2 Section 1 General 1.1 Squadron members and visitors will strictly adhere to the guidelines established by the Cadet Protection Policy, CAPR There is absolutely no exception. 1.2 All visitors to the squadron will be challenged (while maintaining custom and courtesies) by DCCS cadets when entering the squadron. 1.3 All cadets of the squadron will open an account based on the following template: cadet.dccs.firstname.lastname@ provider 1.4 Meeting with Senior and Cadet Commander: The Senior Staff and the Cadet Commander maintain an open door policy. All cadets are encouraged to use it accordingly. A cadet requesting to meet any of the above staff members must notify his immediate superior i.e. Element Leader, first. The cadet wanting to meet the staff member does not need to tell his immediate superior of the reasons for the meeting. No cadet will be denied a meeting with the Senior Staff or the Cadet Commander. Nevertheless, abuse of the open door policy will be looked upon with severe disapproval. 1.5 CAP regulations supersede any guideline or rule contained in this SOP. Should a CAP regulation conflict with a DCCS SOP guideline or rule, the CAP regulation shall take precedence. 1.6 When practical, 24-hour military time format is to be used. All cadets are encouraged to become familiar with this time format. This document uses 24-hour military time format. 1.7 For the purpose of this document, masculine pronouns will be understood to equally represent both genders. 1.8 The Senior and Cadet Staff reserve the right to modify this document. Modification requests will be submitted by use of the Chain of Command. Changes to this document must be approved by of both the Cadet Commander and Squadron Commander. When modified, record the modification and all modifications previous must be included when the revision is published. Each entry in this record will consist of a summary of the change, date of the change, and names of the Cadet Commander and Squadron Commander who approved the change. This record will be published in this section (Section 1).

3 Section 2 Safety 2.1 All members of the Squadron, in addition to the Safety Officer, are responsible for ensuring and promoting safety. 2.2 CADET STAFF: Every Cadet Staff member is entrusted with directing and commanding groups of cadets. Ensuring safety, therefore, is most important in every situation, especially during group activities such as drill. 2.3 BUILDING SAFETY: Running or engaging in any unusual physical activity is prohibited inside and in close-proximity to the squadron building. All electrical appliances will be unplugged when not in use. All furnishings will be used in accordance with their design and purpose. 2.4 FIRE: Fires and fire hazards must be reported immediately to any Senior Staff member. All Squadron members must know the locations of the fire extinguishers. 2.5 OUTDOOR ACTIVITIES: The Cadet Staff will assess outdoor conditions before leading cadets outside. The staff will be aware of possible hazards (inclement weather, etc.). 2.6 FIRST AID: When a cadet needs first aid, he/she will immediately notify a Cadet Staff member who will then notify a Senior Staff member. The Senior Staff must be notified of any request for first aid attention. 2.7 SERIOUS INJURY and ILLNESS: Any serious injury or illness suffered during a squadron meeting or activity must be immediately brought to the attention of any Senior Staff member. Reasonable exceptions will be made when immediate lifesaving medical attention is needed, and there is no time to follow regular protocol. 2.8 CPR and OTHER LIFESAVING MEDICAL PROCEDURES: CPR and other lifesaving medical procedures should only be attempted by qualified individuals. In a life threatening medical emergency, the most highly trained qualified individual of the group will always perform the needed medical procedures.

