Moore, Finance Director Summary Pursuant to the request from Councilman Rose made at the April 2, 2013 meeting of the City Council, East Providence Police Department has developed a funding proposal for the Police Explorer Program associated with the Department. Background and Explanation The Police Explorer Program start-up and maintenance expenses include uniforms, traffic vests, badges, advisor uniforms, equipment; as well as fees to register, attend state wide competition and Rhode Island Explorer Police Academy. As explained in the attached April 2, 2013 Officer Report from Sgt David Pacheco, the overall start-up costs required would be $24,475; and depending on whether the Department decides to utilize the Explorer Academy, the annual maintenance costs with ten (10) new Explorers would be in the range of. According to the Chief of Police Col. Joseph H. Tavares, such start-up and maintenance expenditures would be a permissible use under the asset forfeiture equitable sharing guidelines, and those funds, based on annual availability, could be used to pay for the ongoing Police Explorer Program in East Providence. 3 .'. f ',.. 1 Proposed Budget for the East Providence Police Explorer Program. Each yeax since 2010 there have been 30 to 35 youths signed up to the explorer program. Each youth costs $15.00 a year to register with the Boy Scouts of America. ($525.00) There are currently 4 adult advisors assigned to the program each cost $15.00 a year to register. ($60.00) Each year $20.00 for each explorer to attend stations day (state wide competition) ($600.00) Each yeax $ each explorer to attend the Rhode Island Explorer Police Academy. ($6,750.00) Each explorer is required to have and maintain a uniform. The class B uniform or work uniform consists of 1. Pair ofbdu (Black pants) - $27.00 a pair. ($810.00) 2. All uniforms and accessories would be required to be returned to post upon completion or separation from the program. Failure to return items would be followed by police action.
