled to be held at NTPC/Kaniha on to discuss the long pending issue of SCADA transmission to SRLDC control room. It was noted that the Meeting would be conducted at SRLDC on a later date with Powergrid, SR II and NTPC Kaniha. Agenda Item from APTEANSCO APTRANSCO vide letter dated (Annexure-11A) Fhad informed that in recent times, APSLDC is not receiving ICCP data on so many occasions along with other constituents and the status is lasting for hours due to apparent failure of the Power grid s communication network and Redundancy failure at various Network/Server equipment at SRLDC. This is becoming very difficult for APSLDC grid operators to maintain AP Grid without ICCP data of around 2000 MW and with the state s UD/OD is +/ MW. The healthiness SCADA data of many 765 kv Power grid s Sub-stations are not good and is effecting the State CGS calculations to a huge quantum. At the end of month, AP has to pay huge bills in terms of deviations/penalty with respect to Schedules on no fault of State and it is huge loss to AP financial exchequer. It is requested to include the following item in the agenda of the upcoming OCC meeting: To Discuss SCADA/Communication issues of Powergrid SR1 & SR2, states and also SRLDC s Redundancy readiness of ICCP servers/routers. To discuss the issue that the Payments may be linked to availability and healthiness of Powergrid s communication network. SRLDC s ICCP equipment and percentage availability of ICCP data to the State. 12 TRANSMISSION NETWORK ISSUES AND SYSTEM OPERATION ISSUES Load ability of ICTs and revisit of the associated protection settings to prevent cascade tripping of ICTs/high loading of transmission lines. Insufficient action in controlling the loading of ICTs leads to N-1 criteria violation in compliance of Regulation 3.1 f(8) of CEA(Grid Standards) Regulations 2010 and Regulation 3.5 a(i) of CERC Indian Electricity Grid Code Regulations Over loading of ICTs and N-1 violation at Hoody, Vemagiri, Gazuwaka & Nellore was being observed. 13 Black Start Procedure Status needs to be furnished in the following format : State BSRP reports BSRP Point to point Updated list Workshop

KAR SLDC/SRLDC to review the BSRP in respect of Nagjheri to BTPS and Jurala to Raichur by month end. TS to update on DG set capacity enhancement /availability at Jurala 14 Upcoming Generating Stations Status update of Central sector and State Sector Upcoming generating stations are at Table VII of Appendix. SRPC had stated that declaration of COD letter from SLDC was required to be submitted to CEA, Fuel Management Division for purpose of coal linkages etc. SRLDC had pointed out those new ISTS connected units should come out with detailed metering scheme for various units commissioning schedule at least one year prior to synchronization. TANTRANSCO end taken up the LC works on to (TANTRANSCO was of the opinion that both the bays would be connected simultaneously). Srisailam, two units were operating in Pump operation during high frequency period from 8th November Maximum 4 Units are being put in pump mode operation simultaneously. Since there is some pressure issue more than four at a time is not possible at present even though all the 6 units are capable of operating in pump mode. During to 01,02,2018 NSHES / TSGENCO Units 2 to 8 were tested successfully in pump mode operation. During this season only 3 units can be operated simultaneously due to some constraints in suction side of the water conducting system. All the 6 units at Srisailam operated in condenser mode at different times. During day time four units together also had been operated in condenser mode. At Nagarjunasagar all the units except Unit IV and VI put in condenser mode and four units simultaneously also being operated at condenser mode. Idle charged from 8th January 2015 from Upper Sileru end. All the States were requested to give the requirements for Second Phase to CTU. KSEBL/ APTRANSCO had submitted the
