Job Description & Responsibilities: To ensure that departmental/divisional risk management process is proactive and concurrent and that all safety concerns/issues are dealt with on priority basis. To be aware of all safety and service quality requirement and to be to be responsible for the outcomes and findings of all internal & external safety/quality audits. To ensure that corrective and preventive actions are taken at the root-cause levels on all audit nonconformities and audit findings in an acceptable manner and within reasonable time frame. To ensure strict compliance (by own self and by the subordinate staff) with all QHSE standards and other legal or regulatory requirements; applicable to operational areas under their jurisdiction at all time during the conduct of normal operations.

4 Page: 377 Chief Engineer (Base Maintenance) 8.4 To ensure effective functioning of QHSE Steering and Working Committees. Assume responsibility as per the Management approved system procedures. To ensure effective functioning of HSEQ Steering and Working Committees. Assume responsibility for recording and reporting of all occupational hazards, accidents, incidents, near miss cases to the concerned agencies as per the Management approved systems procedures. To ensure strict compliance to their department/division operational safety and security functions and also ensuring operation are provided with necessary resources Chief Engineer (Base Maintenance) shall be Incharge for heavy maintenance on aircraft / airframe structures, and cabin furnishing (cabin renovation defined in intended scope of work, under the EASA Part-145 approval. He shall administer maintenance of different types of mechanically operated ground support equipment, rigs, docks and trestles as well. Administer entire division in conformity with contents of the Safety and Quality Policy, and corporate commitment made by the Accountable Manager. Ensure that a person under his Management and himself was aware of PIA Engineering & Maintenance organizational procedures know their obligation to such procedures and check the skill of the personnel. Develop plans and policies to provide aircraft to PIA and / or Customer within the stipulated turnaround-time and ensure that required facilities, tooling, materials and associated means are available for all scheduled and anticipated tasks. Define required manpower, skill and training needs of personnel for intended scope of work in coordination with Chief Engineer (MOC) and Chief Engineer (EBD). Prepare Man-hour plan for division and coordinate with Chief Engineer (MOC) for review of Maser Man-Hour plan every three months. Notify the concerned Manager through Chief Engineer (Quality Systems) any deficit of at least 25% of working hours from the real available manpower. Ensure that all maintenance including major checks, overhaul and modifications, in base maintenance division, is made in accordance with the approved maintenance data and tools / equipment are maintained / calibrated ad per organizational procedures and standards acceptable to the competent authority. Participants in Audit program and implement the corrective actions in a timely manner, requested by the Chief Engineer (Quality Assurance) or his nominee, resulting from the quality compliance monitoring. Conduct review meetings, on regular basis, to ensure effective coordination of sectional activities. Anticipate and plan activities regarding the implementation of organizational policies and procedures. Report without delay, to Chef Engineer (Quality Assurance), in case of an un-airworthy condition or a deviation from organizational procedures.

Initiate all possible actions to enhance efficiency of the division, including proposals on issues that affect the Organizational although not directly related to Base Maintenance division. C. Also ensure processing of all administrative and general matters pertaining to Base Maintenance. Assist C.E(BM) in completion of different kinds of assigned jobs / Presentations. Keep the Chief Engineer Base Maintenance office prepared for the EASA part-145 audits by GSAC and CAA (Pakistan) audits. Assist Chief Engineer Base Maintenance in planning of technical matters vide preparing Divisional Training Plan, Maintenance Man-hour Plan, Daily Consolidated List Of Critical Items. Suggest improvement plans to Base Maintenance Management to enhance efficiency of manpower and procedures. Ensure proper follow-up of different pending cases.

Ensure timely distribution of Technical Information to concerned DCE s. Reply letters relating to Aircraft Technical Matters as per Chief Engineer advise. Ensure discipline among the Junior Staff of Office. Monitor attendance/discipline of Junior Staff in office. Provide all possible guidance/help to office staff working in PLNG. Ensure that safe work practices are being observed, that all protective clothing and equipment is being properly used and that all life saving and fire fighting equipment is in working order

