Invitation for Proposal Submission You are hereby invited to submit technical and financial proposals for Data collection of survey forms and compiling the data in MS Excel in a predefined format as part of an Impact Evaluation Study of Role of Existing Mechanism in Technology Transfer and Assessing the Need for Setting up National Technology Transfer Centres in India undertaken by EDI, Ahmedabad. Technical & Financial Proposal must be submitted by 21st May 2018, 4.00 pm in the below mentioned ID: suresh@ediindia.org Any query with the reference to the assigned scope can be submitted a day prior to the submission of the proposal in the above-mentioned ID. 3 3. Project Background Technology is information that is put into use in order to accomplish some task (Eveland, 1986). Transfer is the movement of technology via some communication channel from one individual or organization to another. A technological innovation is an idea, practice or object that is perceived as new by an individual or some other unit (Rogers, 1995). Therefore, technology transfer is the application of information (a technological innovation) into use (Gibson and Rogers, 1994). The technology transfer process usually involves moving a technological innovation from an R&D organization to a receptor organization (such as a private company). A technological innovation is fully transferred when it is commercialized into a product that is sold in the marketplace. So technology transfer is a special type of communication process. Technology transfer is that it is not an instantaneous event but a time-based process involving several stages. These range from initial recognition of opportunity or need, through search, comparison, selection, acquisition, implementation and long-term use (involving learning and development). This is a complex activity involving multiple actors and elements and various different patterns of interrelationship; at each stage in the process there may be a different set of influential participants and issues. Recent models of the innovation activity depict the process as non-linear, and characterised by multiple interactions, systems integration and complex networks. In recent years the complexity of the transfer process has been examined by a growing number of researchers whose findings are beginning to impact upon technology policy decision making. While interacting with different stakeholders engaged in technology transfer it was felt that, there is an urgent need to examine the implications of technology transfer within existing models, identify the components of managerial capabilities required to absorb and assimilate new inputs of technology required for successful transfer. It was also felt that particular attention must be paid to the intermediary roles which can be played by various stakeholders in bridging the managerial gap', the changing nature and scope of services offered by consultants and the contributions they can make within technology policy. The need was felt for drawing policy implications for setting up government technology transfer mechanisms using case study approach. While discussing with few entrepreneurs it was strongly felt that there is a need to establish Technology Transfer Centres across the nation in order to link Indian entrepreneurs/manufacturers with the Government as well as Non-Governmental R&D facilities, Universities that have the technologies, other facilities within and outside the country that industry needs to maximize product development opportunities and support in realization of the make in India dream. 4. Introduction As mentioned above, the assignment required a field survey of respondents in following categories:

4 1. 30 Technology producers (Independent Inventors, Researchers in Academic, Federal or Corporate Laboratories) Technology consumers (Private Sector Manufacturers, Government Agencies, Intellectual Property Brokers) resource providers (Government Agencies, Private Insurance Companies, Technology Transfer Intermediaries) 4. To conduct this study following industrial sectors are selected: a. Agricultural equipment b. Healthcare and medical devices c. Defence equipment d. Food processing e. Digital and platform technologies 5. The study will be conducted in following states: a. Delhi b. Uttar Pradesh c. Punjab d. Gujarat e. Maharashtra f. Tamil Nadu g. Karnataka h. Andhra Pradesh Survey: It is proposed that each sampled respondent will be visited by a researcher rather than relying purely upon the questionnaire feedback as this would allow for a more realistic analysis. Researcher visiting the stakeholder will discuss related issues with the senior executive or the nominee of management and will ensure that full and clear responses to the questions are received. The field survey exercise needs to be conducted in two states of each of the 5 zones of India viz. North, South, East, South & North East. For the above requirements EDII is seeking the support of a field agency who can undertake part or full data collection exercise within a stipulated time limit. State wise sample size to be covered in the study will be shared on successful selection of the agency. EDI may select multiple agencies distributing the work zone wise or state wise. Hence bidding agency needs to submit per sample price for the defined scope of work for a state. The final sample size may increase/decrease by 10% of the mentioned sample size for a state. Selected agency is responsible for following activities Qualitative Interview

5 Quantitative survey Submission of data in English (after transcribing) in predefined MS Excel format (both Qualitative & Quantitative) 5. Services Required The following services are required from the selected agency Undertake Interview (Qualitative) Collect state level data from all stakeholders as described above Pilot of the questionnaire Printing and transportation of survey forms to interview sites Investigator Training Arranging Training venue Data Collection (Quantitative) Data entry in MS Excel and cleaning of data All travel, accommodation, boarding, lodging etc of investigator or supervisor to be arranged by the selected agency. 6. Activities to be undertaken Broadly the selected agency needs to perform the assignment undertaking following activities Field Work activities to be performed Based on data collected by the agency from the stakeholders, EDI team will share the district/industrial cluster names and list of beneficiaries for each district/cluster, of whom interview need to be taken EDI team will share buffer samples (at least 30% more samples) than the number of samples to be collected from the district or cluster. Agency has to share the status of each case from the sample list mentioning the interview status and in the case of unsuccessful interviews from the beneficiary sample list, the agency needs to share the details of unsuccessful interviews. At overall zone level Quota sampling approach has been adopted. So in some of the state/geography, agency may be asked to interview of only those beneficiaries which fall under the category of defined quotas. Quotas have been formed based on gender, age, the size of the unit and period of operation etc.