4 Section 3 Membership Application and Dues 3.1 MEMBERSHIP APPLICATION: Prospective applicants must attend at least three squadron meetings before submitting an application. The Senior Staff will provide the application form when it is requested, at the discretion of the Senior and Cadet Staff. A MANDATORY membership board and MANDATORY parent meeting will take place before accepting the new perspective member into the squadron. Perspective senior members will also take a membership board prior to joining DCCS. 3.2 A Squadron-level membership fee of $48.00 will be collected every October in addition to the regular CAP membership fee collected by National Headquarters. The collection of the Squadron-level fee will be administered as follows: The acting Squadron Finance Officer will give a receipt to every member that pays the Squadron-level membership fee. The fee must be paid by check or cash. Checks made payable to DeKalb County Cadet Squadron. First-time applicants will pay in cash or in check a separate Squadron-level membership fee which will be prorated amount from the month of applying to October. 3.3 Failure to pay the yearly, Squadron-level membership fee will result in the unit commander s refusal to sign any of the member s paperwork, such as applications to activities and tests, until that member pays. 3.4 The membership fee collected by National CAP Headquarters is required yearly in the month the member s original membership application was submitted. Failure to pay this fee will result in a loss of membership until it is paid. The fee can be paid through E-services, or by mail. 3.5 All new members will attend a cadet orientation program operating during regular squadron meetings. The program consists of classes covering basic cadet knowledge and behavior, and a test over the information learned. New members will complete the program before receiving the rank of Airman. The program lasts between one and three weeks.

5 Section 4 Uniforms and Equipment 4.1 REQUIRED UNIFORMS: Cadets are required to have two different uniforms, one commonly referred to as the Battle Dress Uniform (BDU) and the other commonly referred to as Blues. Refer to CAPM 39-1 for further details. The Battle Dress Uniform blouse and pants must be of the same pattern, either summer or winter weight. New ABU s will be implemented, not yet mandatory, it will become (in 2020) the only approved battle uniform as the BDU is phased out. 4.2 CAPM 39-1: Direction to the maintenance and wear of all CAP uniforms can be found in CAPM 39-1 which is readily available to all cadets through either the squadron or national website. Consequently, all cadets will be expected to display perfect maintenance and wear of CAP uniforms. 4.3 BATTLE DRESS UNIFORM (BDU): The BDU/ABU consists of the following: BDU/ABU Blouse BDU/ABU Pants BDU/ABU cover Black squadron T-shirt/ Desert Sand T-shirt USAF blue belt with black buckle and tip/sand colored riggers belt Black combat or jump boots Boot socks/black Blousing bands Civil Air Patrol tape (BDU royal blue) (ABU navy blue) Name tape (BDU royal blue) (ABU navy blue) Squadron Patch Georgia Wing patch (on BDU ONLY) Either NO Cutouts (for basics) or Grade Insignia Cadet Officers will wear correct color insignia on collar

7 4.4 STANDARDS FOR PROPER WEAR OF BDU UNIFORM: The BDU/ABU blouse will fit the wearer properly and be ironed flat and free of wrinkles. The blouse will not be faded or stained, nor will it have any lose thread or lint hanging from it. All required uniform patches and tapes will be will be sewed professionally to the blouse as directed by CAPM Grade insignia will be affixed to the blouse collar as directed by CAPM The BDU/ABU pants will fit the wearer properly and be ironed flat, free of wrinkles, and creased. Boots will be completely free of dust and dirt. All leather will be shined; the toe WILL be shined until it noticeably reflects light.

8 4.5 BLUES, BASIC SERVICE UNIFORM: The Blues uniform consists of the following: USAF short-sleeve blue shirt or blouse USAF dark blue pants or female pants with belt loops USAF enlisted flight cap with CAP device or wheel cap (cadet officers only) White V-neck shirt with no visible markings USAF blue belt with silver buckle and tip Black USAF-approved dress shoes or oxfords USAF blazer (Chiefs and above ONLY) USAF ties (male or female, MSgt and above ONLY) Black dress socks with no visible markings no ankle socks Either CAP Cutouts or Grade Insignia Four (4) Shirt Guarders, a.k.a. shirt stays Include picture of hair grooming standards per CAPM STANDARDS FOR PROPER WEAR OF BLUES UNIFORM: The Blues shirt will fit the wearer properly and be ironed flat and free of wrinkles. The shirt will not be faded or stained, nor will it have any lose thread or lint hanging from it. Grade chevrons will be affixed to the shirt collar as directed by CAPM The Blues pants will fit the wearer properly and be ironed flat, free of wrinkles, and creased. Dress shoes will be completely free of dust and dirt. All leather will be shined. Blues flight cap will be worn centered on head and with front corner two fingertips from the bridge of the nose. Gig line will be straight. 4.7 PT UNIFORM: The PT uniform consists of the following: Black or Navy Blue conservative dark athletic shorts or running/sweat pants --with no visible markings other than CAP or USAF Squadron T-shirt or ANY CAP special activity shirt or conservative running jacket Athletic/Running shoes Athletic ankle socks Water bottle WITH water in it

