1 BOY SCOUTS OF AMERICA REPORT TO THE STATE OF NORTH CAROLINA FEBRUARY 4, 2013

2 Well into its second century of service, Scouting in North Carolina continues to flourish, equipping young men and women to do their duty to God and Country. Currently, almost 120,000 North Carolinians are involved in the eleven Councils of our State, spanning from the mountains to the sea. As befits the great tradition of the Boy Scouts of America, the State of North Carolina benefits tremendously from its presence. Scouting develops leadership and character, which is illustrated by the leaders of our State who, as youths, attained the rank of Eagle Scout. For example, twelve percent of male legislators and seventeen percent of male appellate judges are Eagle Scouts. North Carolina Scouts are also leaders in business and medicine. Even the new national Chief Scout Executive, Wayne Brock, is a North Carolina Eagle Scout, hailing from Deep Run in Lenoir County. All of these Scouts, young and old, serve this State in many ways, including providing more than half a million hours of community service. In this report, the Councils of North Carolina summarize their accomplishments and highlight the State government leaders who are Eagle Scouts. While the traditional Scout programs flourish, so do innovative ones. One such program is the Rocky Mount Police Department Explorer Post, which introduces at-risk youths to careers in law enforcement. Success stories of the Post include United States Marshal Scott Parker, Rocky Mount Police Captain Martin McCoy, and Highway Patrol Master Trooper Keith Sumner. Another is an all-latino Scout Troop and Venture Crew in High Point designed to help young Latinos integrate elements of their own heritage with Scouting ideals, as they learn to serve their community. 13 East Carolina Council Explorer Post 774 Since 1977 East Carolina Council Explorer Post 774 of Rocky Mount has nurtured and guided socially disadvantaged young men and women in the community, introducing them to possible careers in law enforcement. When originally founded, the Rocky Mount Police Chief sought ways to help young black males from disadvantaged areas of the city. Youth participants in the Post include Scott Parker, United States Marshal of the Eastern District of North Carolina; Captain Martin McCoy (retired) of the Rocky Mount Police Department; and Master Trooper Keith Sumner of the North Carolina Highway Patrol. United States Marshal Parker believes that the Explorer Post helped [him] become grounded, develop good character, appreciate responsibility, and make good choices. The Post provided a foundation for the success of [his] law enforcement career. United States Marshal Scott Parker

18 Occoneechee Council Eagle Scout and Cast Member of National Geographic s Are You Tougher Than a Boy Scout? Will Big South Fleming Will Fleming, born November 12, 1994 in Raleigh to Bill and Laura Fleming, is a member of Greystone Baptist Church s Troop 388, where he serves as Assistant Scoutmaster. In 2010 he earned the Eagle Scout rank as a third generation Eagle Scout. Will also earned a total of 41 merit badges and is a Brotherhood member of Order of the Arrow Lodge 104. He is a senior at Broughton High School and will begin college in the fall. An avid skeet shooter, Will is a member of the National Skeet Shooting Association. He is currently ranked as an A Class shooter, shooting all four shotgun gauges (12, 20, 28, and.410) with an overall average of 96 percent. His aspirations include shooting for Team USA at the Summer Olympics. Will was recently cast for National Geographic s upcoming reality show Are You Tougher Than A Boy Scout?, filmed at BSA Camp Whitsett, California, and the surrounding Sequoia National Forest. Production of the show was done by Original Productions, which also produces Ice Road Truckers and Deadliest Catch. As one of 11 Scouts selected nationwide to participate in the show, Will Big South was the only cast member from the southeastern United States and one of only two from outside the State of California. Are You Tougher Than A Boy Scout? premiers on Monday, March 4 th on the National Geographic Channel.

26 Old North State Council Boy Scout Troop and Venture Crew 7 Old North State Council Boy Scout Troop and Venture Crew 7 of High Point were developed to help Hispanic young people integrate elements of their own heritage and American Scouting ideals into their daily lives. Over 30 young men and women in this entirely Latino Troop and Crew are learning skills which enable them to serve others in their community by volunteering as translators during times of emergency, collecting funds and goods for disaster relief, and identifying and meeting other community needs. Through these activities, the members have discovered the shared camaraderie and personal fulfillment of serving others.
