1 Defense Institution Building PME Bi- Monthly Report Defense Education Enhancement Program (DEEP) Africa Military Education Program (AMEP) July- August EXECUTIVE SUMMARY DEEP launched a Master Instructor program in support of two Ukrainian Professional Military Education (PME) institutions, the National Defense University in Kiev in July, and the Ground Forces Academy, a pre- commissioning school, in L viv in August. Faculty from both schools worked with DEEP pedagogy Subject Matter Experts (SMEs) to create course goals and initial Master Instructor program lessons. DEEP will mentor and critique efforts to ensure Ukraine develops the capacity to deliver, without external support, a course that produces faculty who employ modern teaching methods. Working with Uzbek counterparts, DEEP launched another Master Instructor program in July in support of the Uzbekistan Armed Forces Academy, a staff- and war- college equivalent PME school. As part of a DEEP plan to support the development of a new leadership course for Kazakhstan s pre- commissioning Army Defense Institute (ADI), three ADI faculty members visited the U.S. Military Academy (USMA) at West Point, New York, in mid- July to observe the teaching of a summer session leadership course. The ADI faculty also observed and participated in a development workshop for new faculty. In mid- July, AMEP conducted a curriculum development workshop that addressed the joint operational planning and irregular warfare components of an asymmetric warfare course for the Benin Staff College. To complement what is already taught based on European military history, the Staff College faculty identified a requirement to use relevant case studies and staff rides based on local history (e.g. the Franco- Dahomean War, ). In a second July faculty workshop, an AMEP team introduced Benin Staff College faculty to pedagogical practices to support developing active learning strategies for their courses. Finally, AMEP conducted its first annual review for the Djibouti Military Academy s Physical Education (PE) curriculum development program. Highlights included: A semester- based plan has been created and approved by the designated PE Master Trainer PE test scores improved across all categories For the first time all first- year students graduated from Jump School The Military Academy set a new goal to be the military model for PE training for the entire Djiboutian Armed Forces. 1

2 The following summarizes the overall numbers of events executed during July and August 2017, as well as those planned over the next 4 months (September- December). Events Completed Number of Countries DEEP 6 4 AMEP 11 6 Events Planned Number of Countries DEEP 4 2 AMEP DEEP: RECENT EVENTS, MILESTONES & SENIOR LEVEL MEETINGS 6 events in 4 countries Georgia 4-7 July 2017, Gori Three SMEs from Joint Forces Staff College, Norfolk, VA, delivered a workshop on integrating on- line learning into the National Defense Academy s resident, pre- commissioning curriculum. The workshop addressed distance- learning methods, to include effectively integrating online tools into the teaching process. Kazakhstan (2 events) Faculty/ July, West Point, NY Three Kazakh Army Defense Institute (ADI) faculty members traveled to USMA, West Point, NY, to participate in a faculty development workshop focused on leadership. The workshop achieved its objectives of enabling the faculty to finalize their own Leadership Course curriculum and to generate their own ideas for faculty development approaches. They observed and participated in the new faculty development workshop run by USMA's Department of Behavioral Sciences and Leadership. They also observed faculty from the same department teach a summer session military leadership course. Special Operations Course # August, Astana Two SMEs from the Joint Special Operations University, Tampa, FL, delivered the second in a series of weeklong workshops to support of development of a 40- hour course on special operations for the KAZ NDU. This workshop marks the successful continuation of the development of this curriculum, which followed a hiatus due to lack of SME availability. 2

