5 Installation Installation Overview Welcome to Southern California and Marine Corps Base Camp Joseph H. Pendleton, the site of the Corps' largest amphibious assault training facility, encompassing 17 miles of prime coastline and 125,000 acres. As the most complete West Coast training facility, Camp Pendleton is one of the Department of Defense's busiest installations. While many military bases share one or more of Camp Pendleton's features, none can match Pendleton's broad spectrum. The base is home of the I Marine Expeditionary Force, the 1st Marine Division, the 1st Force Service Support Group and many tenant units, including elements of 3rd Marine Aircraft Wing and the Marine Corps Tactical Systems Support Activity (MCTSSA). Pendleton Marines are environmentally conscientious as they share the land with nearly 400 species of mammals and birds. The protection of several endangered species is considered when planning for training. Camp Pendleton is also home to about 55 bison. A wide variety of recreational facilities and activities are available on base. Combine these with an unlimited number of local points of interest, to make your tour a pleasant and memorable one. Use this guide to become familiar with Camp Pendleton and its surrounding areas, and help make the transition of settling into your new home and job easier. Pendleton has a population of approximately 37,000 active duty Marines and Sailors, with 27% of family members living on base and 73% living off base. Mission Marine Corps Base has the responsibility of providing housing, training facilities and logistical support for the Fleet Marine Force elements and other units assigned here. In addition, the base conducts specialized schools and other such training as the Commandant of the Marine Corps may direct. Following the purchase of the vast rancho, the new West Coast Marine Corps Base would be named Camp Joseph H. Pendleton, in honor of MGen. Joseph Henry Pendleton. Camp Pendleton was declared a "permanent" installation in October 1944 and in 1946 General Vandegrift stated that the base's future role was to be the center of all West Coast Marine activities and the home of the 1st Marine Division, the peacetime strength of which would be 12,500. The Corps broadened it's mission capabilities since the 1980's, as "amphibious" became "expeditionary", combining infantry, armor, supply and air power. Over the years, Camp Pendleton has demonstrated its successful training and effectiveness in the United States Marine Corps through WWII, Korea, Vietnam, the Persian Gulf, and humanitarian efforts in Somalia and Haiti. Each additional person is 1/2 price within the same family. Children under 3 yrs old are free. Reservations are required for clients leaving Camp Pendleton and Sato Travel on base sells tickets; 5 shuttles per day, 7 days per week to Camp Pendleton. Cash or travelers checks accepted only. San Diego Express Shuttle, 24-hour service, 7 days a week, for more information call RIDE (7433), or (619) , or (619) Amtrak Rail: (Recording) Take local bus to Amtrak Station. $10.00 one way - to or from Oceanside, $20.00 roundtrip (including military discount). United Service Organization (USO) is located in Terminal #2 of the San Diego Airport and is open from , 365 days a year. The USO is a nonprofit, civilian operated organization with tremendous support and operates worldwide in more that 160 locations. The facility boasts of a television lounge and sitting area, video games, movies, transportation assistance (referral to shuttle services to Camp Pendleton), and directions as well as free coffee and refreshments. For more information call (619) LOS ANGELES TO/FROM CAMP PENDLETON Greyhound Bus Lines: From Oceanside bus terminal to Los Angeles, purchase regular one way ticket, $11.00, round trip ticket is $ There is a 15% cancellation fee. Greyhound does not go directly to the airport from Oceanside. For Greyhound schedule call (760) (Recording) To talk to a Greyhound representative call Express Shuttle: From Los Angeles International Airport to the Greyhound Bus terminal in downtown LA. Tickets may be purchased from the Greyhound Bus terminal at approx. $ Marine Liaison: Offers information to servicemembers who are departing for or returning from overseas duty stations; located in Terminal #2 (lower level, office #1018A). For information or referral call (310) /3590 or DSN /3590, or United Service Organization (USO): Offers information and referral services to active duty personnel, their family members and retirees. They have specific information on the times of day the buses and trains run to Camp Pendleton. For more information on services provided by LAX USO call (310) or DSN METROLINK: Oceanside is quickly becoming the area's major rail transportation hub. Commuter rail service connecting Oceanside's Transit Center with Los Angeles Union Station via METROLINK is now available. There are currently 8 stops between Oceanside and Los Angeles Union Station. METROLINK currently operates 7am to 6pm, Monday-Friday only. Oceanside Metrolink is located at: 235 So. Tremont Ave., off Mission Avenue. Metrolink has four departures (three in a.m. and one in p.m.) and four return trains to Oceanside (one in a.m. and three in p.m.). One-way ticket $9.75; round trip $ For more information about METROLINK call (310) ARRIVAL AND CHECK-IN REQUIREMENTS: All personnel are required to report to the Joint Reception Center (JRC), Building , in service "A" uniform. The duty desk is open 24 hours a day, 7 days a week. See RELOCATION SERVICES/PCS REPORTING PROCEDURES in this guide book. LODGING: All personnel checking into Camp Pendleton are advised to make reservations for Temporary Lodging and/or Billeting up to 1 year in advance due to the large number of personnel incoming to and outgoing from Camp Pendleton. The summer months are extremely busy for PCS moves, so PLAN AHEAD! See RELOCATION SERVICES/BILLETING in this guide book for phone numbers and details regarding temporary lodging facilities. CHILD CARE INFORMATION: See category CHILD AND TEEN SERVICES, related subjects Child Development Programs on and off the installation. Please note our "Home Alone" policy. Base Housing regulations for family housing occupants state that children under the age of 12 may not be left home alone in quarters. However, children over 12 years of age may be left alone in quarters and may care for younger children. The guidelines for families with children residing within the local community (off base) are very similar. 2

