3 Summary This report and grades represent our assessment of the quality of the areas of performance which were examined during this inspection. Grades for this care service may change after this inspection following other regulatory activity. For example, if we have to take enforcement action to make the service improve, or if we investigate and agree with a complaint someone makes about the service. Most children are able to enjoy a wide and varied programme of activities to support their learning and development needs. The new manager has placed high importance on developing strong relationships with children and their families. Most parents expressed a high level of satisfaction with the nursery and told us that their children were very happy there. Parents told us about the very positive relationships both they and their children had with staff. What the service could do better During the inspection we highlighted a number of areas for improvement including the implementation of a procedure to monitor staff registration with the Scottish Social Services Council (SSSC). What the service has done since the last inspection Since the last inspection, the nursery environment had been improved by the addition of new furniture and fittings and a range of new play resources. 4 Conclusion Inspection report continued The management team were disappointed with the outcome of the inspection but expressed a commitment to improving the service in line with our findings. The management team and staff are committed and enthusiastic and are well placed to drive forward the improvements highlighted in this report. 5 1 About the service we inspected The Care Inspectorate regulates care services in Scotland. Prior to 1 April 2011, this function was carried out by the Care Commission. Information in relation to all care services is available on our website at This service was previously registered with the Care Commission and transferred its registration to the Care Inspectorate on 1 April Requirements and recommendations If we are concerned about some aspect of a service, or think it needs to do more to improve, we may make a recommendation or requirement. - A recommendation is a statement that sets out actions the care service provider should take to improve or develop the quality of the service but where failure to do so will not result in enforcement. Recommendations are based on the National Care Standards, relevant codes of practice and recognised good practice. - A requirement is a statement which sets out what is required of a care service to comply with the Public Services Reform (Scotland) Act 2010 and Regulations or Orders made under the Act or a condition of registration. Where there are breaches of the Regulations, Orders or conditions, a requirement must be made. Requirements are legally enforceable at the discretion of the Care Inspectorate. Careshare at Netherton nursery is registered to provide day care to 59 children in the following age ranges: Birth to under 2 years years to under 3 years years to 5 years The nursery operates from premises within a large sports centre in Anniesland, Glasgow. The premises consist of four playrooms, a kitchen, office and toilet facilities. There is also an outdoor play area to the front of three of the playrooms. CCTV has been fitted in the playrooms. Children have regular access to soft play and sports halls within the centre. Busy Anniesland, page 5 of 34

7 2 How we inspected this service The level of inspection we carried out In this service we carried out a high intensity inspection. We carry out these inspections where we have assessed the service may need a more intense inspection. What we did during the inspection We wrote this report following an unannounced inspection. This was carried out by Inspectors, Claire Reilly and Lynda O'Connell. The inspection took place on Tuesday 11 March 2014 between 9am and 5pm. It continued the following day, Wednesday 12 March 2014 from 9am to 4.45pm. We gave formal feedback to the manager and Busy Bees Curriculum, Care and Training Advisor on Friday 14 March 2014 between 9.30am and 11.45am. As part of the inspection, we took account of the completed annual return and selfassessment forms that we asked the provider to complete and submit to us. We sent thirty care standard questionnaires to the manager to distribute to parents. Ten parents returned completed questionnaires before the inspection. We also asked the manager to give out eight questionnaires to staff and we received six completed questionnaires before the inspection. During this inspection process, we gathered evidence from various sources, including the following: We spoke with: - children - five parents - the manager - the acting depute manager - four childcare workers - the Curriculum, Care and Training Advisor. We looked at: - arrangements for involving children and parents/carers in improvements within the service - arrangements for the storage and administration of medication - arrangements for child protection - children's personal plans Busy Anniesland, page 7 of 34

