1 University of Louisiana at Lafayette 2012 ANNUAL SECURITY & FIRE REPORT The safety and well-being of the students, faculty, staff, and visitors are a priority here at the University of Louisiana at Lafayette. Through the assistance of several other University departments, every effort is made to better serve the University community and provide a safe environment in which the mission of the University may be attained. However, a truly safe campus can only be achieved through the cooperation of all students, faculty, and staff. This guide is a part of our effort to ensure this collaborative endeavor is successful. We hope you will read it carefully and use this information to help foster a safe environment for yourself and others on the University campus. Joey Sturm Chief

2 UL LAFAYETTE POLICE DEPARTMENT Reporting Crimes or Emergencies The UL Lafayette Police is a team of professionals working to provide a safe environment in which the educational mission of the University can be fully realized. The UL Lafayette Police is service-oriented and tailored to meet the needs of a large progressive institution. The department provides police services such as police patrol, taking of crime/offense reports, criminal investigations, traffic supervision, emergency first aid, the maintenance of public order, and other related services. The department s ability to function as an independent law enforcement agency enables it to provide assistance while still maintaining the autonomy of the University. The UL Lafayette Police provides a 24-hour-a-day patrol protection to the campus and its satellite facilities. Officers are vested with full law enforcement powers and responsibilities of any law enforcement officer of the state on property owned or operated by the University, including adjacent streets. Title 17 Section 1805 (A) of the Louisiana Revised Statutes grants police powers to university officers. In addition, this law grants officers the authorization to carry concealed weapons, powers of arrest on and off campus, jurisdictional boundaries, and authorization for the investigation of crimes occurring within ones jurisdiction to include the entire state. Officers must successfully complete a minimum of 320 hours of basic law enforcement training at a Louisiana Peace Officers Standards and Training (POST) approved academy. In addition, officers also receive advanced training in areas of criminal investigation, firearms, OWI detection, defense tactics, legal updates, narcotics, forensics, etc. The UL Lafayette Police has an excellent working relationship with all local, state, and federal law enforcement agencies. The department is part of a parishwide emergency preparedness response team and responds when requested by other agencies. The UL Lafayette Police is located in Bittle Hall on the UL Lafayette, 210 Hebrard Boulevard. The department is open 24 hours a day and is staffed by commissioned police officers. Students have 24 hour access to emergency phone lines to UL Lafayette Police as well as 911. If you are the victim of a crime, involved in an emergency, a witness to an incident, and/or in need of assistance, contact the UL Lafayette Police on an on-campus phone by dialing To contact the UL Lafayette Police on an off-campus line dial (long distance code is 337 ). Safety Programs The UL Lafayette Police provides various programs and systems designed to enhance the safety and well-being of the University community. Code Blue Emergency Call System The UL Lafayette Police operates six emergency telephones installed at various locations throughout the campus. Three of the emergency telephones, referred to as Code Blue Stations, are located on the main campus, two are located at Cajun Field near the commuter parking area, and one is located at Sorority Row. The Code Blue Stations are easily recognizable by a tall blue pole with a light at the top. When the user pushes the easily accessible emergency button, the phone automatically dials the number and direct contact is made with the UL Lafayette Police. A blue strobe light is activated and an officer is dispatched to the location.