9 Page: 382 Deputy Chief Engineer (BAY-I) AS Monitor performance of the sub-section in term of time required for each type of maintenance service. Monitor work quality of the sub- section as measured by the number of pilot reported defects and delays encountered by aircraft release from BAY-I Set high house-keeping and cleanliness standards for the division and inspect hangar areas frequently to ensure compliance to the standards Ensure that all spares and components panels, toilets, gallies cockpit/cabin seats are properly tagged and handled. Ensure that the Aerospace sub-section is adequately supplied with tools and equipment necessary for the efficient performance for the efficient performed of the work Remain abreast of new tools and equipment available in the market that could be used to the advantage by the Aerospace sub-section. Ensure that the functioning of all equipment is clearly understood by all technicians carrying out maintenance processes in the Aircraft Furnishing sub-section and that the right tool is being used for each job. Organize replenishment of or budgeting for new or replacement of tools and equipment as required. Ensure that the ground support equipment, work stands, docks trestles, hangar facility, fuel purging lines and pumps etc are in good operating condition and properly stored when not in use. Organize maintenance of all vehicles assigned to the Aerospace sub-section and ensure that all required licenses and permits are current. Supervise the maintenance of an up-to-date register of all capitals expenditure items in the section and report any shortage discovered. Manage the human resources of the section to attain the highest possible levels of maintenance service, quality and productivity. Develop periodic projections of manpower requirements for each technical qualification and establish a strategy for attaining required levels through the selection and training of the most appropriate personnel. Execute corporate policy in terms of higher productivity and staff reductions within the sub-section. Supervise the Maintenance Manager (shift) on the Overhaul hangar floor and through them all the direct labour. Maintain up-to-date records of skills and licenses of all personnel in the sub-section. Organize training of manpower in the sub-section to achieve higher skill and productivity. Establish systems to measure manpower utilization both to monitor individual performance and measure actual man-hours required for each maintenance service compared to standards.

10 Page: 383 Deputy Chief Engineer (BAY-I) AS Ensure through subordinates, that travel documents are arranged when members of the sub-section must travel on duty Prepare shift rosters on an equitable basis. Monitor annual leave and training schedules for all engineers and staff in his sub-section. Prepare ACRs for all Aircraft Engineers in the section and ensure that ACRs are prepared by appropriate supervisors for all staff in the sub-section Undertake any necessary disciplinary action against engineers and staff in the section as per schedule of powers, in accordance with corporate Administrative policy. Plan aerospace work through hangar (heavy) maintenance to provide maximum aircraft with utilization at minimum cost. Remain abreast of overall flight schedule and maintenance plans and plan hangar maintenance visit accordingly. Contribute to shortening of elapsed times for each type of maintenance service through creative improvements to procedures, equipment, rostering, skill and inventory control etc. Prepare and submit a report of any incident / accident / loss or any other special occurrence to higher authorities. Contribute to preparations for designated aircraft heavy maintained to be undertaken by PIA rather than sub-contracted. Coordinate with Manager Engineering of other trades, - the quality control division, the Engineering and Maintenance planning & project section, stores and purchases department and flight operation central control on all matters relating to availability and airworthiness of designated aircraft. Prepare and present for approval, annual operating and fixed assets budget and once approved, controls expenditures during the course of the year against the established budget. Work under the administrative and functional control of Chief Engineer (Base Maintenance). Have co-coordinating relationship with his counter parts in the Engg Department and concerned General Manager in other department. Exercise administrative and functional control of all employees reporting to him. C. Job Objectives (if defined): Plan and manage Hangar Maintenance services conducted on designated aircrafts, in accordance with prescribed technical standards in as efficient and economical manner, at the same time ensuring the highest level of quality maintenance is being achieved.

Job Description & Responsibilities: Undertake work and supervises the work performed by technicians, to achieve quality and compliance with airworthiness requirements as per current manufacturers recommendation, approved Maintenance Schedule, Technical Notices and other instructions. Arranges deployment of manpower allocated to him to ensure timely completion for the work. Inspects the work in progress and issues certificate of compliance for the work completed. Ensures that good housekeeping practices are followed. Take necessary precautions during progress of the work to guard against eruption of fire, electrical short circuits, use of necessary pressure regulators on high pressure, pneumatic trolleys and equipment. Ensures that the material being used during repair and fabrication is duly approved. Ensures that all work required to be performed, on airborne equipment is adequately and appropriately documented.