8 - arrangements for health and safety within the service - staffing qualifications and access to training - registration with the Scottish Social Services Council (SSSC) - arrangements for involving children, parents and staff in self-evaluation and quality assurance - the environment and equipment. Grading the service against quality themes and statements We inspect and grade elements of care that we call 'quality themes'. For example, one of the quality themes we might look at is 'Quality of care and support'. Under each quality theme are 'quality statements' which describe what a service should be doing well for that theme. We grade how the service performs against the quality themes and statements. Details of what we found are in Section 3: The inspection Inspection Focus Areas (IFAs) In any year we may decide on specific aspects of care to focus on during our inspections. These are extra checks we make on top of all the normal ones we make during inspection. We do this to gather information about the quality of these aspects of care on a national basis. Where we have examined an inspection focus area we will clearly identify it under the relevant quality statement. Fire safety issues We do not regulate fire safety. Local fire and rescue services are responsible for checking services. However, where significant fire safety issues become apparent, we will alert the relevant fire and rescue services so they may consider what action to take. 9 What the service has done to meet any recommendations we made at our last inspection At the last inspection we made one recommendation to improve standards within the nursery. This was to ensure that all staff complied with the accident reporting procedures within the nursery. During the inspection we examined the accident records and confirmed that they were in order. The annual return Every year all care services must complete an 'annual return' form to make sure the information we hold is up to date. We also use annual returns to decide how we will inspect the service. Annual Return Received: Yes - Electronic Comments on Self Assessment Every year all care services must complete a 'self assessment' form telling us how their service is performing. We check to make sure this assessment is accurate. The service provider was working on submission of an updated self assessment at the time of the inspection. Taking the views of people using the care service into account During the inspection, approximately 50 children aged between birth and five years were attending the nursery. We found that children were very happy and settled within the service. Most children were confident in their play and in their interactions with staff and each other. Some of the older children told us about what they enjoyed doing at nursery Taking carers' views into account As mentioned earlier, we sent thirty questionnaires to the nursery for distribution to parents/carers. Ten were completed and returned before the inspection. In the completed questionnaires, six parents/carers strongly agreed and four agreed that overall, they were happy with the quality of care their children received in this service. 10 Parents commented: "My child seems very happy at the nursery and has settled in very well since starting." "Fantastic nursery." "The cook is very nice and friendly and I enjoy the smells that come out of the kitchen when I am dropping my child off. The food appears to very good and an alternative is offered when required." "My child is very happy at Netherton Nursery and I go to work with the peace of mind that he is safe and well looked after." During the inspection we spoke with five parents. Overall, they spoke positively about their experience with the nursery. Busy Anniesland, page 10 of 34

11 3 The inspection We looked at how the service performs against the following quality themes and statements. Here are the details of what we found. Quality Theme 1: Quality of Care and Support Grade awarded for this theme: 3 - Adequate Statement 1 We ensure that service users and carers participate in assessing and improving the quality of the care and support provided by the service. Service strengths We found that overall the service's performance was good in the areas covered by this statement. We concluded this after we spoke to the manager, staff and parents; observed and chatted with children who use the service; and reviewed a range of supporting paperwork. In the completed Care Inspectorate questionnaires six parents strongly agreed and three agreed that the service had involved them and their children in developing the service, for example asking for ideas and feedback. During our discussions with parents, three told us that they felt the service was open to suggestions. Parents commented: "The parents are kept informed of what is going on and are constantly being asked for suggestions/feedback and for getting involved." "I am sure there is always room for improvement but I can't think of anything at present." We found that there was a good commitment to involving children and their parents/ carers in assessing and improving the quality of the service overall which was detailed in the service's participation policies. Some examples of the methods of involvement in place included: Since the last inspection a parents' forum had been established and had met twice. Busy Anniesland, page 11 of 34

12 We were able to confirm from the minutes of these meetings that parents had been involved in discussions about improving the nursery and had been asked to make some suggestions. Minutes were displayed on the Parents' Noticeboard for all parents to read. A poster at the entrance invited parents to make comments and suggestions using the comments slip and comments box provided. We noted that to date, no comments had been made. Staff sent 'Home Links' forms home to parents to encourage them to make suggestions about their children's interests and achievements. We saw several completed forms containing suggestions which staff had used as a basis to plan specific activities in nursery for children. The service held two Parents' Evenings per year to give parents formal opportunities to hear about how their children were progressing. Parents were asked to complete questionnaires about their experience at the last parents' evening. A parents' questionnaire had been circulated in January 2014 and the nursery had offered a prize