2 I. INTRODUCTION: CHAPTER:1 THE PARTICULARS OF ITS ORGANISATION, FUNCTIONS AND DUTIES: The Shipping Service is playing a crucial role in the transportation sector of Andaman and Nicobar Islands. Since the geographic location of Andaman & Nicobar Islands is around 1200 KM away from Mainland, and due to the scattered location of the islands in the archipelago, the maritime transportation forms the lifeline for the islanders. The Directorate of Shipping Services under Andaman and Nicobar Administration is the main stakeholder and responsible for major shipping service in between Mainland Island and also in between scattered islands of Andaman and Nicobar. At present the Directorate of Shipping Services is providing shipping services to 29 of the 37 inhabited Island. The Directorate of Shipping Service owns a fleet strength of around 83 vessels of various types and capacity for movement of cargo and passengers. The fleet includes passenger vessels, cargo vessels, vehicle ferry vessels, harbor ferry vessels, utility launches, oil tankers, and water barges, touring vessels, tug vessels, mooring vessels and landing rafts. II. MISSION OF OUR DEPARTMENT To provide safe, reliable and uninterrupted network of shipping service in between Foreshore, Inter Island and Mainland Island sector. To provide notified standard of service wherever possible. Ensure adequate passenger amenities in the ships. To provide courteous and efficient ticketing system. Set up a responsive and effective grievance rederssal machinery and time bound resolution of various complaints. III. OUR DEPARTMENT PROVIDES FOLLOWING SERVICES TO ISLANDERS 1. Mainland Island Shipping Service- Provide necessary Shipping connectivity between Port Blair and Mainland (Kolkata/ Chennai/Vizag). 2. Inter-Island Shipping Connectivity - Provide shipping service in between Port Blair and the distant southern group of Islands. The above service not only provide the essential connectivity between the distant island but also plays a key role in transportation of essential commodities from Port Blair to these remote Island. 3. Foreshore Shipping Connectivity- Foreshore services operated in nine routes connecting from Port Blair to various nearby North and Middle Andaman including Neil and Havelock. The above service is being provided by f 75/100 pox capacity speed vessels of this Directorate. Apart from passenger transshipment, the above foreshore vessels also transship essential cargo to the near foreshore islands. 4. Harbor ferry Connectivity- This route connecting the nearest island in and around Port Blair and creeks in Andaman Trunk Road and caters service to daily commuter commuting for daily need like education, job etc., is one of the critical area, which is maintained with various passenger ferries and passenger cum vehicle ferry. 5. Transshipment of essential cargo - Apart from above passenger cum cargo vessel, designated cargo vessel of this Directorate are providing its essential services to various scattered southern group of Island and plays a major role in the transshipment of cargo. 6. Marine Dockyard Marine Dockyard Established in the YEAR The Dockyard consist of 16 workshops, 2 Dry-docks, 7 slipways, Job Section, Stores and bunkering. All the repair and maintenance of the vessels managed by the department are being carried out in the above Dockyard. The above dockyard also provides various infrastructural supports, such as dry-dock, workshop facilities to the vessel managed by the SCI, NAVY, Coast Guard and other private vessels as and when required. 2

