The hiring process as approved in accordance with City of New Braunfels Firefighters and Police Officers Civil Service Commission Rules and Regulations (Local Rules). The written examination will be administered on the following date and time: Date: Time: Place: June 20, Friday 8:00 A.M. (City of ) New Braunfels Convention/Civic Center Room S. Castell Avenue New Braunfels, Texas The Police Officer Examination will begin promptly at 8:00 a.m., Friday, June 20, The participants must be present and seated prior to 8:00 a.m. (Check-in will begin at 7:15 a.m.). Late arrivals will not be admitted and are no longer eligible for this examination on this date. Photo Identification by valid driver s license will be required at time of check in for the examination. The Police Officer Examination is open to all applicants who passed the Texas Commission on Law Enforcement (TCOLE) State licensing exam prior to the date of the Police Officer Civil Service written examination, complete and submit a proper application and meet the minimum eligibility requirements. In some cases proof of the TCOLE State Licensing Exam test score will need to be provided in order to be admitted into the exam. QUALIFICATIONS: THE FOLLOWING INCLUDES THE MINIMUM QUALIFICATIONS FOR TAKING THE WRITTEN EXAMINATION. APPLICANTS MUST ALSO PASS THE PHYSICAL AGILITY MINIMUM STANDARDS, AND MEET ALL THE REQUIREMENTS FOR ELIGIBILITY TO BE HIRED THAT ARE LISTED IN THE ADDITIONAL SUITABILITY FACTORS INCLUDED IN THIS PACKET. STARTING ANNUAL BASE PAY FOR CERTIFIED POLICE OFFICER: $45, PURPOSE: The purpose of this examination is to establish an eligibility list to fill vacancies as they are approved for Police Officer. The eligibility list will be valid for a period of six (6) months from the Civil Service Commission approval and certification date unless exhausted. Applicants must possess the following qualifications at the time of application for the written examination for the position of Police Officer: 1. Must be at least twenty-one (21) years of age at the time and date of the written examination. 2. Must not have reached their 45 th birthday at the time and date of the written examination. 3. Provide proof of a High School Diploma or G.E.D. or Home School transcript indicating completion. 4. Must have obtained their Texas Peace Officers License and is in good standings with TCOLE or must have passed the TCOLE State Licensing exam no later than the day prior to the time and date of the written examination with proof of score/grade. 5. Must have a valid Texas Drivers License (or must be able to obtain as required by Texas State law if current drivers license is from another licensing state within the United States) AND cannot be prohibited from operating a motor vehicle by any other State or Federal law. 6. Provide proof of a valid Social Security Card. 7. Must be a U. S. citizen. 8. Must be able to read, write and converse in English fluently. 9. Shall not be prohibited from purchasing or carrying a firearm or possessing ammunition. 10. Must not have any of the disqualifying items listed in the attached Additional Suitability Factors and must meet all requirements contained therein. 2 POLICE OFFICER Department: Police Class Code: Revised Date: September 2012 FLSA Status: Non-Exempt GENERAL PURPOSE: Under general supervision, provides responsive and courteous police services in the protection of life and property through the enforcement of laws and ordinances, generally consisting of routine patrol, interventions, investigations and traffic regulation duties. The City of New Braunfels Department operates under Chapter 143 of the Texas Local Government Code and the City of New Braunfels Firefighters and Police Officers Civil Service Commission Rules and Regulations. PRIMARY DUTIES AND RESPONSIBILITIES: The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. Preserves the peace of the community through mediation, investigation, intervention, documentation, and arrest; utilizes all lawful means to improve the quality of life by reducing the fear and incidence of crime, recognizing and resolving problems, and meeting the public safety needs for the City of New Braunfels (City). Enforces local, state and Federal laws, and enforces compliance with local regulations and ordinances, according to policies, procedures and regulations. Patrols the City to respond to citizens requests for assistance, enforce traffic regulations, detect crime, apprehend violators, and assure public safety. Patrols and provides security for assigned areas, looking for unusual or suspicious activities or persons; responds to emergency and non-emergency calls for service; communicates with victims, witnesses and suspects in cases; provides scene security and protection for Fire and medical personnel. Investigates crimes and accidents; secures and processes crime and accident scenes, and identifies and collects evidence within scope of authority. Arrests law violators; transports and processes suspects, victims and prisoners. Completes detailed reports and required documentation; serves warrants and court documents. Maintains vehicle and equipment in accordance with Department guidelines. Represents the Police Department at court hearings; prepares reports and testifies in court cases. Assists and coordinates with other emergency services personnel, public organizations and businesses, and Federal, state and local law enforcement organizations. Presents education and information programs for community and school awareness projects; teaches and counsels residents on law enforcement activities and referral resources. Performs specialized functions in areas of expertise, including p atrol and shift management, training, K-9, SWAT/SRT, and other special enforcement, intervention and investigative teams. Maintains the integrity, professionalism, values and goals of the City by assuring that all rules and regulations are followed, and that accountability and public trust are preserved. Participates in and performs field training duties and assignments as required. May be assigned to additional assignments or divisions as determined by Management. Performs other duties as assigned or required. 2

