1 1 HEALTHY AIRMAN REPORT RAF Lakenheath (RAFL)/RAF Mildenhall (RAFM)/501 st Combat Support Wing (CSW) The Health Promotion Flight (HPF) has two-fully functioning Health & Wellness Centers (48AMDS/SGPZ & 48AMDS/SGPZ-1) the only HPF with this distinction in the Air Force. We provide wellness and fitness intervention for three U.S. Air Force Bases located in England: Royal Air Force Lakenheath, Royal Air Force Mildenhall, Royal Air Force Feltwell and 501 st CSW (GSU s data is included with RAF Lakenheath.) We provide support/consultation services to five geographically-separated units (GSUs). Royal Air Force Lakenheath, England, United Kingdom Demographics Royal Air Force Lakenheath, United Kingdom, is located 70 miles northeast of London and 25 miles northeast of Cambridge. The Liberty Wing consists of nearly 4,500 active-duty military members, 2,000 British and U.S. civilians, and includes a geographically-separated unit at nearby RAF Feltwell. RAF Lakenheath is the largest U.S. Air Force-operated base in England and the only U.S. Air Forces in Europe () F-15 fighter wing. Our wing s mission is to provide responsive combat air power, support and services to meet our nation's and allies' international objectives. As the 's only F-15 fighter wing, we bring unique air combat capabilities to the fight, such as the most advanced Joint Direct Attack Munitions employed by the F-15E. We provide all-weather, day-or-night air superiority, air-to-ground precision combat capability, and multi-staged improvement program avionics. The F-15E Strike Eagle employs Precision Guided Missiles (PGMs) using the Low Altitude Night Targeting and Infrared Navigation (LANTIRN) system and Sniper Advanced Targeting Pod technology. The F-15C Eagle employs advanced technology including the AIM-9X munitions and the Joint Helmet Mounted Cueing System providing the most advance technology, capable of eliminating enemy air threats anytime, anywhere. When teamed together, the F-15E and F-15C provide an air combat capability never before seen in the history of airpower. Historically, the 48th Fighter Wing has been the foundation of 's combat capability and remains so today. The Liberty Wing led the El Dorado Canyon raids into Libya in 1986 and was the first F-111 fighter unit to deploy to the Gulf during Operations Desert Shield and Desert Storm. The Liberty Wing also anchored NATO forces during Operations Deliberate Force and Allied Force. Since September 11, 2001, the 48th Fighter Wing has played a key role in antiterrorism operations, flying combat missions and providing combat support in Operations Enduring Freedom and Iraqi Freedom. The 48th Fighter Wing continues to provide responsive combat capability for our NATO allies and the U.S. military at every turn. In addition to supporting three combat-ready squadrons of F-15E Strike Eagle and F-15C Eagle fighter aircraft, the 48th Fighter Wing houses the 56th Rescue Squadron's HH-60G Combat Search and Rescue helicopters. The 56th RQS provides worldwide rapidly deployable combat rescue and reaction force response utilizing HH-60G helicopters and pararescue specialists. They also provide long-range rescue, humanitarian assistance, non-combatant evacuation and disaster relief capability for U.S. European Command and the Joint Chiefs of Staff.
