1 Defense Institution Building PME Bi- Monthly Report Defense Education Enhancement Program (DEEP) Africa Military Education Program (AMEP) January - February EXECUTIVE SUMMARY A three- person delegation from Ukraine, led by the Chief of the MOD Military Education and Science (research) Directorate, traveled to Washington, DC, to visit NDU, OSD, and the Joint Staff J7 from February. The delegation sought to understand how the U.S. PME system is organized and managed. During this same time period the U.S. Naval Academy executed its initial site survey visit to the Ukraine Naval Academy in Odessa. The visit launched an effort to support rebuilding the Academy after its forced transfer from the Crimea. The USNA effort will take place in conjunction with contributions by the Bulgarian and Polish Naval Academies. In other DEEP activity, Armenia held a grand opening ceremony for its new National Defense Research University (NDRU) on 28 January. As the culmination of seven years of close cooperation with DEEP, the ceremony marked a major milestone in the ability of the Armenian Armed Forces to conduct research and deliver focused courses. In Central Asia, the development of a logistics course for the Kazakh NDU continues to move forward with the execution of the latest workshop from January. During an Uzbek Armed Forces Academy (war college/staff college- equivalent) shadow faculty event to Ft. Leavenworth, KA, the Uzbek delegation stated after deliberate consideration within the MOD, the U.S. was selected as the nation to closely partner with in the field of military education. For AMEP, Master Instructor preparation for Niger s Military Academy neared completion with a 5-8 January visit to the U.S. Air Force Academy (USAFA). The USAFA provided the Nigerian instructor with a comprehensive introduction to USAFA classes. USAFA specialists focused on instructor faculty development during follow on discussions. Finally, the February delivery of the U.S. Army Basic Instructor Course initiated a new faculty development program for the South African College for Educational Technology. The following summarizes the overall numbers of events executed during January and February 2016, as well as those planned over the next 4 months (March- June). 2 Events Planned Number of Countries DEEP 18 8 AMEP DEEP: RECENT EVENTS & MILESTONES/SENIOR LEVEL MEETING OUTCOMES - 12 events, 1 milestone event, and 1 senior level outcome in 5 countries Armenia (2 events) Faculty Development Event January, Yerevan A three person multinational team (Marshall Center, Ukraine National Guard Academy, U.S. Army Command and General Staff College) delivered a faculty development workshop focused on active learning methods and curriculum design and evaluation. The team also demonstrated how to integrate e- learning methods into the learning process. The majority of the participants rapidly demonstrated more active critical and systematic thinking skills. New National Defense Research University Opens 28 January, Yerevan Armenia held a grand opening ceremony for its new National Defense Research University (NDRU) on 28 January. The opening of the NDRU culminates seven years of close cooperation with DEEP and represents a major milestone in the ability of the Armenian Armed Forces to conduct future research and deliver well- focused courses. Kazakhstan (3 events, 1 milestone) Logistics Course Development Workshop January, Astana One U.S. NDU faculty member delivered this workshop, part of the ongoing effort to support the development of a 45 hour Western Logistics Course for the Kazakh NDU. He discussed pedagogy and specific teaching methods, and reviewed several readings that were translated into Russian for possible inclusion in the Western Logistics Course curriculum. The DEEP lead also taught master classes to the faculty, demonstrating techniques for classroom presentation. This included a demonstration of a Harvard Business School- style case study on Humanitarian Assistance Disaster Relief logistical operations based on U.S. experience in Haiti in The KAZ NDU faculty found the case study s treatment of real world logistical operations very valuable, having not seen anything like this before. The next Logistics Course Workshop will bring KAZ NDU faculty to Washington D.C., Fort Lee, and central Pennsylvania in late March 2016 to continue course development work and observe several different U.S. teaching and operational logistics activities. 2