3 The Code Blue System provides the opportunity for immediate contact with police officers. Our hope is that the system provides a feeling of security to all who walk the University campus. Crime Prevention Programs The UL Lafayette Police works in conjunction with Freshman Orientation to disseminate information about the duties and responsibilities of the UL Lafayette Police as well as security and safety tips. Each semester, the UL Lafayette Police, the of Student Personnel, and the Housing present crime prevention and awareness programs. In addition, crime prevention and alert programs are presented to different departments on a continual basis. The Student Government Association and the Residence Hall Association present guest lectures and demonstrations on current topics and trends relevant to crime prevention for students and employees. The Married Housing Association has also set up and organized a Neighborhood Watch Program as well as worked in conjunction with the UL Lafayette Police in conducting programs on crime prevention, security and safety tips, and bicycle safety for their residents on a regular basis. In addition, the department also offers a women s hands on self-defense class. Police Bike Patrol UL Lafayette Police utilizes a Bike Patrol to supplement vehicle and foot patrol as part of its overall effort to make the campus safe. The Bike Patrol enables officers to cover more of an area and at the same time allows for quick response should the need arise. Officers are also better able to converse with students, faculty, and staff when utilizing bike patrol TIP: Crime Stoppers Tips Line The UL Lafayette Police operates an anonymous Crime Stoppers Tips Line to assist the department and the community in the prevention and solving of crime. Members of the community are encouraged to report any information regarding crimes that may or have occurred by dialing 482-2TIP or 2-2TIP and follow the instructions given. All callers will remain anonymous. On-Call Response Team In addition to on-duty police officers, the University has an on-call response team consisting of the Vice President of Student Affairs, Dean of Students, Chief of Police, Student Personnel staff, Counseling and Testing staff, and additional police personnel. In most cases, this team can be assembled from initial contact. In cases of physical plant problems, there are standby personnel available for call-out by the UL Lafayette Police.

4 Crime The UL Lafayette Police makes every effort to inform the University community of crimes and issues of security and safety. All campus crimes are reported weekly to the department web page, as well as issues relevant to the campus community. Additionally, the UL Lafayette Police reports its monthly crime statistics to the University of Louisiana System and the FBI Uniform Crime Report. The publication of these reported crimes allow for all students and others in the University community to be a better informed community. By making everyone more aware of crimes, it is believed that each person can help prevent and /or avoid the incidence of crime on campus. Formal press releases are issued often to address serious incidents or to educate the University community concerning relevant issues. of crimes reported to the UL Lafayette Police are cited at the end of this guide by category and year. Box 40794, Lafayette, LA or web page address Memorandum of Understanding The University recognizes that laws and rules are necessary for society to function and supports the enforcement of law by governmental agencies and rules by officials of the University. All persons on the campus are subject to these laws and rules at all times. All law enforcement agencies are expected to check in with the UL Lafayette Police when on campus to investigate further an investigation they are working on for their respective jurisdiction. Additionally, all law enforcement agencies with concurrent jurisdiction recognize that the UL Lafayette Police is the primary law enforcement unit to handle any crime that occurs on the campus. The UL Lafayette Police enjoys an especially good relationship with the Lafayette Police and the Lafayette Parish Sheriff s Office as well as with the St. Martin Parish Sheriff s Office (Cade Farm) and the Iberia Parish Sheriff s Office (New Iberia Research Center). The primary agency designation exists and is described in a memorandum of understanding (MOU) between UL Lafayette Police and the aforementioned agencies. UL Lafayette Police is responsible for all crimes occurring on the campus to include our public property areas for reporting of Clery and FBI Uniform Crime Reporting (UCR). Any Clery crime coming to the attention of another agency shall be turned over to the agency with primary jurisdiction on the campus to include the University s public property areas, to wit: UL Lafayette Police. In addition, the Lafayette Police also provides annually, UCR statistics for the campus in a one mile radius. The UL Lafayette Police also receives daily a crime report from the Lafayette Police that includes a one mile radius surrounding the campus. This aids the department in generating timely notifications to the University community concerning crimes that occur within the City of Lafayette within a one mile radius of the campus. Each agency notifies each other in the event of a major crime via telephone, two way radio or in person. In addition, the UL Lafayette Police and the Lafayette Police participate in an additional MOU that governs a partnership between both agencies titled CUSP City and University Safety Program whereby each agency assigns and officer to a single patrol vehicle to provide patrol, safety programs,

