3 Summary This report and grades represent our assessment of the quality of the areas of performance which were examined during this inspection. Grades for this care service may change after this inspection following other regulatory activity. For example, if we have to take enforcement action to make the service improve, or if we investigate and agree with a complaint someone makes about the service. We gave the service these grades Quality of Care and Support 4 Good Quality of Environment 4 Good Quality of Staffing 3 Adequate Quality of Management and Leadership 3 Adequate What the service does well The following are some of the important strengths we found in the nursery: - Children were happy and enjoying the activity provided - Children and staff had very positive relationships - Parents were very supportive of the nursery and its staff and appreciated the flexible service they provided to accommodate their childcare needs. - Staff care for the children and want to do a good job. - They were supportive of each other and helped each other out readily. - They want to learn and put their learning into practice. - The garden developments are positive and give potential for extending children's learning. What the service could do better The nursery should establish a methodical approach to assessing the quality of its work through self assessment and consultation processes. 4 What the service has done since the last inspection Inspection report continued Since the last inspection a new manager and two senior nursery nurses have been appointed. There has and continues to be a focus on supporting the new management team settle in to their roles and responsibilities. Work has taken place to improve nursery rooms by reviewing layouts, updating storage and redecorating. Developing the garden and improving the range of outdoor resources has continued and a separate area for younger children is one of the significant additions. Staff also continue to develop more person-centred planning which starts from children's interests and learning needs. Conclusion The nursery has gone through a change of management. The new management team now needs to bed in firmly and use their combined knowledge and skills to lead service development in a confident and pro active manner. 5 1 About the service we inspected The Care Inspectorate regulates care services in Scotland. Prior to 1 April 2011, this function was carried out by the Care Commission. Information in relation to all care services is available on our website at This service was previously registered with the Care Commission and transferred it's registration to the Care Inspectorate on 1 April Requirements and recommendations If we are concerned about some aspect of a service, or think it could do more to improve its service, we may make a recommendation or requirement. - A recommendation is a statement that sets out actions the care service provider should take to improve or develop the quality of the service but where failure to do so will not directly result in enforcement. - A requirement is a statement which sets out what is required of a care service to comply with the Public Services Reforms (Scotland) Act 2010 and Regulations or Orders made under the Act, or a condition of registration. Where there are breaches of the Regulations, Orders or conditions, a requirement must be made. Requirements are legally enforceable at the discretion of the Inspectorate." Bright Beginnings Nursery at Stirling University is owned by the Bertram Nursery Group. The company has day care of children services in Scotland and England. This nursery sits at the edge of the university campus on the outskirts of Bridge of Allan. The service offers up to 39 places for children aged 3 months to those not yet at school Monday to Friday 8am to 6pm throughout the year. A maximum of 13 children aged 3 months to under 2 years, 8 children aged 2 years to under 3 years and 18 aged 3 years to 5 years may attend. In late October 2011, the nursery depute was promoted to the position of nursery manager. She is currently being supported in her new role by a senior manager from the company's Stirling nursery. Two other members of the Bridge of Allan nursery staff have also been promoted to senior nursery nurse roles. One is based in the areas of the nursery for children under 3years of age. To carefully plan our activities and resources to facilitate the nurturing and growth of the children in line with National and Local guidelines. To create conditions where we can successfully work in partnership with parents/ carers to fulfil the child's and parent's ongoing needs. To maintain a respectful and happy atmosphere for the children, staff and families involved in our nursery. To network and maintain good relations with relevant people and agencies in our local community. 7 2 How we inspected this service The level of inspection we carried out In this service we carried out a medium intensity inspection. We carry out these inspections where we have assessed the service may need a more intense inspection. What we did during the inspection We wrote this report after an unannounced inspection that took place during the whole nursery day on both 4 and 5 July The inspection was carried out by Care Inspectorate inspectors, Fiona Stewart and Annemarie McGinn. Both inspectors returned to the nursery on 20 July 2012 to provide feedback. As requested, the nursery sent us an annual return and a self assessment. We issued 40 questionnaires to parents and carers of children who use the service. 16 completed questionnaires were returned. In this inspection we gathered evidence from various sources. We spoke with: - the operations director - the nursery manager - the senior nursery manager from Bright Beginnings, Stirling - the senior nursery nurses and staff working in each area of the nursery - 6 parents and children using the service on the days we visited We observed how staff work and we examined equipment and the environment e.g. is the service clean, is equipment set out well, are equipment and toys suitable for the children attending We looked at policies, procedures, records and other documents, including; Certificate of registration Certificate of Employer's Liability Insurance Children's Attendance registers Evidence from the service's most recent self assessment Evidence showing how parents and children can have their say about what happens in the nursery and how it could improve. Records of what children are learning and how staff plan for what children need to learn next. 8 Policy to guide staff in keeping the environment safe and hygienic for children and records of action staff take to promote the nursery remaining safe and