1 The Ship s Bell Placer County Council, Navy League of The United States Auburn, California February/March, 2016 PRESIDENT'S MESSAGE It has been a sad beginning of the New Year because several of our Navy League family members Jack Poulsen, Duncan Patty, Helen Lord and Valerie Conter departed our ranks. Please keep their family members in your thoughts and prayers. I want to offer my sincere thanks to the 2015 Board of Directors for working hard in support of our Council this past year. Don Anderson did a great job as our Council President for two years, and will continue on our board as Vice President, and former board members Tony Tonelli, and Roberta McGuinn served us well for several years. Ernie McPherson also served us well until his untimely death in August. My deepest appreciation for the 2015 Board for their dedication to the Placer County Navy League and the programs we support. I am honored to serve as 2016 Council President and I welcome Carol Ann Hackley as our newest board member, and returning board members Don Anderson (VP), Mona Anderson (Secretary), August Anema (Treasurer), Don Goard, Mike Holmes, Aaron Lonquist, Alicia Wilbur, Greg Wilbur and Walt Wilson. I look forward to working with all of you. I also want to thank the members who made sure our dinner meetings were well attended last year: Telephone Tree Callers Deno Georgis, Mona Anderson and Betty Roby, who was recently replaced by Don Goard; Greeters Nancy Goard and Alicia Wilbur; Ticket Sellers Greg Wilbur and August Anema; Program Director Mike Holmes; Chaplain Bruce Lundberg; Bartender Court Bradbury and of course our caterer Alfred Lee. As I look back on our accomplishments for 2015, I am pleased that we had the resources to do so much. During the year we made monetary contributions to the Sacramento Sea Cadets, Luther Burbank High School NJROTC, several midshipmen at California Maritime Academy (CMA), the USS McCampbell, and the Auburn Veterans Day Parade. We purchased a Navy Sword for the John Paul Jones Award recipient at CMA. We financially supported the start up of the Yuba Sutter Naval Sea Cadets in Yuba City, and donated Sea Perch kits to support the STEM (Science, Technology, Engineering and Math) programs at EV Cain Middle School, Nevada Union High School and Bear River High School. Thanks to the attendees of our annual Christmas Party, we also donated a huge pile of toys for distribution by the Salvation Army. To do all these things we relied on the generosity of our members and their financial contributions as well as their donations to the silent auction we held in November, plus dues rebates from National and funds received from Save- Mart. Thank you so much for your generous contributions!! We are planning to raise funds in 2016 in several ways first, by staffing a Polling Place in Roseville for the 2016 Presidential Primary Election and the November General Election. Second, if you have a SaveMart SHARES card, they will rebate 3% of your purchase costs to our Council. To take advantage of this program, you must have a SHARES card, which are available at the dinner meetings or you may contact me at Third, we will continue to recruit new members and work to retain the members we have, as our Council cannot do much without an active membership, and we receive dues rebates from National. Although these mechanisms will generate revenue for the Council, it will not be enough to support all of our programs, so we will be looking at other fundraising ideas. As a reminder, we must let our caterer know how many meals to prepare for our monthly dinner meeting, so we will continue to have our telephone tree members call you to find out if you will be attending. We understand that your circumstances may unexpectedly change after you have been called, so please call me at if you must cancel your dinner reservation!! If you say you will attend, but fail to show up, we still have to pay for your dinner. I try to keep the calling lists up to date, so if your telephone number changes, or you are not being called, and you want to attend, please let me know that as well. As always, let us remember the courageous men and women of our Sea Services who put their lives in harms way every day, whether at home or abroad, in defense of our freedom. Happy New Year! Bonnie

