2 STUDY PURPOSE Joining Forces is a collaborative effort among local governments, military installations, citizens and other stakeholders It identifies encroachment issues affecting both surrounding communities and current and future military missions; and Recommends strategies to promote compatibility through communication, education and the local planning process 2

3 STUDY PURPOSE Joining Forces is an advisory document and a framework to support local actions and regional partnerships It is not a no growth plan but an opportunity to encourage compatible development patterns 3

4 STUDY PROCESS Joining Forces has been part of a year-long effort that has included: Policy Committee meetings Stakeholder interviews Public meetings (July/August of 2016) Web site Technical analysis of existing conditions and issues Development of draft recommendations 4

8 COMPATIBILITY ISSUES The JLUS analyzed compatibility in the following areas: Air Quality Noise Management/Avoidance Aviation and Airspace Safety Outdoor Lighting/Signs Communication and Coordination Physical Security Economic Development Statewide Policy/Legislative Energy Infrastructure Actions Environmental/Cultural Resources Stormwater Management Land Use Transportation Local Government Plans Water Military Plans/Operations Wildfire 8

9 COMPATIBILITY PROGRESS An analysis was completed identifying compatibility progress made since the 2008 JLUS for NAS Fort Worth JRB: Much of the development predates 1970s military guidance on compatible growth in noise and safety areas Cities of Fort Worth and Benbrook created overlay zoning, Building Codes require sound attenuation Percentage of residential land area decreases as sound and safety risk levels increase New development and redevelopment show a mix of increasing and decreasing compatibility in noise contours Safety zones showed a greater shift towards compatible land uses 9

16 DEVELOPMENT REVIEW TOOL Draft recommendations for improvement to the RCC Development Review Web Tool: Provide training, particularly to new RCC members and planning/technical staff Align the tool with municipalities existing workflows so users can incorporate its use into their daily activities Through a strategic plan, update web design, instructions and mapping component of the tool NCTCOG to identify staff support to monitor announcements of development, redevelopment, and planning projects in communities surrounding NAS Fort Worth JRB 16

17 COMPATIBILITY ACTIONS Joining Forces identifies 152 compatibility strategies for the North Texas region and each set of installations and adjacent communities Strategies are part of a menu that partners - including military installations and local governments - can adopt to reflect their resources, needs, and interests 17

18 COMPATIBILITY ACTIONS High priority and short-term actions at NAS Fort Worth JRB: Identify specific aviation areas vulnerable to security and safety threats from unauthorized UAS activity Identify and implement improvements to the RCC Development Review Web Tool Consider a Technical Committee of the RCC Support implementation of new state property disclosure law by making compatibility-related studies available to the public Prepare and distribute a welcome packet with information on base background, mission, and operations for incoming residents Coordinate on the siting of energy infrastructure to reduce safety threats to aviation activity and radar 18

19 COMPATIBILITY ACTIONS High priority and short-term actions at NAS Fort Worth JRB: Explore adoption of a land use/development zoning overlay in additional communities to promote compatibility Adopt sound attenuation building standards and/or energy efficiency practices to reduce indoor noise Continue to support area development infill plans consistent with Navy s guidelines, consider the assault landing strip on NAS Fort Worth JRB Coordinate with RCC members to reduce the risk of trespass onto NAS Fort Worth JRB Continue implementing priority transportation and mobility projects to enhance access around base and surrounding communities 19

20 COMPATIBILITY ACTIONS High priority and short-term actions at NAS Fort Worth JRB: Promote integrated Stormwater Management (iswm ) strategies and Low Impact Development (LID) techniques to reduce flooding risks across the watershed Increase capacity and function of existing stormwater infrastructure Enforce National Flood Insurance (NFIP) Regulations for the Farmers Branch Watershed 20

21 REGIONAL ACTIONS Conduct educational outreach with communities to increase awareness of the security and safety risks associated with UAS and offer technical assistance to local communities Build on existing coordination bodies, such as NCTCOG s RCC and the state TCC to create a region-wide forum for communication and advocacy of the military missions, installations, and training assets across North Texas Establish guidelines to promote an early notification and consultation process in which local governments provide regular updates on the siting of energy and communications infrastructure near military installations and aviation training areas within their jurisdictions 21

22 REGIONAL ACTIONS Conduct early outreach with energy developers and regulators to increase awareness of potential compatibility challenges and develop appropriate mitigation and alternate siting strategies that reduce the impacts of energy infrastructure on military operations Create and maintain an accessible regional spatial database to track major physical obstructions and flight hazards, including utility-scale wind and solar infrastructure, transmission lines, gas wells, and communication towers Explore the feasibility of sharing training assets and potentially shifting operations/training activity across Joining Forces facilities to reduce compatibility issues at higher intensity installations with known encroachment and maximize the capacity of less utilized installations 22

23 REGIONAL ACTIONS Actively pursue state legislation that enables counties to implement targeted land use controls on unincorporated land in specified proximity to military installations and training areas 23