as an incentive for completion to ensure a better return rate. An evaluation of the responses had been collated and was displayed on the Parents' Noticeboard for information. Following a suggestion made by a parent, the management team now used s to communicate with parents. This was in addition to the existing text messaging service. We noted that text messages had recently been sent to parents to encourage completion of questionnaires, care plans and development records. We also noted that corner pieces had been added to furniture in response to a verbal suggestion from a parent. Staff in the baby room confirmed that several parents' suggestions had been taken forward. In the Care Inspectorate questionnaires, two parents strongly agreed and two agreed that the staff asked for their children's views about the activities and outings and used them to plan future activities. Staff told us that activities were planned to suit children's individual interests, age and stages of development. Staff did this through observing and consulting children. Staff used mind mapping techniques to record older children's views about what they would like to learn. Throughout the inspection children had opportunities to make choices. Older children chose what area of the playroom they wanted to spend time in; what they wanted to play with; and when they wanted to go outdoors. We chatted with some children who told us that they could decide what activities they took part in. Busy Anniesland, page 12 of 34

13 In the completed Care Inspectorate questionnaires eight parents strongly agreed and two agreed that they were kept informed about what is happening in the service, for example, through newsletters and information boards. We found that the service used a range of communication methods to keep parents informed about their children's development, nursery life and planned events including: - useful newsletters; - parents' evenings; - s and texts; - notice boards. However, parents and staff told us that they relied upon building good relationships and informal communication channels with each other to ensure that there was an open and mutual exchange of information about children. Areas for improvement In the completed Care Inspectorate questionnaires one parent strongly disagreed that the service had involved them and their children in developing the service, for example asking for ideas and feedback. During our discussions two parents also expressed concern about their level of involvement in decision-making, with their main areas of concern being around the lack of consultation on staffing changes within playrooms and policy changes. Parents commented: "Generally happy with service we receive however communication from management remains poor despite several complaints." "Communication at start and end of day excellent from staff in rooms but changes to policies, newsletters, changes to staff etc are often carried out without consultation with parents. Parents often advised of change only when they specifically ask or if complaint being made." The management team agreed to consider ways of improving opportunities for parents to be involved in consultation on staffing and policies. During the inspection a parents' consultation tree was being used to allow parents to vote on their choice of extra curricular activities for children. The management team should continue with their plans to progress this and report the outcome to children and parents. We noted that one parent had suggested the introduction of more multi-cultural foods within the nursery to allow children to experience different tastes. This has still to be taken forward. 14 Staff were proactive in inviting parents to participate in a range of events within the nursery. However, the management team did not capitalise on the opportunity to gain feedback from parents at these events. At the time of inspection the management team were working on the development of a questionnaire for completion by children. 15 Statement 3 We ensure that service users' health and wellbeing needs are met. Service strengths Inspection report continued At this inspection, for this statement, we focused on children's personal plans; infection control; the arrangements for the storage and administration of medication; and the quality of children's experience at the nursery. We found that overall the service's performance was adequate in the areas covered by this statement. We concluded this after we spoke to the manager, staff and parents; observed and chatted with children who use the service; and reviewed a range of supporting paperwork. In the completed Care Inspectorate questionnaires five parents strongly agreed and four agreed that staff had worked with them and their children to develop individual education and support programmes for their children. During the inspection we found that personal plans were in place for all children. These plans contained a good level of information. A formal review system had been put in place making use of staff diaries. Staff told us about the benefits of having personal plans and explained the system for reviewing these plans to ensure that they contained relevant information. Good arrangements were in place for the administration and storage of medication for children. A written policy and procedure was in place. Parents completed forms to consent to children receiving medication within the nursery. Staff were able to tell us about these procedures and we were able to confirm that they had been followed for all children receiving short term medication and for most children receiving long term medication at the time of inspection. Medication was stored securely in the office. An infection control policy was in