9 ABOUT THE MANUAL The Ministry of New and Renewable Energy (MNRE) under the aegis of Jawaharlal Nehru National Solar Mission (JNNSM) has proposed specific targets for Grid-Connected Solar Rooftop Project. The State of Andhra Pradesh (AP) is assigned a target of 2,000 megawatt (MW) for fiscal year (FY) Successful installation of a Grid-Connected Solar Rooftop Project in a time bound manner requires interaction between multiple entities. The entities, which are the stakeholders of the solar rooftop program in AP include the following: Consumers of the AP Distribution Companies (DISCOMs) System Installers New and Renewable Energy Development Corporation of Andhra Pradesh Limited (NREDCAP) Southern Power Distribution Company of Andhra Pradesh Limited (APSPDCL) Eastern Power Distribution Company of Andhra Pradesh Limited (APEPDCL) Directorate of Electrical Safety Chief Electrical Inspector to Government of Andhra Pradesh (DES CEIG) Banks and Financial Institutions (FIs) For a consumer/system installer to install a grid-connected solar rooftop system in a time bound manner with informed decision making, the need to develop an online platform providing information and enabling inter and intra stakeholder interaction was essential. Therefore, the Unified Solar Rooftop Transaction Portal (USRTP) was developed with the support of the United States Agency for International Development (USAID) Partnership to Advance Clean Energy Deployment (PACE-D) Technical Assistance (TA) Program. The purpose of this Consumer User Manual is to provide an easy-to-follow, step-by-step, comprehensive guide to assist Consumers to access the USRTP to facilitate Interconnection and Subsidy Application in the State of AP. This manual will guide Consumers regarding the use of USRT. The functions and the processes to be followed are described in detail to aid the user in the use of USRTP. Once registered Consumers may seek the help of System Installers in navigating through the online process of the USRTP. 10 1 Consumers Registration Process 1.1 REGISTRATION Consumers shall mandatorily register themselves on the portal to apply online to facilitate grid connectivity of the solar rooftop system. The following steps shall be carried out by the Consumers to register on USRTP: 1. Click on Apply Online tab on the USRTP website to access the Login page. 2. Click on New User Registration as shown in Figure A category selection page shall appear which has different Applicant Category Types mentioned. The Consumer shall select an appropriate applicant category from the options Residential, Institutional, Social Sector, Government Buildings, Government Institutions and Private, Commercial, and Industrial Sector to register as shown in Figure Click on Register Now corresponding to the appropriate Applicant Category Type. The type of registration form required to be filled shall vary for different Applicant Category Type. Selection of the appropriate Applicant Category Type shall determine the eligibility to apply for subsidy. 11 Figure 2: Applicant Category Selection for Registration Registration as Residential Consumer Click on Register Now. The page as shown in Figure 3 shall appear. Figure 3: Registration Form for Residential Consumer The Consumers shall fill in basic information details and click on Save to register themselves on the portal. During registration, the Consumer shall provide an ID and a Password of their choice. as this shall be an authentic Login ID and Password for the Consumer to access USRTP. 12 Note: All field marked with asterisks (*) are mandatory. Consumers may share their registered Login ID and Password with the System Installers for performing the further process steps Registration as Institutional/Social Sector/Government Buildings/Government Institutions/Private, Commercial, and Industrial Sector Consumer The Institutional/Social Sector/Government Buildings/Government Institutions/Private, Commercial, and Industrial Sector Consumer, who are Non-Residential Consumers shall enter the Basic Information and Contact Person Information details as shown in Figure 4. Click on Save to register on the portal. Figure 4: Registration Form for Non-Residential Consumers During registration, the Non-Residential Consumer shall enter an ID and a Password of their choice as this will be an authentic Login ID and Password to access the USRTP. Note: All field marked with asterisks (*) are mandatory. Consumers may share their registered Login ID and Password with the System Installers for performing further process steps. After successful registration, the applicant shall view the acknowledgement message as depicted in Figure 5 indicating that the registration has been successfully completed. 13 Figure 5: Registration Confirmation The Registered Applicant shall directly login to the portal by clicking on Return to Login from the registration confirmation message page (Figure 5). 14 2 DISCOM Application Process 2.1 CONSUMER DASHBOARD The Registered Applicant shall login into the portal using their registered ID and Password. Once logged in, the Registered Applicant s homepage shall appear as illustrated in Figure 6. Immediate Action Points Apply Stepwise Process for DISCOM Application. Click on Step Number for Action. DISCOM Application Status Subsidy Status Figure 6: Registered Applicant s Homepage To fill and submit the DISCOM Application Form 1(A) DISCOM s Application Form for Solar Grid Interactive Rooftop and Small SPV Power Plants, the following steps shall be followed: 1. Go to DISCOM Application menu on the Registered Applicant s homepage. 