13 Page: 386 Aircraft Engineer (Aerospace) In areas where work is required to be performed, which exceeds the authority of an approval coordinates with his counterparts in other section holding the requisite authority for Performance of the work. Ensures that all work sheets and document have been certified by appropriately qualified personnel and that the work sheet is signed prior to release of the component or the aircraft (as the case may be). Reviews completed work sheets and issues necessary modification accomplishment advice. Issue unserviceability/quarantine labels for unserviceable components removed during his shift from the aircraft. Ensures that the removed components are properly blanked and protected against contamination (including placement in the container). Co-ordinates with Flight Crew for details of defects to ensure complete correct and on time rectification of the defects. Carried out quarterly inspection to tool kit of Technicians working under him. Takes steps to improve productivity and safety of aircraft, equipment and personnel. C. Job Objectives (if defined):

Job Description & Responsibilities: Remain abreast with improvements in technology and standard practices. Maintains repairs and overhauls aircraft and components as per manufacturers/vendors manuals. Reports to Aircraft Engineer any abnormality of defect noted on the aircraft/ components in the vicinity of his area of work. Ensures that after completion of work all tools, rags, debris and spills are removed from his area of work. Draws parts, tools and ground equipment as may be required to perform his function. Adequately blanks, tags and packs removed components and sub-assemblies. Uses cleaners, assigned under him, for his support and when not directly required by him, uses them to have other areas of the aircraft cleaned. Accumulates a wide range of experience in the area of his work.

15 Page: 388 Technician (Aerospace) Upon fulfilling requirements of eligibility applies and obtains qualifications (Licenses and Approvals) of his area of work. Report defects in ground equipment, special tools, trestles and docks to his superiors and may even suggest fabrication or changes to the same for improved productivity and safety. Maintain a Tool Kit with an adequate quality and quantity of tools. Keeps his tool kit in a neat and organized form and presents for inspection to Aircraft Engineer upon demand. Takes all safety precautions while undertaking his work (fire fighting, electrical shorting, inadvertent operation of systems etc.) to prevent loss or damage to personnel or equipment. Reports need or shortage of the same to Aircraft Engineers. BASIC RELATIONSHI P : Works under the administrative and functional control of Aircraft Engineer. Associate him with the investigation of delays of PIA flights caused by Avionics systems out of Base Maintenance and take necessary corrective actions. Set high housekeeping and cleanliness standards for the division and inspects hangar areas to ensure confirmation to the standards. Ensure that the section is adequately supplied with tools and equipment necessary for the efficient performance of the work. Remain abreast of new tools and equipment available on the market that could be used to the advantage by the section. Contribute to shortening elapsed times for each type of maintenance service through creative improvements to procedures, equipment, rostering, skills and inventory control etc. Take necessary action to accommodate additional flights such as Charters and VVIP movements when required and planned by Chief Engineer (MOC). Assist Chief Engineer (P & P) in the development of improved computer or manual inventory control systems to ensure optimum part availability. Coordinate with Quality Control division Planning & Project division, stores and purchase Department and Flight Operation Central Control on all matters relating to availability and airworthiness of aircraft. Prepare and present for approval, annual operating and fixed assets budgets, once approved, controls expenditures during the course of the year against the established budget. Organize and administers the Base Maintenance Avionics planning function. Review of work package prior to check input to establish resource requirements. Assignment of scheduled work in various shifts. Availability of work in shifts and reassigning as necessary in consultation with shift in-charge. Develop system improvements plans and monitor its implementation to improve procedures and reduce standard times. Organize development of standards for checks and works elements/functions. Monitor the performance against established standards. Work under the administrative and functional control of Chief Engineer (Base Maintenance). Has coordinating relationship with his counterparts in the Engineering & Maintenance department. Exercise administrative and functional control of all employees reporting to him. C. Devote maximum time to development activities and modernization in respect of manpower recruitment / training, procurement of tools and equipment, procedures document production and planning methods. Simultaneously, give time to surveillance, monitoring and resolving of abnormal operational difficulties. Administer all function required for Base Maintenance Avionics activities, repair and modifications of aircraft Avionics systems in accordance with the approved specifications.

