6 THE MARSHALL AID COMMEMORATION COMMISSION S REPORT TO HER MAJESTY S PRINCIPAL SECRETARY OF STATE FOR FOREIGN AND COMMONWEALTH AFFAIRS. Pursuat to Sectio 2(6) of the Marshall Aid Commemoratio Act 1953, we have the hoour to submit the report of the Marshall Aid Commemoratio Commissio for the year edig 30 September Mr Christopher Fisher WELCOME FROM MR CHRISTOPHER FISHER It is a pleasure to itroduce the Commissio s report for the year to 30 September Highlights of the year iclude the followig: I December 2016 awardig 40 ew scholarships, rather tha the 32 previously plaed, as a result of HMG s decisio to icrease the Commissio s fudig by oe third, buildig up over three years. I May 2017 presetig William Hague with a Marshall Medal, awarded to him i coectio with the 60th Aiversary of the Scholarship Programme, at our Aual Dier. I Jue 2017 holdig a commemorative weeked at Harvard Uiversity, orgaised by the Associatio of Marshall Scholars (AMS), to mark the 70th Aiversary of the Commecemet Address by George C Marshall, which was to lead to the creatio of the Marshall Pla. I Jue 2017 awardig six Marshall Medals to mark this 70th Aiversary to the followig distiguished idividuals: Madeleie Albright Matthew Barzu Nacy Cox Reid Hoffma Bill Jaeway David Milibad I September 2017 welcomig the Class of 2017 Scholars, the largest such class for years. While the vibracy ad resiliece of the Marshall Scholarship Programme remaied strog, i recet years this had started to become somewhat overshadowed by the steady declie i the umber of awards made, fallig from 44 i 2007 to 31 i This has ow bee emphatically reversed, reflectig HMG s reewed ad stregtheed commitmet to the value of this Programme ad the edurig bods betwee the UK ad the US which it helps to egeder. This affirmig message has resoated aroud the wider Marshall commuity to very positive effect, ad provided a most helpful backdrop to the 70th Aiversary evets at Harvard. Well atteded by Marshall alumi ad others, discussios took place o a wide rage of topical issues set i the cotext of Marshall s legacy. Notable evets icluded the dialogue betwee former Secretary of State Madeleie Albright ad former Foreig Secretary Sir Malcolm Rifkid, ad the discourse ad remiisceces of Supreme Court Justices Breyer ad Gorsuch, both Marshall Scholars. Lookig ahead the Commissio is determied that the aual award of 40 scholarships should represet a floor rather tha a ceilig o the umber of awards to be made i future years. For this to be possible reflects ot oly the level of HMG s fudig, but also the sigificat support which the Programme attracts from British academic parters ad others. The value of our academic parterships - pricipally fee-waiver places - is ot reflected i our accouts but its growth was material i cushioig the declie i the umber of awards made i recet years. We remai focused o deepeig ad broadeig these partership arragemets. As more fully set out later i this report, I am pleased to report we secured valuable additioal partership support from September 2017 ad expect this to grow further from September 2018; together this is makig a differece to the umber of future awards which we ca make. I additio to log stadig fudig support from a Aeberg edowmet, last year the British Schools ad Uiversities Foudatio of the US started, i cojuctio with the AMS, to fud a scholarship award i the arts. This year the AMS was able to aouce the successful coclusio to a $1.2 millio fud raisig campaig to a edow a ew award of a two year scholarship to be made o alterate years, i which campaig Reid Hoffma played a cetral role. I additio more alumi are lookig to support the colleges ad uiversities at which they studied i providig partership places, which is of great potetial value. All of these streams of support, from both ew ad log-stadig beefactors, are much appreciated ad eable more awards to be made tha would otherwise be the case. 6