5 intelligence gathering and operational support for the areas surrounding the campus where students reside and/or socialize, but not on the campus. Off- Organizations & Functions Any time any law enforcement agency has to respond to an off-campus student organization, the UL Lafayette Police is contacted. This is a result of a mutual agreement between those agencies and the University. On- Student Housing The University s on-campus student housing program is designed to promote a safe and secure environment for all residents. Full-time Area Coordinators oversee all residence halls and provide professional assistance and guidance. The Area Coordinators reside in various halls for direct interaction with the students and staff. All University residence halls are staffed with Hall Directors and student residence hall counselors to assist students and maintain order. During the daytime hours, the lobbies of the residence halls are open for general student use. In the evenings, residence hall staff oversee activities in the residence halls. For added safety and security, all doors to the female residence halls are locked from 11PM to 8AM and an assigned night hostess monitors the residence hall during these hours. Males are only allowed in the lobby areas of female residence halls except during Open House Hours. During Open House hours, male visitors area allowed in female residence halls and female visitors are allowed in male residence halls and are required to sign in. UL Lafayette Police officers routinely walk all residence hall areas in late evenings and night hours to prevent loitering and noise. Foot patrol is added to the female residence halls during specific evening hours. During the evening hours until 12 midnight, students have access to a shuttle service which is sponsored in part by the Student Government Association. This shuttle service offers transportation from designated pick-up stations to areas of campus such as the library, computer center, art building, and residence hall areas. Anyone witnessing or having knowledge of a crime in or around the residence hall(s) is encouraged to report this information to the UL Lafayette Police.

6 Illegal Drugs & Weapons Policy The entire campus is considered a Drug Free Zone and a Gun Free Zone as outlined in Title 40 Section and Title 14 Section 95.2 of the Louisiana Revised Statutes. The University does not condone the possession, use, and/or distribution of marijuana, LSD, or other hallucinogenic substances, narcotics, or drug paraphernalia by anyone. Any individual known to be in possession, using, or distributing such drugs is subject to University disciplinary action, arrest, imprisonment, or fine according to state law. The University prohibits the use or possession of firearms while on campus. Anyone in violation is subject to disciplinary action and/or arrest according to state law. Alcoholic Beverages Drug & Alcohol Abuse Policy/Programs The University of Louisiana at Lafayette seeks to encourage and sustain an academic environment that both respects individual freedom and promotes the health, safety, and welfare of all members of the community. In keeping with these objectives, the University has established a policy and guidelines governing the possession, sale, and consumption of alcoholic beverages on the University campus, and conforming to the laws of Louisiana. Box 44010, Lafayette, LA Policy On Sexual Assault Introduction: Colleges and universities play an important educational and administrative roles in addressing the nation-wide problem of sexual offenses. The University of Louisiana at Lafayette has consistently followed its Code of Student Conduct and official University policies including state law in responding to such violations. In compliance with federal and state regulations of 1993, the University now extends this formal policy regarding sexual offenses. This policy also outlines the University s services and programs offering education and treatment with regard to sexual offenses. The following policy on sexual offenses is directed to all levels of the University s community, including students, faculty, administrators, and all other staff members. The University believes that sexual offenses of any nature must be addressed fairly, systematically, and within due process of the law. This policy outlines the University s response to sexual offenses from philosophy, to education, prevention, treatment and sanctions. Philosophy: Every student at the University deserves the best possible opportunity to achieve academic excellence and enjoy a quality campus environment in which to develop and mature. In addition, every reasonable effort must be made to assure the safety and welfare of all members of the campus community. The University of Louisiana at Lafayette promotes a safe and healthy environment, provides to all campus members the opportunity to make significant contributions in life, educates the community with regard to sexual offenses, and promotes the concept of individual responsibility for such offenses. The University sets its goals in response to the realization that sexual assault and sexual offenses are a threat to the mission of an institution of higher education.

