Mr. Wekmann-Munoz is urrently serving as the Speial Representative of the Seretary-General pursuant to the onsensus adopted by the Seurity ounil on 28 February 197*+ regarding inidents on the frontier between Iran and Iraq. He will take up his new post on 1 July (A biographial note on Mr. Wekmann-Munoz appears in Press Release BIO/1110.) Mr. Wekraann-Mufioz sueeds Bibiano F. Osorio-Tafall, -who is sheduled, at his request } to retire from the Seretariat on 30 June On this oasion, the Seretary-General in his report of 22 May 197*+ on the United Nations operation in yprus has paid the following tribute to Mr. Osorio-Tafall (doument S/1129U, paragraph 82): "I also wish to pay speial tribute to my Speial Representative, Mr. Bibiano F. Osorio-Tafall, as he is about to relinquish his post and to leave the servie of the United Nations after 25 years. For seven and a half years he has served UNFIYP with great distintion and unswerving dediation. For this work, as well as for his earlier ontributions to the Organization, the United Nations owes him a great debt of gratitude." # *** *

(FOR USE OF INFORMATION MEDIA -- NOT AN OFFIIAL REORD) Biographial Note Press Release BIO/1110* 2k May 197^ LUIS WEKMANN-HUNOZ, SPEIAL REPRESENTATIVE PI YPRUS Luis Wekman-Munoz, who was today appointed the Seretary-General's Speial Representative in yprus, formerly served as bis Speial Representative in aordane with the onsensus adopted by the Seurity ounil on 2S February 197^ (doument S/11229) in onnexion with Iraq, and Iran. Mr. Wekmann-Munoz was born in iudad Lerdo, Durango, Mexio, in He studied h-istory (FS^:, 19^9) and law (LL.B..1950) at the National University of Mexio, and did graduate work at the University of alifornia, Berkeley, and in Paris (dotorate in international law, 1951) Mr. Wekmann-Munoz taught history and international relations at the National University of Mexio from 19^3 to 19^3? and was Professor and Head of the Division of Humanities at the University of the Amerias, Mexio ity, from 1962 to Having joined his ountry's foreign servie in 1952, Mr. Wekmann-Munoz was made Head of the United Nations Department of the Mexian Foreign Offie and adviser to the Mexian delegation to the United Nations General Assembly y and he subsequently served with various Mexian Embassies. After several years as Diretor-General for International Eduation Affairs, he returned to the diplomati servie as Minister Plenipotentiary and held several important diplomati assignments abroad. Mr. Wekmann-Munoz also served as a member of Mexian delegations to the Eonomi and Soial ounil, the United Nations Eduational, Sientifi and ultural Organization and the International Labour Organisation, and from 19o9 to 1972 he was his ountry's Permanent Representative to the United Nations Industrial Development Organization and the International Atomi Energy Ageny. His last assignment in. the Mexian foreign servie was as his ountry's ambassador to the FeLerel Republi of Germany. v Mr. Wekmann-Munoz is the author of six books and several sholarly artiles on historial and diplomati subjets.
