1 WASHINGTON COUNTY TRANSPORTATION COMMITTEE Vehicle, Maintenance & Storage Facility November 10, 2015 West Bend, WI 8:00 a.m. Present: John Bulawa, Daniel Goetz, Brian Krebs, Ronald Naab, and Daniel Stoffel. Also present: Interim Highway Commissioner Scott Schmidt, Transit Manager Joseph Steier, Chief Deputy County Clerk Linda Doro, and Project Technician Joshua Glass, Joy Tarkowski, Specialized Transport Services, Inc., Steve Johnson, Johnson Bus, and Colleen McKay, GoRiteway. Chairperson Goetz called the meeting to order and read the Affidavit of Posting. MINUTES Moved by Mr. Bulawa, seconded by Mr. Stoffel to approve the Transportation Committee minutes of October 6, 2015, as presented. Motion carried. REVIEW OF PERMITS Mr. Glass reviewed the permits that were issued since the last meeting for: CTH C to WE Energies in the Village of Slinger; CTH C to Mark Hamm in the Town of Polk; CTH K to Pat Strachan in the Town of Hartford, and CTH Q to Nettleton Heavy Hauling in the Village of Richfield. TRANSIT MONTHLY UPDATE Mr. Steier reviewed the Transit statistics for the Shared Rid Taxi and WCCE through September, Mr. Steier reported on the complaints he has received from citizens regarding the elimination of four routes in the WCCE program proposed for TRANSIT AGREEMENT APPROVALS Moved by Mr. Stoffel, seconded by Mr. Naab to approve the 2016 Transit Service agreements, subject to County Attorney approval. Motion carried. PARK AND RIDE TRANSFER FEE Moved by Mr. Krebs, seconded by Mr. Bulawa to increase the Park and Ride Transfer fare from $1.00 to $2.00 when the fare rates are reviewed in 2016 for the Shared Ride Taxi and WCCE programs. Motion carried. HIGHWAY DEPARTMENT STAFFING UPDATE Mr. Schmidt provided an update on the Highway Commissioner and Assistant Highway Commissioner positions. HIGHWAY COMMISSIONER S REPORT Mr. Schmidt reported on the staffing, current construction projects, maintenance projects, equipment, and events.

COMMITTEE CHAIRPERSON S REPORT Mr. Goetz reported on the meeting with U.S. Open representatives regarding traffic control for the 2017 event. NEXT MEETING DATE The Transportation Committee is tentatively scheduled to meet on Tuesday, December 1, ROAD TOUR/SHOP TOUR No tour. Agenda Item Specialized Transportation Assistance Grant Application Public POLICY QUESTION: To receive public comment on the 2016 Specialized Transportation Assistance Grant Application in accordance with Section of Wisconsin State Statutes. DISCUSSION: The Specialized Transportation Assistance Program for Counties, authorized by s.85.21, Wisconsin Statutes, provides state financial aid to all Wisconsin Counties on a yearly basis. Transportation services using s aid must serve seniors and individuals with disabilities. State statute permits counties to transport the general public via funded service on a space available basis. The funds are used to fund the specialized door to door service on the shared ride taxi service. For administrative purposes, a senior is defined as any individual age 65 or older. However, for the purpose of operating its specialized transportation program, a county may lower the senior age threshold to 55. Washington County Shared Ride Taxi defines a senior as 60 and older. A person with disabilities is an individual who, because of any temporary or permanent physical or mental condition or institutional residence, is unable, without special facilities or special planning or design, to use available transportation facilities and services as effectively as persons who are not so affected. Counties may not limit services to persons with disabilities based on any age requirements, though they may require a responsible adult to accompany a disabled child during transport. CTH P & PV to We Energies Gas (# ) to install a gas main extension on south side of CTH PV running west for 305 from CTH P in the Town of Polk. We mandated boring rather than open cut. 2. CTH H to We Energies Electric (# ) to install electric poles, anchors and overhead facilities crossing and running parallel to road centerline in the Towns of Kewaskum and Farmington. 3. Copies of reports are provided. October 2015 Overview: There was 31 Service Days for the SRT and 22 for WCCE. Shared Ride Taxi Ridership: 8,252 - ridership is down 2.0% compared to 2014 YTD. Schmidt, PE, PLS, Interim Highway Commissioner Date: 12/01/2015 Re: Agenda Item 6 - Ordinance Staffing Plan Changes Highway Department POLICY QUESTIONS: Should the Washington County Staffing Plan be modified to change the salary grade for the Highway Commissioner within the Highway Department? Discussion: The current salary grade for the Highway Commissioner is grade 16. This grade has been changed a few times since The Highway Commissioner position was graded at a grade 17 at the point of the Carlson Study. After the Carlson Study was completed, Highway Commissioner Jon Edgren resigned on October 30, On December 10, 2012 Administrative Services Committee Meeting, Administrative Coordinator Doug Johnson requested of both the Transportation and Administrative Services Committee to reduce the grade from a 17 to a 16 as noted below: CONSIDER EDUCATION REQUIREMENTS AND PAY CLASSIFICATION FOR HIGHWAY COMMISSIONER Mr. Johnson reported on the recruiting process of the Highway Commissioner. The Transportation Committee, at their meeting last Tuesday, considered alternatives to the education requirements and pay classification of the Highway Commissioner. The Transportation Committee interviewed the current Assistant Highway Commissioner and as a result of this interview, the Transportation Committee unanimously is recommending the current Assistant Highway Commissioner, as Highway Commissioner for Washington County. Because of this recommendation, Mr. Johnson is presenting an ordinance amendment to the position description of the Highway Commissioner and pay grade change from Pay Level 17 to Pay Level 16 because an engineering degree will not be required. Mr. Johnson also reported the Assistant Highway Commissioner position will be restructured to include qualifications and duties of a civil engineer. Moved by Mr. Miller, seconded by Mr. Weston to deny the request to change the position description and pay grade change of the Highway Commissioner. Motion was defeated with Mr. Heidtke, Mr. Myers, Mr. Sorce, and Mr. Weston voting no. Moved by Mr. Heidtke, seconded by Mr. Weston to approve an ordinance amendment to Section 7.03 and 7.03 of the County Code relating to the Washington County Staffing Plan and Washington County Classification and Compensation Plan regarding the position description and pay grade changes of the Highway Commissioner, and forward to the County Board. Motion carried with Mr. Miller voting no. 16 This change to grade 16 did accommodate the past Highway Commissioner, Tom Wondra, however, now that we are seeking a new Highway Commissioner, the need to have the engineering degree as part of this position is required. Further, this position combines both the Highway Commissioner role as well as the Planning and Parks County Engineering position. As a result, this position has been re-evaluated and regarded. The modified position has been evaluated using the currently established Job Evaluation System, and has graded at 1084 points, which equates to a grade 18. Further, we have done a market study for this position and the market reflects this role to be at the range consistent with grade 18. The Administrative Services Committee forwarded this with a positive recommendation on November 12, The Finance Committee forwarded this with a positive recommendation on November 18, FISCAL EFFECT: The changes in pay grades result in annual additional costs of $6,134. 