7 Sex Offenders Registry In accordance to the Sex Crimes Prevention Act of 2000, which amends the Jacob Wetterling Crimes Against Children and Sexually Violent Offender Registration Act, the Jeanne Clery Act and the Family Educational Rights and Privacy Act of 1974, The University of Louisiana at Lafayette Police is providing a link to the Louisiana State Police Sex Offender Registry. This act requires institutions of higher education to issue a statement advising the campus community where law enforcement information provided by a State concerning registered sex offenders may be obtained. It also requires sex offenders already required to register in a State to provide notice of each institution of higher education in that State at which the person is employed, carries a vocation, or is a student. Any person who uses information contained in or accessed through the Louisiana State Police Sex Offender and Child Predator RegistryWebsite to threaten, intimidate, or harass any individual, including registrants or family members, or who otherwise misuses this information, may be subject to criminal prosecution or civil liability. The Louisiana State Police is responsible for maintaining this registry. Follow the link below to access the Louisiana State Police website. Policy On Missing Persons If a member of the University community has reason to believe that a student who resides in on-campus housing is missing, he or she should immediately notify UL Lafayette Police at UL Lafayette Police will generate a missing person report and initiate an investigation. In addition to registering a general emergency contact, students residing in on-campus housing have the option to identify confidentially an individual to be contacted by the University in the event the student is determined to be missing for more than 24 hours. If a student has identified such an individual, the University will notify that individual no later than 24 hours after the student is determined to be missing. A student who wishes to identify a confidential contact can do so through the UL Lafayette Housing web site. A student s confidential contact information will be accessible only by authorized campus officials and law enforcement in the course of the investigation. After investigating a missing person report, should the UL Lafayette Police determine that the student has been missing for 24 hours, the UL Lafayette Police will notify the student s emergency contact no later than 24 hours after the student is determined to be missing. If the missing student is under the age of 18 and is not an emancipated individual, the University will notify the student s parent or legal guardian immediately after the UL Lafayette Police has determined that the student has been missing for 24 hours. Definitions Sexual Assault: attempted or actual unwanted sexual activity. Sexual Offense: any sexual act directly against another person, forcibly and/or against that person s will, or any sexual act not forcibly or against the person s will but where the victim is incapable of giving consent.

8 Programs and Services Education, Prevention, and Treatment: The University of Louisiana at Lafayette recognizes its responsibility to educate the campus community about the problems associated with sexual offenses. The University offers various educational programs in a range of settings on a regularly scheduled basis. The Counseling and Testing Center and the UL Lafayette Police provide instructional group programs dealing with the issues of sexual assault. Student Health Services also extends such programs, both for group and individual education. Residence hall staff members, under the supervision of the of Student Personnel, educate through both group programs and one-onone interaction in the residence halls. The UL Lafayette Police maintains a 24-hour safety watch on campus. Along with periodic bike patrol and foot patrol of all areas of the campus including the female residence hall areas; every attempt is made toward crime prevention. In addition to those services, the UL Lafayette Police provides a Shuttle Service around campus to enhance security. With the addition of the Code Blue System, a campus-wide emergency call box system that allows students to make direct contact with the UL Lafayette Police from numerous locations, the University commits itself to the prevention of sexual offense crimes. Procedures: Rape is a serious crime, a felony offense under Section 14:42 of the Louisiana Revised Statutes. When an alleged rape or sexual offense occurs on campus, the University urges students to contact UL Lafayette Police to report the incident to either a police officer or the Student Personnel Dean on Call. If the offense occurs off campus, students may still contact a Personnel Dean who will assist in contacting the appropriate outside agencies. The University Personnel Dean, when contacted, will assist the victim throughout the entire process, offering support and providing any help related to the victim s recovery and any administrative aid in relation to class attendance or withdrawal from the University and changes in academic and living situations if reasonably possible. The University s first concern is for the victim to receive proper medical attention. It