3 The Marine Dockyard also provide workshop training for post Diploma Marine Engineering students of BRAIT and student of ITI, Port Blair. 7. Vessels are provided on charter The vessels under the fleet strength of Directorate of Shipping Services are also provided on charter basis to the required agencies,/ individual, subject to availability of sufficient vessel to maintain the planned sailing schedules. IV. OUR SERVICE STANDARDS For efficient delivery of service we have set the following arrangements:- 1. Advance shipping schedules for Mainland Island Sector Advance shipping schedules for the following/ subsequent months are being prepared and promulgated in respect of Mainland Island sector 2. Advance shipping schedules for Inter Island- Fifteen days advance shipping schedule are prepared and promulgated in respect of Inter Island sector. 3. Advance shipping scheduled for Foreshore Sector: - One week advance shipping scheduled in respect of foreshore sector are being prepared and promulgated. 4. Purchase of ship ticket :- The Directorate of Shipping Service has extended the facility of Single Window System for the purchase of tickets of the Passenger Vessels plying in Mainland Island Sector, Inter-Island Sector and Foreshore Sector i.e. STARS Ticketing Counter. With the introduction of Single Window System, any class of tickets for any sector can be purchased from any counter throughout the STARS network. This arrangement benefits the passengers to plan their journey and reserve the ticket from the nearest counter instead of approaching the counter of the source location of the planned journey. Presently, STAR s ticketing counter is available at Port Blair, Havelock, Rangat, Diglipur, Mayabunder, Hut Bay, Car Nicobar, Nan cowry and Campbell Bay. Apart from above, STAR s Ticketing counter is also installed at Chennai and Kolkata. 5. Dissemination of information - All the shipping schedules and other related information s are disseminated time to time through Print Media, Radio, Doordarshand and Internet. For any shipping related information, kindly log on to the A& N Administration web site Further for any shipping related queries, the general public may also call and Issuance of passes and concessional tickets - Monthly pass system is extended to daily commuters of Harbors ferry service at Port Blair. Free passes / tickets are provided to physically challenged person. Concessional passes/ tickets are provided to Students and Senior citizens. 7. Catering On board catering facilities in all Mainland Island and Inter Island vessel is being provided at very reasonable fixed rates. 8. Feedback of passenger- To ensure high standard of service on board vessel, feedback forms are supplied to passengers and their view and complaints are reviewed and redressed after each voyage. V. PROGRAMMES / SCHEMES The Directorate of Shipping Services is implementing 06 Nos. Scheme under Plan which is as under:- 1. Improvement of Mainland Island Transportation. 2. Improvement to Inter Island Transportation and sheltered water communication. 3. Augmentation and modernization of ship repair and maintenance facilities and human resource development. 4. Strengthening of Directorate of Shipping Services infrastructure and functions. 5. Formation of Shipping Corporation of Andaman & Nicobar Islands. 3

4 Services There are two types of services categorized by this directorate: 1. Passenger transport 2. Cargo transport These services are categorized in four sectors: 1. Mainland- island sector: the operation between islands and mainland wiz Kolkata, Chennai Vizag. 2. Inter- Island sector: The operation between Port Blair and Nicobar group of Islands. 3. Foreshore Sector: The operation in Andaman group of Islands and other nearby islands. 4. Harbor Sector: The operation in sheltered water with in harbor limits. Marine Dockyard:The marine dockyard was established in the year It caters the repair and maintenance support to vessels of the administration and other agencies. 4

Maintenances of all marine vessels and launches. Approve job indents pertaining to marine vessels. Authorize overtime booking of dockyard personnel to meet operational requirement of vessels. 8. Draftsman Grade-III Dealing with the vessel s drawing, plan and also the survey-related records of marine vessels of this directorate. Dealing with repair, maintenance and other works related to ship survey(statutory & classification) by MMD/IRS/DG shipping & registration of department 5

6 9. Assistant Engineer (Electrical) vessels and also assisting the assistant marine engineer of dockyard & master/chief engineer of vessels towards the same. Dealing with technical matters related to necessary documentation of marine vessels of this directorate i.e., drawing plans, specification, clarifications etc.., of new vessels/survey, conversion & renovation works of existing vessels as well as related to procurement of survey items. Dealing with job estimations of relevant work i.e., renewal, servicing etc.. For survey & maintenance of marine vessels, including necessary guidance to the administrative staff towards the same. All other works assigned by his superiors from time to time. Responsible to report to marine engineer. Familiarized with ISM & ISO system of the company. Maintained of ME, Auxengine, steering system, Blower, refrigeration system, deck machinery and electrical machinery of ships under him. Making/verifying indenting and safe keeping of engine/deck stores under him. Report to concerned M/E promptly of any occurrence related to ship which might affect the safe navigation & operation. Aim to achieving maximum economy in consumption of spares. Ensure scheduled planned maintenance systems are implemented on board. Responsible to administrative, supervision and dedication of duties of staff under him. Ensure secure plan maintenance system are implemented to workshop under him. Responsible for coordinating the job in different workshop. Responsible for maintaining minimum critical spares for vessels to be operational at all the time. Responsible for conducting survey of vessels. Responsible for maintenance of GMDSS and navigational equipment s on board the vessels and at ACC and their up graduation as per regulation. Responsible for up keeping of marine dockyard power house. Responsible for plan management system for DSS central stores and workshop. Responsible for checking watch keeping schedule and appropriate rest period to assign to crew and officers. 10. Chargeman Shop In-Charge for the concerned shop in absence of foreman. Responsible for taking attendance & maintaining attendance records. Responsible for engaging workers on day duty/overtime duty and maintenance records. Responsible for supervision site works, taken by the shop. Responsible for maintaining discipline, harmony proper work culture in the shop. Responsible for maintain documents of the shop. Responsible of plans projects, attend the jobs pertains the shop. Responsible for timely survey maintenance & records. Responsible for store indents spares, materials maintain in the store with records in the shop. Responsible for maintaining plants, access in order to the shop. 6

