3 Operations Training Team The Operations Training Team aim is to ensure that all members have access to appropriate training opportunities. We are committed to the provision of quality training and development opportunities for all members; to ensure that all operational members, First Aiders, Community First Responders and Ambulance Crews deliver the best level of care to the public. To achieve this the Operations Training Team will: Centrally co-ordinate courses and training Provide guidance and advice to all Units Adhere to National policy and directives Undertake regular reviews of training and policy to ensure operational needs within Gloucestershire continue to be met Inform all members of required training and the further opportunities available Liaise with commercial training providers for support with training Ensure consistency of training within St John Ambulance, Gloucestershire It is the responsibility of all members to ensure they attend the required requalification courses and sessions, in order to maintain their skill level. Failure to do so will result in deregistration of role. We must emphasise that courses will be planned and may be subject to cancellation and/or re-scheduling. Courses will be held at County Headquarters, Staverton unless otherwise stated. Times for courses will be notified in the confirmation of booking. The subject specialist will notify details of timing for specific modules in courses. Maximum number of attendees may be limited at locations other than Staverton. If you have any questions, require advice or clarification on training requirements or courses, please contact the appropriate member of the Operations Training Team. 1

All members are advised to attend registration at this time. Registration will not be accepted should the member arrive more than 15 minutes after the commencement time of the course (or day if the course is over more than one day), it shall be at the discretion of the trainer to permit the member to attend. Should the trainer decide not to permit the member to attend, the member will be required to book on to and attend another course. 14 Ambulance Training All those who currently hold an Ambulance Aid qualification will move onto the Patient Transport Attendant (PTA) or Emergency Transport Attendant (ETA) qualifications (subject to age). All current AA1 s and AA2 s will be assessed as per the new criteria. It will be a requirement to undergo 10 hours Continuous Personal Development (CPD) prior to assessments. This can only be obtained by attending the Ambulance Unit. Everyone is welcome to join the Ambulance Unit, this may be to aid their own personal development, even if they do not wish to attain ambulance skills. The ONLY platform for ambulance training will be the Ambulance Unit. Re-qualification of Skills All ambulance skills and driving re-qualifications shall be co-ordinated by the Ambulance Aid Training Officer through the Ambulance Unit. You will be assessed up to your skill/role level, eg if you undertake a re-qualification assessment for skill/role such as a Patient Transport Attendant, through this you will complete all your annual assessments for all of the prerequisites and the skill/role level. 12

If authorised, it shall be the Units responsibility to facilitate all aspects of the training and/or assessing and ensure that the course is made available to all members within the county. 1.3 Any member requiring initial Manual Handling should be booked onto the session that forms part of the Induction course. 2 Course Booking Procedure 2.1 The member is to complete the booking form for the course that they wish to attend. 2.2 The Unit Leader should then counter-sign the booking form, to authorise the attendance of the member. 23

26 2.3 The form must be received by the Operational Services Co-ordinator no later than 14 days prior to the commencement date of the course. 2.4 The Operational Services Co-ordinator will send confirmation of the booking to both the member and the Unit Leader. 3 Right to Cancel 3.1 Courses are subject to minimum attendance numbers and the availability of trainers and/or assessors. The Operations Training Manager reserves the right to cancel a course, by giving seven days notice to the Unit Leaders of the members booked on the course. 4 Requirement to Attend Courses 4.1 All new members must have completed all of the appropriate joining paperwork and have attended an Induction course, prior to becoming eligible to attend Role Based courses. Failure to do so will result in the booking request being declined except where authorised by an appropriate member of the training team. 5 Non Attendance / Attendance to a Course 5.1 It will be a requirement that a member attends the entire duration of a course. Failure to attend all of the sessions in any course will result in the member being removed from that course. They will then have to attend the whole of a subsequent course to enable them to be assessed and attain the skill level. Only with the express permission of the subject specialist, may a member not attend specified sessions should they be able to provide evidence of Advanced Prior Learning (APL). 5.2 Should a member fail to attend a course, to which their booking has been confirmed, without informing the Operational Services Co-ordinator, or the On-Call Officer, they will be put on a stand-by list and will only be able to attend the next course subject to available spaces. This may mean that the member may have to wait some time before they are able to secure a space on a course. 5.3 Failure to attend two courses, to which their booking has been confirmed, without informing the Operational Services Co-ordinator, or the On-Call Officer, will result in the members ability to book on subsequent courses be restricted to their current role for a period of 12 months. 5.4 If a member needs to cancel their place on the course, they must inform the Operational Services Co-ordinator at the earliest opportunity. Once booking confirmation has been received, it is the responsibility of the member to cancel their place on the course, should they be unable to attend. At least seven days notice is to be given to the Operational Services Co-ordinator for cancellation of attendance on a course. 24