place and appropriate guidance documents were available to help staff to prevent and control the spread of infection within the nursery. During our inspection, most staff demonstrated good practice in relation to hand-washing, wearing gloves and aprons and encouraging older children to wash their own hands. In the completed Care Inspectorate questionnaires seven parents strongly agreed and three agreed that their children could experience and choose from a balanced range of activities. Overall, children in the nursery were happy and well settled. Children were familiar and comfortable with nursery routines. During the inspection a good selection of play experiences and learning were available in all playrooms. Staff had developed warm and caring relationships with children and babies and offered a high level of individualised care. Some pre-school children had opportunities to talk about their learning with staff. During the inspection most children had good opportunities for fresh air and outdoor play. 16 Areas for improvement Inspection report continued During the inspection we found that the administration of medication records for long term medication did not contain enough information in relation to the medical condition of one child. There was no information on signs and symptoms of the condition, on when medication should be administered, what dosage should be administered and no advice for staff on what steps to take should the condition arise. The manager addressed this issue during the course of the inspection. (See Recommendation 1). Although personal plans were in place for all children, staff needed to ensure that all sections of the plans were completed appropriately and that review dates were put into the diary or there was potential for the review system to fail. During the inspection we noted that, from our sample, the review dates for two children were missing from the diary, which meant that staff did not have a record of when the plan needed to be updated with parents (see Recommendation 2). Each child in the nursery had a learning journal for staff to record significant observations and assessments of children's development and learning. We noted that some of these were not maintained up-to-date. For some children there were limited observations recorded and staff had not identified and recorded their next steps. Where next steps were recorded, these were not always followed up. During our inspection feedback we discussed particular children for whom we had identified these issues. We noted that these issues around recording had also been identified by the management team through monitoring but no action plans had been put in place to rectify this (see Recommendation 3). During the inspection we noted that in the tweenie, toddler and pre-school rooms staff needed to be more vigilant in ensuring children's individual needs were met. Quieter children received little interaction and staff did not actively encourage children to participate. During the inspection, the inspector had to alert staff to the fact that a child was crying and needed to be comforted. One parent commented on children's noses being unwiped and during the inspection on several occasions the inspectors had to ask for children's noses to be wiped (see Recommendation 4). Through our discussions, we noted that most staff had a limited understanding of the Scottish Executive practice framework Getting It Right For Every Child (GIRFEC) and were unclear about the application of the GIRFEC wellbeing indicators in the nursery. The manager confirmed that a date had been set to carry out training at a staff meeting and we noted that she had already collated paperwork for staff reference (see Recommendation 5). The management team needed to ensure that children and staff were using pedal bins appropriately, especially at lunchtime. On several occasions staff and children Busy Anniesland, page 16 of 34

17 lifted the bin lids with their hands instead of using the pedals. They did not wash their hands after doing this which created a potential for the spread of infection. 18 Quality Theme 2: Quality of Environment Grade awarded for this theme: 3 - Adequate Statement 1 We ensure that service users and carers participate in assessing and improving the quality of the environment within the service. Service strengths We found that overall the service's performance was adequate in the areas covered by this statement. We concluded this after we spoke to the manager, staff and parents; observed and chatted with children who use the service; and reviewed a range of supporting paperwork. We noted that parental feedback had been invited for the development of the garden several times since the last inspection. Older children had used resource catalogues to choose new play resources for their rooms. Parents had been consulted on the relocation of baby and tweenie rooms last autumn. However, no suggestions were made. Parents had been asked to comment on the premises and resources in a recent questionnaire. We noted that many positive comments had been made. Further strengths relating to this area were recorded in Quality Theme 1, Statement 1. Areas for improvement Overall, we felt that the management team were making slow progress. Parents had made suggestions about improving the outdoor area on several occasions but this had not yet been taken forward. The nursery recently received funding for new resources for children and while older children were asked for suggestions on play equipment they would like, this was not extended to parents. Parents have repeatedly requested additional outings for children and a more aesthetically pleasing garden. However, limited progress had taken place in relation to both these areas. 