3 MINIMUM QUALIFICATIONS (ELIGIBILITY REQUIREMENTS): Education and Experience: High school diploma or GED equivalent. Required Licenses or Certifications: Must have Peace Officers License from Texas Commission on Law Enforcement (TCOLE) and/or have passed the TCOLE State License Exam no later than the day prior to the NBPD Civil Service written examination. Applicants will receive a preference if certified. Must have a valid Texas Drivers License (or must be able to obtain as required by Texas State law if current drivers license is from another licensing state within the United States) AND cannot be prohibited from operating a motor vehicle by any other State or Federal law. Required Knowledge of: Police Department guidelines, policies and procedures. City, county, state and federal laws, regulations, codes and ordinances. Texas criminal justice and court systems and the principles of criminal justice records management. Law enforcement methods, practices, and procedures. Basic criminal procedures on the apprehension, arrest, and custody of persons committing misdemeanors and felonies, including preservation and presentation of evidence in traffic and criminal cases. Basic criminal procedures on the rules of evidence, probable cause, use of force, and search and seizure. Investigative and interrogative procedures and protocols for observation of critical details. Available local community issues and regional community resources available to citizens. Geography, roads, and landmarks of City and surrounding areas. Required Skill in: Exercising controlled discretion in situations requiring diplomacy, fairness, and sound judgment. Recognizing suspicious behavior patterns, mediating difficult situations, and using effective arrest and control techniques. Interacting effectively with people of different socioeconomic and ethnic backgrounds. Remaining alert at all times and reacting quickly and calmly in emergency situations. Operating motor vehicles and special police equipment during emergency situations. Interpreting laws and regulations, making decisions, maintaining composure, and working effectively under stressful conditions and emergency situations. Evaluating facts and evidence, drawing logical conclusions and making proper recommendations. Identifying, collecting and preserving crime scene evidence. Working as a team member with other law enforcement agencies. Care, maintenance and safe operation of a variety of law enforcement vehicles, equipment, weapons and tools. 4 Physical Demands / Work Environment: Work is performed indoors and outdoors with exposure to inclement weather; includes ability to stand and sit for long periods while maintaining alertness and rapid response; must be able to safely climb, crawl, bend, jump, balance, and run with minimal to no notice; and the ability to safely lift, drag and/or carry in excess of one hundred (100) pounds occasionally, and frequently lift and/or carry a minimum of fifty (50) pounds; may be exposed to physical attacks, hazardous chemicals, drugs, infectious and communicable diseases; required to physically restrain persons; subject to extended periods of intense concentration in review of crime scenes, special investigations and law enforcement report preparation; will be subject to working in and around water; may be required to ride a bike. Must be able to work in uniform (plus a duty belt and a bullet proof vest), irregular hours that will include evenings, weekends, and holidays on any assigned shift. May be required to work immediately before, during or immediately after an emergency or disaster. Must maintain a level of physical fitness to meet Police Department standards. Must wear duty belt which weighs approximately eight (8) pounds. Must wear bullet proof vest that weighs approximately eight (8) pounds, while in uniform regardless of whether on or off duty. 5 WRITTEN EXAMINATION Applicants who meet the minimum qualifications must pass a Civil Service entry level Police Officer written examination with a minimum passing score of 70% or better. Veterans are eligible to receive five (5) additional points after passing the exam with a minimum of 70%. If appropriate, a copy of the applicant s DD-214 indicating either (Honorable or General Under Honorable Conditions) must be listed on the DD-214 and must be received by the date specified in the application announcement in order to have the Veteran s preference points added to the passing score. With the highest passing score will be listed at the top and the lowest passing score at the bottom, applicants who pass the written examination and the physical agility testing are placed on an Eligibility List. The applicant must pass the written examination as specified to continue on in the process to the Physical Agility. The Physical Agility will be held immediately following the grading process on the same test date. PHYSICAL AGILITY MINIMUM STANDARDS Applicants must possess