1 Florida Transit Maintenance Consortium Meeting August 25, 2009 Lynx 10:00 AM Summary CALL TO ORDER The regular quarterly meeting of the Florida Transit Maintenance Consortium (FTMC) was called to order on Tuesday, August 25, 2009, at Lynx, Orlando. Welcome and Introductions Paul Starling 2. Approval of minutes/april 2009: Bill Attias moved to approve, second by Jon Kavaliunas, passed unanimously. A plaque was given to Joe Cheney in appreciation for his service as the 2008 FTMC Chairperson. 3. Ray Ibberson and David Allen gave a presentation on EMP. Please see attached for handouts. No questions were asked. 4. Jerol Ayasun and Matt Coe gave a presentation on UREA. Handouts are attached. The presentation was geared towards Cummins engines since most of the Florida properties are Cummins.

2 Q: What about retrofit? A: There won t be a retrofit since this is for 2010 and future. Existing buses won t have to meet federal emission standard. Q: Couldn t hear question A: It s not a gallon to gallon ration Q: How much product goes into 100gal 2-4% consumption ratio? A: It s not going to be mixed with the fuel. It s and after treatment for exhaust versus diesel. There is a pre-filter. It should be cleaned and captured before that filter. It may require maintenance. Question better asked of Cummins. Q: Is the system serviceable? A: Yes. It is also replaceable. It will require training and certification. Q: What do I need to give the people working with the material? A: It isn t a hazardous or regulated material. It is slightly corrosive material. Normal handling shouldn t be any issue if they are filling a tank or exposed to this product frequently. Protective gloves and eye coverage might be recommended. It s not flammable. There are no significant requirements. Q: Normal handling procedures? A: Will it burn you? No. Q: If I had a person..there is a good probability that.. A: It depends on their housekeeping practices and how cleanly they are is the possibility there? It also depends on the type of equipment that you re using to dispense the material. Either an automatic nozzle which will shut off as soon as the tank is full or a nozzle that doesn t turn off until you turn it off. Q: (Vendor) Your guys in the fuel line now that are refilling the diesel are? A: Joe Cheney yes gloves are made available. Use is optional. A: Vendor MSDS isn t requiring anything. Q: There are complaints from passengers about odors in the cabin area. Does this have an odor that may offend passengers (especially at high temperatures)? A: Once it s in the closed tank system, you may smell it through the exhaust. They shouldn t smell it inside. Q: There is no special containment needed? A: It is not a regulated hazardous material and therefore does not fall under special storage or below ground regulations. Q: If you have a spill can you just wash it down the drain?

3 A: Theoricly, you might have issues with the treatment systems not being able to handle those types of?? That is still left in the air as to how waste products are to be disposed. It s not hazardous. Q: Is the MSDS sheet available on your site? A: It s not on the site now. There is a link on my (Jerol) card that will take you to the MSDS information sheet. Q: What is the time frame for delivery? A: Replenishment is next day service. A: Drums and totes are replaceable. They are plumbed with your pump and motor right on the tote itself. It doesn t have to be plumbed, piped, and you don t need facilities to get involved with it. It is a self contained dispenser in itself. These are all on palletized stations so it can be hand trucked to the fuel line if you wanted to. You are left with a new system at delivery. Q: Where are the distribution centers? A: Currently distribution points are in Tampa, south, north, and in the panhandle. Q: The pump on the tote is that standard? A: When it comes to the totes and drums, there are two different types of systems. They are called open system in which the pump, nozzle, and everything are one piece that slides onto the drum or tote. It is one connection. There is also a closed system when the drum or tote will come with a quick disconnect system that allows you to disconnect the pump, nozzle, and connect to the next system without actually opening the system. Most of them will be an electrically system, may also be a pneumatic option as well. There will be an optional digital meter on the smaller systems as well. Q: It the bulk system portable? A: No it is fixed. Q: Will product be available during emergency events (hurricane)? A: The product is stored in silos within the state. 5. PSAV Discussion HCC unable to attend. Ed Bart gave a program update. See attached presentation. 6. Student Selection Process Technician selection is the agency s responsibility. The TABE Test was a suggested screening tool. The manager s are in the best position let the technicians know about the program and screening to get them in class. Joe mentioned a mechanical aptitude test.this test is not without conflict. It is a recognized tool. A technician does not have to be in the program to attend training. This program is in addition to the training that has been provided over the years. This is just another element of the training program.

4 There was a preliminary commitment from Lynx for four technicians and one from SCAT. Registration is scheduled to begin in September. 7. CTT evaluation project Jan Davis This project will evaluate the program. A mechanism will be developed to use throughout and at the end. It will determine the effectiveness of the program. Is it doing what is supposed to be doing in terms of instruction? Is the curriculum appropriate and are the results going to help improve transit moving forward? The project will look to others to see what they are dong. You will be contacted for meetings with Jan for your input such as anticipated pitfalls, problems that should be watched for, ideas based on today s meeting that could improve things. The first participants in the program will be tracked not evaluated. Demographic data, selection process, are a couple of things that will be included. 8. Lynx BioDiesel Production Facility Joe C. discussion 8. Old Business The FPTA board voted not to have the 2010 Mega Roadeo. Bob will readdress the issue at the next board meeting. New Business Paul Starling There are issues concerning the 07 engines. It was suggested that everyone share their concerns and the progress or lack of that the vendor has made with correcting the problems. Paul recommended that the information be sent to CUTR so a master sheet can be compiled. CUTR can send the sheet out to everyone to open up some discussion on reoccurring issues. 9. 8 How is classroom instruction handled? Primarily given at Votran s Regional Training Center (RTC) May be given at transit property based on attendance Classes are programmed by CUTR Students sign up for classes via TMAARC website All classes three to five days Program pays overnight lodging and per diem Transit property pays normal wages and travel to and from training site Similar to how you currently choose those to attend training Program dictates only how, where, and when instruction is given Property controls who attends and when

9 How is on the job training handled? OJT is done at the student s property Tasks are given out to complete just as they are done currently Maintenance supervisor/director verifies training Students complete the module by OJT Module exit Final test is administered by program staff May be comprised of ASE certification test Standardized to ensure integrity of instruction/training Signed OJT completion form sent to administrator Work Orders available for verification of training Administrator updates student progress on web Documentation

10 What is the cost/who pays what? Each 5 module curricula is roughly $1,200 Total PSAV cost is $3,600 Payment is made when registering for each curricula, I.e. Transit Technician 1, 2, or 3 Program The program pays lodging, per diem, and administrative costs The program pays instructor salary Because the program provides the instructor, the curriculum, and the facility, most tuition costs are recouped by backcharging HCC FPTA scholarship money account is reimbursed FPTA Reimbursement

11 But my property already trains our techs If you give classroom instruction, you can utilize the program curriculum for credit The OJT format is structured to accept many methods of instruction It Fits In Standards Even if OJT is performed differently, Task lists ensure the same material is covered Every student gets uniform classroom instruction, and a comprehensive end of module test Property OJT instruction can be different, based on contract or supervisory situation Work orders verify tasks are actually completed Property Latitude

12 What s this about college credit? When students finish all three curricula, they are eligible for articulation This means that HCC will grant 33 hours of college credit toward an AAS degree (60 hours) Articulation Registration Student registers with HCC and presents the PSAV certificate Classes can be done online or at property s location Credits then are transferred to HCC (additional 27 credits needed) Cost is about $223-$297 per course $2,007-$2,673 for the degree Degree