19 In the recently completed parents' questionnaires, some parents commented that they did not know which new resources had been purchased. The manager had agreed to provide this information for all parents. The service provider needed to ensure that, where parents were asked for suggestions relating to the environment, these were followed up appropriately. 20 Statement 2 We make sure that the environment is safe and service users are protected. Service strengths Inspection report continued We found that overall the service's performance was adequate in the areas covered by this statement. We concluded this after we spoke to the manager, staff and parents; observed and chatted with children who use the service; and reviewed a range of supporting paperwork. Careshare at Netherton nursery was based within a large fitness centre in north-west Glasgow. The accommodation comprised of four playrooms: Baby Room; Tweenie Room; Toddler Room; and 3-5 Room. Since the last inspection the baby room and tweenie room had been relocated. Staff told us that this move had been very positive for the children. In the completed Care Inspectorate questionnaires seven parents strongly agreed and three agreed that the service was a safe, secure, hygienic, smoke free, pleasant and stimulating environment; and nine parents strongly agreed and one agreed that there was enough space for their children to play and get involved in a range of activities. During our inspection the nursery was clean, bright and safe and equipped with suitable furniture and fittings. Overall, playrooms were effectively and attractively laid out to make good use of the space available. Appropriate toilet and changing facilities were available for children. An outdoor play area was located at the side of the nursery. There was a secure door entry system at the main entrance to the nursery and at the entrance to the baby room to ensure that children were secure at all times. Appropriate health and safety arrangements had been put in place to ensure that the centre was a safe environment for children and staff. A health and safety coordinator had been identified and had recently completed formal training. A risk assessment process was in place to ensure that children were protected from hazards both within the centre, in the outdoor play area and on outings, although we felt that there was scope for this to be improved (see below). A range of policies and procedures were in place to underpin staff knowledge and to ensure that they were aware of the requirements to keep the children in their nursery safe and secure. Busy Bees Health & Safety Daily Monitoring Books were in place for staff to record daily checks and maintenance to ensure children's safety. An appropriate system was in place for recording accidents and incidents. We confirmed that staff discussed completed forms with parents and asked them to sign them. The forms we checked were appropriately signed. Designated first aiders had been identified and trained and first aid boxes were available in the playrooms. Busy Anniesland, page 20 of 34

21 During the inspection one child had a minor accident and we confirmed that the relevant paperwork was completed and discussed with the child's parent. In the completed Care Inspectorate questionnaires eight parents strongly agreed and two agreed that the service had a suitable range of equipment, toys and materials for the children. One parent commented: "Nursery has a lot of new resources which my child loves." Since the last inspection the service provider had made a considerable investment in new furniture and fittings and play resources for the nursery. Children benefited from a more attractive environment and a range of good quality resources to support them in their play and learning. Areas for improvement During the inspection, staff took a group of children on a walk to the local park. They did not take children's individual contact details with them, nor did they access the risk assessment that had been developed for this route to identify any potential hazards. When the risk assessment was provided to the inspector, it was noted that it did not accurately record the hazards observed on the outing. The procedure for taking children on outings needed to be amended appropriately (see Recommendation 1). Although risk assessments had been done in accordance with Busy Bees procedures, these did not contain practical information which staff could easily access to reduce hazards within the nursery or on outings. Some examples of this were discussed at our feedback meeting. The risk assessment process should be developed to identify all risks specific to each area and to illustrate control measures to be put in place. These risk assessments should be easily accessible to staff (see Recommendation 2). During our inspection we found two first aid boxes without disposable gloves. Disposable gloves must be worn by staff coming in to contact with bodily fluids. Although we noted that gloves were available elsewhere within the nursery, one of these boxes was used for outings when no other source of gloves would be available. Each first aid box contained a list of contents but this was not adhered to in the boxes we checked. The service provider needed to ensure that a person was responsible for monitoring and replenishing the contents regularly (see Recommendation 3). Although Health &Safety Daily Monitoring Books were in place (as detailed above), some staff completed these weekly and some completed them daily. The service provider should ensure that completion is carried out in accordance with the formal procedure. Busy Anniesland, page 21 of 34

