3 COLD START Internal exercise program to provide repeatable, organic capability to assess NGA preparedness & identify improvements in providing crisis-driven GEOINT support Initiated in 2008, COLD START continues to evolve: Six exercises to date with realistic scenarios 3-hr Table Top to Full Scale Exercise FY12-13: Planning six Exercises Upcoming COLD START VII effort 1st to be led by NGA s Commonwealth GEOINT partners (Australia lead) Program has: Previous CS Events CONUS WMD Attack Russia-Georgia Conflict Mass Migration Army G2 & NGA Topographic Korea Theater of Operations Cyber Table Top Led to development/refinement of NGA Crisis Response CONOPS Driven improvements in NGA crisis response business practices 3

5 Lessons Learned (1/2) Before Action Report (BAR) Provides summary of relevant Observations/LL to assist event POC with event planning and/or execution (especially real-world events) SMEs have found BAR extremely useful during CAT standup Expanding emphasis on Issue resolution Overcoming cultural barriers to fixing problems Requires neutrality, continuity and time Quick wins are nice, but real change takes effort/time 6x Issue Resolution reports in past 2 years 5
6 Lessons Learned (2/2) Implemented JLLIS on JWICS (JUL 2011) Provides access for all NGA staff via the primary NGA desktop system anticipate significant increase in LL participation Already fielded on NIPR and SIPR Large repository of NGA AARs & Observations Exercises: CCMD, Service (MRX), internal (Cold Start) Real-world events (e.g., Haiti, Olympics, DWH) Deployer Debriefs/End of Tour Reports Experiment & Demo events JLLIS essential as a knowledge management tool 6
7 NGA Enabling Activities JCW: GEOINT expertise remains in Tidewater to support Suffolk-based exercises & experiments GEOINT Overview Course Audience: DoD users of GEOINT to support military and civil operations JKO hosted GEOINT Regional Extended Learning Sites Regional mini-schoolhouses providing basic/advanced GEOINT training open to all DoD MacDill AFB; Hawaii; two more coming 7