3 Faculty Development Workshop January, Schuchinsk Three faculty members from the U.S. Army Sergeants Major Academy delivered this workshop to 24 Kazakh NCO instructors in support of the Kazakh NCO Training Center. The event focused on faculty development, specifically the facilitation of the basic NCO faculty development course. Kazakh NCO instructors demonstrated good progress, teaching NCO students using the concepts introduced by the DEEP team. The Kazakh NCOs were introduced to the U.S. levels of Non- Commissioned Officer Professional Development Study (NCOPDS), different instruction models, and the Kolb Learning Style Model. They also became familiar with various interactive learning methods and the difference between training and education. They used the Experiential Learning Model (ELM) as the main methodology to produce and execute their classes. Annual U.S.- Kazakh Action Officer Working Group (AOWG) Meeting (milestone) January, Astana The annual meeting to determine the FY 2017 plan for Kazakhstan resulted in agreement for 15 DEEP events spread between the National Defense University, Kazakh Partnership Training and Education Center, Army Defense Institute, and the NCO Training Center. Faculty Development Workshop February, Almaty Three U.S. Military Academy faculty members delivered the event at Kazakhstan s Army Defense Institute (ADI), Kazakhstan s West Point equivalent. This workshop was strongly supported by the ADI senior leadership (Commandant, Director of Academics, and Academic Department Heads) as well as the Chief of the MOD Department of Education and Science. Workshop objectives included: 1. Conduct an analysis of the current ADI faculty development efforts, and 2. Provide a workshop for ADI senior academic leaders focused on faculty development techniques that can be executed at the department and/or institutional level. Discussion was centered on instructional techniques, creative pedagogy, and classroom assessment. ADI had 11 participants, including first day attendance by the Chief of the MOD Department of Education and Science. Serbia Letter from Serbian MOD State Secretary to NATO 6 January Serbian MOD State Secretary (Undersecretary of Defense for Policy- equivalent) forwarded a letter to NATO describing the DEEP program s support for the development of education and training curricula and the faculty in order to meet modern educational requirements in the Professional Military Education area as one of the priorities of the Ministry of Defence. 3

4 Ukraine (5 events) Faculty Development Workshop 8-12 February, Kharkiv A three- person team from the Marshall Center, Ukraine National Guard Academy, and the United Kingdom delivered a faculty development workshop for the Ukraine Air Force Academy faculty. Demonstrating Ukraine seriousness of purpose, the DEEP team was personally met at the Kharkiv Airport by the one star Air Force Academy Commander. The workshop had 26 faculty participants and focused on active learning, lesson planning, and evaluation and validation. Discussions of special note included: Collection, integration and dissemination of lessons learned; the process for lessons learned; and other curricular changes to mirror institutional, ministerial or national objectives. The audience was extremely engaged even more open than during the first workshop increasing the level of interaction and leading to more in- depth discussions. Of note, three faculty participants received awards for implementing lessons learned from the previous DEEP faculty development workshop into their seminars. Visit of Ukraine National Defense University (NDU) Commandant to U.S. NDU and the Pentagon February, Washington, DC A three- person delegation from Ukraine, led by Gen- Major Tolok, visited OSD SC, OSD RUE, and the Joint Staff J7 on 19 February. Gen- Maj Tolok serves as the Chief of the Ukrainian MOD Military Education and Science (research) Directorate and works directly for the 1 st Deputy Minister of Defense. Developing an understanding for how the U.S. PME system is organized and managed was the objective of the visit. The team had previously visited Poland and was scheduled to travel to the UK to obtain similar information. The Ukraine delegation expressed great satisfaction with the visit. Initial Site Survey for the Ukraine Naval Academy and Coordination Meeting with Other DEEP Ukraine Naval Academy Providers February, Odessa and Brussels The U.S. academic lead, Professor Tim Disher, U.S. Naval Academy, conducted an initial site survey of the Ukraine Naval Academy and then met with Bulgarian and Polish Naval Academy counterparts to coordinate the Ukraine Naval Academy DEEP program. Ukraine Naval Academy leadership expressed an urgent requirement for operational training and the development of midshipmen skills in accordance with NATO standards. They also communicated the need for English language training, immersion opportunities for faculty and cadets, and for faculty and curriculum development. Finally, they emphasized the need to develop leadership skills, 4

