2 PRESIDENT TRUMP ISSUES VETERANS DAY PROCLAMATION By the President of the United States of America A Proclamation Our veterans represent the very best of America. They have bravely answered the call to serve in the finest military force in the world, and they have earned the dignity that comes with wearing the uniform and defending our great flag. On Veterans Day, we honor all Americans who have served in the Army, Navy, Air Force, Marines, and Coast Guard, both in times of war and peace. For nearly 100 years, since the end of World War I, Veterans Day has given us a time to pay due respect to our veterans, who have passed the torch of liberty from one generation to the next. Part of paying our respect means recommitting to our Nation's sacred obligation to care for those who have protected the freedom we often take for granted. I have pledged to provide our service members with the best equipment, resources, and support in the world support that must continue after they return to civilian life as veterans. This is why veterans' healthcare is a top priority for my Administration. I have signed legislation that improves accountability at the Department of Veterans Affairs (VA) and provides additional funding for the Veterans Choice Program, which ensures veterans continue to receive care in their communities from providers they trust. I have also signed legislation to give veterans GI Bill education benefits for their lifetime, and legislation to fix the VA appeals process, to ensure veterans can access the resources they are rightly due. Additionally, this Veterans Day, more than 50 years from the beginning of the Vietnam War, I will be in Da Nang, Vietnam, with leaders of the Asia-Pacific Economic Cooperation forum. As we discuss ways to improve economic relationships between the United States and Asia in a country where Americans and Vietnamese once fought a war, we are compelled to recall and recognize the sacrifices of the more than 8 million Vietnam veterans who served here, beginning with those who arrived in the first American troop deployment in 1965 and ending with those who fought through the cease-fire of These men and women dedicated themselves, during one of the most challenging periods in our history, to promoting freedom across the globe. Many spent years away from their loved ones as they endured the burdens of battle and some experienced profound pain and anguish as their fellow warriors, more than 50,000 of them, lost their lives. Some of these heroes have yet to return home, as 1,253 of America's sons and daughters still remain missing. Along with our Vietnamese partners, however, we continue to work to account for them and to bring them home to American soil. We will not rest until that work is done. With respect for, and in recognition of, the contributions our service members have made to the cause of peace and freedom around the world, the Congress has provided (5 U.S.C. 6103(a)) that November 11 of each year shall be set aside as a legal public holiday to honor our Nation's veterans. As Commander in Chief of our heroic Armed Forces, I humbly thank our veterans and their families as we remember and honor their service and their sacrifice. NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, do hereby proclaim November 11, 2017, as Veterans Day. I encourage all Americans to recognize the fortitude and sacrifice of our veterans through public ceremonies and private thoughts and prayers. I call upon Federal, State, and local officials to display the flag of the United States and to participate in patriotic activities in their communities. I call on all Americans, including civic and fraternal organizations, places of worship, schools, and communities to support this day with commemorative expressions and programs. 3 VETERANS HONORED ON KWAJ, ROI U.S. Army Garrison-Kwajalein Atoll Command staff joined installation residents, Navy Seabees and distinguished visitors for the 2017 Veterans Day Ceremony on Kwajalein Nov. 11 at the Island Memorial Chapel. U.S. Embassy-Majuro Deputy Chief of Mission Katherine Reimondez highlighted the importance of paying tribute to and honoring America's service members. It was her first visit to USAG-KA since taking her current post at the embassy in Majuro in August. On her way to the Marshalls to take that post, she had stopped at Fort Logan National Cemetery in Denver to visit the grave of her father, who served in the WWII Pacific Theater in the Bismarck Archipelago, Solomon Islands and other areas. U.S. Army photos by Jordan Vinson As I looked at the seemingly endless rows of marble headstones and the many graves since my previous visit, it was a sobering reminder of the price that our service members pay and why Veterans deserve our utmost respect and gratitude for their service, Reimondez said. The upshot of those sacrifices? Democracy, said Reimondez. Our Declaration of Independence laid out certain ideals: inalienable and universal rights liberty and justice for all, she said. Our founding fathers believed those rights were well worth fighting for. And those same ideals have [required] great sacrifice and worthy service down through the years from the pioneers to those here today.... To all of you let me say thank you for your service. 