7 The Marshall Scholarship Programme is a highly motivatig activity with which to be associated. The Scholars are as egagig ad ethusiastic as ever. They brig itellectual rigour ad curiosity to their fields of study ad look to fid ways to make a positive differece to our society both ow ad ito the future. They erich the academic ad other activities i which they participate. The Scholars experiece of the UK pricipally arises through the uiversities at which they study. This is augmeted, however, by evets orgaised or supported by the Commissio together with the Foreig Office ad the AMS. Mark Field, the Foreig Office miister resposible for scholarships, hosted a welcome receptio for Scholars i September 2017 as part of a broader iductio programme i Washigto ad Lodo. The Marshall Plus programme of activities is beig revitalised by Commissioer Suzae McCarthy. Our aual trip, this year to Wales, was a great success ad we were made most welcome by the Welsh Govermet ad the Cardiff Uiversity. While we rigorously select o merit, we are midful of the importace of attractig highly taleted youg America studets to become Marshall Scholars whose overall profile is broadly represetative. This is a cotiuig challege, i which task we beefit eormously from the support of the British Embassy ad Cosulates i the US, from the time ad egagemet of may distiguished alumi ad others servig o our regioal selectio committees ad from the readiess of alumi ad others to participate i our outreach activities. The dedicated team supportig us at the ACU also make a critical cotributio to the effective operatio of the Programme ad to the quality of our Scholars experiece. Dr Joh Kirklad left the ACU i September 2017 ad cocurretly stood dow as Executive Secretary of the Commissio. We thak him for his may years of service ad welcome his successor, Dr Joaa Newma, as the ew Executive Secretary. Fially I would like to thak my fellow Commissioers for their time ad commitmet, ad let me also welcome Dr Alice Prochaska, who joied the Commissio o the 1st October The Marshall Scholarship Programme was created to recogise a past act of geerosity ad has a woderful track record of supportig creative talet extedig over more tha sixty years. I pay tribute to alumi icreasigly lookig for ways to recogise the geerosity which they received i the past which ca make a differece to curret ad future Scholars. This augurs well for the vitality ad relevace of the whole Marshall commuity. 8 THE MARSHALL AID COMMEMORATION COMMISSION The Marshall Aid Commemoratio Commissio Act was passed by the British Parliamet i 1953 i order to express gratitude to the America people for the post-war support ad assistace coceived by Secretary of State George C Marshall, subsequetly kow as the Marshall Pla. The Parliametary Act created postgraduate Scholarships i the Uited Kigdom for America studets with the potetial to excel i their chose fields of study ad future careers. As alumi of British Uiversities ad as members of the commuity durig their stay i Britai, Marshall Scholars create lastig bridges betwee the Uited States ad the Uited Kigdom ad become advocates for greater depth ad breadth of iteractio, co-operatio ad mutual uderstadig betwee the two coutries. Scholars also participate i activities which make them effective spokespeople for the best i British society ad educatio ad, oce they have completed their studies, cotiue to support the furtherace of iteratioal co-operatio i the spirit of the Marshall Pla. Secretary of State George C Marshall Each year up to 40 Marshall Scholarships are awarded, may i partership with outstadig British Uiversities, thus providig cotiuig recogitio for the geerosity of the past while supportig the promise of the future. This uique testamet plays a vital role i developig a costituecy for Britai i the Uited States of America. 10 SCHOLARS IN BRITAIN 2016/2017 At the start of the academic year 2016/2017, 67 Marshall Scholars were i residece at British uiversities. This umber was made up of eight 2014 Scholars, seve of whom were completig a third year ad oe who had bee deferred a year ad was completig her secod year, Scholars ad aother 32 Scholars who had take up their awards i Five of the 2016 Scholars held the oe year Marshall Scholarship. The group comprised 41 me ad 26 wome. Four Scholars had depedets who were residet i the UK. All of these agreemets, except the Caius Cambridge Marshall Scholarship, iclude the MACC payig for the Scholars maiteace costs ad the parter uiversity/college waivig the tuitio fees. The Caius Cambridge Marshall Scholarship pays for the maiteace costs ad the MACC pays for the tuitio fees. Two of the above Scholars were joitly fuded uder the third year fudig agreemet with the Uiversity of Oxford ad Oriel ad Somerville Colleges ad two further Scholars were fully fuded uder the third year fudig agreemet with the Uiversity of Oxford. These partership agreemets cotributios add up to the value of 660,000. I additio, the Marshall Sherfield Fellow was supported by private fuds from the Marshall Sherfield Fellowship Foudatio. 10