5 especially decision- making skills in extreme risk situations such as damage control scenarios. Ukraine Multinational NCO Development Workshop February, Kiev and Desna Training Center An eight- person senior NCO team, along with the NATO lead for DEEP Ukraine, traveled to Ukraine to plan the continued professionalization of the Ukraine NCO Corps. Senior NCOs from the U.S. Army Sergeants Major Academy and the California National Guard represented the U.S. The team met in Kiev with the 1 st Deputy MOD and the Deputy CHOD. The follow- on Training Center Conference focused on basic training and instructor development. Initial professionalization activities will begin in late May: Lithuania will provide training for 30 NCOs who will form the initial cadre of instructors to teach the new 3- Month Basic Training Course. Faculty Development Workshop 29 February- 4 March, Kiev The DEEP team considers the third Ukraine NDU faculty development workshop a real success. Participation was excellent; the majority of the attendees also participated in the second workshop last September, thus ensuring consistent participation from event- to- event. The DEEP team also noted significant progress and increased interest since the first workshop in early 2015: The quality of the questions and the level of discussions associated with active learning, blended learning, and transformative learning were quite good and indicate greater levels of interest and understanding. Some of the attendees were especially remarkable in their knowledge and skill in applying the workshop's learning concepts in small group sessions. The Deputy NDU Commandant, who was present throughout, expressed interest in continuing the program Uzbekistan (2 events) Shadow Faculty Event Part II 1-11 February, Ft. Leavenworth, Kansas Four Armed Forces Academy faculty members participated in a shadow faculty event with counterparts at the U.S. Army Command and General Staff College (CGSC). Using simulation and digital battle command systems, this student- led, instructor- guided training event revealed how CGSC instructors transfer classroom instruction to application, as well as how they guide the student learning process. The visit provided curriculum and faculty development materials related to digital exercise organization and development. The event marked an important PME milestone in the bilateral relationship: The Uzbek delegation stated that after deliberate consideration within the MOD, the U.S. was selected as the nation to closely partner with in the field of military education. 5

6 Curriculum Development Event: Specifics of Use of Military Services and Branches of the Armed Forces in Modern Military Conflicts February, Tashkent Two U.S. Army Command and General Staff College faculty delivered this event to the Armed Forces Academy. Topics covered included: Armor in Decisive Action; The Battle of Fallujah; Field Artillery Employment; Brigade Combat Teams Employment and Training; Strategic Context of Operational Art; and Doctrine Foundations. 3. DEEP: UPCOMING EVENTS - 18 events in 8 countries over the next 4 months Azerbaijan Program Review/New Academic Lead Orientation 9-10 March, Baku The outgoing academic lead, Dr. Tom Fedyszyn, U.S. Naval War College, accompanied by the incoming academic lead, Dr. Dan McCauley, U.S. Joint Forces College, will conduct an overall program review of the Azerbaijan DEEP. Georgia (3 events) Faculty Development Workshop on Institutional Research 28 February- 4 March, Gori The DEEP country lead (from the U.S. Joint Forces Staff College), along with a representative from the U.S. Navy Surface Warfare Officers School, delivered an event focused on: Instructor evaluations; methods for collecting survey data from students, faculty, and staff; and how to apply survey feedback data to improve curriculum and faculty performance. The DEEP lead also met with Georgian armed forces senior leaders. Asymmetric Warfare Curriculum Development Workshop April, Gori The U.S. Joint Forces Staff College will provide one faculty member to support this workshop. NCO Regional Workshop 28 April- 1 May, Gori The Georgia CHOD will host a regional workshop on the potential adaptation of the NATO NCO Reference Curriculum. The US Army Sergeants Major Academy will represent the U.S. Kazakhstan (5 events) Western Operational Art Pilot Course Observation 1-3 March, Astana Dr. Chris Marsh, U.S. Army School of Advanced Military Studies, and Dr. Jan Spisak, Czech Republic University of Defence, will observe and assess the Western Operational Art pilot course that will be taught solely by the Kazakh NDU faculty. 6

7 The course, titled Military Arts of Foreign Countries, will be a formal component of the core curriculum. Logistics Course Development Visit to the U.S. 28 March- 1 April, Washington, DC, Ft. Lee, VA, and Mechanicsburg, PA In anticipation of teaching a logistics course that is under development, Kazakh NDU faculty will travel to the U.S. to observe several different U.S. PME teaching and operational logistics activities. UN Protection of Civilians Pilot Course Observation 9-17 June, Almaty Two Finnish Peacekeeping Training Center faculty members will observe and assess the UN Protection of Civilians pilot course that will be taught solely by KAZCENT faculty. Annual Program Review June, Astana The Kazakh DEEP academic lead, accompanied by the NATO co- lead, will conduct the annual program review of the Kazakh DEEP. Civil Military Relations Course Curriculum Development Workshop # June, Astana Dr. Marybeth Ulrich, U.S. Army War College, will deliver the second civil- military relations course curriculum development workshop for the Kazakh NDU. Mauritania Operational Design Workshop April, Nouakchott Three U.S. Army War College faculty members will deliver a combined faculty and curriculum development planning workshop, the first in a series of three events. Mongolia (2 events) Mongolia Staff Officer Course (MSOC) Review & Syllabus Construction 28 March- 8 April, Ulaanbaatar A two person team from the Marshall Center and the German General Staff Academy will conduct a review of the newly created MSOC curriculum and provide feedback. Faculty Development Workshop 2-15 April, Ulaanbaatar A three person multinational team will deliver a faculty development workshop for the Mongolian NDU faculty. 7