2 2 Royal Air Force Mildenhall, England, United Kingdom Demographics The 100th Air Refueling Wing (ARW) is a large, diverse organization which conducts air refueling and combat support operations throughout the European and African areas of responsibility. Located at RAF Mildenhall in the United Kingdom, the wing directs reception and mobilizes for contingency operations. The 100th ARW refuels U.S. and partner nation military aircraft over a span of more than 20 million square miles using its 15 assigned KC-135 Stratotankers. The wing further supports more than 10,000 military, civilian, dependent and retiree personnel, including 3rd Air Force and four associated partner units. The 100th ARW is organized into three groups: 100th Operations, 100th Maintenance and 100th Mission Support. The 100th Operations Group provides critical air refueling capabilities to Air Combat Command (ACC), Air Force Special Operations Command (AFSOC), Air Mobility Command (AMC), United States Air Forces in Europe (), and North Atlantic Treaty Organization (NATO) allies. The group has two squadrons: 100th Operations Support and 351st Air Refueling. The aircraft types assigned to the squadrons are: KC-135R and KC-135. Their missions range from supporting peacetime and contingency missions to survival training and air traffic control. The 100th Maintenance Group is accountable for a full spectrum of aircraft and equipment maintenance, ensuring readiness of refueling operations, tactical airlift, special operations, and strategic reconnaissance throughout Europe and Southwest Asia. It also supports ACC, AFSOC, AMC, and aircraft maintenance efforts and manages the regional repair center for all C-135 aircraft deployed to Europe and Southwest Asia. The group is comprised of three squadrons: 100th Aircraft Maintenance, 100th Maintenance Operations and 100th Maintenance. The three squadrons support: air refueling by providing maintenance recovery teams; ancillary training; and component and ground maintenance support of assigned ACC, AFSOC, AMC, and transient aircraft. The group also maintains combat readiness and deploys personnel and equipment in support of NATO, USEUCOM and USSOCOM operations throughout Europe and Africa. The 100th Mission Support Group consists of five squadrons (100th Civil Engineer, 100th Communications, 100th Logistics Readiness, 100th Force Support and 100th Security Forces) that support the host flying wing, 3rd AF, and partner and geographically separated units assigned to several commands. The group ensures the capability of the base to deploy, receive, employ and sustain Air Expeditionary Forces during wartime operations and disaster situations and provides base support and quality-of-life facilities, materials and services to assigned members, their families and retirees. The group s responsibility ranges from fire protection and disaster preparedness to law enforcement and Antiterrorism/Force Protection.
3 3 Royal Air Force Alconbury, England, United Kingdom Demographics RAF Alconbury is located 3 miles northeast of Huntingdon and 60 miles north of London, England. RAF Alconbury is the home of the 501st Combat Support Wing. The 501 st Combat Support Wing ensures four UK-based Air Base Groups (RAF Fairford - 420th, RAF Menwith Hill 421 st, RAF Croughton nd, and RAF Alconbury rd ) are resourced, sustained, trained and equipped to exacting command standards in order to provide mission support that enables US and NATO war fighters to conduct full spectrum flying operations during expeditionary deployments, theater munitions movements, global command and control communications to forward deployed locations, support for theater intelligence operations and joint/combined training. The 423d Air Base Group is a component of the 501st Combat Support Wing and is located at Royal Air Force Alconbury, England. The group is made up of 417 people assigned to the various squadrons throughout the group. The unit employs approximately 277 active duty military, 140 DoD Civilians and 170 Non-Appropriated Fund employees. 255 Ministry of Defense employees also work in the unit. The group is organized into a group staff and six squadrons. The squadrons include the 423d Air Base Squadron, 423d Medical Squadron, 423d Security Forces Squadron, 423d Services Squadron, and 423d Civil Engineer Squadron. The 426th Air Base Squadron is also under the 423d Air Base Group but is geographically separated and physically located at Stavanger Air Base, Norway. The 423 ABS Commander and his Support Staff, as well as many of the support units and recreational facilities for the Tri-Base area, are located here. The Airman and Family Readiness Center, Lodging Office, Commissary, BX, concessionaires, theater, DoDDS schools and some base housing are also located here. Royal Air Force Croughton, England, United Kingdom Demographics RAF Croughton is located near Brackley, Northamptonshire, just 20 miles north of Oxford and 70 miles northwest of London. The 422nd Air Base Group is located at Royal Air Force Croughton and is a component of the 501st Combat Support Wing headquartered at Royal Air Force Alconbury, England. The group is made up of approximately 617 people assigned to the various squadrons throughout the group. The unit employs approximately 268 active duty military, 140 DoD Civilians and 202 Ministry of Defense employees. The group is organized into group staff and four squadrons. The squadrons include the 422nd Air Base Squadron, 422nd Communication Squadron, 422nd Security Forces Squadron, 422nd Civil Engineer Squadron. RAF Croughton support Presidential, NATO, European, and Central Command, operations with 23 communications and information weapon systems. They provide 30% of all DOD communications between Europe and CONUS. The base provides communication for deployed and en route war fighters. Supports functions which include the Civil Engineering, Services, Logistics, Medical, and Security Forces.