9 4.8 SQUADRON BASIC UNIFORM: Wear restricted to cadets who do not own complete BDU/ABU or Blues uniforms. Squadron T-shirt OR blue or black golf style polo shirt Khaki Pants 4.9 REQUIRED UNIFORM COMPONENTS: No cadet will wear a uniform missing any of the components listed in its provided description. No Cadet may ADD any component which is not listed above. If no cover is listed, do not wear a cover Hair Standards: DCCS is very strict in complying with CAPM No exceptions, hair will meet or exceed National Standards. Failure to do so will result in a warning then discipline up to the point of termination for failure to follow orders and regulations.

10 4.11 GROOMING AND WEIGHT: All members must meet the grooming and weight standards in accordance with CAPM 39-1 to wear the USAF-style uniforms. Cadets who fail to meet the standards can be excluded from activities. In addition, every failure to meet a cadet uniform standard will be noted for promotional evaluations.

11 4.12 MEDICAL EXEMPTION: Medical Exemption from requirement to wear a proper uniform requires a parental-signed note explaining the medical reasons prohibiting the cadet from properly wearing the uniform as well as approval from the Squadron Commander or Cadet Commander UNIFORM INSIGNIA: Each member is responsible for acquiring the correct insignias to wear in accordance with CAPM 39-1 or CAPR All uniform items can be found at any Air Force Base (the closest one is Dobbins ARB) or online at EQUIPMENT: Cadets are required to bring the following items to every regularly-scheduled meeting unless otherwise directed by the Cadet Commander: CAP Membership Card General Knowledge Sheet Blue or black pen Notebook paper Pocket-sized notepad The Cadet Staff will inform the cadets if any additional item or equipment is needed to be brought to a meeting INSPECTION: Inspections will be held at the discretion of the Cadet Staff or the Senior Staff. There will be informal inspections at least once every month INSIGNIAS, BADGES, and PATCHES: A member will only wear what he/she is authorized to wear according to CAPM ITEM PURCHASE AND ISSUE: The squadron supply room will be accessed, for the purpose of issuing uniform components, in company with the Cadet Supply Officer and/or authorized staff member. Some items, such as patches and insignia may be purchased in the Squadron Office, as with items issued from the supply room a cadet must send their item purchase request through the calldown and arrive before 1815 so the request can be added to the 1815 report.