is important that the victim not bathe, shower, douche, or change clothes before seeking medical attention. The treatment for rape may require an examination at a designated hospital, testing for any sexually transmitted diseases, medication to prevent pregnancy, and documenting evidence so the student can decide whether or not to pursue prosecution. It is a personal decision whether the victim chooses to pursue criminal charges for rape or sexual assault, but the University strongly encourages victims to do so. If students decide not to report a sexual offense crime, they are encouraged to call or have a friend call the police, the Sexual Abuse Response Center, or the Dean of Students Office and report the crime anonymously. Whether the offense is reported or prosecution is pursued, the victim should consult a trained counselor for help in dealing with the emotional aftermath of a rape. Counselors are available at the Counseling and Testing Center on campus. Student Health Services and the Sexual Abuse Response Center also offer counseling assistance. Talking with a counselor or psychologist in no way compels a victim to take any further action. Sanctions: Sanctions for students will be imposed under the guidance of the Office of the Vice President of Student Affairs and in accordance with the University Code of Student Conduct and Appeals Procedures. Sanctions applying to faculty and staff will be in accordance with University policies and procedures for faculty and staff. A victim may choose to pursue action through the University disciplinary system if the offense was committed by another student. The Office of the Dean of Students is available to advise victims of their rights under the Code of Student Conduct and Appeals Procedures. The University encourages students to report their experience to the Dean of Students Office, even if they choose not to pursue disciplinary action.

9 For more information or assistance, please contact: UL Lafayette Police Counseling & Testing Student Personnel Dean of Students Office Sexual Abuse Response Center Student Health Services Timely Warnings In the event that a situation arises, either on or off campus, that, in the judgment of the Chief of University Police, constitutes an ongoing or continuing threat, a campus wide timely warning will be issued. The warning will be issued through the university system to students, faculty and staff. Depending on the particular circumstances of the crime, especially in all situations that could pose an immediate threat to the community and individuals, the UL Lafayette Police may also post the warning on the University Police website at: providing the university community with more immediate notification. Anyone with information warranting a timely warning should report the circumstances to the UL Lafayette Police, by phone ( ) or in person at the police department located at 210 Hebrard Blvd, Lafayette, La. Policy Statement Addressing Limited Voluntary Confidential Reporting The UL Lafayette Police encourages anyone who is the victim or witness to any crime to promptly report the incident to the police. Because police reports are public records under state law, the UL Lafayette Police cannot hold reports of crime in confidence. Confidential reports for purposes of inclusion in the annual disclosure of crime statistics can generally be made to other UL Lafayette campus security authorities. Confidential reports of crime may also be made to the UL Lafayette TIPS Hotline at 482- TIPS. Policy Statement Addressing the Encouragement of Accurate and Prompt Crime Reporting Community members, students, faculty, staff, and guests are encouraged to report all crimes and public safety related incidents to the UL Lafayette Police (ULPD) in a timely manner. This publication focuses on ULPD because it patrols all UL Lafayette properties. To report a crime or an emergency on the UL Lafayette campus, call ULPD at extension or, from outside the University phone system, To report a nonemergency security or public safety related matter, call ULPD at extension or, from outside the University phone system,

10 Policy Statement Addressing Counselors and Confidential Crime Reporting (For Institutions With Confidential Reporting Procedures) As a result of the negotiated rulemaking process which followed the signing into law, the 1998 amendments to 20 U.S.C. Section 1092 (f), clarification was given to those considered to be campus security authorities. Pastoral Counselors and Professional Counselors, when acting as such, are not considered to be a campus security authority and are not required to report crimes for inclusion into the annual disclosure of crime statistics. As a matter of policy, they are encouraged, if and when they deem it appropriate, to inform persons being counseled of the procedures to report crimes on a voluntary basis for inclusion into the annual crime statistics. The rulemaking committee defines counselors as: Pastoral Counselor An employee of an institution who is associated with a religious order or denomination, recognized by that religious order or denomination as someone who provides confidential counseling and who is functioning within the scope of that recognition as a pastoral counselor. Professional Counselor An