27 5.5 In exceptional circumstances, if a member is unable to attend a course at short notice, where it is not possible to contact the Operational Services Coordinator, due to the fact that County Headquarters is closed prior to the commencement of the course, the member should contact the On-Call Officer on This number will be included on the confirmation letter. The On-Call Officer will in turn inform the Operations Training Manager. 5.6 Registration will take place 15 minutes prior to the booked commencement time of the course. All members are advised to attend registration at this time. Registration will not be accepted should the member arrive more than 15 minutes after the commencement time of the course (or day if the course is over more than one day), it shall be at the discretion of the trainer to permit the member to attend. Should the trainer decide not to permit the member to attend, the member will be required to book onto and attend another complete course. 5.7 Should a member attend a course on which they have not been booked on, or booking confirmation has not been received, their continued attendance at the course will be at the discretion of the trainer. 6 Trainers 6.1 All trainers will be required to be registered with County Headquarters, and be approved to deliver the training they are delivering. 6.2 On no account are trainers permitted to deliver training, they have not been deemed competent to deliver, nor deliver awareness training on a skill they are not deemed competent to train, or do not have the skill themselves. 6.3 All trainers must complete a Candidate Attendance Record (CAR) for all courses, which must be returned to the Operational Services Co-ordinator, no later than seven days after the completion of the course. Failure to do so will result in certificates not being issued to the members until it is received. 7 St John Commercial Courses Commercial courses do not meet the current requirements for operational roles, therefore they are no longer appropriate. 8 Unsuccessful Assessments / Referral Process Should any member unsuccessfully complete their assessment for their role, the following process will be followed. 8.1 The trainer and/or assessor will inform the member that they have unsuccessfully completed their assessment and that they are not permitted to perform their role, that they are not insured to perform their role and that they should inform their Unit Leader within 24 hours. The trainer or assessor will inform the On-Call Officer. 25

28 8.2 The On-Call Officer will inform the members Unit Leader directly, within 24 hours. 8.3 The Unit Leader will be responsible for informing the On-Call Officer should the result of the unsuccessful assessment cause the provision at a duty to be affected. 8.4 The trainer will complete the Unsuccessful Candidate Form (UCF), agree an action plan, for completion within three months, with the member and then forward this documentation to the Operational Services Co-ordinator along with the Candidate Attendance Record (CAR) within seven days. 8.5 The Operations Training Manager will confirm in writing to the Unit Leader, that the member is unable to perform their role, confirm the action plan for the member and to direct the Unit Leader and member to the respective subject specialist to implement the action plan. 8.6 The Unit Leader is responsible for ensuring that the Operations Training Manager is informed of the outcome of the action plan once completed. 8.7 Should the member fail to meet the requirements of their action plan their role will be reviewed subject to the issues raised in the initial referral. 9 Manual Handling and Annual Revalidation for Role 9.1 It is a requirement for all members to attend a Manual Handling update within a three year period. 9.2 It is a requirement for all members to complete an Annual Revalidation for Role (First Aider (FA), Advanced First Aider (AFA), Community First Responder (CFR), Patient Transport Attendant (PTA) and Emergency Transport Attendant (ETA)) every calendar year. This will comprise of assessments, and members will be expected to demonstrate competence according to current approved protocols and appropriate to their role. Revalidation will consist of two elements: Managing an incident Performing resuscitation 9.3 Skills Test forms will be used for the assessments, which the member shall keep as evidence. 9.4 A Candidate Attendance Record (CAR) will be completed by the trainer or assessor and forwarded to the Operational Services Co-ordinator within seven days of the course or assessment. 9.5 Partial or complete exemption from Manual Handling may be given to a member who can provide evidence of attending an Induction or Manual Handling course during the calendar year. 9.6 Partial or complete exemption from an Annual Revalidation for Role, may be given to a member who can provide evidence of the following: First Aider (FA) Completion of a First Aid at Work qualification during the calendar year 26

The Unit Leader should inform the Operational Services Coordinator of this evidence to ensure that the training database is maintained. 9.8 The Unit Leader will be responsible for ensuring that all their members have attended a Manual Handling update and completed an Annual Revalidation for Role during the calendar year. 9.9 Should a member fail to successfully attend a Manual Handling update, complete an Annual Revalidation for Role or provide evidence to support exemption from these, they will not be permitted to perform a care role on duty, or be insured to do so, until attending a Manual Handling update, completion of the Annual Revalidation for Role, or have provided evidence to support exemption from these. 10 Certificates 10.1 All members will receive a certificate for their initial assessments for each role, for their FAW and FAW re-qualification and for courses that are not supported by a Skill Test, those being attendance only, or other external courses. Thereafter, only Skill Test sheets will be issued to members upon completion of their assessments. These will be their evidence to support competency. 11 Payments to Trainers 11.1 All trainers, assessors and patients, both operational and commercial shall have the opportunity to be paid at the operational rate for providing training, 27

30 assessing or acting as a patient for operational training, for the following skills: Induction Manual and Casualty Handling First Aid at Work Re-qualification First Aid at Work Medical Gases Modules Automated External Defibrillator They are advised to submit a Operations Training Timesheet in the normal way to the Operations Training Manager Trainers will have the following options with regard to remuneration for the delivery of training for the Operations Training Department: Receive payment via BACS, which would be subject to National Insurance and Income tax deductions at the Operational rate Gift Aid their remuneration Provide their services Free of Charge In all cases trainers may claim for mileage to and from the training venue in relation to their home by completing an Expenses Claim Form All Expenses Claim forms and Time Sheets in relation to training delivered on behalf of the Operational Training Team should be submitted to the Operations Training Manager for their authorisation. 28