12 Section 5 Squadron Scheduling 5.1 POSTED MONTHLY SCHEDULE: It is the responsibility of the Cadet Admin Officer to manage a squadron calendar, to be displayed conspicuously in a public area easily accessed by all members of the squadron. The information posted on this calendar will include, but is not limited to: 1. Main activity of each meeting 2. Uniform of each meeting 3. Testing available at each meeting, including, but not limited to information on paper testing, PFT, Promotion Boards, and drill testing 4. All squadron-wide activities outside regular meeting times and the name of the staff member to contact for more information. It is the responsibility of the Cadet Commander to ensure that the above listed information is posted on the squadron calendar at least one month before they take place. Any additional schedule information will be added to the calendar at the discretion of the Cadet Commander. 5.2 MEETING SCHEDULES: It is the responsibility of the Cadet First Sgt to plan weekly meeting schedules to help the squadron line staff make better use of squadron meeting time. The 1 st Sgt will submit these schedules to the Cadet Commander. The Cadet Commander will review and submit to the Squadron Commander for approval. 5.3 MEETING TIMES: Squadron meetings are regularly held once a week on Thursdays from 1845 to 2100 hours. Cadets are to have arrived and signed-in by 1845 hours. Cadets will be informed if they are to arrive or depart at a different time to the regular meeting at least a week in advance. The sign-in sheet is posted at the entrance of the meeting area. If testing, cadets must be at the meeting no later than For more information on testing, see Section SIGNING IN: All cadets will sign-in immediately following their arrival at the squadron. The signin sheet is posted at the entrance of the meeting area. It is the responsibility of the Cadet Staff to ensure that an attendance sign-in sheet is accurately maintained and delivered to the Senior Staff. 5.5 GENERIC MEETING TYPE SCHEDULE: We will attempt to organize month long projects with at theme such that all areas are still covered. 1. AEROSPACE EDUCATION: Aerospace Education will be conducted on the first meeting night of every month. The uniform for this night is Blues. 2. LEADERSHIP: Leadership classes and team-building activities will be held on the third week of every month. The uniform for this night is BDU/ABU 3. PFT: PFT will be on the second Thursday of every month. The UOD is PFT gear. 4. EMERGENCY SERVICES: Emergency Services training will be conducted on the third meeting of the month. The uniform for this night is BDU/ABU. 5. MORAL LEADERSHIP: Moral leadership will be held at least once a month, in accordance with CAPR on the first (if possible) meeting of the month. The uniform for this night is determined by which week it falls on. 5.6 PHYSICAL TRAINING: Physical Training (PT) will be conducted at least once per week for at least 15 minutes.

13 5.7 CONTINUED ABSENCE: According to CAPR 35-3, Paragraph 3(c), cadets may lose membership for the following reason: Lack of interest demonstrated by failure to attend three successive regular meetings without an acceptable excuse REPORT: The 2045 report is an informal verbal report performed by a member of the cadet staff informing the Squadron Commander of announcements and ceremonies to be completed during the meeting s closing formation.

14 Section 6 Testing and Promotions 6.1 TESTING SCHEDULE: Paper Testing, the Physical Fitness Testing (PFT), and Drill Testing will each be scheduled at least once per month by the Cadet Commander, based upon test administrator availability, and posted on the squadron calendar. 6.2 TESTING REQUESTS: All testing and PBs must be requested via the Calldown for week the testing they ve requested is scheduled. 6.3 PROMOTION REQUIREMENTS: To promote to a higher grade, a cadet must have completed all requirements for their next achievement as shown in the CAP Cadet Superchart found in CAPR and pass a mandatory promotion board reviewing their performance and readiness for increased responsibility. 6.4 PROMOTION BOARD (PB): For all grade promotions, a PB will be held in addition to all other CAP requirements. The board will be held once the eligible cadet submits a completed Promotion Board Endorsement Sheet. The members of the PB panel will consist of no less than two members, but no more than four members. The following staff members are recommended to sit on PB panels: Squadron Commander Senior Member Leadership Officer Cadet Commander 6.5 PROMOTION BOARD ENDORSEMENT SHEET: A Promotion Board Endorsement Sheet must be filled out by the cadet requesting the PB, signed by that cadet s direct superior, then submitted to the Cadet Deputy Commander before the date they requested the promotion board to take place. Note the cadet must still put the PB request on the calldown that week as well. The cadet s direct superior should only agree to sign the Promotion Board Endorsement Sheet if it is their opinion that the requesting cadet has earned and is prepared for a promotion. Once a promotion board has concluded, the resulting promotion decision is recorded on a CAPF 50. The Promotion Board Endorsement Sheet is then placed in the folder of the cadet s folder along with the completed form 50.