clean. Records of contact with services in the community who visit to check the nursery environment is safe for children. A sample of recent audits carried out by senior staff to assess the quality of the nursery's work regarding administration of medication, health and safety in the environment and infection control practices, staff interaction with children and recording children's progress in learning. For example, one of the quality themes we might look at is 'Quality of care and support'. Under each quality theme are 'quality statements' which describe what a service should be doing well for that theme. We grade how the service performs against the quality themes and statements. Details of what we found are in Section 3: The inspection Inspection Focus Areas (IFAs) In any year we may decide on specific aspects of care to focus on during our inspections. These are extra checks we make on top of all the normal ones we make during inspection. We do this to gather information about the quality of these aspects of care on a national basis. Where we have examined an inspection focus area we will clearly identify it under the relevant quality statement. Fire safety issues We do not regulate fire safety. Local fire and rescue services are responsible for checking services. However, where significant fire safety issues become apparent, we will alert the relevant fire and rescue services so they may consider what action to take. 9 What the service has done to meet any recommendations we made at our last inspection There were two recommendations made in the last inspection report. The first asked the manager to monitor transition processes to ensure parents are fully involved, children's needs remain central to the process and there is effective communication between staff. Our discussions with staff indicated that there had been improvements in this area of work and that approaches across the nursery were more consistent. We have made further recommendations in this report regarding management monitoring and we will continue to assess progress with this through routine inspection. The second recommendation asked the nursery to further promote parent's/carers and children's routine opportunity to have their say about improvements to the nursery environment. A further recommendation has been made about this in this report and we will report further on this at the next inspection. The annual return Every year all care services must complete an 'annual return' form to make sure the information we hold is up to date. We also use annual returns to decide how we will inspect the service. Annual Return Received: Yes - Electronic Comments on Self Assessment Every year all care services must complete a 'self assessment' form telling us how their service is performing. We check to make sure this assessment is accurate. The nursery sent us a completed self assessment before we visited. This provided information about the areas of work they consider they do well, what they have improved and work they plan to further develop. 10 Taking the views of people using the care service into account We spent time in all the nursery rooms during the inspection and we went outside when children were in the nursery garden. Children got on well with staff in their rooms and there were also fond reunions with staff they knew from other areas. Children took part with interest in the activities happening indoors and they were enjoying the newly developed outdoor area. Taking carers' views into account Sixteen parents and carers completed and returned questionnaires to us before our inspection. When asked about the overall quality of the service their child receives * Nine people said that they were very satisfied. * Six people said that they were satisfied. * One person told us they were not happy. Eleven parents made additional comments. Some strengths they highlighted include the following: "No complaints or concerns. My children enjoyed attending and are very confident and happy as a result". "We are 100% happy with the service provided by the nursery. Very healthy diet". "Caring and enthusiastic staff". "Friendly and personable staff who take care to forge positive relationships with parents as well as children". "The most positive point about this nursery is the friendliness of staff. They are extremely friendly, pleasant and engaging". "All members of staff are very friendly and helpful. The nursery has a relaxed and homely feel to it and my child always looks forward to their time there". "Staff are really good and our child is very happy going and coming home". "The staff have always been excellent at looking after my (child)". "My (child) loves attending nursery. (Child) talks frequently about their friends and staff working with them". 11 Parents we spoke with during the inspection were also complimentary about staff and how the nursery provided a flexible service to accommodate their shifting patterns of work and study. A few parents told us that communication about their child and staff changes could be improved. We took all comments received from parents into account when considering what the nursery does well and how the service could improve. Bright Beginnings, University of Stirling, page 11 of 39

12 3 The inspection We looked at how the service performs against the following quality themes and statements. Here are the details of what we found. Quality Theme 1: Quality of Care and Support Grade awarded for this theme: 4 - Good Statement 1 We ensure that service users and carers participate in assessing and improving the quality of the care and support provided by the service. Service strengths In this part of the report we consider the service's performance in enabling parents and children to have their say about the care and support staff provide and how it could improve. We found the following aspects of the service's work promoting this happening: - There is policy guiding staff in a participation approach. - Staff understand promoting parents and children having their say is what is expected of them and the positive relationships they form with parents and children gives strong potential for people using the service regularly telling staff their views and wishes. Parents told us : "The most positive point about this nursery is the friendliness of staff. They are extremely friendly, pleasant and engaging". "Friendly and personable staff who take care to forge positive relationships with parents as well as children". - The nursery continuing to provide a range of ways for parents to share their views including: Day to day conversation in person, by phone or Parent's comments book Surveys Appointment with their child's keyworker twice a year to discuss their child's progress Parent's forum to enable involvement of parents in decisions about wider nursery issues and developments Complaints procedure Bright Beginnings, University of Stirling, page 12 of 39