Service strengths We found that overall the service's performance was good in the areas covered by this statement. We concluded this after we spoke to the manager, staff and parents; observed and chatted with children who use the service; and reviewed a range of supporting paperwork. A staff member of the month scheme had recently been introduced to encourage children and parents to comment on the performance of staff. At the time of inspection two comments had been received from parents. Parents were asked to comment on staffing as part of both the parents' evening questionnaire and January 2014 questionnaire. Parents made very positive comments about staffing. We noted that the manager had also invited comments about staffing at the last parents' forum meeting. Further strengths relating to this area were recorded in Quality Theme 1, Statement 1. 24 Statement 3 We have a professional, trained and motivated workforce which operates to National Care Standards, legislation and best practice. Service strengths Inspection report continued We found that overall the service's performance was weak in the areas covered by this statement. We concluded this after we spoke to the manager, staff and parents; observed and chatted with children who use the service; and reviewed a range of supporting paperwork. In the completed Care Inspectorate questionnaires seven parents strongly agreed and three agreed that they were confident that staff had the skills and experience to care for their children and support their learning and development. We found that all care staff held an appropriate qualification, with the exception of one trainee, who was due to commence training. Most staff had been registered with the Scottish Social Services Council (SSSC) to work within the centre. Parents commented: "All staff are very friendly and enthusiastic about my child's learning." "Staff are always pleasant, approachable and genuinely care about all the children they look after." "I find Careshare Netherton Nursery to be a very efficient and organised nursery. It is properly managed, the staff are pleasant and experienced. They provide excellent service and create a wonderful environment for learning. I find the staff to be very patient and caring towards the children. It is a wonderful nursery and I am happy that my child can be a part of the Careshare Netherton Nursery family." "The staff are all very friendly and appear very caring. I like the fact that all the staff know my child's name and talk to him even though he is not part of their room." "The staff are the most important asset of the nursery and they look after my child really well. I know they care about my child and are helping him to develop." "My child really enjoys the nursery and had made important bonds with staff and other children." "Very happy with the care my child receives. All staff are very loving and caring." Staff had regular opportunities to meet as a team. We found that staff could add to the agenda for the meeting and were able to access a formal record of the meeting. From the minutes of these meetings we could see that discussion had taken place recently on best practice guidance, including Pre Birth to Three and GIRFEC. Busy Anniesland, page 24 of 34

25 Staff training plans were in place. Training was identified by the manager, staff and through the performance management system. Overall, staff had good support to attend training and were encouraged to do professional reading to support them in their roles. Staff were also encouraged to read and sign monthly policies to refresh their knowledge of company practices and procedures. A performance management procedure was in place for staff to meet with management twice a year to reflect on practice and areas for development. Outwith this process, staff could meet formally with the manager for 1:1 meetings twice a year (or as requested). Staff told us that they felt well supported in their roles, by management and their colleagues, and that they were confident in management's ability to deal with any concerns or issues raised. Since the last inspection a new manager had again been appointed within the nursery. We were pleased to see that staff had reacted positively to this appointment and staff morale remained high. In the completed Care Inspectorate questionnaires nine parents strongly agreed and one agreed that the staff treated their children fairly and with respect. Through discussions we felt that staff were very enthusiastic and committed to their roles and the nursery. Overall, staff were kind and caring in their interactions with children. Children were secure in their relationships with staff. Areas for improvement All childcare practitioners must register with the Scottish Social Services Council (SSSC) to enable them to work in nurseries. We found that three members of staff were not registered with the SSSC at the time of the inspection. We advised the management team of this and reminded them that It is an offence for providers of care services to employ workers who are not registered which can result in referral to the Procurator Fiscal. The service provider was not aware that the registration for these workers was no longer in place and immediate steps were taken to rectify this. Since the inspection we have received confirmation from the service provider that all three workers have submitted their applications for registration to the SSSC. The service provider also advised that a procedure had been put in place to ensure that this situation did not arise again in the future (see Requirement 1). During the inspection we felt that staff could work more considerately and cooperatively with each other. Staff were observed regularly interrupting each other without giving due consideration to the effect this would have on disrupting ongoing activities for the children. Paperwork showed that a few members of staff had accessed limited training over the past year, despite numerous training opportunities being made available. Busy Anniesland, page 25 of 34