3 Ukraine (2 events) Master Instructor Workshop July, Kiev DEEP SMEs delivered the first of three Master Instructor Workshops to three senior NDU faculty members. NDU faculty and DEEP SMEs collaborated to create the program s course goals and one lesson. After NDU faculty created lesson plans in alignment with program and course goals, they presented and critiqued their plans using insights learned during the workshop. These lesson plans will form a part of the Faculty Development Course they create during the second workshop, when the Ukrainian faculty will prepare a four- day faculty development course they deliver to the DEEP faculty who will act as students. The DEEP Team will mentor and critique the course, with the goal of having the Ukrainian faculty leave with an actionable faculty development course for their PME institution. Master Instructor Workshop August, L viv Two SMEs delivered the first of three Master Instructor Workshops to three senior faculty members at the National Land Forces Academy. After being briefed on the workshop, the Acting Deputy Academy Commandant expressed strong support for the program. Each of the participants is eager to move forward with the program and take on the additional responsibility of mentoring and teaching their fellow faculty members at the Academy. The three faculty partners will create their own faculty development course prior to the next workshop, during which they will teach their course to the DEEP team. Uzbekistan Faculty Development Master Instructor Workshop 7-14 July, Tashkent Two SMEs from the U.S. Army Command and General Staff College delivered the first of three Master Instructor workshops for the Uzbek Armed Forces Academy. 3. DEEP: UPCOMING EVENTS 4 events in 2 countries over the next 4 months Kazakhstan (3 events) NDU Civil- Military Relations Pilot Course Observation Sept 2017, Astana Dr. Marybeth Ulrich, U.S. Army War College, the DEEP proponent for the Kazakh NDU Civil- Military Relations course, will travel to Astana to observe and provide feedback to the NDU faculty on their instruction of three pilot course lessons. NDU Special Operations Course Fall 2017 (exact dates TBD), Astana Two SMEs from Joint Special Operations University, Tampa, FL, will deliver the third of five workshops to develop a special operations course for the Kazakh NDU. 3

4 Army Defense Institute (ADI) 6-10 November, Almaty SMEs from USMA West Point, NY, will travel to ADI to observe and provide feedback on the teaching of the pilot version of a DEEP- supported leadership course. Ukraine Master Instructor Workshop October, Kiev Two SMEs will deliver the first of three Master Instructor Workshops for the pre- commissioning Military Institute of Taras Shevchenko University in Kiev. 4. AMEP: RECENT EVENTS AND MILESTONES 11 events in 6 countries and 1 milestone event Benin (2 events) 7-14 July, Cotonou Two SMEs from the Air Command and Staff College, Maxwell AFB, AL, delivered a curriculum development workshop on the joint operational planning and irregular warfare components of an AMEP- supported asymmetric warfare course for the Staff College. Currently the Staff College primarily teaches European military history. The workshop produced a Staff College decision to develop African relevant case studies and staff rides based on local history (e.g., the Franco- Dahomean War, ). Faculty Development Workshop July, Cotonou Dr. Karyn Sproles from the U.S. Naval Academy, Annapolis, MD, delivered a faculty development workshop on modern pedagogical practices for the Staff College. By the end of the workshop the instructors could develop active learning strategies for use in their courses. In the final assessment of the workshop, Staff College faculty expressed a requirement for another, more extensive workshop and to attend workshops in the United States. Dr. Sproles had the opportunity to meet the U.S. Ambassador who thanked her for delivering the workshop. Botswana Air Wing Junior Officer Course Curriculum Development 26 August 2 September, Gaborone and Molepolole SMEs from Air University, Maxwell AFB, AL, delivered a curriculum development workshop in support of the creation of an Air Force Junior Officer course. Lesson plans were created for the Air Force Junior Officers Course Foundational Module. The SMEs focused on supporting the creation of effective and assessable lesson objectives, as well as activities and readings in support of those objectives. Detailed teaching approaches for the Module were also addressed. 4