2. Here two sub-menus shall be displayed as shown in Figure 7. i. Apply for Solar Rooftop ii. 15 Figure 7: Registered Applicant s Menu Bar 3. Click on Apply for Solar Rooftop to fill Form 1(A) and apply for interconnection of the solar rooftop system. 4. After submission of application, click on Track Solar Rooftop Application to track stepwise status of the application and take further action steps. Alternately, click on the Step number displayed at the top of the dashboard to take the next action. The active step number shall appear Blue. The completed steps shall appear Green and the inactive steps shall appear Grey. The Dashboard shall allow tracking of the Status of the DISCOM Application Process and Status of Subsidy process. The Active steps shall appear Blue and completed steps shall appear Green DISCOM Application Form 1(A) The DISCOM Application Form 1(A) is developed under the heads of Site Details, Communication Details, ID Proofs, Consumer Bank Details, and Declaration. The steps to be followed while filling Form 1(A) are as follows: 1. The Registered Applicant shall enter their Service Connection Number (S.C. No.) as depicted in Figure 8 and click on Show. The S.C. No shall be mentioned on the electricity bill of the Consumer. Entering the S.C. No. shall fetch Consumer specific information from DISCOM database. This information shall include the following: i. Consumer Name ii. iii. iv. Consumer s Father/Husband s Name Connected Load Contracted Load v. Phase Type vi. vii. Category Address of the Site of Installation (can be updated if incomplete/incorrect address appears) 2. Enter details required under section Site Details as depicted in Figure 8. i. 16 ii. iii. iv. Select district of the proposed solar rooftop plant s location. Based on the selected district, the Section list shall be displayed in the Section Name field. Select an appropriate Section Name as mentioned on the consumer electricity bill. Select Connectivity Level mentioned on the electricity bill based on consumer category. v. Click on Map to enter plant location* details of Latitude and Longitude. Page displayed in Figure 9 shall appear. Details fetched from DISCOM database as per S.C. No Enter S. C. 18 ii. a. Scanned copy of Aadhaar card b. Aadhaar card number Consumer Bank Details: a. Bank name b. Branch name c. Account number d. IFSC code e. Scanned copy of cancelled Cheque 5. If the Registered Applicant is a group/society, they shall upload filled Form 1(B). The template for Form 1(B) is provided on the USRTP website under Download Forms. Details shall be entered on the page as illustrated in Figure 11. The Registered Applicant shall then i. Upload a recent passport size photo, signature, and latest electricity bill. ii. a. The image of the photo and signature uploaded shall have the resolution and dimensions as follows 1. Photograph: 170 X 130px (4.5 X 3.5 cm) 2. Signature: 150 X 80px (4 X 2 cm) Click on Choose File to upload documents (.pdf) and images (.jpg/.jpeg/.png) of the required proofs. 19 iii. Click on Save to save the Form and upload the files as illustrated in Figure 12. The Registered Applicant shall click on Verify/Proceed as shown in Figure Page displayed in Figure 14 shall be displayed. 20 Figure 15: Application Payment Process Page Part If the Registered Applicant clicks on Pay Online they shall be redirected to the DISCOM s Payment gateway. 12. If the Registered Applicant clicks on Pay Offline the page displayed in Figure 16 shall appear. Click on Choose File to browse and upload payment receipt. Click on Submit to proceed. Figure 16: Offline Payment Page 13. On successful completion of online payment of application fees or upload of offline payment receipt, an Acknowledgement shall be generated. Click on Download to save the Acknowledgement Form 1(C) in Portable Document Format (PDF) as illustrated in Figure 17 and 18 respectively. 21 Figure 18: Downloaded Acknowledgement Form 1(C) 14. After submission of Form 1(A), the Registered Applicant can view the details of Form 1(A) from Apply for Solar Rooftop page. 15. The Registered Applicant shall track the progress of the submitted application under Track Solar Rooftop Application Actions and Tracking Through Track Solar Rooftop Application After successful submission of Form 1(A), the Registered Applicant shall view and take necessary steps via Track Solar Rooftop Application page. To go to Track Solar Rooftop Application page for further actions, the following steps shall be followed: 1. Go to the menu DISCOM Application. 2. Click on the sub-menu Track Solar Rooftop Application. The page as illustrated in Figure 17 shall appear. 22 Stage 1: Fill and Submit DISCOM Application Form 1(A) 1. Figure 20 illustrates that the DISCOM Application form has been Submitted to the DISCOM. 2. Click the icon under Action to download the submitted Form 1(A) in PDF file as illustrated in Figure 19. Alternately, the Web form can be viewed through the sub-menu Track Solar Rooftop Application. 