12 SCHOLARS GRADUATING IN Scholars completed teure of their awards i Of these, te had graduated at the time of completio. The remaiig Scholars, who are registered for doctorates or research/taught Master s programmes, will complete the requiremets for their degrees i the comig moths. The examiatio results of 26 Scholars were received durig the year two from the 2005 group, oe from the 2007 group, oe from the 2011 group, six from the 2012 group, twelve from the 2014 group ad four from the 2015 group. Eight of these obtaied Doctorates, the rest obtaied Master s degrees. The ames of all Scholars o whom degrees were coferred durig 2016/2017 or for whom the Commissio received results, are listed at the ed of this Report (Page 31). Three Scholars were grated extesios for a third year of their teure i 2017/18. These Scholars will be fuded as follows: 2 Scholars fully fuded by the Marshall Aid Commemoratio Commissio EPA MARSHALL SCHOLARSHIPS The Commissio holds a grat from the US Evirometal Protectio Agecy (EPA). This grat allows Marshall Scholars to udertake a Doctorate, either i the UK or the US, after they complete their two year teure o the Marshall Scholarship fudig. The EPA has decided to make o further grats beyod 2017/18 ad o ew awards will be made uder this agreemet. I 2016/17 five Scholars were fuded by the EPA providig support for a additioal three years after their two year Marshall Scholarship. Three of these were completig doctorates i the UK at Imperial College Lodo, Kig s College Lodo, ad Darwi College, Cambridge ad two are completig doctorates i the USA at Harvard ad UC Berkeley. Two further Scholars have bee awarded extesios to their Scholarships for 2017/18 through the EPA Marshall Scholarship. 13 SCHOLARS EXPERIENCES Morga Breee 2015 Marshall Scholar MA Maritime Archaeology Uiversity of Southampto MA Europea History Uiversity College Lodo Before comig to the UK as a Marshall Scholar, I spet five years at the Uiversity of Rhode Islad (URI), Morga Breee completig a BA i History ad Athropology with a focus o uderwater archaeology, ad additioal graduate coursework o Geographic Iformatio Systems ad Remote Sesig. While at URI, I took advatage of umerous opportuities to study ad do field work abroad, spedig time i Mexico, the UK, Israel, ad Bermuda. The iteratioal bet of my udergraduate degree, ad the opportuities to meet people of differet backgrouds ad traiig i my chose field of maritime archaeology, meat I was iterested i pursuig postgraduate work abroad. The Uiversity of Southampto, where I did my first MA as a Marshall i Maritime Archaeology, is a world leader i traiig maritime archaeologists, evideced by the diversity of my cohort, which icluded studets from as far afield as Thailad ad Lebao, with research iterests spaig the globe ad spectrum of emphases withi the disciplie. The program was a erichig experiece through both the ature of the coursework ad exposure to others workig i diverse eviromets with their ow uique challeges. My research while i the UK has bee focused o aval techology, ad how it was perceived ad discussed, durig the log eighteeth cetury. My mai iterest is i how local boats were adopted ad utilized by the British avy while operatig i foreig waters, which I explored i the cotext of the Egyptia campaig of as my first MA thesis. I pla o expadig this work by applyig the methodology I developed over the course of this study to other coflicts for my PhD thesis. For my secod masters, a degree i Europea History at Uiversity College Lodo, I explored aval techology from a very differet agle lookig at how the eslavemet of Hugueots (Frech Protestats) o Louis XIV s galley fleet was utilized i ati-frech ad ati-catholic rhetoric i Eglad durig the War of Spaish Successio ( ). My experiece i the UK has bee woderful. I ve had the opportuity to make a wide variety of persoal ad professioal cotacts