2 Helen Holliday Lord 12/7/1924-1/2/2016 Age 91 years, born December 7,1924 in Parksburg, West Virginia. Her 17th Birthday was a date that will live in infamy. She moved to Akron, Ohio in 1926 so she always thought of this as home. She grew up in a very large family with two sisters and five brothers. The family was always very close and stayed that way throughout the years. She met her future husband because he was best friends with her brother Clay and became like family. They had served together in the Army Air Corp during World War II. Helen went to college for two years and worked in a wide variety of jobs including Goodyear Tire Corp during the war. After the war was over, she started dating Andrew M. Lord. They married one year later in September of 1946 and were married for 52 years until Andy suddenly died in They lived in many places during the first 12 years of their marriage since his job with the Air Force required relocations with promotions. They lived in Ohio, Washington D.C., New York and her personal favorite, Germany. They eventually settled down in Auburn, Calif. in He worked at Aerojet Corp while she raised the family and worked different Valerie J. Conter passed away at home on Jan. 7, 2016 with family and friends by her side. She would have turned 87 on Jan. 9. Recitation of the rosary will be held at 7 p.m., Monday, Jan. 18 and a Funeral Mass will be held at 10 a.m., Tuesday, Jan. 19, both at St. Patrick Catholic Church. Valerie was born on Jan. 9, 1929 in Ironwood, Michigan to Leonard and Mildred (Mercier) Sutherland. She married Louis A. Conter 46 years ago, on July 9, 1969 in Van Nuys, California. Valerie s main interest was her family. She enjoyed spending time with her children, 12 grandchildren, 20 great-grandchildren, many nieces and nephews and many friends. She was a Bob Hope Classic Girl for 20 years. She volunteered for Meals on Wheels for 10 years. Valerie never missed a birthday. She was the rock of the family, who never said a bad word about anyone. She is survived by her loving husband Louis A. Conter; daughter Louann Daley; sons, Ron Fudge, Jim Conter, Jeff Conter and Tony Conter; 12 grandchildren; 20 great-grandchildren; many nieces and nephews that she loved dearly; sisters, Linsey, Marlene, LynnAnn and Linda; and brothers, Glenn and Denny. Valerie was preceded in death by her parents, Leonard and Mildred Sutherland and step-sons, Michael and John Conter. Memorial contributions can be made to Hospice of the Foothills. There is a GoFundMe account set up in memory of Valerie. Arrangements are under the care of Hooper and Weaver Mortuary. jobs to help out. Helen enjoyed being in various service clubs which included Soroptimst Auburn and the Town and County Bridge Club. She loved playing Bridge. She is survived by two brothers, Donald of Denver, Colo. and Dana of Wadsworth, Ohio. She is also survived by three sons, Craig of Reno, Nev., Drew of Auburn, Calif., and Roger who is also living in Auburn, Calif. She is survived by four grandchildren, Brian and Jaclyn of Reno, Nev. and Brook and Sabrina of Auburn, Calif. She is also survived by too many nieces and nephews to list, but she loved them all.

3 Duncan Victor Patty 02/02/ /25/2015 Duncan Victor Patty was born in Santa Monica, California, February 2, 1920 to Nellie Francis Hoogner Patty and Clarence Edgar Patty. He went to spend eternity with his Lord on December 25, Duncan spent his childhood years in Greenville, Ohio. His family moved back to California when he was 12 and settled in Santa Barbara. He attended Thatcher School and then finished high school at Menlo School when his family moved north to Woodside in Duncan entered Stanford University with the class of '42 where he pursued a major in Petroleum Engineering and played water polo. In the summer of 1940 he left school to work for Lockheed Aircraft in the war effort, then enlisted in the Naval Air Corp. While he was in flight training in Norman, Oklahoma he met Charlotte Maree Wilson. They were married March 10, 1945, in Miami Florida where he was stationed. Duncan flew for the Naval Air Transport Service to bases all along the east coast of South America. After the war ended Duncan returned to Stanford and completed a Masters in Petroleum Engineering graduating Phi Beta Kappa and Tau Beta Pi. The next 14 years were spent in the oil industry in Oklahoma. In 1961 He took the opportunity to move back to California and take a position with Tejon Ranch Co. He worked for the ranch for 24 years developing their oil and mineral resources, retiring as Vice President in charge of the Oil and Minerals division. Duncan and Charlotte moved to Auburn in 1985 and enjoyed 30 more wonderful years together traveling, enjoying their children, grandchildren and great-grand children. He served in the community and in their church.his involvements included Gold Country Rotary, the Sutter Auburn Faith Hospital Foundation, Navy League, Sierra Grace Fellowship and many other philanthropic causes. Duncan and Charlotte traveled all over the world visiting all seven continents. Duncan is predeceased by 2 of his children: Jeffrey Patty and Liza Spates and his son in law Paul Spates. He is survived by his wife of 71 years Charlotte Patty and by his children David Patty (Ceslie) and Pamela Tweet (Dr. Russell) and daughter in law Rena Patty (Jeffrey). He is also survived by 13 grandchildren and 12 great-grandchildren. his generosity, kindness and enthusiasm for life will be remembered and missed by all who knew him. When hearts are lightest, when eyes are brightest, when griefs are slightest think on me. Jack Owen Poulsen, age 83, passed away on Wednesday, December 23, 2015 in Rocklin, Calif. He was born on May, 19, 1932 in Sacramento, Calif. to Louis and Mary Poulsen. He is survived by his loving wife Jean of 31 years, 3 children, 5 grandchildren, 4 greatgrandchildren and many nieces and nephews. 