15 PROMOTION BOARD ENDORSEMENT SHEET Cadet Requesting Promotion Board I have passed all applicable Leadership and Aerospace tests, a Physical Fitness Test, and a Drill Test, and sixty days have elapsed since my last promotion. I have earned and am prepared for the increased responsibility of the grade of and wish to take a promotion board on the date of. 16 Section 7 The Calldown 7.1 THE CALLDOWN FOR BASIC CADETS: It is the responsibility of every basic cadet to get in contact their Element Leader every week before Sunday night. The calldown will be used by cadets for submitting the following information to their element leader: Reporting attendance for the upcoming meeting or an activity Requesting testing before the upcoming meeting Requesting a Promotion Board during the upcoming meeting Requests for item purchase or issue Availability for O-flights as requested The calldown is also an opportunity for cadets to ask questions or get advice from their element leader, and also work on element projects. The calldown may also be used by the cadet staff to send out squadron wide announcements during the week. 7.2 REPORTING ATTENDANCE: If the cadet is unable to attend the upcoming meeting, he must give a reason. If a cadet fails to give a reason, his absence will be recorded as unexcused and will be noted during his promotion board. Unexcused absences (when the reason is of a private nature) may be cleared by the Senior Staff. 7.3 REQUESTING TESTING: Basic Cadets should reference the posted squadron monthly schedule to determine when the testing they need is available. 7.4 REQUESTING PROMOTION BOARDS: Promotion Board requests on the calldown must be accompanied by a Promotion Board Endorsement Sheet submitted to the Senior Staff during the previous meeting. 7.5 THE CALLDOWN FOR CADET STAFF: Cadet Staff submit the same information as basic cadets in their calldown. However, Cadet Staff (including officers) submit their calldowns to the Cadet First Sergeant directly. The Element leaders include their element member s calldown information with their own. The Cadet First Sergeant, organizes the calldown information, and submits it to the Cadet Commander no later than 2359 Monday. A copy of the weekly calldown is also to be sent to ALL of the Cadet Staff. The squadron calldown should be sent to the Senior Staff no later than 2359 Tuesday.

17 Section 8 Customs and Courtesies 8.1 All Squadron members will observe military customs and courtesies as described in CAPP Basic cadets will stand or sit at attention when addressing or being addressed by a staff member or visiting speaker. 8.3 When offering information, or asking a question during a class, cadets must stand. 8.4 When an officer walks into a room the first cadet to see the officer calls the room to attention. The cadets will remain at attention until instructed otherwise by the officer. If there is already an officer in the room, only call the room to attention if the entering officer is of a higher grade. Do not call the room to attention if there is a class in session. 8.5 FORMAL REPORTING: The policy is as follows: 1. Knock once at the door and await instructions to enter. 2. March in an orderly fashion, executing correct drill movements. 3. Stand three paces in front of the highest-ranking staff member. 4. Salute and state, Sir/Ma am/chief/sergeant, Cadet (your grade and last name) reporting as ordered. 5. Drop your salute after your salute is returned by the staff member to whom you are reporting. 6. When the meeting is concluded, take one-step back, salute, wait for the return salute, execute an appropriate facing movement, and exit.

18 SECTION 9 CAPF PURPOSE: To document either the correction of improper actions and behavior or outstanding actions beyond a cadet s call of duty. 9.2 TO BE USED BY: Any staff member. However, all sheets must always be approved by the squadron commander before being shown to the recipient. 9.3 DIRECTIONS FOR USE OF COUNSELING SHEET: 1. All boxes at top of page should be filled: Name of recipient cadet, date of incident. Checkmark should be placed in either the positive or negative box depending on the nature of the incident being addressed. 2. The Incident box should contain a description of the incident being addressed. 3. The Actions Taken box should contain a description of the actions taken by the staff member to either correct or praise the recipient as required by the incident. 4. The Recommendations to Cadet box should contain the actions required of the cadet recipient as well as relevant advice on how to execute them. 5. The staff member filing the sheet prints his name and grade. Then applies his signature in the appropriate area. 6. The staff member filing the sheet allows the cadet recipient to overview the sheet thoroughly. The recipient may ask questions related to the sheet, the filing staff member is obligated to answer them to the best of his ability. 7. Once the cadet reads and understands all information on the sheet, the cadet prints his name and grade, signing in the appropriate area. The recipient may circle either yes or no next to Disagree with any of the above:, but this is optional. 8. Cadet Commander or Squadron Commander will review all sheets. If he approves the sheet, he will then print his name and grade, applying his signature in the appropriate area. 9. Once the Cadet Commander or Squadron Commander has signed the sheet, it is placed in the recipient cadet s folder.