with people from aroud the coutry ad the world with similar iterests to myself. Livig here has afforded me the opportuity to travel aroud the coutry, ad to have a diversity of experieces, from surveyig a midieteeth cetury barge lodged i kee-deep mud i the River Itche, to stumblig across dispatches siged by Admiral Nelso i the Natioal Archives; from tourig 10 Dowig Street to learig to ceilidh at a Burs Night dier. I chose to come here for the quality of the educatio available i my chose field of study, but the takeaways have bee so much greater tha the educatio I received. My time i the UK has made me more self-cofidet, assertive, ad drive to cotiue my work o aval techology I am wrappig up my time i the coutry with a research itership at the Natioal Maritime Museum i Greewich, yet aother experiece that will demostrate the focus ad drive I have cultivated while here to potetial PhD supervisors i the US. Hayde Dahmm 2015 Marshall Scholar MSc Sustaiable Eergy Futures Imperial College Lodo MSc Evirometal Policy ad Regulatio Lodo School of Ecoomics ad Political Sciece I graduated from Swarthmore College i 2015 with a major i Evirometal Egieerig Hayde Dahmm ad a mior i Evirometal Studies. Buildig o my liberal arts backgroud, the Marshall Scholarship allowed me to ivestigate both the techical ad social dimesios of a sustaiable eergy trasitio. Durig my first year as a Marshall, I read for a MSc i Sustaiable Eergy Futures at Imperial College Lodo, ad the I cotiued to a MSc i Evirometal Policy ad Regulatio at the LSE. My Imperial dissertatio ivolved optimizig the ecoomics of distributed geeratio for commuity cooperatives, while my LSE dissertatio was a ecoometric aalysis of the impact eergy prices have o maufacturig competitiveess. This has provided me with a uique skillset that I look forward to cotributig towards solutios for evirometal challeges. Prior to startig my Scholarship, I had ever travelled outside the Uited States, ad I was eager to gai a iteratioal experiece. I believe that addressig global evirometal issues requires a mutual uderstadig betwee coutries. I was attracted to the UK by a iterest i its literature, culture ad history that had begu i my childhood. I chose to apply for a Marshall Scholarship, because it eables uique iterdiscipliary studies ad reflects a importat diplomatic legacy. My two years with the Marshall Scholarship proved more erichig tha I could have imagied. I explored Great Britai through Marshall sposored trips ad idepedet travel, iformig my uderstadig of the coutry. More importatly, I foud a remarkable set of frieds who have served as my 13

14 persoal ambassadors to Britai. I atteded over a doze live recordigs of BBC radio ad televisio programs, which helped me appreciate British culture ad comedy. I also saw several Shakespeare productios ad performed i a show of Shakespeare scees. Through Goodeough College, my Lodo hall of residece, I participated i activities that uderscored British values, ad I eve had the opportuity to meet her Majesty the Quee. My time i the UK also helped me achieve a ew level of idepedece. I am blid, ad so I was especially axious about livig abroad. Thaks to the remarkable assistace of Guide Dogs for the Blid, the staff of Trasport for Lodo, ad the costat support of the Marshall Commissio, I was able to avigate with cofidece ad explore ew opportuities. This experiece has empowered me to cotiue expadig my idepedece i the future. Immersig myself i aother coutry forced me to questio my assumptios about society. The itroductio to devolved govermets, cotemporary debates, ad atioal history facilitated by the Marshall has expaded my global perspective. I am still ispired by the uique diplomatic coectio ad mutual respect betwee our two coutries that the Marshall Scholarship represets, ad I will strive to reflect this spirit of iteratioal cooperatio i my future career. I the UK, I completed a MRes programme i Medical Device Desig ad Etrepreeurship (MDDE) at Imperial College Lodo. The research I coducted at Imperial ivolved the developmet of a ew wearable device to treat kee ijuries. My thesis work cosisted of desigig ad prototypig this ew device as well as developig a busiess pla to commercialise the device. Throughout this work, I was exposed to cuttig-edge research i