the physical agility and ability necessary to perform the continuous rigorous physical demands of the position and to professionally accomplish the assignments of a Police Officer without undue risk of injury or fatigue. The objective of the Physical Agility is to access the overall general physical capabilities of an applicant and establish a baseline in performing specific functions performed by Police Officers. Applicants must demonstrate they possess an efficient cardiovascular, respiratory system and adequate levels of muscular strength, flexibility and endurance by their successful completion of the physical fitness evaluation in which they meet or exceed the physical fitness standards approved by the Department. Applicants for the position of Police Officer will be screened based on the following physical agility tests (order of tests may not be the order provided below): 300 Meter Run/Sprint Sit-ups Push-ups Hand Gun Drill Shotgun Drill Suspect/Victim Drag Treading Water The description of each task and the minimum acceptable levels to successfully complete the exercise are provided below. An applicant must meet the minimum acceptable level of each test. Applicants must successfully complete each test to continue in the hiring process. Each test is pass or fail. An applicant must pass each test to continue. Applicants are strongly encouraged to begin preparing for this portion of the screening process by practicing each of the exercises. Practicing can be very important as exercises may not be as easy as they appear. The City of New Braunfels Police Department personnel will be available to demonstrate each exercise to you with the exception of the run and treading water. It is recommended to wear appropriate clothing and shoes for the Physical Agility testing process and bring a swim suit and towel for the pool. The City of New Braunfels will have and provide water during the Physical Agility. Applicant must present a valid Drivers License for photo identification prior to taking the written and physical agility test. 5

6 300 METER RUN/SPRINT Applicant must successfully complete a 300 meter continuous run/sprint within the following maximum time requirements: MALES: Age = seconds; Age = seconds; Age = seconds FEMALES: Age = seconds; Age = seconds; Age = seconds SIT-UPS Applicant must successfully complete continuous sit-ups within one (1) minute and a minimum number of repetitions as follows: MALES: Age = 37 repetitions; Age = 33 repetitions; Age = 28 repetitions FEMALES: Age = 31 repetitions; Age = 24 repetitions; Age = 19 repetitions PUSH-UPS Applicant must successfully complete continuous push-ups within one (1) minute and a minimum number of repetitions as follows: MALES: Age = 27 repetitions; Age = 21 repetitions; Age = 16 repetitions FEMALES: Age = 14 repetitions; Age = 10 repetitions; Age = 8 repetitions HAND GUN DRILL NOTE: Hand Guns and Shotguns will be provided during the physical agility test. Leave your gun(s) at home do not bring any gun(s) to the physical agility testing. The objective of this test is to evaluate the fitness (strength and endurance) level of the muscle groups involved in the hand and forearm and to a lesser degree in the upper arm and shoulders as required to effectively fire a Police handgun. The applicant will assume a relaxed standing position and grasp the UNLOADED hand gun in the right hand by the pistol grip, with three fingers and the thumb encircling the grip. The forefinger is outside the trigger guard and off the trigger. The left hand may be used to support the grip. The hand gun will then be held at arm s length, elbow and wrist straight, with the barrel inserted into a four inch (4 ) circle. The applicant will be given the command of ready, fire. The applicant will then place his/her forefinger onto the trigger and pull the trigger to its rearmost position, then release tension on the trigger and allow it to return to its forward most position. This test will be repeated for a total of four trigger pulls and releases. The applicant shall not have any contact with any portion of the weapon with the edges of the four inch (4 ) circle to pass this test. The exercise will be repeated in its entirety for the left hand. SHOTGUN DRILL NOTE: Hand Guns and Shotguns will be provided during the physical agility test. Leave your gun(s) at home do not bring any gun(s) to the physical agility testing site. 6

7 The objective of this test is to evaluate the fitness (strength and endurance) level of the muscle groups involved mainly in the hands, forearm, biceps, triceps and shoulder as needed to effectively fire a Police shotgun. The applicant will assume the starting position by standing erect with feet approximately shoulder width apart. The applicant will grasp the UNLOADED shotgun by holding the slide in the support and the stock close to the receiver in the shooting hand. The shooting finger should be outside the trigger guard and off the trigger. The applicant will shoulder the shotgun by lifting it up to the shooting side cheek and placing the butt of the stock into the hollow of the shoulder. The applicant will support the front end weight of the shotgun with the support hand holding the slide. The applicant will then place the barrel of the shotgun into a twelve inch (12 ) circle. When the command ready, fire is given, the applicant will use the support hand to first pull the slide to its rearmost position and then push the slide forward until it locks into the forward position. The applicant will then place the shooting hand forefinger onto the