1 County of Simcoe Emergency Response Plan Emergency Response Plan Testing Annual Exercises The County of Simcoe Emergency Planning Department tests its Emergency Response Plan annually pursuant to the Emergency Management & Civil Protection Act. The County of Simcoe follows the recommended Emergency Management Ontario (EMO) standard by conducting tactical exercises of the Emergency Response Plan every 5 years. Each test of the plan is to be followed up with an analytical report including gap analysis and action plans. Tests of the notification plan do not include such reports unless problems are encountered. Below is a summarization of recent Emergency Response Plan exercises wherein hazardous events were tested in table top and/or full tactical implementation. Sept. 21, 2018 Tactical Hazmat Exercise This tactical hazmat exercise is designed to test the ability of the County s Hazmat Incident Response Team to execute a coordinated response to a fire involving hazardous chemicals as well as radioactive materials at a County landfill site. Participating Municipal Fire Services: Barrie, Clearview, Springwater, Collingwood, Wasaga Beach, Tiny, Midland, Penetanguishene Participating Simcoe Muskoka District Health Unit, CFB Borden Health Services, Collingwood General and Marine Hospital, County of Simcoe Solid Waste Management Dept., Paramedic Services June 15, 2018 Exercise Minimum This exercise examined the capacity of the County of Simcoe Community Control Group to work remotely and implement the Corporation s Continuity of Operations Plan (COOP) including the IT Recovery Plan: Solutions for IT-Driven Processes. The scenario included loss of the use of the County Administration Centre as well as related corporate infrastructure and IT systems. Oct. 4-5, 2017 Operation Compassionin-Action (Comp-Action) Operation Comp-Action tested the capacity of the County of Simcoe to lead the response to a severe weather event and to oversee the activation of the
2 County Emergency Social Services (ESS) Plan. This included establishing and operating an evacuation centre for a period of approximately 24 hours. This included registration, assessment, provision of medical care, psycho-social support, feeding, and overnight accommodation of over 40 volunteer evacuees. The ability to operate from the County s alternate Emergency Operations Centre and coordinate effectively with multiple municipalities and community emergency response agencies was also tested. Participating Municipalities: Town of Innisfil (host community), Town of Bradford West Gwillimbury, Township of Essa, City of Orillia, and City of Barrie Participating Organizations: Simcoe Muskoka District Health Unit, Canadian Red Cross, Salvation Army, St. John Ambulance, and North Simcoe Victim Services June 13, 2016 Operation H20-NO The exercise Operation H20-NO was a joint exercise conducted by the County of Simcoe and the District of Muskoka. In total, H20-NO included 150 individuals that represented 23 municipalities and over 50 different agencies/municipalities/companies altogether. This exercise simulated a long-term total water loss scenario in Simcoe County and the District of Muskoka. In addition to the challenges faced by a total water loss, the impetus for the water loss were 3 simultaneous acts of terrorism. Community Control Groups and different sector groups were tasked with identifying steps to mitigate the negative externalities associated with a total water loss in their community, as well as navigating the psycho-social impacts of having experienced a terrorist attack in the region. 3 Medonte, District of Muskoka, Town of Huntsville, MOECC, Lake of Bays Township, Larche Communications, Barrie Today, MAHC, NSM LHIC, MOHLTC, Muskoka Landing, Muskoka Victim Services, SMCDSB, Various County of Simcoe and District of Muskoka Departments June 19, 2015 Operation Tapped Out In operation Tapped Out, the County control group was tasked with supporting a municipal partner faced with a critical failure in their water supply infrastructure. A simulated water main break in the City of Orillia resulted in loss of water services to much of the City, localized flooding, loss of water supply for fire suppression and the need to evacuate numerous residents due to the length of the water loss. The exercise used a simulation cell to feed injects to the control group who were also tasked with identifying their response priorities based on the County s compassionate response template. Oct. 22, 2014 Operation Game On Operation Game On was designed to test the County s ability to effectively respond to multiple tornado events occurring in the County concurrent with the Pan Am Games scheduled for July The storms in the scenario impacted the Hardwood Hills Mountain biking event as well as Oro Medonte Fire Station 3 and the Pan Am Athlete s Village located at Horseshoe Valley. The exercise tested the control group s ability to deal with multiple impact sites. The control group also had to determine their top response priorities based on a new compassionate response template which grew out of the lessons learned from the 2014 Angus tornado. Dec. 12, 2013 Exercise Minimum 45 Exercise Minimum 45 featured a tornado scenario which disabled the County of Simcoe s Administration Centre and Emergency Operations Centre, resulting in the implementation of a virtual EOC. Thirty-three senior managers representing every corporate department within the County of Simcoe were forced to work together to ensure the continuity of operations for their department without the aid of the County s server.
4 March 30, 2012 Operation White Cloud A tabletop exercise sponsored by the Township of Ramara simulated a train derailment adjacent to an industrial facility and involved an integrated hazardous materials response. City of Orillia, the Township of Severn, Rama First Nation, Steppan Canada, the Ontario Provincial Police, the Simcoe Muskoka District Health Unit, and County of Simcoe Paramedic Services. Oct. 10, 2011 Operation Plugged In A complex multi-agency, multi-disciplinary tabletop exercise simulating a winter ice storm which resulted in an extended power outage lasting three weeks. The goal was to collaborate through an effective public and private sector training partnership to strengthen our community disaster resilience in the areas of preparedness, response and recovery. Nov. 25, 2010 Operation White Cloud (Tabletop) A complex multi-agency, multi-disciplinary tabletop exercise to train and test hazardous materials technical response, emergency response communications and emergency human / social services May 21, 2010 Operation Helping Hands A power outage scenario which tested the social services component of the emergency response plan by exercising the fan out lists, evacuation centres and staff deployment. Red Cross, Township of Tiny, Salvation Army, SMDHU Nov. 26, 2009 Operation AC Down A Tabletop exercise simulating a regional outbreak of pandemic influenza that resulted in significant staff illness/ absence- average corporate absenteeism is 30%.