6 Post Field & Other activities to be performed Agency needs to submit the status of total data collected in a day at the end of every day from each state or defined geography. EDI team will share a Google form in which status of every day needs to be updated. Agency needs to submit cleaned data, transcribed in English, in a pre-defined Excel format. Points to be noted Agency will be paid only for the successful interviews. Sample must be evenly spread over all the states each state for interview & data collection. 7. Submission by Agency All data collected from respondents in original Compiled cleaned data sets in MS Excel of both qualitative and quantitative interviews with transcribed in English Delivery of all original (filled-in) survey questionnaires 9. Timeline The timeline proposed for the data collection activity and submission of data in MS Excel is as follows: Activity Stage Submission of approach for data collection for the assigned geography Recruitment of Investigator, Team Training Submission of Status report of data collected in a day Time Period 3 days from signing contract Within 3 days of signing the contract Daily

7 Submission of soft data for a state in a lot of 100 samples Total time period of data collection In every 3 days Within 30 days of signing contract 10. Deciding on Award of Contract Quality and competence of the service shall be considered as the paramount requirement. The Negotiations will be held with you only if your proposal is shortlisted. You must be prepared to furnish the detailed cost break-up and other clarifications to the proposals submitted by you, as may be required to adjudge the reasonableness of your price proposals. If the negotiations with you are successful, the award will be made to you. If negotiations fail, and if it is concluded that a contract with reasonable terms cannot be concluded with you, the process of selection of Consultant, issue of letter of invitation etc. will be repeated till an agreed contract is concluded. Please note that EDI, Ahmedabad is not bound to select any of the firms submitting proposals. You are requested to hold your proposal valid for 90 days from the date of submission during which period you will maintain without change, the personnel proposed for the assignment and your proposed price. EDII will make its best efforts to finalise the agreement within this period. Please note that the cost of preparing a proposal and of negotiating a contract including visits to EDII, if any is not reimbursable as a direct cost of the assignment. Assuming that the contract can be satisfactorily concluded by 24 th May, you will be expected to take-up/commence with the assignment from the 25 th of May Please note that the payment which you receive from this contract will be subject to the normal tax deductibility in India. Kindly contact the concerned tax authorities for further information in this regard, if required. EDI does not bind itself to accept lowest or any other proposal and reserves the right to reject lowest or any other proposal or all the proposal and accept any proposal either in the whole or in part without assigning any reason whatever. If at any time, questions, disputes or differences whatsoever shall arise between EDI and the selected agency with regard to or in relation to or in connection to the assignment, at any point of time during the relation, such disputes or differences will be mutually discussed and in case of settlement, Project In charge appointed by EDI decision will be final and binding on the parties to accept the same.

8 EDI team will conduct its own independent checks on data collection data quality, and data entry. Any discrepancy will/can result in payment delays and contract termination EDI team reserves every right to amend any of the terms, dates, conditions etc. of the RFP or a part thereof before the last date for the receipt of the proposal, if necessary. Any change in terms is the sole discretion of EDI team. EDI team reserves the right to cancel this call for proposal at any stage without assigning any reason 11. Payment Terms The terms of payment for above assignment will be as under: o First instalment 35% of the agreed amount as advance o Second instalment 35% will be released on 50 percent completion of the work subject to adherence to the time frame. o Third and final instalment balance 30% after receiving the physical forms and their verification by EDII team. Other terms o Any delay in work without due approval by EDII will attract a penalty of 5% per week and the third instalment of 25% may be forfeited on the delay of submission beyond three weeks from the stipulated time. o The final payment will be made within six weeks of acceptance of report and submission of an original invoice by the agency. o If the performance of the agency is not found satisfactory, the agreement can be terminated and the amount paid as an advance will be recovered. o A bank guarantee of advance amount to be furnished in consultation with the EDII accounts team. o The data collected will be the intellectual property of EDII and the agency would indemnify EDII for any loss occurring due to leakage of data.

The agency s quote shall include all cost related to the scope and activities mentioned including travel, stay, food of investigator and team to be engaged in the assignment.