biomechaics ad musculoskeletal modellig, ad I atteded several cofereces ad healthcare techology evets, icludig the Wearable Techology Coferece at ExCel Lodo. I also developed ew itellectual property ad worked with the Head of the Departmet of Bioegieerig to pursue a provisioal patet for this techology i the US. Durig my programme, I was metored by world-reowed scholars, serial etrepreeurs, ad CEOs of medical techology start-ups. Gaiig isights from these metors as well as from a diverse group of peers is oe of may aspects I ejoyed about beig at Imperial. Although the rigorous ature of my course did t allow as much travel across the UK as I would ve liked, I was able to ejoy three woderful trips to Wales, Corwall ad Surrey. The Marshall trip to Wales was oe of the most excitig evets for me. Durig that trip, I was so itrigued by the culture that I bega studyig the Welsh laguage ( gyda lwc ). I also participated i the Marshall Speakers Programme, which allowed me to travel to the Uiversity of Exeter at Pery ad the Uiversity of Surrey. At each uiversity, I delivered a talk o diversity ad wome i STEM. At Exeter, I leared a lot from the attedees, wome who have completed studies i STEM fields. We were able to exchage ideas o ways to improve equality i STEM i both the UK ad US. At Surrey, I spoke to two differet groups of youg wome completig sixth form ad provided them with isights o how to apply to uiversities, fud their uiversity educatio, succeed i STEM fields ad their potetial career opportuities i the future. Alog similar lies, I participated i Imperial College s outreach evets for Iteratioal Wome i Egieerig My etire experiece i the UK is ivaluable. Not oly was I eriched through academic, social ad cultural experieces there, but my family also greatly beefited. My mother was able to establish a US-UK research collaboratio with Hery Saith s laboratory at Oxford Uiversity (thaks to 2016 Marshall Scholar Kelly Schutt). My husbad was able to leave the US for the first time, experiece ew cultures first-had ad lear more about the law eforcemet ad itelligece fields (which he is i) from the UK-perspective. Phillip Maffettoe 2014 Marshall Scholar DPhil Iorgaic Chemistry Oriel College, Oxford Prior to my arrival i the UK, I completed a BS i Chemical Egieerig with a research focus o silico aomaterials at the Uiversity at Buffalo (SUNY). I the UK I have pursued a DPhil at Oxford i Iorgaic Chemistry. Phil Maffettoe There my focus has bee far more computatioal. I developed structural models for physical systems that are t well ordered --- yet ot completely radom --- i order to approach relatioships betwee the form of a material ad its fuctio. Drawig o Bayesia iformatio ad local correlatio, the models that I developed have created a greater uderstadig of the kids of disordered phases that lie betwee a well-orgaized crystal ad radom fluids. This has bee the crux of my UK experiece. Although I ow have may academic colleagues i the UK that I will cotiually collaborate with from overseas, the friedships I have made with my teammates have brought me all aroud the UK ad offered a stroger glimpse ito cultural variatio. I did t just see the NHS as a patiet; my mates were juior doctors. I did t just thik about local electios as a observer; my mates were ruig political campaigs. I did t just travel aroud the UK as a tourist; my mates welcomed me ito their homes. I am ow completig my DPhil at Oxford. Because my research is iterdiscipliary, my co-supervisors are i both the Departmet of Egieerig Scieces ad Departmet of Zoology. My research focuses o developig techological tools to better uderstad ad maage the ocea. I focus primarily o uderwater imagig systems. My thesis focuses o imagig tools that allow us to create 3D models of coral reefs so that we ca better aswer ecological questios ad restore reefs. 