4 4 Royal Air Force Fairford, England, United Kingdom Demographics RAF Fairford is located near Gloucestershire, just 35 miles southwest of Oxford and 95 miles east of London. RAF Fairford s mission is to provide unparalleled mission support and receive bed down and sustain munitions to enable US and NATO warfighters to conduct full spectrum flying operations from 's only Bomber Forward Operating. The 420th Air Base Squadron is located at Royal Air Force Fairford. The squadron includes over 300 people assigned. It employs approximately 176 active duty military, DoD Civilians and Non-Appropriated Fund employees. 231 British Ministry of Defense employees also work in the Group, providing security and force protection, fire and crash protection, and other duties throughout the base. The 420th Air Base Squadron is a geographically separated unit of the 422nd Air Base Group, RAF Croughton. Both units are components of the 501st Combat Support Wing, headquartered at RAF Alconbury, United Kingdom. Royal Air Force Menwith Hill, England, United Kingdom Demographics RAF Menwith Hill is situated approximately nine miles west of Harrogate in North Yorkshire and 222 miles north of London. The base is owned by the Ministry of Defense (MoD) and made available to the US Department of Defense (DoD). The base comprises family housing, community facilities and high-technology installations and structures. RAF Menwith Hill is an integral part of the US DoD world-wide defense communications network. Its primary mission is to provide intelligence support for UK, US and allied interests. There are about 2200 staff from both UK and US. Approximately one third are British, drawn from HM Armed Forces, Civilian personnel, MDP and contractor staff. About one third of the US personnel are active duty military personnel representing all four services (Air Force, Army, Navy and Marine Corps); the rest are US civilians. The majority live off base and contribute substantially to the local economy. The base is regarded as being of vital importance to this country s defense strategy. RAF Menwith Hill functions primarily as a field station of the National Security Agency (NSA), which is the largest of several elements of the US DoD represented at the base. UK personnel from the MoD and Government Communications Headquarters (GCHQ) are fully integrated at all levels within both the operational and administrative areas of the base. British staffs are aware of all facets of the base s operations and no activity detrimental to the UK s interests is carried out there. Royal Air Force Molesworth, England, United Kingdom Demographics RAF Molesworth is located 14 miles west of RAF Alconbury and 11 miles northwest of Huntingdon. The United States European Command Joint Intelligence Operations Center - Europe Analytic Center (JAC) at Royal Air Force Molesworth, United Kingdom is the primary European theater intelligence organization responsible for maintaining situational awareness for 51 countries spanning three land masses. Primary support is to U.S. warfighters, the North Atlantic Treaty Organization and coalition partners. Support is provided by all-source, fused, timely and predictive intelligence. The JAC's team of joint military service personnel, Department of Defense civilians, and civilian contractors is augmented by joint service reservists in five locations in the United States to provide 24 hour, seven days a week, 365 days a year support. The Motto is Semper Vigilans - Always Vigilant.