employee of an institution whose official responsibilities include providing psychological counseling to members of the institution s community and who is functioning within the scope of his or her license or certification. Policy Statement Addressing Disclosures to Alleged Victims of Crimes of Violence or Non-forcible Sex Offenses University of Louisiana at Lafayette will, upon written request, disclose to the alleged victim of a crime of violence, or a non-forcible sex offense, the results of any disciplinary hearing conducted by the college against the student who is the alleged perpetrator of the crime or offense. If the alleged victim is deceased as a result of the crime or offense, University of Louisiana at Lafayette will provide the results of the disciplinary hearing to the victim s next of kin, if so requested. University Emergency Preparedness The University of Louisiana at Lafayette primarily resides within the City and Parish of Lafayette, Louisiana. As such, the university must abide by and is protected for emergencies by the policies and regulations set forth in the City and Parish of Lafayette, Louisiana Emergency Operations Plan administered by the Lafayette Office of Emergency Preparedness (OEP). However, the university must be prepared for specific emergencies that may occur within the campus. University Police and administrators attend OEP meetings and receive specialized training on emergency preparedness. Additional preparations have been previously adopted by University Police. These documents are called Procedural Orders and exist for situations such as fires, proximity threats, terrorism, bomb emergencies and threats, suspicious packages, unusual occurrences, disasters, civil disturbances, mass arrests, etc. These Procedural Orders and other University Police policies are updated regularly.

11 All Hazard Emergency Operations Plan 1.1 Purpose The University of Louisiana Lafayette (UL Lafayette) Emergency Operations Plan (EOP) establishes University policies, methodology, responsibilities and operations designed to effectively and efficiently leverage the human capital and resources of the University. The primary objectives of the EOP are: protect health and safety of people in the threatened or impacted area contain and control emergency incidents minimize damage to University property, facilities, research, and the environment minimize disruption of University activities and operations resume normal University activities and operations in a timely manner 1.2 Scope The UL Lafayette EOP provides the framework for the coordination and delivery of preparedness, response, recovery, and mitigation assistance to students, visitors, and employees threatened or impacted by a large scale emergency or disaster situation affecting UL Lafayette. The EOP was developed and is maintained through collaboration with University stakeholders as well as public, private, non-government, and volunteers with assigned responsibilities and recognized in the plan. The EOP takes an all-hazards approach to natural and human caused incidents that include but are not limited to those listed in section 2.2. It is scalable by design to afford maximum flexibility to University officials, decision-makers, and local and state partners. In that this plan addresses preparedness, response, recovery and mitigation activities, it is at all times activated and relevant. Activities and tasks, including those assigned in the functional annexes that are part of this EOP, needed in response to an incident will be activated and directed by the University President, Emergency Management Executive Group (EMEG) or appropriate individual(s) as designated in succession of authority. The EOP is applicable to all departments, agencies or organizations that provide assistance or conduct operations in the context of actual or potential incidents that may impact the UL Lafayette. Emergency Notification Systems The University has developed a robust system of notifying its employees and students in the event of an emergency. The system or ENS was developed with the following guidance: It must be able to be used, in whole or in part, for every kind of emergency. It must be very simple for University Police to deploy, leaving precious time for Police Officers to respond to the actual emergency. It must contain overlapping technologies. This is because no one technology can ensure that all persons receive the emergency notification all of the time. This also allows for backup notification methods, should primary methods fail. The following is an excerpt from training material provided to University employees with regarding to the ENS:

12 Emergency Notification System (ENS) and Your ENS Radio ENS Overview The University ENS is designed to be deployed for many types of University emergencies. Depending on the exact emergency, some or all parts of the ENS may be used. The University ENS is based on a two-part concept. ALERT and INFORM. We ALERT our employees and students by two methods: al Radios: During deployment of the ENS, these radios will provide a horn-like sound and a voice message stating, There is a Local Area Emergency occurring on the UL Lafayette campus. Please dial extension or for more information. Text Messaging Service (Mobile ): Employee and student cell phones that are registered with Mobile will receive a similar emergency message. Become INFORMED after you have been alerted by either: Hotline: Dial extension and listen to the emergency message. Note that your call may initiate midway through the recorded message, but this message will repeat at least 5 times for you. University Website: The normal University webpage will be replaced with a simple text page that provides the exact same message that can be heard over the University hotline. Text Message Service (Mobile ): The text message provided during the alert stage also informs you of the emergency. Special Notes This system is not designed to be a press release. Rather, this is only designed to get people out of immediate danger. Once responders have control over the emergency, a Public Information Officer (PIO) will provide more information. As the recipient of the emergency radio, once you hear the alert, you are responsible for obtaining the correct information about the emergency and spreading this information, via telephone, word of mouth, etc. throughout your department. The radio is only a receiver, not a transmitter. If you need to initiate an emergency, contact University Police by dialing 911 or You may hear additional alerts on your radio such as Flash Flood Warning, Tornado Warning, etc. For these, tune into local media outlets for more information and act accordingly. When your radio alerts you of a Local Area Emergency, visit the campus hotline and/or website immediately. During ENS activation, you or people calling you that are placed on hold of the campus telephone system will hear the emergency message as well. Share the information on this sheet with many of your colleagues so they can help you respond to any alerts. The University may use only portions of its ENS for certain types of emergencies. For example, during Hurricane Preparedness (see below), the University may only utilize the campus hotline. However, during an active shooter emergency, the University may utilize all components of the ENS.

13 Hurricane Preparedness Plan The University has adopted a formal plan that will help prepare the campus and its employees for a Hurricane or Tropical Storm. Responsibility for implementing and updating this plan is with the EH&S Director. The UL Lafayette Hurricane Preparedness plan is based on the following information: A Contact lists shall be maintained and updated by EH&S Director. This list includes all University personnel included in preparing for and recovering from a storm. The EH& S Director shall monitor all storms using data from the National Hurricane Center. When Lafayette Parish is within the 5-day potential track of a named storm, the University s shall initiate its Phase I plans. The potential track of the storm will be identified using National Hurricane Center data and includes all potential errors. Specific Phase I plans are identified for each department in the Contact List. Further, all persons within the contact list are aware of all University Phase I plans, which avoids confusion and expedites overall planning. When Lafayette Parish is within the 2-day potential track of a named storm, the University s shall initiate its Phase II plans. An administrative meeting shall be scheduled when the University reaches Phase II status. Discussion of possible school closure will be included in this meeting. Specific Phase II plans are identified for each department in the Contact List. Further, all persons within the contact list are aware of all University Phase II plans, which avoids confusion and expedites overall planning. When the Louisiana Office of Homeland Security and Emergency Preparedness have designated Lafayette Parish under a mandatory evacuation, the University will execute its Phase III plans. The President (or his designee) shall determine any school closures. In some instances, Parish wide evacuation may be necessary. The University shall work closely with the Lafayette Office of Homeland Security and Emergency Preparedness in making any evacuation plans. Emergency Response to Communicable Illnesses The University has adopted formal plans to prepare for and respond to communicable illness incidents on campus. These include a plan for SARS, Meningococcus Meningitis, Tuberculosis, etc. These plans include the identification of an emergency response team, assignment of responsibilities, regular in-service training for essential personnel, communication protocols, and documentation. These plans also provide input, direction, and support from the DHH Office of Public Health and CDC, where applicable. Pandemic Flu Plan In response to directives from the American College Health Association and the Center for Disease Control, the University has developed an extensive plan for responding to pandemic flu. The plan focuses on the following objectives: Monitoring And Surveillance: University emergency response personnel will track any worldwide status in the pandemic. Essential Personnel: The University has determined critical personnel who may be needed at every stage of its plan implementation. Mission Critical Functions: The University has identified operations and logistics that must continue, in whole or in part, during all stages of this plan implementation. Establish Roles/Responsibilities: The University has matched essential personnel with mission critical functions to establish standard operating procedures for all

