2 H.P. HOME GUARD ORGANISATION Himachal Pradesh Home Guard Organization was created in The Home Guards are volunteers drawn from various sections of the society like farmers, government servants, factory workers, traders, professionals and ex-servicemen. The aim of setting up Home Guard organization was to infuse spirit of service, courage and patriotism amongst the people and to channelise their energies in maintenance of law and order and socioeconomic improvement of the State. All the able bodied, generally unemployed, persons who are in the age group of years and fulfill the prescribed physical and educational standards are eligible to be enrolled as Home Guard volunteers. ORGANISATION: Authorised Strength of Home Guard Volunteers:- The Government of India has authorized 8000 Home Guard volunteers to this State Home Guards volunteers were on roll during the year The State has 12 Battalions. Dharamshala Battalion No. IX Hamirpur Battalion No. X Solan Battalion No. XI Una Battalion No. XII 513 Total: OPERATION: Home Guard volunteers were deployed with Police to maintain law and order, traffic and patrolling duties, guarding of vital installations, manning of Treasuries/Sub-Treasuries providing security arrangements during fairs and festivals at temples and Zonal Hospitals. In addition, women Home Guard volunteers were also deployed for nursing duties in the Hospitals. Home Guards were also attached to Fire Stations to assist the fire staff in fire fighting operations. Details regarding the deployment of Home Guards in the financial year are as under:- ROUTINE OPERATION DUTIES/ DEPLOYMENT OF HOME GUARD (a) To assist the Police in the maintenance of law and order including 1688 patrolling, traffic control and Guards duties. (b) Treasury/Sub- Treasury Guards duties. 90 (c) Static Guard duties. 86 (d) Messenger, Telephone Operations, Demonstration, Drivers and 534 Administrative duties. (e) Firemen duty in the various Fire Stations/Sub-Stations in the 228 Pradesh. Peon Chowkidar Storeman Carpenter Compounder Tailor Mali Cleaner Cook Langari Dhobi Sweeper Barber Cobbler Water Carrier Total: At present there are 12 Home Guard Battalions, located one each at District Headquarters except Lahaul and Spiti District, where only one Company strength of Home Guard volunteers is stationed drawing from the Kullu Battalion, while Shimla District has 2 Battalions. The Training Institute of Home Guards and Civil Defence is located at Junga with a Subunit at Mandi (Baggi). Each Battalion has a training centre where basic and refresher courses are given to the volunteers. TRAINING:
7 Regular and effective training is necessary for every Organization more so for a uniformed service. As such emphasis was laid on the training techniques and efforts are made to impact quality training. Following training was imparted to the volunteers during the year :- 1. Basic Training:- Basic training was imparted to 216 newly recruited Home Guards during the year. 2. Refresher Training:- Refresher training was imparted to 3583 Home Guards in various BTCs. 3. Training at CTI Junga and ATC Baggi:-739 Home Guards were trained at CTI Junga and ATC Baggi in various courses like JO s/ji s/advance Course, Diasster Relief Course, P.T. Capsule Course, Weapon and Tactics course etc. PENSIONARY/EX-GRATIA GRANT AND OTHER BENEFITS; The Government of Himachal Pradesh has sanctioned Rs.1,20,000/- towards Home Guard and Civil Defence welfare fund during the year A 80 liters capacity water cooler was established at Central Training Institute Junga out of this fund at a cost of Rs.28,100/- for Home Guards welfare. In addition Rs.2,52,244/- were disbursed to Home Guards volunteers on account of their medical claim and on account of the death of volunteers to their next of kin. A sum of Rs.50,000/- was also disbursed to two deceased Home Guards during the year AWARDS: The President of India awarded the Home Guards and Civil Defence Medal for Meritorious Service to the two Honorary rank holders of this Pradesh during the year, Gallantry, 4 Distinguished and 84 Meritorious Service Medals have been awarded to the regular officers/officials and Home Guards Volunteers of this department till date.

9 H. P. CIVIL DEFENCE ORGANISATION The Civil Defence Organisation in Himachal Pradesh acts as an adjunct to the Home Guards Department. Until 1962 the policy of the Government of India was mainly confined to make the States and Union Territories conscious of the need for the Civil Defence measures and to keep Civil Defence plans prepared for major Cities and Towns. The Indo-Pak War of 1965 led to rethinking about the policy and scope of Civil Defence and revised Civil Defence policy was put in place. The usefulness of Civil Defence organization was tested during war with Pakistan in December 1971 when it acquitted itself commendably and has been maintaining its preparedness ever since then. AIMS AND OBJECT OF CIVIL DEFENCE:- POLICY:- (a) (b) (c) (d) To Protect/Save life. To minimize damage to property. To maintain continuity of production uninterruptedly. To maintain the morale of general public. The following broad policy has been laid down under which Civil Defence measures are taken in the state:- (i) (ii) (iii) The Civil Defence arrangement should be confined to selected places and vital installations. Civil Defence is to be organized primarily on voluntary basis. Evacuation schemes are to be prepared only for border area. (iv) Speedy Black out measures are to be planned.
10 As approved by the Government of India, Shimla is the only Civil Defence town in the State. The State capital is also categorized as one among 100 multi hazards towns in the country. At present 1226 Civil Defence volunteers including Home Guard volunteers earmarked for Civil Defence services in Civil Defence Town Shimla, are on the roll of the Civil Defence Organisation, who are trained in Civil Defence measures. TRAINING: During the year the following training activities were conducted:- 1. During new enrollment volunteers were imparted training in Civil Defence Basic Course at Civil Defence Town Shimla. 2. Students of Colleges/Schools were imparted training in various Civil Defence measures in Shimla town. Ambulance service was closed in November, 2010 after vacation of Civil Defence office at Lakkar Bazar as ordered by the Hon ble Court. However, a number of NGOs and Red Cross Organization are operating these services calls for Ambulance services were attended during the year under report and a sum of Rs.1,82,169/- was realised as ambulance charges. 13 During this year, the department constructed a Conference Hall at the top floor of Senior Surveyors buildings and also repaired/white washed the allotted accommodation. A suitable piece of land measuring hectare at Sargheen Shimla was identified to establish Home Guards and Civil Defence, Central Training Institute and NOC of Forest Department of Govt. of India was obtained to use this piece of land for the purpose other than the forest. Hon'ble Chief Minister of Himachal Pradesh laid the foundation stone of Home Guards & Civil Defence, Central Training Institute at Sargheen Shimla on The achievement under the centrally sponsored scheme for Revamping of Civil Defence setup in the country is as under:- Sr.No. Details of Head. Major attraction of this occasion was a colourful Band display by different Bands of Home Guards Organisation.