AssistantChargeman Shop In- charge for the concerned shop in absence of foreman &chargeman. Responsible for engaging workers on day/overtime duty and maintenance records. Responsible for taking attendance & maintaining attendance record. Responsible for supervision site works. Responsible for maintaining discipline, harmony proper work culture in the shop. Responsible for maintain documents of the shop. Responsible of plans projects, attend the jobs pertains the shop. Responsible for timely survey maintenance & records. Responsible for store indents spares, materials maintain in the store with records in the shop. Responsible for maintaining plants, access in order to the shop. Chargeman (T & D) In-Charge for the fitting shop/typewriter repairing section in absence of foreman. Responsible for supervision of works. Responsible maintaing records pertaining to repair, maintenance, spare parts etc wherever necessary. Responsible for timely completion of works undertaken by section. Responsible for up keeping of plants, access in order. Responsible for reading and interpreting the typewriters drawings and duplicating machine. Undertake all other works as entrusted by his superiors. 13. Machine Turner Attending all jobs in the machine shop as allocated for the vessels and shops. He has to attend all the machines in machines shops, marine dockyard under DSS. He has to adhere all safety precautions and ule while attending machines jobs. He has to adhere proper disciplenes and work cultures. Responsible for delay of the assigned jobs. Responsible for damage and upkeep of machine life. He has to plan project the materials reqirementrs before supervisors. Report for the progress of the work to the supervisors. Responsible for suvey return of scrap materials. 14. Mechanic (T & D) Responsible/maintenance of main engine, DG engine, ompressors, Pipe lines, valves, under water fittings, propeller shafts, ruder shaft, zinc anode, pneumatic systems, hydraulic systems on board, the entire fleet of DSS. Has to report the progress of work to foreman/ chargeman. Has reported the required spares to foreman/ chargeman. Responsible for timely repair and maintenance of allotted 7

8 work. Responsible to return spares/unserviceable materials to incharges. To perform all skilled as well as unskilled nature of works related to the shop. Responsible for maintain records pertaining to repairs, maintenance, spare parts etc.wherever is necessary. 15. Fitter Responsible/maintenance of main engine, DG engine, compressors, Pipe lines, valves, under water fittings, propeller shafts, ruder shaft, zinc anode, pneumatic systems, hydraulic systems on board, the entire fleet of DSS vessels as team leader allocated by foreman/chargeman. Responsible for progress of work at site. To collect spares from the foreman/chargeman. Accountability of scraps/ unserviceable materials. And all other works assigned by superior. 16. Boat Builder/Patern Maker Responsible to make/ construct/ renovate the jobs in docking section related to wood working as assign by assistant chargeman/ foreman of docking section. Responsible to understand to drawings, measurements, scales related to his jobs in the docking section. Responsible to upkeep the machineries, tools and equipment s of docking section. Responsible or maintaining safe & clean working environment for the job allocated. Responsible for any delay in the assign job. Responsible to report to superiors for accidents. Responsible for any other jobs as and when assign by the superiors. 17. Welder In-charge of welding shop. Responsible to arise demand for materials, safety gears, consumables and other requirements pertains to the shop. Responsible for supervision and control of welding jobs in house and off loaded. Responsible to upkeep the various equipment s and machineries of the shops. Responsible to carry out works as per drawing and procedure. Responsible for attending safety and other guidelines. Responsible for making jig and fixture for the jobs. Responsible for maintenance of inventories and stores. Responsible for survey of scraps. 18. Plater In- charge of the platter shop. Responsible for proper arrangements for materials, safety gears. Responsible to upkeep the various equipment s and machineries of the shop. Responsible for reading and interpreting the various plating jobs. Responsible for measurements off-loading plating jobs. 19. Electrical In-charge of the electrical shop in the absence of foreman. Responsible for supervision of site works. Responsible for proper distribution of works amongst the workman. Responsible for arrangements of stores and materials for smooth functioning of works. Responsible for maintaining records (Maps) plan, access, in order in the shop and timely completion off assigned works. 20. Chargeman (machine) In-charge machine shop, marine dockyard in absence of foreman / chargeman. Responsible to arise demands for materials, safety gears, consumables and other requirements pertains to the section. Responsible to upkeep the various equipment s ad machinery s of the section. Responsible for attending safety and other guidelines. 8