8 Tunisia Initial Site Survey 6-9 March, Tunis To initiate a new DEEP program for Tunisia, a four person NATO multinational team will conduct the initial site survey for the Tunisian staff and war colleges. Ukraine Shadow Faculty Event April, Annapolis Ukraine Naval Academy faculty will travel to the U.S. Naval Academy to observe faculty and curriculum activity for possible adaptation by the Ukraine Naval Academy. Uzbekistan (4 events) Curriculum Development: Intelligence in Modern Military Conflicts March, Tashkent Two U.S. Army Command and General Staff College faculty will deliver this event to the Armed Forces Academy. Curriculum Development: Trends of Building/Reforming of Armed Forces 5-8 April, Tashkent Two U.S. Army Command and General Staff College faculty will deliver this event to the Armed Forces Academy. Curriculum Development: Special Ops Forces in Modern Wars and Armed Conflicts April, Tashkent Two U.S. Army Command and General Staff College faculty will deliver this event to the Armed Forces Academy. Annual Program Review 2-4 May, Tashkent Dr. Greg Gleason, George Marshall Center, will conduct the annual program review of the Uzbek DEEP. 4. AMEP: RECENT EVENTS AND MILESTONES - 7 events in 5 countries Botswana (2 events) Curriculum Review Workshop January, Gaborone Two U.S. Army Intelligence Center faculty reviewed the final training support plan for the Advanced Tactical Intelligence Course (ATIC) at the facility where it will be taught. At the request of Botswana, blocks of instruction were added on Ethics and the Law of War. The pilot course will be taught from 8 March- 4 April. 8

9 Faculty Development Workshop February, Ft. Huachuca, Arizona Two Botswana Advanced Tactical Intelligence Course (ATIC) faculty traveled to Ft. Huachuca, Arizona to observe the U.S. Army ATIC- counterpart course. The captain and staff sergeant observed instruction in both the Basic and Officer Advanced Courses, as well as met with course managers and instructors. In addition, the Botswana faculty visited the Learning Innovation Branch (LIB), the Staff and Faculty Development Branch, the Non- Commissioned Officer Academy (NCOA), the MI Library and Museum, and the Quality Assurance Office (QAO). Burkina Faso Initial Site Survey of Military Academy 3-5 February, Ouagadougou A three- person AMEP team conducted an initial AMEP program survey visit to the Academie Militaire Georges Namoano (AMGN), Burkina Faso s pre- commissioning school. A two- year program of cooperation will be developed that emphasizes leadership and other areas of military instruction. Niger Master Instructor Preparation Workshop 5-8 January, Colorado Springs, Colorado One Niger Military Academy faculty member traveled to the U.S. Air Force Academy (USAFA) to observe a three- day faculty development course. Unfortunately, he arrived two days late because of flight delays. The USAFA faculty worked very hard to take full advantage of the remainder of the week to provide the Niger instructor with substantial exposure to USAFA classes and follow- on discussions with USAFA faculty development specialists on the conduct of faculty development for instructors. This individual will serve as the Master Instructor for the Niger Military Academy upon his return. South Africa (2 events) Presentation of U.S. Army Basic Instructor Course (Foundation Instructor Facilitators Course) February, Pretoria Two faculty members of the Western Hemisphere Institute for Security Cooperation (WHINSEC) delivered the U.S. Army s Basic Instructor Course to faculty at the College for Educational Technology (COLET). They, in turn, will adopt components of this curriculum to instruct the new South Africa National Defense Force Basic Instructor Skills Course. Curriculum and Faculty Development: Electronic- Learning 29 February- 4 March, Pretoria One U.S. Army Command and General Staff College (CGSC) faculty member traveled to the South Africa College for Educational Technology (COLET) to discuss the application of electronic- learning, classroom technology and learning management systems for the COLET curriculum. 9