5 Djibouti (2 events) Faculty Development Workshop July, Arta Dr. Karyn Sproles, USNA, Annapolis, delivered a second faculty development workshop for the Military Academy faculty. She focused on exercises that demonstrate active learning strategies: prediction, spaced repetition, self- explaining, connecting, and reflection, as well as the process of obtaining student feedback and increasing student engagement. On the third day, the Djiboutian instructors debated the merits of active learning and concluded that it was a more effective way to help students learn than the traditional model that uses lectures, which emphasize coverage over learning. Djibouti Military Academy Annual Review 9 July, Arta USNA Annapolis, MD, SMEs conducted the first annual AMEP assessment for the Djibouti Military Academy (AMIA). Engagements have supported faculty development and the physical education (PE) curriculum. As a result of their satisfaction with progress to date, AMIA leadership is highly motivated to advance the program and deepen existing relationships with USNA. AMEP success indicators include: Use of faculty enhancement concepts and active learning in the classroom, including student feedback. Designation of a Physical Education Master Trainer Development and approval of a semester- based plan by the PE Master Trainer designate A reduction in the number of injuries among first- year students Improvement in physical education test scores in all categories First time that ALL first- year students graduated from Jump School AMIA setting a goal to be the Djiboutian military model of military physical education training Madagascar (3 events) July, Antananarivo Three SMEs from Air University, Maxwell AFB, AL, delivered a curriculum development workshop on leadership and logistics for the Malagasy Army Staff School. The workshop will bring the Staff School into the framework of the AMEP- supported Joint Operation Planning Process (JOPP) Course, a framework whereby requests for curriculum support in planning, irregular warfare, leadership, logistics, and peacekeeping operations will be designed as integrated JOPP modules. During this workshop, SMEs continually reinforced curriculum development design methods to help establish an organic and sustainable curriculum development program. The active learning activities included identifying learning objectives, discussion on the types of materials available in support of such lessons, and developing teaching questions for inclusion in either lesson plans or faculty 5

6 preparation guides. Workshop participants spent significant time exploring and identifying objectives while developing lesson plans. Curriculum Development Objectives Workshop 9-11 August, Antsirabe USNA Annapolis, MD, SMEs conducted a curriculum development workshop to establish detailed curriculum objectives for AMEP support to the Madagascar Military Academy (MMA). The MMA agreed to a complete curriculum review for all five of their academic modules: Technical Military Education, Tactical Military Education, Physical Education, Leadership, and Academic Subjects. As a next step, the MMA will conduct a review of their academic courses and determine priority for the AMEP support August, Antsirabe USNA delivered a Physical Education (PE) curriculum development workshop for the Madagascar Military Academy leadership to review PE curriculum and collaboratively develop a detailed AMEP plan for the PE program. The AMEP team agreed to work with the Military Academy on a physical readiness test grading design, provide USNA PE techniques, and begin development of a 50- week martial arts training curriculum. Niger (2 events) Introduction of New Military Academy Lead July, Niamey The new academic lead, Dr. Bruce Keith from USMA, West Point, was introduced to the Niger Military Academy leadership and the U.S. country team. Dr. Keith, along with two other West Point SMEs, LTC Russell Nowels and MAJ Andrew Eljdid, will work with the academy to begin curriculum development for Leadership and Physical Training (PT). s July, Niamey Three SMEs from USMA, West Point, delivered Leadership and Physical Education (PE) curriculum development workshops for the Military Academy. AMEP SMEs presented USMA curriculum approaches for both subjects. At the conclusion of the workshops, participants produced detailed Leadership and PE curriculum development plans for AMEP support for the next two years. Uganda Initial Site Survey July, Jinja The AMEP team conducted an initial site survey of the Uganda Staff College. COL Juan Ulloa from the U.S. Army Command and General Staff College (CGSC), Leavenworth, KS, serves as academic lead. A CGSC team will travel to the Staff College in October to present the CGSC curriculum workshop to determine what 6