9 Responsible for maintenance of inventories and stores 21. Painter Responsible to raise demand for materials, safety gears, consumable and other requirements pertains to the section. Responsible to upkeep the various equipment s and machinery s of the section. Responsible for plan, projects and maintenance of inventories and stores. Responsible for survey of scraps. 22. Store keeper Custodian of various sore received by him. He should maintain stock register, files etc. He shall be vigilant and careful while receipt and issue of the store of correct specification specified in the authorized documents of stores. Interaction & coordination with purchase section. Shall ensure codal formalities which taking stock and issue of stores. Shall issue the required items from stores to the other circle/ branches as per the requirements with prvs invoices. Shall extend assistance in physical verification of stores at regular interval. Shall prepare duty chart in respect of watch and ward staff and supervision. 23. Heavy vehicle driver Should drive the vehicle in safe way as per traffic rules. Maintain accounts of the journeys of vehicle in the log book properly. Should get the log book verified and signed by the designated authority on monthly basis. Should keep the vehicle neat, and clean by water and brake every day. Should check the oil, lubricant, water and brakeevery day. Must be able to change and correctly inflate tyre. Should maintain tool kits. Should keep the spare wheel/ parts in the vehicle in safe custody. Damaged /replaced parts of vehicle after repair shall be made available to vehicle in-charge of the officer. Responsible for timely reporting of break down/accidents to the authorities. Should take action to get the vehicle serviced. 24. Light vehicle driver Should drive the vehicle in safe way as per traffic rules. Maintain accounts of the journeys of vehicle in the log book properly. Should get the log book verified and signed by the designated authority on monthly basis. Should keep the vehicle neat, and clean by water and brake every day. Should check the oil, lubricant, water and brakeevery day. Must be able to change and correctly inflate tyre. Should maintain tool kits. Should keep the spare wheel/ parts in the vehicle in safe custody. Damaged /replaced parts of vehicle after repair shall be made available to vehicle in-charge of the officer. Responsible for timely reporting of break down/accidents to the authorities. Should take action to get the vehicle serviced. 25. Chowkidar Responsible to watch and ward of office premises. Should close the office building doors, windows and switch off the lights, fan after the office hours. Responsible to fill the water tank installed in the office premises if the water supply is after office hours. Must remain on duty till relieved. Should be courteous and polite in the public and alert in his duties and the officials. 9

10 Must attend to any other works, which may be assigned to him by higher authorities. 26. Daftrie To be responsible for proper maintenance of records in the section. To trace out the old records as may be required by any member or staff in the section. To verify the records once in 6 months and report to the section. To switch/mend files/records/vouchers. To collect & distribute stationery to the members of the staff in section. To see that all files/ other items on the table in the section kept in the place properly. To ensure cleanliness in the section with the help of peons. To attend office half an hour earlier that the hour prescribed for the office. To attend to any other work this may be assigned to him by the section officer. 27. Sweeper Responsible to clean/sweep the office premises, keep the surrounding of the building as well as the drainage provided the office building. He should clean the oil daily and as when required and ensure hygiene. Should attend the office 2 hours before office hours for completing the cleaning work of laboratory blocks. Responsible to maintain accounts of cleaning materials supplied to him. Must attend to any works may be assigned to him by his incharge. 28. Mazdoor Attending materials collection from stores. Shifting/lifting the heavy items for job. Helpers to the tradesman s. To attend scrap materials disposal. To attend for preparation of surface area implication of jobs. All other jobs as and assigned by the superiors. 29. Table boy Supply of drinking water to works and to serve breakfast, lunch a evening refreshment to workers at canteen. 30. Tea Maker To prepare Tea & Coffee as per demands of the workers and to help cook and sweet maker from time to time. 31. Counter Boy To collect the prepared food items from kitchen and survey to the workers for breakfast. Lunch & evening tea. To collect the coupons from the workers before issue of food items. To keep the canteen neat and clean and assist sweet maker. 32. Driver Responsible for safe docking & undocking of vessels at the dry-dock of this directorate. To drive on the sea for safe docking/undocking the vessels. To put required support wherever necessary at sea for safe docking of vessels. To be dry-dock while docking the vessels. To keep watching on track of dry-dock. Any other duties assigned by the officer in charge of dry dock superiors. 33. Sweet Maker To prepare tea & coffee as per demands of the worker and the workers and to the help cook and sweet maker from time to time. Maintain cleanness of the kitchen and utensils. He will take safety measures to prevent fire and injuries in the kitchen. Maintain proper sanitation and hygiene in and around the kitchen &dinning hall. 34. Cleaner To clean the utensils & cookery items. Clean the dishes & plates and other items used with the canteen. 10