trigger and pull the trigger to its rearmost position and release. The applicant will then repeat the exercise until four (4) complete pulls of the trigger are completed as directed. The applicant shall not have any contact with any portion of the weapon with the edges of the twelve inch (12 ) circle to pass this test. VICTIM/SUSPECT DRAG The applicant must drag a mannequin dummy that weighs approximately one hundred sixty-five (165) pounds for a distance of twenty-five (25) feet. The applicant must pull the dummy in a backwards walking motion; must pull from under the shoulder/arm area; pulling in a forward style is prohibited; and the mannequin s feet must not leave the pavement/ground. The test time will end when both the applicant and the feet of the dummy cross the designated finish line. The maximum time allowed to successfully complete is one (1) minute. Each applicant is given one (1) opportunity to perform this exercise. TREADING WATER NBPD Officers are near various bodies of water on daily basis day and night. There is the possibility of a mishap which could occur where an Officer falls into the water. The need to remain calm and work through the situation would be demonstrated by the applicant s ability to overcome such an incident. Each applicant will need to bring proper swim attire/swim suit, and towel for the event. In order to complete the exercise the event will take place in at least eight (8) foot pool. At the command to enter the water, the applicant will leap into the water away from the edge. The applicant will bring themselves to the surface and will strive to keep their head above water as much as possible. The applicant will tread water for five (5) continuous minutes, which will be timed by the proctor using a stop watch. The applicant will not be able to use or touch the side walls of the pool; rest or use any kind of support items or other swimmers to rest or stay afloat. The applicant will be advised when to exit the water by the proctor. The applicant will then swim to the nearest stairs and exit the pool. Each applicant is given one opportunity to complete this event and any violation of these standards is considered a fail. 7

8 HIRING PROCESS Once the eligibility list has been established, the processing of applicants can begin as follows but not necessarily in this order: 1. Pass a Comprehensive Background Investigation; 2. Pass Oral Interview(s) 3. Pass a Polygraph Examination; 4. Pass both Medical and Psychological Examinations to include vision minimum requirements as well as a Pre-Employment Drug Screening; 5. Gun range qualification required by TCLOE; and 6. City Manager Review and Appointment. 9 Backpacks, books, study guides, calculators, tobacco products or drink/food are NOT allowed at the written test site. An applicant will NOT be admitted or allowed to enter the room late to take the test once the test instructions start. VETERAN S PREFERENCE POINTS: Applicants who have served on active duty for a minimum of 180 days in the United States Armed Forces, received an honorable discharge, and scored seventy-percent (70%) or higher on the written examination are eligible to receive an additional five (5) points. If eligible, these five (5) points are added to the applicant s written examination score and used to determine his/her placement on the eligibility list. To be considered for receiving the five (5) Veterans Preference Points you must submit an original or certified true and exact copy of your DD-214 indicating character and length of honorable service at the time of application. There will be no exceptions beyond the date of application. 10 Additional Suitability Factors An applicant will be deemed unsuitable for appointment to a beginning position whenever the applicant does not meet any of the minimum qualifications set forth in the SUITABILITY FACTORS adopted by the Commission and contained in the Local Rules, and in the NEW BRAUNFELS POLICE DEPARTMENT POLICE OFFICER APPLICATION PACKET. Note: Suitability for appointment to a beginning position in the New Braunfels Police Department includes that the applicant must hold a minimum certification as a Peace/Police Officer in good standing with the Texas Commission on Law Enforcement (TCOLE) prior to the time and date of the written examination. In addition to the minimum qualifications, the following are established causes for determining an applicant s suitability for appointment to a beginning position in the Police Department. The City may reject an applicant for one or more of the following reasons listed below. Time calculations for an action that constitutes rejection for a specified period of time shall be calculated from the date the application for employment is submitted by an applicant: (a) Applicant fails to pass any part of the entrance examinations; (b) Applicant fails to make application in the manner prescribed in the notice of examination, and/or fails to file the application with the Director within the time limits prescribed in the notice of examination. (c) Applicant fails to meet Minimum Standards for Initial Licensure as set forth by Texas Commission on Law Enforcement for peace officer candidates, and is not in good standing. (d) Applicant is not a citizen of the United States of America by birth or naturalization. (e) Applicant fails to demonstrate his/her ability to read, write, and fluently speak the English language. (f) Applicant is unable to perform the essential functions of the position to which he/she seeks appointment, with or without reasonable accommodation. (g) Applicant