Ensure that all maintenance work in the division is performed according to prescribed standards and procedures. Ensure that safe work practices are being observed, that all protective clothing and equipment is being properly used and that all life-saving and fire sighting equipment is in working order. Monitor performance of the sub-section in term of time required for each type of maintenance service. Monitor work quality of the sub-section as measured by the number of pilot reported defects and delays encountered by aircraft release from Aircraft overhaul. Set high house-keeping and cleanliness standards for the division and inspect hanger areas frequently to ensure compliance to the standards. Ensure that all spares and components are properly tagged blanked and handled. Ensure that the Aerospace sub-section is adequately supplied with tools and equipment necessary for the efficient performance of the work. Remain abreast of new tools and equipment available in the market that could be used to the advantage by the Aerospace section. Ensure that the functioning of all equipment is clearly understood by all technicians and that the right tool is being used for each job. Organize replenishment of or budgeting for new or replacement of tools and equipment as required. Ensure that the ground support equipment work stands, docks, trestles, hangar facilities, fuel purging lines and pumps etc are in good operating condition and properly stored. Supervise the maintenance of an up-to-date register of all capitals items in the section and report any shortage discovered. Manage the human resources of the section to attain the highest possible levels of maintenance service, quality and productivity. Develop periodic projections of manpower requirements for each technical qualification and establish a strategy for attaining required levels through the selection and training of the most appropriate personnel. Execute corporate policy in terms of higher productivity and staff reductions within the sub-section. Supervise the Manger Engineering (Planning) and Manger Engg (Shift) in the Wide body hangar and through them all aerospace and avionics direct labour in Base Maintenance

Organize training of manpower in the sub-section to achieve higher skill and productivity. Establish systems to measure manpower utilization both to monitor individual performance and measure actual man-hours required for each maintenance service compared to standards. Ensure through subordinates, that travel documents are arranged when members of the sub-section must travel on duty and ensures that crew cards, passports and visas are kept in order. Prepare shift rosters on an adequate basis and coordinate flying duty requirements with concerned Line Maintenance sub-section. Monitor annual leave and training schedules for all engineers and staff in his sub-section. Prepare ACRs for all Manager Engg in the section and ensure that ACRs are prepared by appropriate supervisors for all engineers and staff in the sub-section. Undertake any necessary disciplinary action against engineers and staff in the section as per schedule of powers, in accordance with corporate Administrative policy. Plan aerospace work through hangar (heavy) maintenance to provide maximum aircraft with utilization at minimum cost. Remain abreast of overall flight schedule and maintenance plans and plan hangar maintenance. Contribute to shortening of elapsed times for each type of maintenance service through creative improvements to procedures, equipment, roistering, skill and inventory control etc. Prepare and submit a report of any incident / accident / loss or any other special occurrence to higher authorities. Contribute to preparations for designated aircraft heavy maintained to be undertaken by PIA rather than sub-contracted. Coordinate with Avionics base Maintenance sub-section, the quality control division, the Engineering and Maintenance planning & Project sect, stores and purchases department and flight Operation central control on all matters relating to availability and airworthiness of the aircraft. Prepare and present for approval, annual operating and fixed assets budget and once approved, controls expenditures during the course of the year against the established budget. C. Job Objectives (if defined): Meet the hanger visit plan of Base Maintenance in accordance with S&CP of PIAC & third party in all respects. Responsible for correct binning/keeping the tools and equipment in their proper place and location. Responsible for keeping the tools and equipment in serviceable condition. Raise necessary papers for demanding/purchasing tools and equipment. Keep a record of the tools and equipment and shop supplies drawn from main stores and will be responsible for recoupment so that the work on the aircraft is not held up. Keep a record of the calibration/testing of tools and equipment as per standard procedures and ensure that properly calibrated equipment is made available for use in hangar. Initiate papers for write-off action as and when required. Supervise daily issuance of tools and equipments from the stores and will ensure that the tools and equipments are received back in the store.

Arrange servicing of lead lamps, lead boards, spot lights, flood lights, green guns and fans with Plant Maintenance. Coordinate with other officer stores (Tool Store) and will give the tools on loan or will take the tools on loan if such necessity arises. Maintain discipline of the tool store and will prepare a leave roster of the store keepers/loaders working under him so as to maint adequate staff for daily work. Arrange issuance of tool lists to Technicians and arrange the purewase for above issuance, besides, maintaining proper record of tools permanently issued to Technicians. Tool Store Assistant shall ensure that the shop and calibration due date of any precision instruments and test equipments should not fall during the course of major checks in the HM or ACOH / hence ensure availability of precision instruments and test equipments throughout maintenance checks. Tool Store Assistant shall accept the maintenance tools/ precision instruments and test equipments at the time of returning only after thoroughly checking it. He shall inform to their respective Store Officer regarding matters/ if there is discrepancy. Tool Store Assistant shall ensure that all the tools issued from the tool store are to be returned by the user before the end of his shift on everyday.