11 35. Canteen Manager Over all look after the management and maintenance of dockyard canteen. To take care of cleanliness and hygienic food. To prepare weekly menu. To purchase the weekly dry provision for canteen use. Maintain the daily sales & expenditure and maintenance of all relevant records. Check the quality and quantity of food materials prepared in the canteen and submit report to OIC in time. 36. Mechanic GR.I Carry out and maintenance works of light as well as heavy motor vehicles. Carry out periodical maintenance of vehicle of DSS. Responsible for proper allocation of works amongst the workmen of the section. Shall maintain proper records, pertaining to repair, maintenance, receipt and issue of spares parts. 37. Mechanic GR.II Carry out and maintenance works of light as well as heavy motor vehicles. Carry out periodical maintenance of vehicle of DSS. Responsible for proper allocation of works amongst the workmen of the section. Shall maintain proper records, pertaining to repair, maintenance, receipt and issue of spares parts. 38. Oil man To assist engine driver sub board attendant and maintenance of engine. 39. Coppersmith Shall carry out the work in the platter shop of the marine dockyard as per the instruction of shop-in-charge. Shall sharpen the tools used in sheet metal, forging, cutting work as per the laid down procedure from time to time and keep the tools in proper and good condition at all times. Clean all the tools, equipment s and machinery free from dust available in the shop every day before closure of the shop. Shall keep the premises of the workshop neat and tidy. Shall assist the maintenance mechanic in repair and maintenance of machinery and equipment available in the workshop from time to time and keep the machinery and equipment in proper and good working condition at all times. Shall assist the maintenance mechanic in repair and maintenance of the machinery and equipment available in the workshop as and when required. 40. Tinsmith Shall carry out the work in the platter shop of the marine dockyard as per the instruction of shop-in-charge. Shall sharpen the tools used in sheet metal, forging, cutting work as per the laid down procedure from time to time and keep the tools in proper and good condition at all times. Clean all the tools, equipment s and machinery free from dust available in the shop every day before closure of the shop. Shall keep the premises of the workshop neat and tidy. Shall assist the maintenance mechanic in repair and maintenance of machinery and equipment available in the workshop from time to time and keep the machinery and equipment in proper and good working condition at all times. Shall assist the maintenance mechanic in repair and maintenance of the machinery and equipment available in the workshop as and when required. 41. Shop Clerk Maintaining all records entry related to stores, surveys, attendance, overtimes, leaves, revenue etc. Raising of stores & survey indent & other related documents. Responsible for opening and closure of the shop and depositing the key in guard room. Responsible for closure of the job indents. Responsible for estimating, billing etc. Responsible for MAS & T & P. Attending scrap materials disposal. 11

12 Attending materials collection from store. 42. Head Worker Over all in-charge of regular mazdoor. Deploying duties of regular mazdoor at various work place day to day works. 43. Time Keeper Issue of token to industrial employees of marine dockyard as per order in force with time of issue back the tokens after completion of duty/ot hours. Maintenance of attendance, casual leave of the all dockyard employees. Preparation of OT statement and submitted to the concerned OIC s &forwarded to AO for preparation of bill. Duty allocation of watchman and sweepers, issue of entrance pass to the supplies, contractor s worker and vehicle pass. Controlling security of main gate and vigil where contract works were in progress by the private contractor s. Arrangement of water supply to the entire dockyard, deployment of sweeper for cleaning dockyard and various sections. Maintenance of office records. 44. Crane driver Should drive the vehicle in safe way as per traffic rules. Should maintain accounts of the journeys of vehicle in the log book of the vehicle properly. Log book verified and signed by the designated authority on monthly basis. Should keep the vehicle neat, and clean by water and brake every day. Should check the oil, lubricant, water and brakeevery day. Must be able to change and correctly inflate tyre. Should maintain tool kits. Should keep the spare wheel/ parts in the vehicle in safe custody. Damaged /replaced parts of vehicle after repair shall be made available to vehicle in-charge of the officer. Responsible for timely reporting of break down/accidents to the authorities. Should take action to get the vehicle serviced. 45. Patern maker Responsible to make/construct/renovate the jobs in docking. Section related to wood working as assign by assistant. Charge man/foreman of docking section. Responsible to understand to drawings, measurements, scales. Related to his jobs in the docking section. Responsible for maintaining safe & clean working environment for job allocated. Responsible for any delay in the assign job. Responsible to report to superiors for accident. 46. Chief Engineer & 2 nd Class Engine Driver He will be office-in-charge of engine room department and responsible for all machinery including electrical appliance, air conditioning, refrigerator and their fitting within engine room or on deck, in gallies, telegraphs on bridge and such other items is may be detailed to be under chief engine driver/chief engineer. He will responsible for maintenance and efficiency of all derricks, winches windlass, mooring winch, cargo winches and electrical hydraulic connection. To ensure schedule of maintenance of all engine room machineries, electrical and hydraulicequipment s. Responsible to the master for discipline, welfare and cooperation of his staff. He will be responsible for all engine room stores/ spares, tools and instruments. He will ensure that all proper records and accounts of all those items are kept as prescribed. He will be responsible for submission reports to the head of the office of the following: 12