has been convicted of or admitted to conduct that constitutes a Class A or Class B Misdemeanor under the current Texas Criminal and Traffic Law Manuel or Penal Code or equivalent under federal law, to include the Uniform Code of Military Justice (UCMJ), (except for marijuana use) within the past ten (10) years may result in a temporary rejection. Applicant cannot have formal criminal charges above a Class C misdemeanor pending before a Grand Jury or District Attorney s office. Crimes involving moral turpitude may result in permanent disqualification and shall be considered on a case-by-case basis with appropriate consideration of circumstances and the date of the incident. Applicant must not be on court-ordered community supervision or probation for any misdemeanor offense above the grade of a Class C misdemeanor. Applicant will be rejected if he/she is subject of any arrest warrant above the grade of Class C misdemeanor. All Class C misdemeanor warrants must be cleared within fourteen (14) days of notification of existence of warrant(s). If an Applicant has been convicted of any family violence offense, it is cause for automatic rejection. Applicant has been convicted of or admitted to conduct which constitutes a felony under state or federal law, to include the UCMJ. Conviction of or admission to conduct that constitutes a felony shall result in permanent disqualification. 10

11 An applicant shall not be considered for employment while charges are pending for any criminal offense or while he/she is currently on probation or deferred adjudication for any offense. (h) Applicant has made any false statement in any material fact; withheld information, practiced or attempted to practice any deception or fraud in his/her application, examination or appointment. Depending on the variables involved, rejection may be either permanent or temporary. (i) Applicant fails to complete or satisfactorily meet the employment process requirement of the respective Department, including missed appointments, failure to return necessary paperwork, failure to notify Department of changes in address or telephone numbers, failure to properly complete any or all application materials, or who otherwise fails to complete application process. (j) Applicant fails to satisfactorily pass the oral interview process for police officer applicants. An applicant shall be disqualified for failure to verbally communicate effectively and appropriately; failure to demonstrate an understanding of the roles and responsibilities of a police officer; failure to present the maturity expected of a police officer; or failure to accurately and precisely respond to the questions of the interviewers. (k) Applicant has used illicit substances as indicated by the following guidelines: An applicant may be temporarily or permanently disqualified if it has been determined by the City that, or he/she has admitted to or determined in background investigation, conduct which constitutes excessive and/or recent use of illicit substance(s) or excessive use of intoxicants, under the following guidelines: (1) Any voluntary and/or willful consumption or use of marijuana in any form including marijuana derivatives, or synthetic marijuana within the past three (3) years from the date of the application. (2) Any voluntary and/or willful consumption or use of any illegal drug (other than marijuana) within the past ten (10) years from the date of the application. (3) An applicant admits or is found to have grown, sold, transported, or dealt drugs of any kind will result in a permanent disqualification. (4) Conduct involving excessive and/or recent use of illicit substance or excessive use of intoxicants shall be considered on a case-by-case basis with consideration given to circumstances and the date(s) of use. (5) Any voluntary and/or willful use or consumption of a prescription medication(s), including but not limited to anabolic steroids, which constitutes illegal use of the prescription medication(s) of another person within the past ten (10) years from the date of the application. (6) Conduct involving the abuse and/or misuse of legally obtained prescription medication(s) shall be considered on a case-by-case basis with consideration given to circumstances and date(s) of use. 11

12 (l) Police applicant does not have a v alid driver s license and/or is prohibited from operating a motor vehicle by any State or Federal law. (m) Applicant has a conviction of DWI/BWI/FWI within the past ten (10) years or DUI within the past five (5) years or four (4) moving violation events (or preventable accidents) within the past three (3) years. An applicant shall be temporarily disqualified until he/she can meet the above standards. Lesser, but more severe, violations which tend to indicate driving habits that are not compatible with the operation of emergency vehicles and present potential liabilities to the City shall be temporary disqualifications. Reapplication shall be permitted when the applicant can meet the above standards. (n) Applicant has been dismissed or resigned in lieu of dismissal from any employment for inefficiency, delinquency, or misconduct. Said dismissal or termination or resignation shall be considered on a case-by-case basis. Rejection under this provision shall be considered permanent. (o) Applicant has demonstrated a failure to pay just debts. Due to the variables involved, each situation shall be considered on a case-by-case basis. Factors which shall be considered include, but are not limited to: type and number of debts, reasons for