4 The faces of the Marshallese Trade Fair: Vendors display wall hangings, organic foods, wuut headbands and woven mats for sale. MARSHALLESE TRADE FAIR CELEBRATES CULTURE Residents of U.S. Army Garrison-Kwajalein Atoll welcomed Marshallese artisans, farmers and vendors to Kwajalein for the 14th Annual Marshallese Trade Fair that took place in the MP Room Nov. 12 and 13. The event, sponsored by USAG-KA Command, is coordinated through the RMI Ministry of Natural Resources and Commerce. It encourages friendship and understanding between RMI citizens and their U.S. guests and promotes RMI products. According to USAG-KA RMI Relations Specialist Mike Sakaio, in keeping with the ministry s initiative of One Island, One Product, vendors from atolls within the RMI are encouraged to produce products representative of the uniqueness of that particular atoll. At this year's fair, besides vendors from Majuro, representatives from Kosrae and the atolls of Ebon, Namu and Maloelap were on hand to promote their products and crafts. USAG-KA residents purchased, checked out handicraft design trends and met their neighbors from other atolls. Outside the CRC, shoppers visited fish vendors to purchase tasty peppered tuna jerky and fresh mahi, yellowfin tuna and wahoo on ice. New foods and products were also available at the MP room from farms on Majuro and Kosrae. Organic coconut soaps and beauty products produced in the Marshall Islands sold fast. A healthful contingency from Ebon offered organic pulverized taro, breadfruit and banana with sweet coconut syrup, suitable for camping or mixing into desserts and main dishes. Central tables in the MP Room featured fresh limes and small, sweet yellow and green bananas. Every time I walk around the room I find something new and beautiful I didn t see before, said Kwaj resident Alicia Bammerlin. The small bananas are the best. They taste like strawberries. With atolls and island communities several hundred miles apart, meetings such as the Trade Fair feel less like shopping and more like two days of treasure hunting with newfound friends. USAG-KA Director of Host Nations Maj. Daniel Lacaria credits USAG-KA Host Nations Liaison Mike Sakaio with helping him understand the importance of the fair for the atoll communities. We had lots of Marshallese handicrafts and food available, but more importantly we had an opportunity to understand better the heritage, traditions and customs of the RMI, Lacaria said. At the fair, signs of that heritage were everywhere: The walls of the MP Room were 4 The Kwajalein Hourglass

5 festooned with decorations woven in traditional patterns dotted with polished brown cowrie shells. Families and friends flocked from bright kahiko shirts, to hand fans fringed in orange, blue and scarlet, to jewelry shot through with bands of shells and pearls. Being here is like, amazing, said one shopper with an arm wreathed in floral and shell headbands worn by Marshallese women. I just met these ladies today. We have a lot in common. We all work; we re all mothers. The saleswoman at the table smiled as a flowered headband tumbled off the head of the shopper s young daughter. It s called wuut, the saleswoman said to the girl. But you are so smart that this one is too small for you." She offered the girl a larger size. This is the second year that Kwajalein has hosted the Trade Fair event over two days. Following the fair on Kwajalein, vendors traveled to Ebeye for a similar fair. Our hope in hosting the Trade Fair is that it will aid in the larger goal of fostering and continuing a mutually beneficial relationship and increasing mutual understanding between our community and our Marshallese friends and neighbors said Lacaria An array of products available for sale at the Marshallese Trade Fair. 1. 