4 Military Overlay District: Dark Skies Update JLUS MISSION Joint Base San Antonio (JBSA) and the Joint Land Use Study (JLUS) program at Alamo Area Council of Governments (AACOG) are introducing recommendations to combat light pollution. The night vision tools allow the military to visibly see objects at night as the objects would appear in the day time. Night vision capabilities currently make it possible for U.S. forces to operate with less risk at night when the enemy is visually impaired. To remain proficient in using night vision devices (NVDs) during combat operations, the U.S. military (aviators and ground based personnel) must train with the devices in situations that closely resemble the combat environment so that they can be prepared for ever changing war time conditions. Light pollution caused by urban expansion is creating hazards and has the ability to obscure military personnel's capability to see objects in the darkness.

5 Military Overlay District: Dark Skies Update Next Policy Evaluation Workshop June 20 th, 2017 CoSA Development Services Department 1901 S. Alamo (Invite only) Dark Skies ordinances need to be adopted to enact buffers around remaining JBSA military installations (Randolph, Lackland Annex, Ft. Sam Houston). Currently only CoSA, Bexar and Comal county. have an enforceable MOU within the 5-mile buffer around Camp Bullis. Light Attenuation On/Off Base: 1) Camp Bullis Outdoor Sign Lighting All signs within ¾ mile of Camp Bullis shall be positioned and have Dark Sky approved shielding devices and should not be positioned parallel to installation. On premise, the signs may only operate during business hours and ½ hour after closing. 2) Outdoor Sign Lighting Conventional non-digital off-premises signs must use not more than 2 (400 W) luminaires. 3) Street Lighting Standard street lights shall be Full Cutoff. Laser source light shall not be used above horizontal plane. Searchlights strictly prohibited. Exception for law enforcement, medical activities, etc. For full list of exceptions reference Unified Development Codes (UDC) Sec (b)(15). 4) Commercial Property All fixtures shall be Full Cutoff. Intermittent lighting shall be controlled by motion sensor and not exceed 5-minutes following last activity. Outdoor lights, except for security and parking lot illumination businesses must turn off lights after 11:00 PM. 5) Commercial Parking Lots Pole height limited to 30 ft. All fixtures in surface lots and top decks of parking garages shall be Full Cutoff. Asphalt reflectivity would be minimized One Hour after closing businesses must turn off at least 50% of lighting luminaires, but luminaires may be set to turn back on with a motion sensor. 7 Unmanned Aircraft Systems (UAS) UAS Usage Commercial UAS sales in the U.S. are increasing yearly and are continuing to pose a hazard to many military instillations, including Lackland AFB. Uninformed hobbyist/users in the surrounding communities are posing a threat with their recreational use of UAS s. The FAA receives reports of potentially unsafe UAS operations and registrations! FAA Code Regulations For commercial use, pilot must be at least 16 years old and pass TSA background. UAS must be registered if more than 0.55 lbs. and must be less than 55 lbs. Can t fly within 5 miles of airports vicinity without prior notification to the air traffic control tower (ATC). Must not exceed 400 feet in altitude, 100 mph during daytime operations. Must yield right of way to manned aircraft. Must not fly over Hwy/vehicles or gathering of people. AACOG Will assist in researching UAS code ordinances for implementation throughout the region. Local government support to establish a code/ ordinance(s) regulating the use of UAS. Chicago and San Jose among the only cities that have created an ordinance enforcing pre-existing FAA regulations limiting UAS use near special events and critical infrastructure. Recommendation? Update: Support the creation of a local UAS Code or Ordinance. Implementing a public outreach campaign. The United States Court of Appeals for the District of Columbia Circuit ruled Friday May 19,2017 for the repeal of the FAA s registration rule regarding model aircraft otherwise known as drones. The bases for their ruling is the 2012 FAA Modernization and Reform Act stating that the FAA may not promulgate any rule or regulation regarding a model aircraft. Therefore, the Registration Rule is unlawful as applied to model aircraft. Do any municipalities have a current drone ordinance or need assistance researching in the future? Agenda Item #2

16 RJIS #1 Update: RJIS #1: Identify critical areas/priority properties for acquisition that support preservation of military readiness for all Joint Base San Antonio (JBSA) installations through the use of Readiness and Environmental Protection Integration (REPI) funding or other public-public or public-private funding mechanisms. Randolph AFB REPI proposal under 502nd Airbase Wing (ABW) awarded exceptional $1.5M grant to purchase 7 tracts in the Air Installation Compatible Use Zone (AICUZ)/Accident Potential Zones (APZ) sections of Randolph AFB for the preservation of its flying training mission. Bexar County secured $5.0 million in DEAAG funding for the encroachment / land acquisition around Randolph AICUZ. No Official Deadline

17 RJIS #2 Update: RJIS #2: Utilize capital improvement and infrastructure systems planning for stronger interagency communication/ coordination on regional growth and management. The Alamo Area Council of Governments (AACOG) Joint Land Use Study (JLUS) Department is monitoring programs throughout the region. For example, projects include: City of San Antonio (CoSA) 2017 Bond, Alamo College District 2017 Bond, Alamo Area Metropolitan Planning Organization (MPO) Projects, and various school district expansion projects. DEAAG: $5 million to address encroachment issues around Randolph AFB No Official Deadline

