OPEN DISCUSSION: United s Air Force Reserve (USAFR) will be the host for the next Florida SFB 2018 meeting, following the Chairman Rotation Sequence. An adequately sized and properly configured facility is required to consolidate support functions that are currently spread over the base. A dining hall that is sized and arranged to efficiently feed the trainees and train the services function of the traditional guard forces is necessary. The mission support function is spread throughout the base and grossly undersized. This creates a less than desirable working environment and much inefficiency. Required by ANG Base Master Plan to correct space deficiencies, alleviate overcrowded working conditions, and provide adequate support for Air Force assets. 17

This programmed project will provide the necessary space to support training, parking, and logistical requirement.. Project is critical to the state of Florida due to the current situation of MOV parking that cannot accommodate the units wheeled equipment which includes 120 flatbed semi-trailers (40' long). The existing MOV has deficiencies that increase the danger to Soldiers health and safety. 19

Outside supporting facilities include military and civilian vehicle parking, fencing, sidewalks, access roads, facility sign, vehicle wash platform, and flagpole. Physical security measures for anti-terrorism and force protection will be incorporated into the design to include maximum feasible standoff distance. The total area requested is the minimum essential space required to support units combat and peacetime readiness. The proposed project is on a parcel with 35 buildable acres. The property is located in Palm Coast, Flagler County adjacent to the Flagler County Airport. Proposed facility is 100% designed. 20

Physical security and force protection measures will be incorporated into design including maximum feasible standoff distance from roads, parking areas, and vehicle unloading areas. The proposed project is to be collocated with the Palm Coast/Flagler Readiness Center on a parcel with 35 buildable acres. 22

A specially designed National Guard Readiness Center/Joint Forces Headquarters Complex of permanent construction. Construction will include all utility services, information systems, fire detection and alarm systems, roads, walks, curbs, gutters, storm drainage, parking areas, and site improvements. Facility is designed to meet the Department of the Army (DA) Modified Table of Organization and Equipment (MTOE), and Table of Distribution and Allowances (TDA) changes for the support of a Financial Management Headquarter and three detachments, Public Affairs Detachment, Contingency Contracting Team, Trial Defense Team, USPFO, and Joint Forces Headquarters-TDA units. Headquarters has experienced significant growth in personnel and technology to support these changes. This has dramatically exasperated the existing space shortfalls (47 percent shortfall) in existing facilities. These shortages particularly reveal themselves in the lack of medical, administrative, and mobilization oversight spaces required to generate forces in support of the current wartime and peace time missions. 24

Supporting facilities include MOV and POV parking, fencing, wash platform, controlled waste handling facility, sidewalks, outside lighting, and access roads. Physical security and force protection measures will be incorporated into design, including maximum feasible standoff distance from roads, parking areas, and vehicle unloading areas. The property is located on CBJTC. B7 Current FMS is collocated at the Maneuver Area Training Equipment Site (MATES). Due to Army transformation the two assets have outgrown the facilities they share. Army transformation has moved ground maintenance from a four-level system to a two-tier system. The transformation of Army units to modularity has changed the assigned units mission and makeup. The current facility is inadequate for the current mission and with transformation, more space criteria is authorized for this mission. 25

The total area requested is the minimum space required to support units combat and peacetime readiness objectives. 26

Physical security measures for anti-terrorism and force protection will be incorporated into the design to include maximum feasible standoff distances. Energy conservation measures will also be incorporated into design where feasible. The total area requested is the minimum space required to support unit s combat and peacetime readiness objectives. This project is proposed on 38 acres. The original federally funded lease was only for a four year period in order to allow for project design and development. Current lease has expired in