7 There is an informal policy recommending the "home alone" age to be to be based on each particular situation and to be reviewed on an individual basis. RELOCATION ASSISTANCE PROGRAM The Relocation Assistance Program of Community Support Services is located in Bldg Relocation Assistance provides Welcome Aboard Packages, maps and numerous other resources regarding Women, Infants and Children (WIC), child care, education and much more to those who are relocating to Camp Pendleton. The WELCOME ABOARD ORIENTATION is held daily at 0800 and relocation services are provided at the Joint Reception Center, Building SPOUSES are highly encouraged to attend. In addition, SPOUSES' Welcome Aboard Orientation offered in the Community Centers on a monthly basis. Call toll free ext 5704 or commercial (760) for more information. New to the area --- CHECK OUT --- INTERNATIONAL CULTURAL GROUP --- The Group promotes cross cultural adaptation through arts 'n crafts, recreation, social gatherings and educational briefings. HOUSING: Military personnel with family members reporting to Camp Pendleton for permanent duty are required to report to the Base Housing office, Bldg 1138, before accepting or signing off base housing agreements. The SCOUT, Marine Corps Base, Camp Pendleton newspaper is published every Thursday and distributed to housing and other key locations throughout the base. The SCOUT provides the military community with important military news and useful advertising information. Beer, wine and distilled spirits are sold by the package in any type of store or establishment which has an appropriate license. There are strict regulations on base concerning drinking and driving, zero tolerance. PETS: The California Department of Health Services requires all dogs over four months old to have a certificate of current rabies vaccination stating the type, manufacturer, and lot number of rabies vaccine used and date of administration. All cities and counties in California have dog control ordinances. It is strongly recommended that all cats be rabies immunized. Cats, pet birds and pet rabbits must be healthy on admittance into the state. Parakeets may not be brought into the state for the purpose of sale. Pet ferrets are prohibited in California. Information on base regulations is listed in this guidebook under RELOCATION SERVICES section. PLANTS: Houseplants in potting soil that are kept inside at all times are usually admissible into California. (Except indoors fruit plants.) All houseplants are subject to inspection at the state border for freedom of serious diseases and pests. Outdoor plants are usually not admissible. Some plants are carriers of specific plant diseases and are restricted by plant quarantines. No plants are admissible from Florida, Long Island, N.Y., Hidalgo and Cameron counties in Texas, due to certain infestations. Vehicles up to four years old are exempt from smog inspection. As of 1 Jan 97, new mandatory Calif. vehicle laws require motorists to show evidence that they have liability insurance to a peace officer if they are stopped for a traffic violation. The second new provision requires motorists to file evidence of liability insurance coverage when they renew their vehicle registration. Local Community Local Community Overview Oceanside is situated on three miles of sandy beaches and is an ideal mix of an urban and rural environment blessed with almost perfect, year-round weather. Three major freeways, Interstate 5 and Highways 76 and 78, provide easy access to and from Oceanside. The city is also served by Amtrak, which stops in Oceanside, and by Greyhound and Continental Trailways bus lines. Oceanside's weather, being much like the rest of San Diego, offers the perfect climate for the outdoor enthusiast. Residents have access to numerous golf courses, parks, tennis courts and biking trails as well as facilities for volleyball, basketball and softball. Mountains, deserts and beaches sparkle under the mellow sunshine and balmy climate, where the average temperature is a moderate 70 degrees. Covering 4,261 square miles, it borders on the Pacific Ocean with 70 miles of beach and scenic coastline. There are 73 miles of inland waterways. Rugged hills with panoramic views of snow-capped mountains in winter, it is a juncture between the pastels of the desert and the hot primary colors of the tropics. History Oceanside's first inhabitants were the Luiseno Indians, part of the large Shoshonean tribe. The Luisenos were hunters and food gatherers until the friars taught them farming and other trades. The Indians were instrumental in building the Mission compound. 13

18 Mission San Luis Rey was the largest building in California when completed in 1815, and was the most prosperous of the missions. At its peak, the "King of the Missions" had between two and three thousand Indians living and working in the area. The mission itself covered an area of 6 1/2 acres. When the petition for the first post office was drawn, the name Ocean Side was used, but later changed to Oceanside. According to local tradition this was a place "that just named itself." Before 1884, it had been the custom for families "to Oceanside" here, their favorite location for beach outings. On July 3, 1888, Oceanside was incorporated with a vote of 74 to 53. The founder of the city, A. J. Myers, was the first to vote. The population at that time was about In 1942, a dramatic change occurred with the purchase of the Santa Margarita y Los Flores Rancho by the US Government, to be used as a military base. The building of Camp Joseph H. Pendleton created a boom to end all booms in the sleepy little town. Workers flocked to downtown for food and lodging. The community geared up for war in a big way by supporting the workers and troops. Oceanside continued to urbanize into the 1950's, bringing the population in 1953 to 20,000 which is now well over 152,000.