6 CSM DEMOS FLAG FOR KWAJ GIRL SCOUTS KWAJ STUDENTS HONOR VETERANS U.S. Army photos by Jessica Dambruch Kwajalein Girl Scout Troop 801, troop leaders and parents visited U.S. Army Garrison-Kwajalein Atoll Command headquarters to receive a special briefing given by USAG-KA Command Sgt. Maj. Todd Shirley Nov. 9. The event introduced the scouts to the principles of flag folding procedure and etiquette used to display the flag of the United States. Shirley fired questions at the crowd to test their knowledge. Eager volunteers reported the meaning of the symbols and colors on the national flags of the U.S. and RMI. As the discussion continued, Shirley s questions got tougher. Many scouts learned new concepts: How to best treat a distressed and weathered flag no longer fit for display and the differences between a national flag and displayed colors. Who knows what this one is for? Shirley asked. He held aloft a band of crimson fringed in gold. This is the commander s flag, he said. My job is to protect it. Troop leaders and parents also asked about flags and fashion. Shirley said it is fine to wear flags printed on civilian clothing. It is not okay to wear an actual flag as a garment. Together the group discussed how to recognize what the varying display of the American flag means in different contexts. If you look at an airplane or a uniform, you ll see the flag flying backwards, Shirley said. That means the person or airplane wearing the insignia is always moving forward. It means we do not retreat. Now, who wants to learn to fold a flag? Hands shot into the air. In teams partners learned to execute the crisp flag folding procedure. Occasionally Shirley stepped in to guide the scouts through the exercise. Volunteers read aloud about what the steps in flag folding mean: Folds for life, for womanhood, for Veterans. The scouts watched as each team of their peers executed the task with greater precision and snapped the red white and blue banner into sharp geometry. Shirley helped one young Daisy Scout smooth and tuck the silk corners into an inflexible triangle of bright white stars. He placed the flag in her tiny hands. The room became very still. Shirley looked into the faces of the scouts. The nurses, doctors, mothers, scientists, artists, teachers and Soldiers of the future gazed back at him. I hope, one day, you all will have the chance to fold one of these, Shirley said. USAG-KA Command Sgt. Maj. Students from Misti French s fifth grade class at George Seitz Elementary School visited U.S. Army Garrison-Kwajalein Atoll Command headquarters to thank uniformed and Veteran service members for their commitment to preserving peace and U.S. national security Nov. 10. The George Seitz Elementary students arrived at a Command staff meeting with thank you cards, American flags and a hand-colored banner bearing the command seal of U.S. Army Garrison-Kwajalein Atoll. They delivered their tokens of appreciation and read poems they had composed in honor of veterans to those gathered. The visit to the command coincided with the class s current studies in American history and civic service. Even so, their teacher was humbled by how the students approached the work of thankfulness. I was so surprised, said French of the poetry writing. I did not ask the students to write poems. They wrote them on their own. Members of the audience were visibly moved by the display of patriotism and gratitude and applauded the class. Following the presentation USAG-KA Commander Col. James DeOre Jr. and Command Sgt. Maj. Todd Shirley collected the cards and the banner to keep at the Command headquarters building. Other banners made by the class were distributed throughout the island for Veterans in the community to see. In the afternoon following their USAG-KA visit, the class hosted a reception for Veteran and military parents and to honor their service, said French. Hearing stories from the Veterans made a big impression on the kids. "I realized that there is a lot more to being in the military and serving than war and using guns!" said one student. "Friday and last week changed my thinking of what a veteran is, said another student. It made me appreciate what they all have done even more!" 6 The Kwajalein Hourglass

10 WEEKLY WEATHER OUTLOOK WEATHER DISCUSSION: For the month of November we have received 4.33 inches of rainfall, or 81 percent of normal. We are slightly ahead of normal for the year. La Nina conditions are again present in the ocean and atmosphere late this year and predicted to extend into Q1 18. La Nina conditions trend to average precipitation at end of year going into a drier dry season with higher trade winds. Sea levels also rise as the higher easterly trade winds push water into the western Pacific. Our sea levels at Kwajalein and Majuro are already 4-feet above normal. Trade wind convergence within the ITCZ (Intertropical Convergence Zone) will case region of scattered shower coverage along 8N latitude from western Micronesia to east of the date line. No movement of this feature is expected for the next seven days. Expect continued periods of occasional showers with breaks in between, mostly along the southern atoll.