23 WASHINGTON COUNTY POSITION DESCRIPTION Name: Position Title: Highway Commissioner Department: Highway FLSA Status: Exempt Pay Grade: G16 Reports To: County Administrator and Transportation Committee Position Summary: Under the general supervision of the County Administrator and Transportation Committee, responsible for the management and administration of the Washington County Highway Department. Duties/Responsibilities: The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Manages and administers a safety-oriented highway program, including maintenance and construction of the County's road and highway system. Plans and directs Washington County public transit services and oversees the work of the Transit Manager. Manages and directs Highway and Transit staff in daily tasks, performing annual performance reviews for direct reports. Develops Departmental administrative and operating policies, practices and procedures. Prepares and supervises the preparation of the Department annual budget. Directs and manages Departmental accounting, reporting, and grant funding activities according to prescribed Federal, State and local requirements. Supervises and monitors an effective and efficient engineering and maintenance program for all County, State and Interstate highways, highway structures and highway appurtenances within the County. Ensures optimum utilization of personnel, funds and material. Plans and coordinates Departmental purchasing activities. Coordinates Departmental activities with other governmental units within the County and State, with particular attention to the Wisconsin Department of Transportation, including transit services. Represents the Highway Department and communicates with residents regarding questions, comments or complaints via , telephone or in-person. Oversees engineering and management investigations and studies to establish valid criteria
24 for the development of engineering, maintenance and operational plans, methods and procedures. Directs the developing and compiling of cost estimates for improvement of County roads and maintenance services. Develops and implements systems for assuring service and financial accountability for public transit services provided by the County. Provides and maintains an inventory of all Department material and tools. Serves as custodian of all bridges on County, township, city and village roads and streets. Negotiates acquisition of land for right-of-ways. Conducts public hearings on acquisitions. Provides information about pending or needed legislation to legislators and/or legislative committees, regarding both highway and transit responsibilities. Provides professional input for County issues related to participation in the East Wisconsin Counties Railroad Consortium. Performs other duties as assigned, including responding to an emergency event. Work Direction Received: Works under the general supervision of the County Administrator and Transportation Committee. Supervision Exercised: Supervision is given to all County Highway Department employees. The incumbent makes final recommendations concerning hiring. The incumbent makes final decisions concerning firing, discipline, performance evaluation and assignment of employees. Decision Making: Decisions concerning overall management of the Highway Department, procedures for performing work, establishing repair priorities for highways, and daily work assignments are made independently. Interaction: There is significant interaction with other County Departments, the Wisconsin Department of Transportation, various municipalities, private contractors, suppliers, and the general public. Essential Knowledge and Abilities: Knowledge of principles and practices of budget administration, public administration, highway and bridge design, and construction and maintenance principles. 26 WASHINGTON COUNTY POSITION DESCRIPTION Name: Position Title: Highway Commissioner Department: Highway FLSA Status: Exempt Pay Grade: G Reports To: County Administrator Position Summary: Under the general supervision of the County Administrator, responsible for the administration, management, financial, personnel management; long range capital planning and improvements, roadway, fleet, facility and planning, engineering and construction and coordination of department services and planning of the Washington County Highway Department. Duties/Responsibilities: The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Provides leadership in the development and implementation of objectives for department services, programs and goals. Manages and administers a safety-oriented highway program, including maintenance and construction of the County's road and highway system. Ensures county compliance with state and federal laws, policies and procedures. Plans and directs Washington County public transit services and oversees the work of the Transit Manager. Establishes work rules and performance standards, conducts or oversees performance evaluations and determines, initiates and implements disciplinary actions. Develops Departmental administrative and operating policies, practices and procedures. Prepares and directs preparation and implementation of departmental budget, based on highway objectives and goals, staffing and resource requirements, capital improvements needs and long range planning. Directs and manages Departmental accounting, reporting, and grant funding activities according to prescribed Federal, State and local requirements. Supervises and monitors an effective and efficient engineering and maintenance program for all County, State and Interstate highways, highway structures and highway appurtenances within the County. Directs the purchasing and monitoring of contracted services from consultants, contractors and outside agencies. Coordinates Departmental activities with other governmental units within the County and State, with particular attention to the Wisconsin Department of Transportation, including transit services.