5 5 The United States Africa Command's Intelligence and Knowledge Development Directorate-Molesworth at Royal Air Force Molesworth, United Kingdom in concert with Intelligence and Knowledge Development Directorate and U.S. Africa Command, both located in Stuttgart, Germany, along with other U.S. Government agencies and international partners provide primary African theater intelligence for knowledge development and situational awareness for the world's second largest continent and its 53 countries to ensure sustained security engagement activities to promote a stable and secure environment in support of U.S. foreign policy. Stavanger, Oslo, Norway Demographics Stavanger is situated on the Southwestern coast of Norway (in the county of Rogaland); 600km from Oslo, the capital of Norway and lies on a line of latitude level with the Southern tip of Alaska. The mission of the 426th Air Base Squadron is to provide Top-Notch professional support to the Joint Warfare Center (NATO) and DoD personnel assigned to Norway. Stavanger is situated on the Southwestern coast of Norway (in the county of Rogaland); 600km from Oslo, the capital of Norway and lies on a line of latitude level with the Southern tip of Alaska. Nestled in the middle of fjord country on Norway's southwest coast, Stavanger is known for breath-taking scenery and moderate temperatures. Because Stavanger is home to NATO and is also the hub of the North Sea petroleum industry, the city provides both a cosmopolitan and small town feel. Royal Air Force Upwood, England, United Kingdom Demographics RAF Upwood is located approximately 14 miles from RAF Alconbury and 60 miles north of London, England. RAF Upwood host a multi-million dollar medical complex houses out-patient care facilities for military personnel stationed in the Tri-Base area. The Tri-Base area consisting of the 423rd Air Base Group and the Joint Analysis Center is composed of RAF's Alconbury, Molesworth, and Upwood, United Kingdom. Most standard medical care is available. Persons requiring specialized medical care may be referred to RAF Lakenheath (approximately 48 miles east of RAF Alconbury).

During this period, RAFL and RAFM are ranked 3rd and 4 th highest, respectively, in the for number of tobacco users. s usage rate was 25%. Based upon these figures, RAFL and RAFM HAWCs strived to achieve a reduction in tobacco usage. RAFs Lakenheath (RAFL) & Mildenhall (RAFM) compared to the USAF. When compared with the USAF usage rate of 23.5%, RAFL and RAFM have higher tobacco usage rates of 28.1% and 27%, respectively. We identified the top three squadrons with the highest usage rates on both bases (RAFL: 48 Aircraft Maintenance, 48 Component Maintenance and 48 Munitions; RAFM: 100 Logistics Readiness, 100 Security Forces, and 352 Maintenance). In an effort to decrease usage, the Health Promotions Flight (HPF) offered: group tobacco cessation classes twice monthly; an on-line quit website, (American Lung Association s Freedom from Smoking); also ( a British quit line (NHS, National Health Service, Stop Smoking Service) at outreaches (Great American Smoke-Out, commander calls, base info briefs); intervention seminars. We continue to develop programs to increase awareness and discourage tobacco usage.

11 11 Our nutrition programs/efforts have resulted in healthier nutrition choices. We contacted 34.1% of our targeted population. Our goals were positive trends toward base personnel achieving body mass index (BMI) ranges of 19 to 24.9; abdominal circumferences below 39 inches (for males) and 35.5 inches for females. In addition, we educated the installation population on safe use of supplements and performance enhancers; meeting the five-a-day requirement of fruits and vegetables daily. A highlight of the seven programs for healthier weight and optimal nutrition was the Snack Bar Wars initiative. The Health Promotions Flight observed unhealthy consumption of ready-to-eat foods (like candy bars, potato chips and energy drinks). We asked AD personnel from 32 squadrons of two bases (RAFL & RAFM) to participate in a competition to see whose snack bar was the healthiest. We achieved an AF benchmark program and made contact with nearly 70% of the squadrons. All who participated were winners. The top three and bottom three squadrons received prizes for their efforts; the bottom three, specifically received further education on making their snack bars have healthier options (like fruits and low-calorie drinks).

RAFL AD personnel passed their annual Physical Assessments with a combined 88% (excellent category rated 20%; good, 68%). RAFM AD passed with a joint number of 88% (excellent category rated 20%; good, 68%) and 501 st CSW units with a combined 96%. pass rates were 90%. These AD personnel were able to attain the high pass rate by integrating strength and cardiovascular training four or more times per week. The Health Promotions Flight provided physical activity programs that promoted fitness for our diverse community.
17 17 Community Partnerships The Health and Wellness Centers of RAFL and RAFM consistently provided quality, health-intervention initiatives for our diverse community of 34,500. We have created partnerships with both on-base and off-base host-nation agencies designed to improve to the quality of life of our community. These joint endeavors built healthier and stronger communities. This was due to the dynamic organization and collaboration on community projects through agencies, like the CAIB (Community Action Information Board) and the IDS (Integrated Delivery System).