13 Consumable store, opening balance, quantities received, consumed and stock in balance. Engine room permanent store, equipment s and tools unserviceable equipment is to be returned to the marine store along with survey reports. Spare gear list. Fixture fans and lights. On tracking from well assess condition of the machinery and submitted report to the head of the office with in the 2 months. During the handing over will prepare the correct and up to date inventory of all the files, book, paper stores and bunkers, lub oil, equipment, tool, instrument, defect list under copy to head of office. He may issue written standing order to his staff for efficient running of the engine room department. He will keep master frankly and full informed of any occurrence in the engine room which may affect the navigation or other essential utility services of the vessels. He will aim at achieving the maximum economy in consumption of fuel lubricant oil and in the use of stores/ spares. Will be personally responsible for supervising bunkering of the ship and ensure the correct quantity and quality of bunkering is received. He will keep/maintain records chorological order oil received on board and consumption of bunker in the same order as it is received on board. He will be present in the engine room as during entering/leaving harbor and which operating through restricted waters. He will pay regular visit to the engine room to inspect the machinery in operation and machinery spaces. While the vessels is in port he will ensure that responsible engine room staff is available at all time and in the event of an emergency. He will take the round of all machinery spaces at 1730 hrs daily and make the entry to this effect in the log book stating round correct. He will maintain a neat and up-to-date of all records like calibration chart, log books, engine room, notes, defect list and indent etc. and responsible for consumption of HSD/lubricant oil. He will report any accident, incident or mishap in the engine room and concerning machinery to the master and submit detail report to the office through master. He will ensure the best possible steps are taken to safeguard ships store equipment s. The chief engineer will arrange and assit exclusive on repairs, rectification of any medical defects. Chief engineer will maintain on board machinery history register with the following information. Particulars of all machinery eg. Maker, when and were built and technical data. Hours run, major overhauls, breakdowns, wear downs, any specific peculiarities and performance curve. Record of alteration, modification and additional/renewals. To maintain the register FFA items and the fire drill to be conducted at least monthly once. The same to be verified by OIC concerned. To attend the all leakages and defects in pipeline valves, glands and changing of filters in time by your staffs only. To maintain always for safe lighting/ventilation etc. in engine room and steering gear compartment with hygiene condition. 47. Chargeman Mooring Preparation of wire sling cargo net, accommodation ladder 13

14 etc. for various vessels operated and manned by this directorate. Maintenance and painting of steel pantoons of the department in all stations wherever necessary as required. Installation of floating buoys and fixing of channel marks etc wherever required. Repair of wooden boat and glass bottom boats etc. Construction, repair and maintenance of gangway jumping ladder for vessels manned by the department. They shall attend all emergency all duty as arid when required. They will attend to work on board the department vessels as and when required for maintenance of the same. All duties as allocated by DSS. 48. Tendal Serang In-charge of vessel. To safely navigate the vessel in time. To arrange survey of the vessel in time. Responsible for the safety of the vessel and passengers. To account for store and other maintenance material drawn from store from time to time. To ensure regular/periodical maintenance of the hull and other fitting of vessel. To be responsible and discharges duties and power vested under I.V.Act. Any other duty assigned by the officer. 49. Master 1 st Class/2 nd Class To be in overall command of the vessel. To safety navigate vessel from one place to another. To discharge power and authority as entrusted under IMS Act. To be responsible for duties and responsibilities entrusted under IMS/IV Act. Responsible for safety of the vessel & passengers. To be responsible for maintenance of discipline, proper decorum and high moral among his staff. To maintain liaison between the department and his staff. To be responsible for proper accounting/utilization of stores, cleaning store & other and lubricants received on board. To report any break down/ mishap on board to the head of department by communication system available or any quickest means. To ensure that log book and other records are carefully written according to instruction and correct entry are tp be made carefully and faithfully. To be present on bridge during entry/leaving harbor, approaching/land/passing nearby any danger areas. The master will make carefully inspection of crews accommodation, cargo and other spaces and make entry to this effect stating round correct every day 1730 hrs on the log book. To ensure that all practical precaution and steps are taken to safeguard any theft/pilferages on board. To ensure submission of indent for stores/defect list to the office. To maintain records of all officer and staff and date when joined/left since last commission. To enter report on conduct, ability and sobriety of deck/saloon staff at the end of each calendar year and wherever any staff of master himself is transferred. To maintain register for FFA/LSA items and GMDSS battery, log book and fire/boat drill to be conducted at least monthly ones. The same to be verified by OIC concerned. Master may issue any standing order for the safety and efficient operation of the vessel. Will responsible for arranging timely survey of vessel. To prepare correct & complete inventory of ship s paper, 14