27 Represents the Highway Department and communicates with residents regarding questions, comments or complaints via , telephone or in-person. Oversees engineering and management investigations and studies to establish valid criteria for the development of engineering, maintenance and operational plans, methods and procedures. Directs the developing and compiling of cost estimates for improvement of County roads and maintenance services. Develops and implements systems for assuring service and financial accountability for public transit services provided by the County. Provides and maintains an inventory of all Department material and tools. Serves as custodian of all bridges on County, township, city and village roads and streets. Negotiates acquisition of land for right-of-ways. Conducts public hearings on acquisitions. Provides information about pending or needed legislation to legislators and/or legislative committees, regarding both highway and transit responsibilities. Provides professional input for County issues related to participation in the East Wisconsin Counties Railroad Consortium. Leads and coordinates efforts to collect site information such as topographic surveys, soil profile/groundwater/bedrock investigations and applicable regulatory requirements. Provides engineering design services, such as completing hydrologic or load computations, preparing detailed construction/grading plans, estimating quantities and costs, and writing construction and material specifications. Reviews nonmetallic mining reclamation plans and erosion control and storm water management plans as part of ordinance requirements from the LWCD or in cooperation with other local governments. Performs other duties as assigned, including responding to an emergency event. Work Direction Received: Works under the general supervision of the County Administrator. Supervision Exercised: Supervision is given to all County Highway Department employees. The incumbent is responsible for staffing, management and oversight of all day to day Department Operations. The incumbent makes final decisions concerning firing, discipline, performance evaluation and assignment of employees. Decision Making: Decisions concerning overall management of the Highway Department, procedures for performing work, establishing repair priorities for highways, and daily work assignments are

Interaction: There is significant interaction with other County Departments, the Wisconsin Department of Transportation, various municipalities, private contractors, suppliers, County Board Supervisors and the general public. Essential Knowledge and Abilities: Ability to provide a high level of citizen service and professionalism in low, medium and high pressure situations. Knowledge of the principles and practices of civil engineering as applied to construction and maintenance of highways, bridges, and other related infrastructure. Knowledge of materials, equipment, and practices used in highway construction and maintenance. Knowledge of principles and practices of the full range of governmental administration including budgeting, short- and long-term planning, contract management, general management techniques, program evaluation, and management information systems. Knowledge of administrative, managerial, and supervisory principles and practices, including program management, human resource management, and budgeting. Knowledge of municipal governmental organization and the relationships between county government and local, state, and federal agencies. Skill in managing multiple projects, and prioritizing multiple tasks and demands. Ability to set work priorities and train, direct, motivate, and evaluate the work of assigned staff. Ability to develop department goals and objectives and perform planning and budgeting functions. Ability to apply judgment and discretion in resolving problems and interpreting policies and regulations. Ability to plan, organize and administer for efficient operation and coordination a wide variety of ongoing projects and a large organization and staff. Ability to direct, review, and evaluate the work of professionals and skilled subordinates. Ability to prepare complex bid specifications, analyze proposals, read construction plans, and draft agreements. Ability to and skill to effectively communicate, both orally and in writing. Ability to establish and maintain effective working relationships with a variety of government officials, contractors, employees, news media, and the general public.
29 Ability to fulfill physical demands of job, sensory demands (seeing and hearing), and cognitive demands (concentration, conceptualization, memorization). Training and Experience: A Bachelor s Degree in Civil Engineering, Public Administration, Business Administration or related field. Licensure as a Professional Engineer in the State of Wisconsin. Six years of progressively responsible administrative work experience in highway construction and maintenance involving cost estimates, contact drafting, and budget preparation and monitoring.
