3 health law, in relation to AED and nurse practitioners/physician assistants. 2016: Led negotiations to add Nurse Practitioners to authorized list of practitioners to certify patients for the New York State Department of Health's Medical Marijuana Program. 2015: H.R. 2 (Federal legislation), led efforts with NY and CT, contributing to the passage of the Medicare Access and CHIP Reauthorization Act of 2015, which repealed the Sustainable Growth Rate (SGR). This legislation included a section that removed a barrier to practice for NPs by authorizing them to document the face-to-face encounters they conduct with their Medicare patients when ordering certain durable medical equipment (DME). Led successful efforts to pass Nurse Practitioner Modernization Act (NPMA) in NY, This Clean Up bill made technical changes to select provisions of the law to reflect the enacted NPMA by eliminating inappropriate references to the written practice agreement, while also authorizing NPs to perform physical examinations for Barbers seeking licensure. 2014: The Nurse Practitioners Modernization Act (NY) passed and signed into law; effective January 1, : Led efforts to successfully pass the Death Certificate Bill authorizing NPs to sign death certificates. Negotiated NPs inclusion in NYSHIP Empire Plan providing 121,000 state employees and families with access to NPs. Appointed as the only advanced practice nurse on Governor Cuomo s 2011 Medicaid Redesign Task Force for New York State. 2010: Negotiated regulatory change to authorize NPs in NY to conduct eye examinations and sign loss of consciousness with NYS Department of Motor Vehicles. 2006: Led efforts resulting in successful passage of NY s Medical Emergency Utility Services Bill and Handicap License Plates Bill signed into law authorizing NPs to certify patients for these services.
4 Practice Owner- Director/Joy Elwell, FNP, LLC 2004: Led successful efforts resulting in passage of Clinical Lab Bill is passed, allowing NPs to order laboratory tests from all laboratories registered in New York. 2003: Led successful efforts resulting in passage of legislation to allow Respiratory Therapists to accept orders from NPs. 2002: Led efforts for NP Practice Area Bill to be signed into law authorizing NPs to be school medical inspectors, perform routine biennial medical inspections of bus drivers, and other conforming legislative updates as a result of the 1998 NP law. Successfully led negotiation to with Empire Blue Cross Blue Shield to include NPs as credentialed, directly reimbursed primary care providers. Designed, developed, and implemented a successful nurse practitioner-led primary care practice and successfully developed and monitored $250,000 annual budget. Consistently received quality awards for clinical outcomes from health insurers every year in practice. Coordinated efforts, during the 2009 H1N1 influenza epidemic to have this practice serve the tri-state area as a designated H1N1 flu vaccine site, providing over 2,000 immunizations to at-risk populations, and providing hands-on training and experience for undergraduate nursing students to administer vaccinations.