19 SECTION 10 Activities 10.1 SQUADRON WIDE ACTIVITIES: DeKalb County Cadet Squadron offers the opportunity to participate in many activities including leadership programs, air show security, and ES training exercises. More information on these activities may be announced at squadron meetings or can be found on the squadron calendar. Cadets will be informed of any paperwork for squadron activities NATIONAL CADET SPECIAL ACTIVITIES (NCSA): Civil Air Patrol offers the opportunity to participate in many activities throughout the county, including pilot training, ES training, occupational aerospace exploration. More information on these activities can be found on the nation CAP website. It is the responsibility of the cadet to discover and apply for these activities. Application to all national cadet special activities requires a completed CAPF 31. Make sure to follow the directions given with the application process. Squadron Command approval and signature must be obtained to participate in any of the NCSA events ENCAMPMENTS: Wing or region encampments are week-long leadership exercises preformed in controlled military environments. More information on these will be announced at squadron meeting and/or on the wing or squadron website. Application to all encampments requires a completed CAPF 31. Cadets MUST have the squadron Commander s signature on said form MANDATORY ACTIVIITIES: Activities in which participation is mandatory will be announced well in advance. Failure to attend MANDATORY ACTIVITIES will result in loss of one stripe, if unexcused (regardless of what the rank is, milestones are NOT exempt).

20 SECTION 11 Memory Work 11.1 Cadets are expected to satisfactorily memorize the following information before their first promotion: a. Squadron Chain Of Command b. DCCS Knowledge Sheet (Section 12) 11.2 Information on the current squadron chain-of-command will be supplied to cadets during cadet orientation Overall familiarization with the information contained in the DCCS SOP is required.

21 SECTION 12 DCCS Knowledge Sheet 12.1 Cadet Oath - I pledge to serve faithfully in the Civil Air Patrol Cadet Program, that I will attend meetings regularly, participate actively in unit activities, obey my officers, wear my uniform properly, and advance my education and training rapidly to prepare myself to be of service to my community, state, and nation Cadet Safety Pledge - As a Civil Air Patrol member, I pledge to promote an uncompromising safety environment for myself and others, and to prevent the loss of, or damage to Civil Air Patrol assets entrusted to me. I will perform all my activities in a professional and safe manner, and will hold myself accountable for my actions in all our missions for America Civil Air Patrol Founding Date - December 1, Definitions of Leadership 1. To repeat all calls from other posts. 5. To quit my post only when properly relieved. 6. To receive, obey, and pass on to the sentinel who relieves me all orders from the Commander, Officer of the Day, and all officers and non-commissioned officers of the guard. 7. To talk to no one except in the line of duty. 8. To give alarm in case of fire or disorder. 9. To call the sergeant of the guard in any case not covered in my instructions. 10. 22 SECTION 13 Emergency Services 13.1 FIELD TRAINING EXERCISES: As long as senior-member, qualified instructors, a minimum of 5 eligible trainees, and a suitable location are available; up to six FTXs per year will be organized by DCCS Staff PREQUISITE TESTING: Before a cadet may attend ES training exercises outside of regular squadron meetings, he must first pass the General Emergency Services Test (CAPT 116) found in the CAP Online Testing System, CAPT 117 also found in the CAP Online Testing System, and FEMA Online Training Courses IS 100 and IS 700 found in the training section of the FEMA website ES UNIFORM: Uniform for ES activities is BDU s/abu s unless otherwise posted ES EXERCISES CHAIN OF COMMAND: During ES training exercises, normal squadron chain of command does not apply. The Ground Team Leader (GTL) makes all command decisions; and is seconded by the Assistant Ground Team Leader (AGTL). All other members of the ground team (GT) report to the GTL, and in his absence, the AGTL. Nevertheless, complete respect should still be given to the normal authorities in the chain of command ES LEADERSHIP SELECTION CRITERIA: Whenever leadership positions need to filled during ES activities they will be filled by the following criteria: 1. Most qualified individual 2. Ranking staff member 13.6 SALUTING: There will be no saluting during ES training exercises or missions. However proper address and respect is still given to all staff members, officers, and NCOs SQUADRON ES NIGHT: Squadron ES night should contain at least one hour of ES oriented training. When possible, this training should cover tasks required for ground team qualification EMERGENCY SERVICES GEAR, 24 and 72 HOUR PACKS: Before any ES training exercise or mission, the staff will inform the attendees of which gear pack they need to bring as well as any additional gear required GTM QUALIFICATIONS and SQTRS: To attain any Ground Team Member Qualification, the appropriate SQTR worksheet must be completed online through the My Operations Qualifications area of eservices. Each task on a SQTR worksheet must be completed and approved by the Senior Emergency Services Officer to receive the qualification. To enter completed tasks online: enter the CAPID of the Senior Emergency Services Officer, along with the date. The task will be marked as pending until your Senior Emergency Services Officer approves it.

