15 Family Preparation Property Considerations Place insurance policies and all important papers & documents such as passports, birth & marriage certificates, vehicle titles, big-ticket items / receipts in one safe, centrally located and easy to grab in case of evacuation Decide in advance what to do with valuable personal property such as collections of stamps, sports cards, coins, and expensive jewelry in case of evacuation If you recently PCS d to Keesler, mail the pick-up household inventory to someone for safe keeping Make a video tape / photographs of property and mail them to someone in a safer location

18 Family Preparation Vehicles PRE-STORM Gas up all vehicles in preparation of evacuation and ensure maintenance of the vehicle Check brakes, tires, battery, fire extinguisher, windshield wipers, road side kit Pack an on-the-road safety kit (flashlight, tools, water/food). Store fuel in an approved container. Never fill above 90% capacity.
19 Family Preparation Vehicles For vehicles not evacuating park in MFH park, in garage, or driveway Never park next to buildings with pea gravel roofs or trees Consider having your vehicles covered by comprehensive insurance for damage or loss Vehicles of members sheltering should park in accordance with the vehicle parking plan
20 Family Preparation Boats and RVs Under the applicable lease agreements, owners of boats are responsible for removing their vehicle/boat before a storm Boats left in Marina slips on base will be anchored in the back bay Ensure your boat and/or RV insurance is up to date or covers enough damage that may occur during a storm
21 Family Preparation Evacuation Dependents will not be allowed to shelter on base - Have plan for dependents to evacuate, especially if you are a member of the Hurricane Response Team Pre establish your Safe Haven Location No shelter for pets on base, consider this in your Safe Haven planning Develop an Evacuation Plan and leave as soon as possible - Members have become stranded due to traffic jams, blocked roads and bridges, flooding, and lack of gas North: HWY 49, HWY 67, I-59, I-65, I-55 (farther from the coast better) Monitor radio for traffic information

23 HURRICANE SAFETY POST-STORM Return when the area has been deemed safe by appropriate authorities Be aware of electrical lines. Never attempt to move a downed power line Use protective equipment such as gloves when cleaning up after the storm. Snakes, rats and other hazardous wildlife find debris piles to be a great place to live after storms Many areas on base may be underwater Avoid driving through or parking in low-lying areas Generator Safety Never operate indoors o Includes: garages, basements, crawlspaces, sheds) o Can cause Carbon Monoxide (CO) poisoning

25 Family Preparation Medical Considerations The 81st Medical Group (81 MDG) is not an approved shelter Prescription medications: ensure filled in advance of a storm Within 72 hrs of landfall: 81 MDG will consider curtailing routine & specialty appointments. Pharmacy, Lab and Radiology will be open, but with limited services Pregnant women: 37 weeks gestation Strongly urged to evacuate, may be given the option of being admitted A letter will be given to all pregnant women during hurricane season with instructions All ambulances: unable to run when winds reach 50 mph

27 Hurricane Stress Disasters such as a hurricanes can be sudden and overwhelming, even if you are prepared It s important to recognize that you have been exposed to a traumatic event and it is bound to affect you in some way It s common for people who have experienced traumatic situations to have strong emotional reactions There is no right or wrong way to feel or think: any reaction you have is valid; there is no standard pattern of reaction Be accepting of your own feelings and reactions as well as those of others Talking about the event can be very helpful Shock and denial are typical responses; they are normal protective responses Feelings may become intense and unpredictable; increased irritability, mood changes, some anxiety or nervousness
28 Hurricane Stress There are several ways you can help restore emotional well being and a sense of control: Recognize this is a challenging time but one you can manage. You have had other hardships so use the skills from past challenges Allow yourself to mourn the losses you have experienced Be patient with yourself; create routines and exercise Take a news break! Watching replays of news footage can increase your stress Engage in healthy behaviors: eat well, get plenty of rest, practice relaxation techniques, avoid alcohol and drugs When should I seek professional help? Individuals with prolonged reactions that disrupt daily functioning should consult with a trained mental health professional

36 Form 21 Do s and Don ts When accomplishing a Form 21 it is important to fill in the information as accurately as possible: DO: Ensure dependent information is complete with evacuation intentions and emergency contact information Check applicable box if you require transportation to evacuate or are a meal card holder Check Mission Essential Box only if you are a member of the Hurricane Response Team (HRT) DON T: List an emergency contact closer than 150 miles of Keesler AFB List Dependents as sheltering on base List base sheltering intention unless you are a member of the HRT

45 Post Storm Actions Power Outages-Claims The AF Claims Program will reimburse on-base housing residents for generators rented to prevent or minimize damages No reimbursement may be made for the purchase of generators The cost of ice for food preservation is reimbursable Save receipts Do not throw any items away without contacting the Claims Office AF Claims will reimburse for services rented to prevent or mitigate damages
46 Post Storm Actions Who Can File a Claim with AF Military and civilians who live on base for damage occurring on base Military and civilians who are authorized to be on base at the time of the storm, for damage occurring on base Military and civilians who live off base are not authorized to file claims for damage occurring off base The Government will normally reimburse up to $40,000 of property damage loss; up to $100,000 in disasters (Payment based on depreciated current replacement cost) Active duty boat/rv owners may file a claim for storm damage to RVs and boats stored on base Must file with private insurance first Claims capped at $3,000 per vehicle
47 Post Storm Actions How to File a Claim with AF Keesler AFB Legal Office Claims Representatives will be intaking and processing new claims as soon as possible after a storm The normal Keesler Claims Office number is (228) and it is in the Sablich Center. If a storm occurs and the office relocates, a new phone number and location will be advertised Bring any photos / videos of objects, pre- and post- storm with you, along with documentation regarding value, age, and property description

49 Evacuation Entitlements Voluntary evacuation is always encouraged! The Installation Commander is the evacuation authority Will identify the min/max mileage of travel to be reimbursed All paid entitlements start on the date/time of the official order. If you voluntarily evacuate, reimbursement begins at start date/time of (confirmatory written/oral) order Cash Advances are authorized. The Citi GTC travel cards are the primary method for obtaining advances. Amount depends on the type of card issued (i.e., restricted, standard, etc.) Military Pay Advances can be authorized
50 Evacuation Entitlements Who is covered? Military & Civilian Employees (Appropriated & NAF) & their dependents How much will we get for Lodging/Meals & Incidentals (M&IE)? Lodging and M&IE rates are based on your safe haven location Lodging reimbursement is based on the actual cost not to exceed the maximum lodging rate at your safe haven location Save your receipts for hotel and airline expenses Military/Civ members and their dependents over 12 years of age receive 100% of the M&IE rate Under 12 years of age receives 50% of the M&IE rate Rates can be found at:
51 Evacuation Entitlements How much will we be reimbursed for driving to my safe haven? POV mileage reimbursement is $.54 per mile must go the minimum mileage indicated on the orders limited up to the maximum mileage lodging beyond the maximum range will be reimbursed at Standard CONUS Rate of $89 depending on receipts provided Can I be reimbursed for local travel to partially offset the expenses an evacuated dependent incurs for required local travel? Paid at a rate of $25/day/family group, regardless of the number of dependents with no receipt
52 Evacuation Entitlements Day 31 of evacuation After 30 days, the Military/Civ members and their dependents over 12 years of age receive 60% of the M&IE rate Under 12 years of age receives 30% of the M&IE rate If military member and his family are separated by military orders for more than 31 days by a minimum of 50 miles, you may be authorized Family Separation Allowance