4 6 Zika Prevention Tips From a Doctor Who Treats It The Zika virus doesn t have the catastrophic death toll that other mosquito-borne viruses have had. But the hypothesis, and existing factual evidence, that there s a connection between the Zika virus and microcephaly has caused the World Health Organization (WHO) to declare a global public health emergency. WHO s declaration doesn t imply a proven link between the Zika virus and various neurological diseases. But it does mean that the association bears more study, and the possible link should bring more resources to bear to aid in development of Zika diagnostic tests, vaccines, and treatment options. Although the Zika virus s new status with the WHO will expedite the development of a vaccine, the process can often be long and tedious. Typically, it takes many years. Many scientists are saying a Zika vaccine could be ready for testing in two years, yet it could be another decade before regulators approve it. Zika is spreading very quickly. This is important, as the type of mosquitoes that are capable of carrying the virus are present within the entire southern region of the United States. On February 2, 2016, the first locally transmitted U.S. case of Zika was confirmed in Dallas County, though the patient was infected through sexual transmission, not by a mosquito bite. When we are told that the Zika virus is spread by mosquitoes, we think of the mosquitoes that are traditionally active at dusk and dawn. But the Zika virus is actually spread by a mosquito called Aedes that s active during the day, which makes it more difficult to prevent contact with people. How To Protect Yourself From Zika Here are several precautions you can take to help lower your risks of contracting the Zika virus: 1. Avoid countries where the virus is endemic. Certain areas like South America, parts of Africa, and Polynesia have high incidences of the Zika virus. Avoiding them can reduce your chance of infection. 2. Use mosquito repellent containing DEET. The Aedes mosquito that carries the Zika virus is best repelled by DEET-containing sprays. While other compounds are effective as well, most experts still recommend high concentrations of DEET in spray form. Use the spray during the day, as well as at dawn and dusk, to effectively keep mosquitoes at bay. 3. Wear long sleeves and pants where practical. This type of apparel can help keep mosquitoes off your skin and lessen the possibility of infection. 4. Spray your clothes (but not yourself) with permethrin-containing compounds. Permethrin is an effective mosquito repellent that can keep the bugs away from your body. Make sure to spray your clothes in a well-ventilated area, and never spray your skin with permethrin. 5. Avoid areas with high concentrations of mosquitoes. Collections of water, such as ponds, drainage ditches, and even small pools beneath outdoor faucets, can be havens for Zika-infected mosquitoes. Make sure flower pots, pet watering bowls, bird baths, and puddles are kept dry as much as possible. 6. Stay inside buildings that have window screens, and use air conditioning. These steps can help keep your area mosquito-free and lessen the chance of transmission of the virus. If you think you may have symptoms of the Zika virus, contact your healthcare provider for assistance

8 Your Board of Directors From the February 11, 2016 UNFINISHED BUSINESS Potter reported there will be more information about our election poll staffing in mid-march. Mike Holmes reported the trophy store quoted him about $25.00 for a small plaque with small lettering, on Bakelite material. Walt Wilson moved, Anema seconded and it was passed to purchase a larger plaque, for about $50.00, to allow for larger, more readable, lettering. Don Anderson has done his part of the Annual Report and Potter is working on hers. The submission date has been moved to March 1. COMMITTEE REPORTS CMA Don Goard expects visitors from CMA at our February general meeting. He hasn t been able to arrange a visit, as this is such a busy time of year. Membership and Retention Don Anderson