10 Tanzania Initial Site Survey 1-3 February, Dar es Salaam A four- person AMEP team conducted an initial program survey to support the development of the Tanzania Air Force Junior Officer s Course and the Tanzania Air Force NCO Academy. Discussions were suspended until the new Air Force Chief of Staff (who had been installed the day before the AMEP team s arrival) provided approval for the program to go further. Tanzania provided a written apology to the U.S. Embassy in response to the unexpected suspension, and expressed a desire for the AMEP program to continue. The OSC will work with the Tanzanian military for a written letter of invitation indicating acceptance of the program and a date in fall 2016 when the AMEP team will return to conclude the initial site survey. 5. AMEP: UPCOMING EVENTS - 15 Events in 8 Countries Botswana (5 events) Pilot Course Observation 8 March 4 April, Gaborone Two U.S. Army Intelligence Center faculty will travel to Botswana to observe and provide feedback on the delivery of the Advanced Tactical Intelligence Course (ATIC) pilot course by Botswana faculty. In addition, CW2 Stewart from USARAF will join the team during weeks 2 and 3 to augment training. Annual Program Review March, Gaborone The AMEP academic lead will conduct the annual review of the Botswana program for the Staff College, NCO Academy, and the Advanced Tactical Intelligence Course. NCO BSC I- Battle Staff Course I May 2016 (exact dates TBD), Gaborone North Carolina National Guard cadre will deliver a curriculum development workshop to support creation of a Botswana Battle Staff Course. Instructor Training Course VI May 2016 (exact dates TBD), Gaborone North Carolina National Guard cadre will deliver a faculty development workshop for Botswana training instructors. Advance Leadership Course Common Core II June 2016 (exact dates TBD), Gaborone North Carolina National Guard cadre will deliver a curriculum development workshop to support creation of the NCO Advanced Leadership Course. 10

11 Burkina Faso Curriculum Review 9-13 May, Ouagadougou A three- person AMEP team from the US Military Academy (USMA) consisting of the academic lead and two faculty specialists on military training and leadership from the Departments of Military Instruction and History will assess the current state of AMGN curricular offerings on military training and leadership. Based on their observations, the AMEP team will work with the Burkina Faso Military Academy faculty to conduct a thorough curriculum review Gabon (3 events) Peacekeeping Operations Course Curriculum Development June, Libreville Accompanied by the AMEP academic lead, Dr. George Oliver, U.S. Naval War College, will conduct the first of several curriculum development events to assist in the creation of a 45- hour course for the Gabon Staff College on peacekeeping operations. Logistics Course Curriculum Development June, Libreville Accompanied by the AMEP academic lead, Dr. Todd McAllister, Associate Professor of Logistics, Eisenhower School, U.S. National Defense University, will conduct the first of several curriculum development events to assist in the creation of a 45- hour course for the Gabon Staff College on logistics. Computer Assisted Course Gaming Assessment 28 June- 1 July, Libreville Accompanied by the AMEP academic lead, Dr. James Sterrett, Deputy Chief, Simulations Digital Leader Development Center, U.S. Army Command and General Staff College, will conduct an assessment to determine the best computer exercise simulation to meet the Gabon Staff College educational outcomes and learning objectives. Kenya (2 events) Curriculum Development Event March, West Point, New York Three Kenya Military Academy (KMA) faculty will travel to the U.S. Military Academy to discuss curriculum development approaches for COIN, cyber security, counter- IED, and cadet education with counterparts on the West Point faculty. Curriculum Development Event May/June (exact dates TBD), Kenya An AMEP team consisting of the team lead, one COIN expert, one cyber security expert, and up to two C- IED faculty experts and KMA faculty instructors will review Curriculum Development Event #1 and receive feedback from their KMA faculty counterparts on the desired KMA direction for each course. This will include addressing lesson content, pedagogical methods, and key course principles. 11

12 Mozambique Faculty Development Workshop April, Ft. Leavenworth, Kansas Nine Mozambique Staff College faculty will attend the U.S. Army s Command and General Staff College, Ft. Leavenworth Faculty Development Course 1. This will be the second and final event of a two- part program to introduce all Mozambique Staff College faculty to the basic Leavenworth instructor course. Niger Faculty Development Event May, Niamey Lt Col John Hagen, AMEP academic lead for Niger, and Dr. Charity Peak, AMEP faculty development specialist, will work with the Niger Military Academy to finalize its internal faculty development curriculum. Rwanda Rwandan Medical Modeling and Simulation (MMS) Operator, Coordinator, and Facilitator Familiarization Visit to the U.S 2-6 May, San Antonio, Texas Three Rwandan Military Hospital (RMH) personnel with backgrounds in curriculum development and teaching will travel to the U.S. to coordinate the setup and operation of the RMH Medical Modeling and Simulation Center. South Africa Faculty Development Workshop March, Pretoria Two faculty development specialists from the U.S. Army Command and General Staff College (CGSC) and Kansas State University will travel to the South Africa College for Educational Technology (COLET) to deliver the CGSC Faculty Development Phase I course to the entire COLET faculty. It is intended to prepare faculty to teach in an adult learning environment using experiential learning methodology. 12