Ground and Urban Direction Finding Task Guide Signal Mirror Whistle Copy of SQTR sheet for next qualification, if applicable Hour Pack: In ES staff approved Gear Pack First Aid Kit: - stored in zip-lock bag or other waterproof container, recommended that it consists of the following: o Any personal medication your GTL should know what you have and where you carry it o Antiseptic cleansing pads o Antiseptic ointment o 6 Band-Aids, various sizes o Moleskin, 2 X 4 o Roller bandage o Safety pins, large o gauze pads o 1 Triangular Bandage o Tape, first aid o Rubber surgical gloves two pair minimum Survival Kit, stored in zip-lock bag or other waterproof container, consisting of: o Orange/yellow safety vest o 2 Chemical Light Sticks, Green o 12 wooden, waterproofed matches o Match container, waterproof, with striking surface o 50 of paracord or 550 cord. o Duct tape, 5-10 feet o Leaf bag, large SAR equipment, stored in zip-lock bag or other waterproof container, consisting of: o Change of underwear and socks o Spare flashlight (penlight will do) o Tissue Paper

24 o Work Gloves, leather o Change for phone calls or cellular phone with good battery o Flagging Tape, 1 roll o Flashlight (with a red lens), o Spare batteries for flashlight. o Insect repellent o Lip balm, with sunscreen o Sunscreen lotion o Hand Sanitizer o 2 non-spoiling meals i.e. Spam, MRE... o 2 Condor Tactical Ponchos. Woodland or equivalent. o Coat for current weather, if necessary o 2 Canteens (1+ quart each) OR Hydration bladder or Camelback carrying at least 2 quarts of water. o Orienteering compass Compass should have a glow in the dark dial Hour Pack: In ES staff approved Gear Pack All Gear from the 24 Hour pack Sleeping bag - Temperature Appropriate Sleeping pad Waterproof bag containing: o Spare Uniform o Underwear and Socks (2 changes) 5 non-spoiling meals i.e. Spam, MRE Toilet Kit: o Toothbrush and Paste o Shaving Kit (if needed) o Deodorant o Small towel Small sewing kit with buttons 14.4 GTL gear: Protractor -- for map work. Map Case -- Large Zip-Loc bags can be used if necessary Pencil, with eraser Alcohol Pens or Erasable Markers, fine tip, at least 2 colors neither the color of your flashlight lens Some way to erase alcohol pens marks on the map case, such as alcohol swabs or a special alcohol pen eraser. A straightedge ruler, at least 6 long

25 SECTION 15 Cadet Orientation Flights (O-Flights) 15.1 O-FLIGHT FREQUENCY: As long as a CAP pilot qualified to fly O-flights, eligible cadet(s) are available, funding is available, and the weather permits flying, there will be at least one O-flight per week CADET O-FLIGHT AVAILABILITY: The Cadet Aerospace Officer is responsible for making sure cadet o-flight availability information is properly transmitted through the calldown and delivered to the senior staff as needed Requirements for O-Flights: Must have completed Aircraft Ground Handling and Wing Runner online courses PRIOR to O-Flight.