3. On submission of Form 1(A), the consumer dashboard is updated as illustrated in Figure 20. Figure 20: DISCOM Application Status Update on Consumer Dashboard Stage 2: Technical Feasibility Determination of Low Tension (LT)/High Tension (HT) Consumers As illustrated in Figure 20, Form 1(A) is pending for review with DISCOM. Based on DISCOM s review, the dashboard shall be updated and in case of any deficiencies/technical constraints in the application submitted, DISCOM shall communicate the same to the Registered Applicant via USRTP and the Consumer dashboard shall be updated automatically. Stage 3: Rectify Interconnection Application Form 1(A) On receiving response from DISCOM, the Consumer dashboard gets updated. The Registered Applicant shall view the response via the following steps as shown in Figure Click on DISCOM Application Menu. 2. Click on Track Solar Rooftop Application sub-menu and Track Solar Rooftop Application page shall appear. 3. Check the Approval Status for Technical Feasibility Determination. 4. Click on Form 3(A) and Form 2 under the Form Attached and Document Attached section respectively and view the communication received from DISCOM Assistance Program United States Agency for International Development Contract AID-386-C

23 5. Click the green icon under Action to make rectifications to the Interconnection Application. The different stages of tracking the solar rooftop application has been demonstrated in Figure 21. In case of Technical Constraints, then the reduced Technically Feasible Plant Capacity shall be mentioned in Form 1(A) as Reduced SPV Plant Capacity as illustrated in Figure If only deficiencies are indicated, then the Registered Applicant shall modify Form 1(A) suitably. 8. 24 Reduced Capacity Feasible Due to Technical Constraints Figure 22: DISCOM Application Form 1(A) With Reduced Technically Feasible Plant Capacity Stage 4: Submit Form 4 Response of Rectification of Deficiencies Upon resubmission of Form 1(A), the Registered Applicant shall submit Form 4 online by following the steps given below: 1. Click on DISCOM Application menu and select Track Solar Rooftop Application submenu. the page as illustrated in Figure 23 shall appear. 2. Click the arrow icon under Action to fill Form 4 - Response of Applicant for Removal of Deficiencies as Intimated After Technical Feasibility. The page as illustrated in Figure 24 shall appear. 25 3. If only deficiencies are communicated through Form 3(A), then select Deficiencies in Application. A Tick mark shall appear in the box after selection as illustrated in Figure Describe the corrective actions taken/changes made in Form 1(A) to address the deficiencies in the text box provided. 5. If only technical constraints are communicated, then select Technical Constraints. A Tick mark shall appear in the box after selection as illustrated in Figure Select one from the options I accept the connectivity at the reduced capacity of kwp as intimated by the DISCOM vide letter dated and request the DISCOM to process the case or select I withdraw my application. 7. If the DISCOM has intimated both Deficiencies in Application and Technical Constraints via Form 3(A), perform all the steps from Step 3 to Step 6 as described above. 8. Select Convert to PDF to convert Form 4 into a PDF file. 9. Save the generated PDF file and verify the contents. The DISCOM shall review Form 1(A) and evaluate the response through Form 4. Based on DISCOM s review, the dashboard shall be updated and if the application is technically feasible, the Registered Applicant shall receive Form 5 Letter of Approval for Consumer With Respect to the Application for Net/Gross Metering and Grid Connectivity of Grid-Connected Rooftop Solar PV System through USRTP and can be downloaded by accessing the Track Solar Rooftop Application page. Stage 6: Upload Signed Interconnection Agreement The Registered Applicant and DISCOM shall enter into an Interconnection Agreement. Meter Is Available With DISCOM Stage 10(A): Upload Payment Receipt for Meter Procurement 2. 37 Stage 12: Submit System Readiness Report Form 9 If the Registered Applicant has a system size 10 kwp, the Applicant shall immediately undertake the steps detailed below. If the Registered Applicant has a system size >10 kwp, the Registered Applicant shall proceed to seek approval of the Andhra Pradesh Chief Electrical Inspector to the Government (APCEIG). If the installation is complete, DISCOM shall issue Form 11 Synchronization Certificate to the Registered Applicant. If the installation has any deficiency, DISCOM shall issue Form 12 Deficiency Certificate to the Registered Applicant. The Registered Applicant shall once again initiate the steps from Stage 12. 41 3 Subsidy Application 3.1 CHECK ELIGIBILITY FOR SUBSIDY After receiving confirmation of technical feasibility through the Letter of Approval (Form 5) from the concerned DISCOM, the applicant can start applying for the subsidy. 1. The Registered Applicant shall click on Subsidy menu and then Apply for Subsidy sub-menu as shown in Figure 44, or shall click on the Step numbers displayed on the dashboard. 59 3.6 REQUEST FOR JOINT INSPECTION On successful completion of Installation and Synchronization of the solar rooftop system, the Registered Applicant shall visit the Track Subsidy Application sub-menu and request for Joint Inspection Time Slot Allotment by clicking the Action icon after receiving synchronization Certificate from the DISCOM. The page depicted in Figure 84 shall appear. The Registered Applicant shall provide his comments (if any) and Save the request.