reported the national web page is still woefully incorrect. It lists us as having 166 members at the end of 2015 and retention of only 60%. Some of our losses are due to changes in the husbandwife memberships and e-memberships. Community Affiliate Community First and several members need to be renewed this month. Sea Cadets and ROTC - Aaron Lonquist reported a March 5 commissioning and awards for the Yuba City unit, which is officially the Matthew Axelson Unit, named after a Yuba City Navy Seal who was killed in action. The Sacramento Unit s awards will be March 19. Lonquist will attend both, but all are welcome. Curtiss Gant is paying for his own membership. Lonquist moved, Holmes seconded and it was passed that we extend an e-membership to Don Herkel of the Matthew Axelson Unit. Lonquist will follow through. There was no report on Luther Burbank NJROTC but Holmes reported that Placer High is looking at the NJROTC program. Publicity Holmes reported the Sentinel seems to have gone completely on-line, no longer offering print copies. The Foresthill Messenger published his release about the February meeting and the Auburn Journal promises to do so. His contact at KAHI is no longer with that station. Legislative Affairs Holmes reported LaMalfa s office has approved the $25.00 e-membership and he will follow through. The board approved that Holmes can speak for the Placer County Council at his discretion in discussions with McClintock. The Jones Act was briefly discussed. Telephone Tree Potter thanked her callers. Fallon Clinic Potter reported she is in touch with the CO and hopes to get our support for them back on track. Hall Board Potter reported a short meeting and the oven is repaired. USS McCampbell Potter reported the awards for the quarter were in the mail. Both recipients this quarter were women. Touch of Home Potter reported for Roberta McGuinn that boxes were sent to the McCampbell and other recipients last month. STEM D. Anderson reported a national STEM committee conference call this week and more discussion of a grant program of matching funds being set up. The national STEM Expo will be in Washington D.C. again this year but may move to the West Coast in Of the questionnaire he sent to the 23 western region councils, only six showed action in the Sea Perch Program. E. V. Cain is doing a great job and got a page one story in the Auburn Journal, plus a story in the Navy Leaguer. He is confident in receiving matching funds of $1, from Placer County for our council s use in the program. Lonquist doesn t think the Matthew Axelson Sea Cadet Unit will be interested in the program, as it doesn t give them advancement points, but he will talk to Herkel about it. Programs Holmes reported Cynthia Haines of PG&E will speak in February and he is working on an assistant special agent from the FBI for a future meeting. He thinks Mark Montgomery, who was on the McCampbell but is now head of operations in the Pacific, could be approached. Potter will get Montgomery s contact information. The BASE jumper who spoke at Auburn Aviation and the local Army Recruiter were mentioned as possibilities. Ship s Bell Alicia Wilbur that she hopes to have a Bell out before the February meeting. NEW BUSINESS Committee assignments and access to the website for committee chairs were discussed. Discussion of possible new committees, recruitment and fundraising, was tabled. Holmes reported we missed the deadline for training for this year s Big Day of Giving but we ll reconsider it next year. Wreaths Across America was discussed. A man s watch, won by M. Anderson in Roper s Anniversary Celebration raffle, was donated to the council. It could be a special raffle or silent auction item. The board will think about how best to use it. Goals for 2016 were set at 12 new members, 85% retention, 75 in attendance at meetings, a website presence (this will be a $ annual fee to Richard Dowell to set it up and Potter will enter updated data.) and recruitment of one new community affiliate member. The Jones act was briefly discussed under Legislative Affairs. The April board meeting will be April 7 at 6:00 p.m., instead of the usual second Thursday. The Power Club and catering is in escrow. We will need to find a new caterer as soon as Alfred Lee s timeline on the sale is established. He will cater the February meeting as planned. Potter reported the Placer County STEM Expo is March 5. Last year we supported this with a $ donation. Wilson moved, D. Anderson seconded and it was passed that we do the same this year. ANNOUNCEMENTS Potter reported we received a thank-you card from Lou Conter and family for the card we sent for Val s passing. D. Anderson reported he disliked seeing Navy League Ship s Store items not made in America.