14 facets of the University during all stages of the pandemic Communication: The University has identified efficient ways to utilize its communications infrastructure during all phases of the pandemic. Student Care: During school closure, a small percentage of students may have no place to go. Consequently, the University has prepared for identifying these students and addressing their needs. Continuance Of Research: The University supports plans for research activities that cannot cease for extended periods of time. Education: The University has developed plans to educate and train its entire community on awareness of the pandemic, sickness prevention, well health, and the implementation of the pandemic plan The central leadership for the University s pandemic plan resides with the Dean of Students, the University Staff Physician, and the EH&S Director. In keeping with the plan objectives, the University has delegated all responsibilities to six (6) response teams: Academic Affairs Team: Responsible for coordinating activities related to the classroom as they relate to the plan Administrative Team: Responsible for ensuring business continuity within the University during all phases of the plan. Research Team: Responsible for addressing the needs of University researchers, specifically those involved in physical and biological science research activities, during all phases of the plan Student Affairs Team: Responsible for meeting the needs of our students outside of the classroom. Communications Team: Responsible for coordinating all forms of communication between the response team, the University administration, students, and the public during all phases of the plan. Legal Team: Responsible for minimizing, in so far as possible, the University s liability while implementing this plan. In order to accomplish its objectives, the University has developed a four-phased model that will identify the various execution triggers for the pandemic plan: Phase I, General Readiness: During normal times, the University shall remain engaged at this stage. During phase I, there are no confirmed cases of pandemic flu at the University; but there may be one or more confirmed cases of pandemic flu in the United States or worldwide. The University focuses its planning toward education during phase I. Regular training is provided to all University employees. The University s website maintains general educational information regarding pandemic flu to the public. Phase II, Heightened Readiness: At Phase II, the University learns that one or more cases of pandemic flu have entered the region, the parish, and/or the UL Lafayette campus. Travel restrictions may be imposed at the Federal and/or State level. However, the University remains open to all students and employees. The University begins working very closely with CDC and OPH to determine the extent of the pandemic and its possible ramifications. All pandemic teams turn their focus toward preparing for a possible school closure. Supplies are stockpiled and essential personnel are notified of a possible school closure. Employees are encouraged to prepare their personal families and implement Non-Pharmaceutical Interventions (NPIs) such as: o Social Distancing: Staying at least 3 feet from other persons o Isolation: of persons who are sick o Quarantine: of persons who may be sick or exposed to those who are sick Phase III, School Closure: At Phase III, pandemic flu has become widespread in our region. Under direction from CDC and OPH, the University must close and suspend all classes and other activities. The length of the closure depends on the severity of the pandemic, but the University is preparing for between 2 and 6 weeks. buildings

15 will be locked down and severely limited to access for all persons. Students and employees will be sent home. University research is strongly discouraged and allowed only on a pre-planned approved basis. All faculty and staff except essential personnel assigned to the emergency response team are sent home until further notice. Daily updates of information will be available on the University s website and campus hotline. The student affairs team turns their attention to addressing the needs of students who must remain on campus such as: 1. Those who are too sick to travel and cannot leave the University 2. Those who may be sick and must be quarantined 3. International students living on campus who are bound by travel restrictions. Phase IV, School Re-Opening: At Phase IV, CDC and OPH have determined that the number of pandemic cases has dwindled to a safe measure and it is safe for people to congregate again. As such, the University re-opens, classes re-convene, and business is returned to normal. However, employees and students who are sick, or who might be sick, will be encouraged to stay home until they are determined not to be contagious. It is not uncommon for subsequent waves of the pandemic to re-form. As such, the University will likely re-open at Phase II and be ready to re-close if a subsequent pandemic wave is strong enough to call for it.