17 MARSHALL EVENTS As part of the iductio week for the 2016 Scholars which took place i late September 2016, HM Ambassador, Sir Kim Darroch, hosted the group at the Ambassador s Residece for a receptio brigig together more tha 120 alumi from the Washigto, DC area, icludig former Assistat Secretary of State Bill Burs ad New York Times Columist ad Author Tom Friedma. After their arrival i the UK, the 2016 Scholars were take o a tour of the Houses of Parliamet. The tour was arraged through the offices of the British-America Parliametary Group (BAPG). Scholars met with a member of the BAPG, Ala Mak MP, for a Questio ad Aswer sessio. The Scholars were welcomed to the Uited Kigdom by the US Charge D Affairs Lewis Lukes ad other members of staff at the US Embassy. He egaged them i a fasciatig discussio about how the UK perceived the USA. The Scholars also rode o the Lodo Eye. The Scholars were welcomed to the UK by the Marshall Commissioers at a briefig held at the FCO ad they also met with Mr Hugh Elliott, Director, Commuicatios Directorate; Ms Kathy Leach, Joit Head of the Policy Uit, Ms Ruth Shaw, Head of Campaigs ad Egagemet, ad Mr Patrick Reilly, Head of North America Departmet. This was followed by Receptio held at the FCO, hosted by Parliametary Uder Secretary of State Alok Sharma MP, o 15 September 2016 to welcome the 2016 Scholars. I additio to these more formal social evets, opportuities also arose durig the year for some members of the MACC ad Secretariat to meet ad offer iformal hospitality to Scholars at their uiversity locatios ad i the homes of some Commissioers. The Scholars themselves orgaised the ow traditioal Aual Marshall Thaksgivig Dier which was held at Goodeough College i Lodo o 26 November 2016 ad is supported by the AMS. Marshall Scholars visit Dowig Street O 27 Jauary 2017 a group of Scholars were ivited to 10 Dowig Street for a tour followed by a briefig at the FCO. The MACC Commissioers hosted the aual Dier, give i hoour of Marshall Scholars who were completig their awards, o 9 May 2017 at the Statioers Hall, Lodo. The special guest ad pricipal speaker at the Dier was the Rt Ho Lord William Hague of Richmod. Marshall Plus Programme The Marshall Plus Programme s aim is to cotribute to the overall UK experiece of Marshall Scholars by givig them isight ito British history, culture ad society by explorig topical issues ideally with a UK/USA aspect. The programme is specially varied i order to offer a variety of subjects that will appeal to the wide-ragig iterests of the Scholars. The aual Programme is composed of both lectures (usually three) ad evets (usually two). These are arraged aroud the other activities laid o for Marshall Scholars such as regioal visits as well as the ormal rhythm of a Marshall Scholar s academic life. But what did that mea? A formative experiece of witessig a wrogful arrest of a classmate, ad my subsequet, successful efforts to obtai his immediate release from jail motivated me to focus o crimial justice ad how we as a society ot oly detect ad respod to crime, but how we prevet it ad fairly treat those accused of havig committed it. I set my sights o law school, but felt that doig that aloe would ot give me the perspective ad isight I eeded. I had oe view of society, its ijustices, ad what might be doe about them, but it was distictly America. After doig some research, I leared that the Uited Kigdom was a hotbed of research ad experimetatio i the areas of crimiology ad crimial justice policy. So I applied for, ad was fortuate eough to receive a Marshall Scholarship to study these topics at the LSE. LSE tured out to be the perfect choice. I completed the MSc i Crimial Justice Policy uder the tutelage of experts i the field. After completig my degree i the first year of my scholarship, I was fuded to sped my secod year i the field doig research. I eded up coductig research o street drikers ad developig appropriate policy resposes to their plight ad workig towards improvig their problematic relatioship with the commuity surroudig Camberwell Gree i South Lodo. I also udertook a evaluatio project explorig the efficacy of the Metropolita Police s efforts to curtail racially biased stop ad frisk practices of its officers i Lambeth. Both of these experieces eabled me to give back to the coutry that had give me my advaced educatio while simultaeously furtherig that educatio through real world, o the groud experiece. Today, I work as a law professor at oe of the most prestigious law schools i the Uited States, focusig my attetio o improvig the civil justice system. I previously worked as a prosecutor i the U.S. Attorey s office where I was able to follow through o my ambitios to make a positive differece i the crimial justice system.