26 The service provider needed to ensure that all staff were encouraged to participate in regular training. During the inspection we looked at the performance management records for five members of staff. We felt that there was scope to improve the current performance management process. For example, the target for action for one member of staff for the next year was "looking after children making sure their safety and well-being is a priority". This was not a target, this was the staff member's basic role. Targets needed to be more specific and focused on development. Staff could be supported to look at more meaningful reflection on their practice, for example using job descriptions and professional standards. Management could also carry out more evaluation of practice as part of this process. Grade awarded for this statement: 2 - Weak Number of requirements: 1 Number of recommendations: 0 Requirements 1. The service provider must take steps to ensure that only staff who are registered with the Scottish Social Services Council (SSSC) or another recognised regulatory body, or who are newly recruited and are capable of achieving such registration within 6 months of commencing in post, may carry out work in the care service in a post for which such registration is required. Service strengths We found that overall the service's performance was good in the areas covered by this statement. We concluded this after we spoke to the manager, staff and parents; observed and chatted with children who use the service; and reviewed a range of supporting paperwork. From the minutes of the last meeting, we confirmed that the inspection process had been discussed at the parents' forum meeting and parents had been invited to comment/make suggestions. The management team used information from parents' completed questionnaires to influence the improvement planning process for the service. A Complaints Procedure was in place and had been made available to parents to let them know how to make any complaints about the standards and quality within the service. We were told that no formal complaints had been received since the last inspection. A policy of the month was displayed on the parents' noticeboard to encourage parents to familiarise themselves with the nursery policies and make comments about them. Further strengths relating to this area were recorded in Quality Theme 1, Statement 1. Areas for improvement The management team should continue with plans to develop further opportunities for children and parents/carers to be involved in assessing and improving the quality of the service overall. 29 Statement 4 We use quality assurance systems and processes which involve service users, carers, staff and stakeholders to assess the quality of service we provide Service strengths We found that overall the service's performance was weak in the areas covered by this statement. We concluded this after we spoke to the manager, staff and parents; observed and chatted with children who use the service; and reviewed a range of supporting paperwork. A monitoring matrix had been developed to identify how monitoring would be used to measure quality within the service. Monitoring responsibilities had been shared between the management team. An Improvement Plan had been put in place by the previous manager to identify the nursery's improvement priorities. The manager was in the process of collating staff comments to inform the annual update of the Care Inspectorate self assessment document. Staff had developed 'Focus Improvement Plans' in their rooms to identify areas for improvement and show how these were being addressed. The nursery received regular visits from representatives of the service provider, including the Childcare, Curriculum and Training Adviser, who visited the nursery to carry out quality audits and provide feedback to management and staff. Areas for improvement Inspection report continued From room registers and sleep records, we found that three children were being moved from the tweenie room to toddler room over the past few weeks to prevent the tweenie room being over its numbers. This was detrimental to development of the children and contrary to what parents had been told about short settling visits. We were particularly concerned that the development needs of one of these children was not being met as staff in neither room were addressing this child's recorded development needs/next steps (see Requirement 1). We found that a notification had not been made to the Care Inspectorate in relation to disciplinary action taken against a member of staff last year. We also found that one notification had been started but not completed in relation to a reportable accident in December 2013; we acknowledge that failure to notify us was the responsibility of the previous manager (see Requirement 2). The results of a recently completed staff questionnaire showed that staff were unaware of the contents of the nursery improvement plan. We noted that a new plan was being developed with the support of Glasgow City Council and that staff would be involved in this process. Busy Anniesland, page 29 of 34

30 Although regular monitoring was taking place, it had not been effective on improving quality within the nursery and ensuring that all children had access to positive play and learning experiences. Monitoring needed to be more focused and targeted on improvement. Clear action plans need to be developed for addressing areas identified for improvement through the monitoring process.