the bad credit, extenuating circumstances, and the potential for the credit-related problems impacting the applicant's judgment and integrity. Resolution of bad credit may result in requalification. (p) Applicant has exercised poor judgment skills within the past seven (7) years. The applicant has demonstrated either immaturity or poor judgment in the applicant s decision-making process. Examples of such conduct would include, but is not limited to: attendance at a party or social function at which controlled substances or dangerous drugs are consumed, and such activity is known or should have been known by the applicant; silent acceptance of known illegal conduct by others in his/her presence; workplace behavior/decisions that adversely affect the business or associates, with little or no objectively justifiable need for such behavior. This shall be considered on an individual basis and rejection for this shall be temporary and an applicant shall be eligible for reapplication after a three (3) year period from the date of application or rejection shall be permanent; (q) Applicant has a history of unstable work, i.e., including short terms of employment over his/her employment history; a history of employment in an illegal occupation. Rejection under this provision shall be temporary in nature and an applicant shall be eligible for reapplication after a five (5) year period. Due to the variables involved, each situation shall be considered on a case-by-case basis. Rejection for employment in an illegal occupation shall be permanent in nature. (r) Applicant has failed to meet all legal requirements necessary for future licensing and certification as required by the TCOLE. Rejection for this cause shall be temporary until applicant can meet those standards. (s) Applicant has been discharged from any military service under less than honorable conditions, including specifically: a. Other than honorable conditions; b. Bad conduct; c. Dishonorable; d. Any other characterization of service indicating bad character. 12

13 General, under Honorable Conditions is an acceptable discharge from the military; discharge under this is not eligible for Veteran s points. Applicants with military service must be eligible for re-entry into the military. If a waiver is required to re-enter the military, the applicant must obtain the waiver prior to the date of the examination before the City will consider the applicant for employment. (t) Applicant fails to return a completed Personal History Statement by the time and date designated. (u) Applicant intentionally provides false information related to the selection process. (v) Applicant fails any part of background investigation. Note: A. Commission of an offense is established by Police reports and/or other official law enforcement documents or other evidence that gives rise to a reasonable conclusion that the offense was committed by the applicant. B. The designation of offenses by titles or grades refers to the titles and grades established under Texas Law. For offenses in jurisdictions other than Texas, the offense most similar to the one defined by Texas Law, and the grade for that offense established under the law of that jurisdiction, will be used. Arrest Record: An arrest record will not necessarily prevent employment. Factors such as the date of the offense, the seriousness and nature of the violation, subsequent rehabilitation and work record may be taken into consideration. Physical Fitness: Applicants must possess the physical ability necessary to perform the rigorous physical demands of the position and to professionally accomplish the assignments of a Police Officer without undue risk of injury or fatigue. Applicants must demonstrate they possess an efficient cardiovascular, respiratory system and adequate levels of muscular strength, flexibility and endurance by their successful completion of the physical fitness evaluation in which they meet or exceed the physical fitness standards approved by the Commission. Withdrawals: Applicants desiring to withdraw from consideration must submit a signed written statement indicating this to the Civil Service Director. In the event a written statement is not received, the applicant will continue in the process subject to the conditions specified in these rules. Applicants withdrawing their applications are eligible to reapply for subsequent entrance examinations. Request to Deem an Applicant Unsuitable: When the Police Chief or his/her designee determines that such cause exists which renders an applicant unsuitable for appointment to a beginning position, the Police Chief or designee shall notify the Civil Service Director of such cause(s) and request that the applicant be deemed unsuitable. Such notification and request shall be made in writing. The Civil Service Director shall cause a written notice to be sent to each applicant deemed unsuitable. 13

14 Such notice shall inform the applicant of the specific rule and cause for which the applicant was deemed unsuitable, the applicant s ability to reapply for subsequent entrance examinations, and that the applicant may discuss the findings of unsuitability with the appropriate person. All eligible applicants desiring to participate in the Police Officer examination must complete the Notice of Intent to Test Registration Form and submit the form with the application to the Human Resources/Civil Service Office no later than 5:00 p.m., Friday, May 30, If minimum requirements are met in the application process, notification will be mailed to you inviting you to test.