9 Your Board of Directors From the January 14, 2016 UNFINISHED BUSINESS Potter reported there will be more information about our election poll staffing soon. Potter said the solar lighting plaque should included names of sponsors and she will get bids on small brass and granite plaques. Mike Holmes will get prices from his source at the trophy store. We have $ left in the budget for the project. COMMITTEE REPORTS CMA Don Goard expects visitors from CMA at our February general meeting and in the spring, near graduation. Membership and Retention Don Anderson reported we ve probably lost five or six members over the past few months, The national web page is still woefully behind. Retention is down because of these losses. Potter reported new retention numbers were just posted within the last 48 hours but the website still isn t accurate. Sea Cadets and ROTC - Aaron Lonquist reported Curtiss Gant is employed again. He has 160-plus Sea Cadets in his Sacramento Unit and their annual inspection will be in March. The new Yuba City Unit has almost enough Cadets to be commissioned and they are hoping for that to happen in March. Neither unit will be involved with Sea Perch, as the STEM program offers no chance for advancement for the units and Sea Cadet rules require an overnight training session, which can t be arranged. The Senior Chief at Luther Burbank NJROTC will be taking his students to state and national competitions within the next few months. Publicity Holmes reported one feature story and a meeting announcement in the Journal and one in the Foresthill Messenger this month, and the listing on Auburn Community TV. Potter reported she has set up a Facebook page for us but it hasn t received many likes as yet.. Legislative Affairs Holmes reported on appropriations for He will be in D.C. in April. There is a Naval War College March 19 at the Marines Memorial Club in San Francisco. He has contacted LaMalfa s office about the $25.00 e-membership. Telephone Tree Potter reported the new lists are out and thanked her callers. D. Anderson suggested that updated contact information be asked for once or twice a year by the callers, especially addresses. Fallon Clinic Potter reported a new OIC and CO, but she is in touch by Hall Board Potter reported she couldn t attend the December meeting but there was nothing new to report. USS McCampbell Potter reported the Sailor of the Year certificate and check has been sent. Touch of Home Potter reported for Roberta McGuinn and that report is in the Minute Book. STEM D. Anderson reported a national STEM committee conference call earlier this week and the possibility of a grant program of matching funds being set up. Our council has nine Sea Perch kits and one tool kit available. Costs on kits and tool kits have gone up. He is requesting matching funds of $1, from Placer County for our council s use in the program. He attended a Sea Perch session at E. V. Cain this week: an Auburn Journal reporter was there and he hopes for coverage in the paper this week. The students are enthusiastic about the program. Programs Holmes reported the Blue Star Moms will speak in January, Cynthia Haines of PG&E will speak about gas and electric safety in February and he is working on future speakers: the CO from NOSC (Navel Operations Support Command,) an American Legion Rider and local Army recruiters. The BASE jumper who spoke at the last Auburn Aviation meeting and several others were suggested. NEW BUSINESS Donations from council for deceased members, spouses and friends were discussed, as we have lost several such to death within the past few months and we need a policy to cover this. D. Anderson we support Walt Wilson s suggestion: cards be passed around at the following general meetings for all of us to sign, plus individual cards be encouraged. Holmes seconded and the motion passed. Potter will get cards. Committee assignments were discussed. Everyone will remain the same but possible new committees were discussed: recruitment of new members, especially younger ones, and fundraising. These will be discussed at the February board meeting. Potter has submitted our proof of insurance to cover our use of Veterans Hall. Potter has submitted our Ship s Bell for the Mackie Award. Potter requested we think about 2016 goals for discussion at the February board meeting. ANNOUNCEMENTS There was minimal discussion of the fluidity of movement of the employees at Chapel of the Hills and the possibility of moving our P. O. box to the Old Town Auburn post office. REVIEW OF DUE DATES D. Anderson and Potter are working on the annual report, which is online this year and due in mid-february.