7 faculty there would like to adapt. The Staff College indicated they were very interested in a logistics curriculum. Based upon these decisions, the CGSC AMEP team will create a curriculum development component of the Program of Cooperation, as well as identify a CGSC exercise (e.g., brigade- level) for observation and potential Staff College adaptation. CGSC will also develop a Master Instructor program for the Staff College consisting of three events over the course of the next year. Finally, the Staff College library will produce a list of the top 100 relevant books and documents (e.g., doctrinal publications) for AMEP procurement consideration. Africa Military Education Program (AMEP) Milestone Event Faculty Development Workshop Planning Meeting July, Leavenworth, KS The U.S. Army Command and General Staff College, Ft. Leavenworth, KS, hosted several U.S. pedagogy SMEs to plan a workshop for delivery to African pedagogy specialists for an early 2018 engagement in Accra, Ghana. This will become an annual event to support the creation of an African faculty development community of interest and practice. 5. AMEP: UPCOMING EVENTS 12 events in 9 countries over the next 4 months Botswana (2 events) Air Wing Junior Officer Course 8-14 October, Gaborone and Molepolole Air University, Maxwell AFB, AL, SMEs will deliver a third curriculum development workshop in support of the creation of an Air Force Junior Officer Course. This event will create lesson plans and effective and assessable learning objectives for each unit of the Course Warfighting I Module. It will identify activities and readings to support the Module s proposed objectives. Detailed teaching approaches for the Module will also be addressed. Air Wing Junior Officer Course October, Gaborone and Molepolole Air University, Maxwell AFB, AL, SMEs will deliver a fourth curriculum development workshop in support of the creation of an Air Force Junior Officer Course. This event will create lesson plans and effective and assessable learning objectives for each unit of the Course Warfighting II Module. It will identify activities and readings to support the Module s proposed objectives. Detailed teaching approaches for the Module will also be addressed. 7

8 Chad (2 events) Military Academy Faculty Development Workshop September, N Djamena Two U.S. Military Academy, West Point, SMEs will deliver a faculty development workshop for the Military Academy faculty. The goal is to provide pedagogy training to all faculty, both current and incoming, during the summer break. Introduction of New AMEP NCO Academy Lead Fall 2017 (exact dates TBD), N Djamena SGM Patrick Mason, USA Sergeants Major Academy, El Paso, TX, will be introduced to the NCO Academy leadership and confirm a detailed agreement for the two- year Program of Cooperation. Djibouti Physical Education IV October, Annapolis A Djibouti Military Academy faculty member designated to be the Academy s Physical Education (PE) SME will observe and participate in teaching a module in a PE class at the U.S. Naval Academy, Annapolis. Ghana Late September/early October (exact dates TBD), Accra Two SMEs will reinitiate the curriculum development program with the Staff College. Kenya Military Academy Annual Review Visit Late October (exact dates TBD), Nakuru SMEs from USMA West Point, NY, will conduct an annual review of the AMEP program for the Kenya Military Academy. Niger (2 events) Physical Education November, Niamey One or two USMA West Point, NY, SMEs will deliver a Physical Education (PE) curriculum development workshop for the Military Academy faculty. This workshop will be designed to link PE to tactics and the development of a standardized PE test. Leadership November, Niamey One or two USMA West Point, NY SMEs will deliver a leadership curriculum development workshop for the Military Academy faculty. This workshop will identify lesson objectives and assessment techniques, and develop teaching approaches for either Module 1 or for Modules 1-4. These activities will include: the selection of course readings; the discussion of delivery strategies and course 8

9 organization; and use of embedded assessments. All four modules will be implemented during successive site visits. No focus on teaching would begin until the July 2018 site visit. Rwanda Curriculum Development Visit to the U.S. September/October (exact dates TBD), Leavenworth, KS Rwanda Staff College faculty will travel to the U.S. Army Command and General Staff College (CGSC), Leavenworth, KS, to receive an overview brief on the CGSC curriculum for potential adaptation. Sierra Leone Introduction of New NCO Academy Lead Fall 2017 (exact dates TBD), Freetown The current AMEP academic lead, SGM Jason Leeworthy, will accompany the new NCO Academy academic lead, SGM Ryan Robert, to introduce him to the NCO Academy and the U.S. country team. Uganda October, Jinja SMEs from the U.S. Army Command and General Staff College (CGSC), Leavenworth, KS, will present the CGSC curriculum over the course of a multiday workshop to determine what the Uganda Staff College would like to adapt. The Staff College had previously shown interest in the logistics curriculum. 9
