Complainant CITIZENS TELECOMMUNICATIQNS COMPANY OF WEST VIRGINIA, DBA FRQNTlER COMMUNICATIONS COMPANY Defendant STATUS REPORT Allegheny Power ( Allegheny ) studied approximately 1 - I.5 miles of single- phase line as recommended by Frontier. The lacation of the study was where the open wye ends and single-phase begins. Allegheny repfaced appraximateiy 1,000 feet of neutral, verified:?> the presence of grounds, 2) the required number of grounds, 3) cannsctiuns with grounds and 4) transformer connections, and inspected and checked a dusk to dawn tight. Allegheny was also present while Frantier Communications ( Frontier ) consultant, Joe Horton, was on site on March 9-40, Allegheny had crews working an the section above on March 9, 2010, while Jeff Akers, Tim Cruus Buddy House met with Frontier and Mr. HorEon. On March 10, 2010 present with Frontier and the consultant.

3 Allegheny installed one pole ground at the entrance tu the subdivision on March 10, 20 to, at the recommendation of the consultant. The PI and AC voltage were affected by the improvements fisted above. Frontier also noted a 4 db reduction in P1 on the morning of March 9, Pursuant to Mr. tiorton s recommendations, Frontier is conducting a grounding audit to document current ground measurements and wilt work cooperatively with Allegheny in an attempt to jointly improve grounding. In addition, Frontier is performing end-bend sheath continuity testing and will take necessary corrective action, Allegheny and Frontier will continue to work cooperatively in art effort to isalate the source or Sources of the detected voltage so the issues can be addressed and the senrice issues resolved.