13 This choice continues to improve the likelihood of people participating as they can choose their preferred method. Our discussions with parents and staff showed that staff follow parent's wishes for their child and adjust care arrangements accordingly such as what food they have, sleep times and matters of personal care. Planning also shows staff listening to children and adapting plans according to children's day to day choices and current interests. We also recognise that the service has introduced new systems to trigger feedback as they considered methods such as the "comments tree" and the suggestion box were not being used. These are indicators of very good participation practice in the service as we concluded at the last inspection. However, for the reasons described below, we consider the current overall performance of the service is good and we make a recommendation. Areas for improvement Inspection report continued While the service has a very good range of systems in place to potentially promote as many people who wish having their say, most parents involvement is about their own child's day to day care and support and not wider nursery issues and developments. Questionnaire returns tend to be low and improvement comments noted on them few. A small proportion of families attend the Parent's Forum meaning many families' views are not represented there. All parents do not regularly use the parents' comments books and few comments include improvement suggestions. We consider that the service could further improve the levels of participation and parents' and children's influence on wider development matters. Staff should strive to routinely capture feedback formally or informally about every aspect of nursery life and show how this has led to service improvement. (See recommendation 1) The parent's comments book, interactive displays and questionnaires are currently designed to gather open comment or general feedback. 15 Statement 2 We enable service users to make individual choices and ensure that every service user can be supported to achieve their potential. Service strengths We consider that the service is good at giving children choice and helping them learn. This conclusion recognises the encouragement we saw staff giving all children in the nursery to be involved in decisions and the further development of staff understanding and implementation of person-centred planning. Staff encourage children of all ages in the nursery to make day to day choices including what they eat, how to spend their time and who to spend time with. Planning remains flexible to take account of this and of how children are feeling - i.e. if they need a quieter day or a more active day. We saw staff acting on choices children had made. This potentially helps build their confidence to make future choices as they feel valued and listened to. It is also evident that children's interests and needs are increasingly the starting point for planning. Staff working with children under three are at earlier stages of implementing this than staff working with older children. However, the developing practice across the nursery is helping staff be clearer about current learning priorities for each child. In turn, this will potentially help children learn what they need to when they need to. Areas for improvement Inspection report continued While thirteen of the sixteen parents who completed our inspection questionnaires told us that staff share information about their child's learning and development with them, only eight out of sixteen parents said staff worked with them to develop an individual education and support plan for their child. One parent said they were not informed about what their child was doing unless they asked. Two others said they would like more daily information about their child, one particularly wanted to know more about their progress. Parents we spoke with largely knew about the records of learning staff keep for their child, but not all had looked at them and staff working with the younger age groups told us few parents looked at their child's records of learning. 16 Taking this feedback into account, we advise staff to further encourage communication with parents about their child's learning and their involvement in plans that are made. 17 Statement 3 We ensure that service user's health and wellbeing needs are met. Service strengths Inspection report continued We consider the nursery remains good at ensuring children's health and welfare needs are met. Staff continue to gather detailed information about each child when they join the service and this helps them begin to get to know the child so that they can plan for their needs and interests. The account staff take of the child's routine at home is a significant part of this as it helps to promote consistency of care and avoid confusion for the child. Staff maintain good day to day communication with parents as the child's time at nursery continues. The information this provides about changes in the child's needs and in the parents wishes for their child's care helps them make the necessary adjustments to the nursery's approach. Staff are good at observing each child's routine so that their day includes the activity, rest, food and personal care they require. We saw staff being caring with children and making daily routine fun which helped them stay happy and relaxed. Staff listen to children, act on what they are saying and encourage them to take responsibility which helps them develop confidence and good self esteem. In addition, staff also encourage children to be kind to each other which potentially helps them learn also about having positive relationships not just in nursery. Developing other good habits for life is also threaded through the typical nursery day and include: Eating healthy foods Toothbrushing for good dental health Keeping healthy through good hygiene such as hand-washing Opportunity for energetic play outdoors Learning about plants and growing, care of pets Eco work to raise awareness of how to look after the environment. With these combined approaches, the nursery is promoting children's individual and all round good health. Bright Beginnings, University of Stirling, page 17 of 39