15 files, document, equipment s and stores and hand over the same at the time of handing over command to relieving master. 50. Serang In-charge of vessel. To safely navigate the vessel in time. To arrange survey of the vessel in time. Responsible for the safety of the vessel and passengers. To account for store and other maintenance material drawn from store from time to time. To ensure regular/periodical maintenance of the hull and other fitting of vessel. To be responsible and discharges duties and power vested under I.V.Act. Any other duty assigned by the officer. 51. Lascar To carry out maintenance of vessel under supervision of Seacunny/serang/master of the vessel. To paint, chip rig derrick and rooms. To be sea boat crew as and when required To perform look out duties at sea. To be station while berthing/un-berthing and while stevedoring/being towed. To keep living accommodation clean and ship shape. To maintain ropes, wire how sore and other store. 52. Watchman He shall work under the supervision of MJO. Is responsible for watch & ward duties assigned to him in the respective place. He must go around the respective places of duty to see that no unauthorized persons are in the premises and prevent to move out any materials, equipment without the permission of officer-in-charge. He must report immediately to the higher authority of unusual occurrence. He is held full responsible for occurrence to be happened in odd hours. He should not leave the duty place until his reliever joins duty. Is responsible for theft of any govt.property during his duty hours. He should ensure the materials kept in the place of duty. 53. Regular Mazdoor He shall work under the supervision of MJO. He shall engage in the repair/maintenance works of the vessels for repair/maintenance. He shall assist in the works related to docking of vessels for repair/maintenance. He shall carry out the job manual labor of all kinds required for handling of stores meant for repair/maintenance of vessels. He must to any other works which may assigned to him by higher authority. 54. Jetty Man He shall work under the supervision of MJO and officer-incharge of concerned jetty. Is responsible for smooth berthing/leaving of all vessels at the jetty. Is responsible for embarkation/disembarkation of passengers on jetty. Is responsible for keep the jetty neat & clean. Is responsible for removal of obstacles on the jetty. He should maintain a diary about the movement of vessels from jetty. He must report any unusual occurrences at jetty to the higher authority immediately. He is held full responsible for occurrence to be happened in odd hours at jetty. He should not leave the jetty until his reliever joins duty. He should be courteous and polite with the public and alert in 15

16 his duty. 55. Mate (Home Trade) Navigation Passenger& cargo Garbage disposal (Deck including collection, keeping in allotted space) Accommodation housekeeping. Victualing management. Deck maintenance and repair. Running, maintenance of deck machinery. Deck stores indenting and receiving. Deck stores record maintenance. Saloon stores. Entertainment appliance. Deck department job collection. Bunker precuationance. LSA/FFA maintenance. Must be present for all survey. To supervise all deck repair done by shore/workshop and advise to master accordingly. All alternative navigational/ communication and other items which are generally use during voyage to layout once in a week for satisfactory operation. A list prepares 3 months earlier for survey of A certificate/ S.Eg. Certificate/L.L certificate and necessary job indent/store indent to be raised. 56. To refill /replenish firefighting extinguishers, fire buckets, fire hose and their maintenance under the supervision and guidance of chief engineer/chief engine driver/engine driver of the vessel. To supervise and guide the work of greaser Gr-II. To maintain and clean the living spaces of greasers. To attend all the machinery while on watch and bring any abnormal sound or defect to the notice of chief engineer/ced/ed immediately. To carryout and check of the machinery under the guidance of chief engineer/chief engine driver/engine driver before starting any machinery. To bring any defect to the notice of chief engineer/ chief engine driver/ engine driver before starting any machinery. To bring any defect to the notice of chief engineer/ chief engine driver/ engine driver while taking from engine room watch. Staff engaged on watch duty(day/night) to ensure that his reliever is report on board and should handover the charges to him before leaving. Sweeper Responsible for keeping all toilets, wash basins, all cabins in entire passenger space, gallery and cargo hold always neat and clean. To assist the cook and general servant in their work. To follow the orders of masters/engineers of the vessel. To assist in the overall maintenance of the vessel. To assist in the mooring/unmooring of the vessel as and when required. To assist in deck washing and cleaning of the vessel. 59. Cook Responsible for collection and proper keeping of all ration articles. Responsible for proper cooking of all food items in time. Responsible for proper serving of meals to all officers and crew. To assist in all maintenance work of the vessel. To follow all the orders of masters/engineers of the vessel. To assist in mooring/unmooring of the vessel as and when required. 60. General servant Cleaning of cabins. To serve meals to all officers and crew. To assist the cook in preparation of meals. To assist in all maintenance work of the vessel. To help in deck washing, cleaning of the vessel. Changing and proper keeping of utensils. Timely changing of bed sheets, towels etc. of all cabin. All other works assigned by the master. To assist in mooring/ unmooring of the vessel as and when required. 61. Seacunny To steer the vessel as ordered by master of the vessel. 17

