14 Texas Military Preparedness Commission Established in 2003 by the 78th Legislature, the Texas Military Preparedness Commission (TMPC) is a thirteen member commission whose mission is to preserve and expand Texas' military installations and their missions, and to assist communities that have been impacted by a Base Realignment and Closure (BRAC) action. Department of Defense (DoD) military expenditures, including military and DoD civilian payroll, totaled more than $65.4 billion in 2008, making Texas the number one recipient of DoD expenditures.