18 RJIS #3 Update: RJIS #3: Pursue legislation to authorize Texas counties limited land-use authority to protect and preserve military readiness around the states installations. During the 85th Texas Legislature, the AACOG JLUS program assisted in tracking legislative proposals that would have either positive or negative impacts on JBSA installations. The 86th Texas Legislative session, convening in January 2019 will bring opportunity for potential proposals. No Official Deadline:

19 RJIS #4 Update: RJIS #4: Develop an Memorandum of Understanding (MOU) for a formal development notification process between the jurisdictions/agencies and the JBSA installations. The AACOG JLUS program is tracking community efforts to establish an MOU 5- mile buffer zone for light and sound attenuation surrounding the Randolph and Lackland AFB. Currently Camp Bullis/Camp Stanley is the only base with an existing 5-mile light and sound buffer zone. Open issue: Seeking partnerships in

20 RJIS #5 Update: RJIS #5: Develop a regional JLUS implementation coordinating board/task force. The AACOG JLUS program is actively pursuing the RJIS s and grant deliverables as required by the Office of Economic Adjustment (OEA) grant. AACOG JLUS department is conducting installation taskforce meetings to identify the key priorities coinciding to the Regional JLUS. In Progress: Target completion date end of 2018.

21 RJIS #6 Update: RJIS #6: Pursue mandatory real estate disclosure of Military Influence Areas (MIA) to ensure the safety and quality of life for homebuyers in the MIAs. This can be done through modifications to the Texas Association of Realtors (TAR) forms 1406 and 1506 for TAR members and amendment of property code sellers disclosure of property condition for all realtors in the state of Texas. H.B. 890 will require provisions in the seller s disclosure notice. The law will help disclosure to potential homebuyers that the property may be impacted by military training operations. Will only pertain to existing homes sales. New constructions projects are excluded from H.B Becomes effective Sept 1, It could be revised to include new construction if political opportunity arises during 86 th Legislature in 2019.

22 RJIS #7 Update: Camp Bullis is currently the only JBSA military installation in the AACOG region with a Military Overlay District (MLOD) with a 5-mile buffer zone for light and sound attenuation. RJIS #7: Develop a regional Military Overlay District (MOA) to include all Military Influence Areas (MIA) for adoption and use in jurisdictional zoning ordinances/unified development codes as each MIA impact the jurisdiction. In cooperation with JBSA Installations Encroachment Management Team (IEMT) and P4, the agencies are currently working with AACOG region stakeholders to create an 5-mile Military Influence Overlay District (MIOD) buffer zone which would account for light and sound attenuation surrounding Randolph, Lackland and Fort Sam. In Progress: Target completion date end of 2018.

23 RJIS #8 Update: RJIS #8: Monitor the incorporation of Air Installation Compatible Use Zones (AICUZ) guidelines for safety and noise in impacted jurisdictions zoning ordinances/unified development codes to protect military mission readiness and the public. Randolph AFB JLUS proposal on the density limits amendment to revise the ratio in the AICUZ/APZ. The Randolph JLUS was adopted in The density limit in the Randolph JLUS stated the ratio of one house per twenty acre (1:20) east of APZ2 located in the AICUZ. To the west of APZ2 the stated ratio was one house every ten acres (1:10) in the AICUZ. With the collaboration of Randolph AFB, City of Schertz and AACOG we are confident the partnerships will conclude with a compatible planning solution. In Progress: Target completion date in 2017.

24 RJIS #9 Update: A shared services agreement is needed for the maintenance of trees and to provide a wildlife environmental study to reduce BASH issues at Randolph AFB. RJIS #9: Monitor the incorporation of Bird/Wildlife Air Strike Hazard (BASH) guidelines for safety in impacted jurisdictions zoning ordinances/unified Development Codes (UDC) to protect military mission readiness and the public. AACOG is in early stage development of scope of work for feasibility analysis analyzing shared services between JBSA- Randolph and communities around installation. Services would be delivered by AACOG member governments. In Progress: Target completion date in 2018.

25 RJIS #10 Update: RJIS #10: Require a note or statement to be recorded on plat for those properties that are impacted by one or more of the regional MIAs. The consideration attempt was presented during the 85th Texas Legislature; however, it never received committee consideration prior to end of session. The next opportunity to propose RJIS #10 for state law consideration will be during the 86th Texas Legislature which convenes in January 2019.