26 SECTION 16 Drill and Ceremonies 16.1 CADET STAFF: It is the responsibility of the Cadet Line Staff to ensure that basic cadets are taught drill movements correctly in accordance with AFMAN BASIC CADETS: It is the responsibility of the basic cadet to use AFMAN to makes sure he understands how to participate in drill correctly COLOR-GUARD AND DRILL TEAM: The creation and maintenance of a cadet color-guard and/or drill team is the decision of the current Squadron and Cadet Commander COLOR-GUARD AND DRILL TEAM REGULATION: Color-guard and drill teams will conform exclusively to regulation by making intense use of AFMAN , CAPM 39-1, and US ARMY FM 22-5 (as prescribed in paragraph of AFMAN for drilling under arms).

Distributes and delegates teaching duties to ELDR or FLLDR Flight Commander (FC): Duties consist of: Reports to the CC/CDC Responsible for their flight s appearance, professionalism, and personal development Submits personal calldown information to the 1SG no later than 2359 Monday night Uses the chain of command to relay information to include Senior Members. Mentors FLTSGTs and ELDRs Assists ELDRs mentor Flight members as needed Uses experience to teach flight members and improve the flight s performance Relays information to the CC/DC on the flights accomplishes, weak areas, problems, and issues that need to be reported up the chain of command Sets an outstanding example to all basic cadets 17.6 Cadet Deputy Commander (CDC): Duties consist of: Uses the chain of command to relay information to include Senior Members. Sets an outstanding example to all basic cadets Insures safety, professional, and equipment standards are met. Assists the CC Reports to the CC Can perform CC duties in absence of the CC Creates meeting schedules, at least a month in advance, and sends to the CC for approval. Performs administrative tasks for the CC as needed Oversees/Mentors FCs Manages cadet inspection records Manages position terms and recommends replacement and assignment of cadet staff members Manage squadron cadet award programs and research/negotiate other awards for the squadron and its members. Submits personal calldown information to the 1SG no later than 2359 Monday

29 17.7 Cadet Commander (CC): Duties consist of: Sets long-term goals for the squadron and establishes plans and procedures to accomplishes these goals in alignment with Squadron Commanders. Sets short-term (semi-weekly) training objectives and relays information to XO to work into weekly meeting schedule Holds subordinate staff members accountable for performance/results Mentors DC, 1SG, and assists DC in mentoring FCs Counsels with senior staff for guidance, candid feedback Seeks approval before embarking on the execution or preparation of any activity or project requiring resources, human, monetary, or otherwise Keeps senior staff informed of all developments within the squadron Commands squadron level cadet formations With appropriate guidance from senior staff, makes cadet staff assignments Promotes Core Values by setting a good example and overseeing consistent enforcement of standards Works with Squadron Command and keeps all staff informed at all times Support Staff: Subordinate Support Staff are to assist in fulfilling the duties of their OICs. Senior Support Staff oversee and mentor only. It is the responsibility of the cadet Support Staff to fulfill their duties regardless of the presence of Senior Support Staff. However, Cadet staff must keep Senior Staff informed of directives and relevant duties, a team effort by all Executive Officer (XO): Duties consist of: Responsible for Support Staff s appearance, professionalism, and personal development Oversees Support Staff during weekly meetings Ensures all duties of the Support Staff are completed properly Responsible for the actions of the support staff Reports to the CC Work with Senior Command staff Mentors Support Staff Keeps the CC apprised of the Support Staff s work Should always have a plan for every meeting and activity Manages Squadron Calendar as outlined in Section Cadet Operations Officer (OO): Duties consist of: Responsible for Operations Staff s (if any) appearance, professionalism, and personal development Scouts and investigates possible squadron fundraising events Scouts and investigates possible squadron activities Reports to the XO and Senior Command Works closely with all the support staff to organize activities.