18 Maintenance of navigational/lsa equipment under the supervision of master chief officer. Responsible for safe embarkation/ disembarkation of passengers under the supervision of master/ chief officer. Responsible for safe loading cargo/ discharging cargo and maintenance ship stability under the supervision of master/ chief officer. Responsible for ship ramp operation/ cargo and operation/ safe fuel bunkering fresh water filling under the supervision of master / chief officer. Responsible for supervise of deck side maintenance. Responsible for gangway watch at the time of vessel at alongside/ anchorage. Responsible for garbage collection/ disposal as per the direction of master /chief officer. Responsible for forward station/ off. Station for mooring/unmooring /anchorage station duties under the supervision of master/ chief officer. Responsible for daily/ routine fresh water sounding/ballast sounding and submit report to master/ chief officer. Responsible for collect iron of ship s and issue of items under the supervision of master/ chief officer. Responsible for routine maintenance cargo winch/derrick booms/windless and other deck machineries. Responsible for proper maintenance of all LSA /FFA under the supervision and guidance of master/ chief officer. Responsible for keeping ready ropes/wires for mooring and unmooring. 62. Checking Inspector Periodical checking of revenue collection at all ticketing counters and on board of ferry vessels and cargo vessels and report to DDSS about the result of the check. Checking inspector are present while loading and unloading of cargo on all the inter-island vessels. Ensure checking inspector are present on the vessels half an hour before the schedule embarkation of passengers till completion of embarkation/disembarkation and loading/unloading. Ensure verification of counter-foils of tickets issued by the tally clerks/ conductors from time to time and report anomaly observed to the DSS and DDSS for instruction. Depute teams to out-station t carry out surprise checks of tickets and cargo to ensure proper revenue collection. In case of any discrepancy or foul play, undertake detailed investigation to ensure disciplinary action taken against the erring officials. Bring to the notice of the DSS and DDSS any undesirable activities on board vessels. 63. Tally clerk After departure of the vessel from any port, they should cheek properly whether all thepassenger embarked on the board are in possession of valid tickets. If any passenger/ cargo travels without valid tickets they should be issued ticket with penalty at the rate laid down in current orders. The tally clerks posted on each vessel are to sell the tickets at the station if required outside the main gate/ entrance to the jetty and restrict entry to the jetty any for them who are issued valid tickets. Passengers/ cargo tickets are to be checked: At the entrance to the gang way by the tally clerks/ conductors where the sales of tickets are done as hereby the authorized person. At sea whilst the ship is on passenger. At the gang way during disembarkation. They are to cooperate with the deputy commissioner, 18

The assistant commissioner and station house officer at out stations posts who have been empowered to carry out surprise check that proper passenger and cargo tickets are issued as per regulations. They are evaluate credit notes and handover the same to the billing clerks after making necessary entries in the register maintained for the purpose. No credit note is to be pending on completed of each sailing. Trip sheet and revenue collections figure for each inward sailings are to be prepared and handover to the dealing clerk of revenue section of office on arrival. They are to handover the counterfoils and completed collection register to the dealing assistants. They are to obtain a receipt for each handing over/ taking over. They are allotted to any duties entrusted to them by the DDSS/Ad commercial or head clerk (Afloat) during the vessels stay in the harbor, including attendance at the office for checking, etc. are required. 64.