26 RJIS #11 Update: Which communities in the AACOG region have UDC requirements? Do each have timelines for completion? RJIS #11: Monitor the amendments of Unified Development Codes (UDC) and zoning ordinances of local impacted jurisdictions to incorporate dark sky lighting controls and develop an outreach program to educate regional JLUS partners about sensitive lighting applications. The next meeting for the Dark Skies initiative is June 20, 2017 at the San Antonio Development Services Department. The CoSA Office of Sustainability is taking the lead with the discussion and has been working closely with JBSA and AACOG. In Progress: Target completion date for committee recommendations

27 RJIS #12 Update: RJIS #12: Monitor the amendments of Unified Development Codes (UDC), zoning ordinances, and building codes of impacted jurisdictions to incorporate sound attenuation standards for noise sensitive land uses that are located in one of the regional noise MIA. Randolph AFB JLUS contains a specific noise model data depiction of noise exposure in the vicinity of the airfield; superimposed on a map representing daynight average sound level (DNL) of 65, 70 and 75 decibels (dba). Camp Bullis is the only JBSA installation with an established 5-mile buffer zone for light and sound development restrictions and notification.

28 RJIS #13 Update: RJIS #13: Share information about mission critical flight paths and altitudes, and height limitations/restrictions to promote a regional planning perspective The AACOG JLUS department and JBSA will have this consolidated information available after the completion of the ongoing research. This is set to be completed at the end of the Regional JLUS grant in Flight path and altitude data that pertains to Randolph and Lackland AFB needs to be collected due to their active runway status. 29 RJIS #14 Update: RJIS #14: Adopt Federal Aviation Administration (FAA) part 77 and any amendments as state law to ensure FAA part 77 compliance by developing a height restriction zoning ordinance/order for each impacted jurisdiction. The FAA Part 77 deals with the safe and efficient use of navigable airspace. Part 77 was incorporated as part of Randolph AFB JLUS in An MOA outreach initiative has been discussed to further assist educating general aviation of safe airspace practices for the safety of the communities and pilots. In Process: General awareness campaign 2017.

30 RJIS #15 Update: Defense Economic Adjustment Assistance Grant (DEAAG) opportunities RJIS #15: Coordinate utility, infrastructure, telecommunications and alternative energy development regionally. 1 st, $5 million grant partnership to bring adequate water supply infrastructure to JBSA installations. 2 nd, $5 million to address encroachment / land acquisition issues around Randolph AFB. 3 rd potential downstream, Lackland AFB Kelly Field Air Traffic Control Tower. DEAAG will open at a later date. CoSA striving to become a Smart City with the implementation of Google Fiber, AT&T Giga Power, etc. In Progress: Supporting RJIS #15

31 RJIS #16 Update: JBSA Installations Encroachment Management Team (IEMT) plan the review and monitoring process with developers throughout the development/planning process to ensure compatible development. RJIS #16: Provide review of agency plans to address military concerns and impacts. The AACOG JLUS department serves as a research & data support for IEMT concerns and impacts to JBSA in order to preserve its current missions and potentially extract new missions. The goal is to assist in positioning JBSA in a strong overall position to prevent a possible Base Realignment and Closure (BRAC). In Progress: Continuous Monitoring

32 RJIS #17 Update: RJIS #17: Ensure review of agency plans to address military water concerns. AACOG, CoSA and JBSA partnered with San Antonio Water System (SAWS) to secure a $5 million DEAAG from the State of Texas to secure new water supply connections for JBSA installations. The projects include secondary access to Ft. Sam, Lackland, Medina Annex, and primary access to Camp Bullis. Affords JBSA the ability to interconnect their water system in the future, provide a continual source, and ensure that drought restrictions do not hinder any military missions. 33 RJIS #18 Update: The AACOG JLUS program is producing various outreach materials as part of the OEA grant deliverables. RJIS #18: Develop mission informational brochures, materials and conduct community briefings to educate the public about military mission-related impacts. The AACOG JLUS program is scheduled to provide activity update/report to Military Transformation Task Force (MTTF) at their June 13, 2017 meeting. In Progress: Public Awareness

34 RJIS #19 Update: RJIS #19: Develop a regional, searchable Geospatial/Geographic Information Systems (GIS) database that can benefit both the military and communities in longrange compatibility planning. The Regional JLUS program is reaching out to surrounding counties, municipalities, and other public sector entities to request GIS information. There is potential to enhance our military influence map (Reference: MIA map). The process will include overlaying data that would include light/sound attenuation, vertical limitations, urban and commercial, and AICUZ/APZ information. Additional relevant data will be included. In Progress: In the process of requesting additional GIS information from stakeholders.

35 RJIS #20 Update: RJIS #20: Develop outreach materials and conduct joint outreach to developers on low impact storm water practices. Regional Development Services Departments are following national planning trends and incorporating Low Impact Development (LID) features into their capital infrastructure projects. AACOG JLUS team is researching which communities and counties in the AACOG region have incorporated these elements into their development policies.

36 Agenda Item #4 JBSA brings the airshow back to town!! The 502nd Air Base Wing will hold the: 2017 Air Show Lackland Kelly Field on Nov. 4-5 from 1000 to 1700 hrs. The two-day event will include support from all JBSA services. Headlining the schedule are the U.S. Air Force Thunderbirds, with the F-35 Heritage demonstration flight team. The air show will also feature civilian flying acts, Heritage aircraft static displays and other active duty aircrafts. Children activities and food will also be available.