18 Areas for improvement In the inspection self assessment the service highlights the following as areas of work they wish to develop further: - Work toward being a health promoting nursery. - Encourage the children to take part in self service meal times and promote the use of real-life utensils and crockery. - Ensure that monitoring is complete for catering and cleaning staff. The service has recently updated Infection Control policy taking account of the guidance "Infection and Prevention Control in Childcare settings ( Daycare and Childminding settings) March 2011". At the inspection feedback meeting, we discussed Bertram Nursery Group's view on trainee's involvement in children's personal care such as nappy changing and toileting. The senior representative present at the meeting will look into mentoring and competency assessment as part of Induction processes. We look forward to hearing the outcome of this development. Personal planning - The Bertram Nursery Group is aware of the new legislation and changes to requirements for care services in regard to personal planning. They have a personal plan policy and format in development. The service should continue their work to ensure each child has a personal plan in place which sets out how the nursery will meet their health, welfare and safety needs. Consideration should be given to this including individual risk assessment as necessary and particularly where children have additional learning needs, health needs or present challenging behaviour which may put themselves and others at risk. (See Recommendation 1) The issue of the service evidencing that they review this plan with parents to identify the child's achievements, progress and next steps for care and learning is already listed under Quality Theme 1, Statement 2, Areas for Development. 20 Quality Theme 2: Quality of Environment Grade awarded for this theme: 4 - Good Statement 1 We ensure that service users and carers participate in assessing and improving the quality of the environment within the service. Service strengths In Quality Theme 1, Statement 1, Service Strengths, we outlined a range of ways the service offers parents and children to express their views about children's care and support. This also applies to the potential for parents and children having their say about the quality of the environment the service provides. Surveys contain some questions about the nursery accommodation and equipment and staff told us they take account of their observations of how children use the environment and nursery resources to change the layout and the materials they provide. Planning records showed toddler room staff taking forward a parent's suggestion to introduce children to other cultures when they planned an Italian context. On the basis of these findings, we conclude that the service's performance in this area of work is currently good. Areas for improvement It is clear from discussion with staff that they take account of the ideas and interests of children to organise the nursery environment. We also found they make adjustments to the rooms and resources in response to children's' needs and wishes. Documented evidence to show the extent and regularity of this happening could, however, be improved. Parents helped to construct the new garden. However, there is no evidence of organised consultation with them to shape the development decisions. In the inspection self assessment, the service outlines plans to use trigger questions in the parents' comments book to target consultation about the nursery environment. We encourage the service to use this among other means to more actively and routinely gather comments from parents and children about the nursery environment and resources. 22 Statement 2 We make sure that the environment is safe and service users are protected. Service strengths At the last inspection of the nursery we concluded that the service's performance in ensuring the environment is safe and children are protected was very good. Policy continues to promote children's well being as it is based on current guidance Staff receive the same range of training to keep their knowledge and skills up to date in matters of children's health, safety and protection. Risks are identified which may cause harm to children, measures are put in place to minimise harm and staff promote children keeping safe by making regular checks around their room and the garden. Repairs and maintenance issues are reported and tracked through Bertram Nursery Group systems or the Landlord for action The nursery takes account of advice from visiting services - fire, environmental health and pest control- to comply with legislation and guidance and keep the nursery fit for use. Systems are in place to monitor who is in the building at any given time and that only authorised persons enter the building. For the reasons described below, however, we consider the overall performance of the nursery in this area of work is at present good. Areas for improvement Inspection report continued While the new manager has been settling in to her role and the new management structure established, monitoring of health, safety and hygiene practice has been taking place but more often on an informal basis than through formal, planned audit. During this inspection we highlighted some areas of practice needing improvement which methodical audit would have potentially identified. This included incomplete contents of first aid boxes, inconsistencies in recording medicines given to children and soiled nappies and used paper towels being disposed of in the same bins in children's toilets which management clarified was not expected practice. 23 The nursery management should return to planned monitoring which will identify practices needing improved in a proactive manner. This issue is listed later in the report under Quality Theme 4, Statement 4, Areas for Development. (See recommendation 1) Since the inspection, nursery management has carried out further audits and made recommendations for improvement which they are now implementing. We also suggested that the service give consideration to replacing the accident summary sheet with a monitoring tool which will identify patterns of concern requiring improvement action. It was explained to us that the Bertram Nursery Group already has such a tool available. This should become a quality assurance process routinely followed in the nursery to further safeguard children. 24 Statement 5 The accommodation and resources are suitable for the needs of the service users. Service strengths Staff continue to work to improve the environment for children. An environmental audit since the inspection, carried out by management, identified some improvement action including painting work to improve the surroundings. By the time we returned for the inspection feedback meeting, painting was underway. It was also noticeable that staff were building on their previous work to make rooms light with pastel paint shades, pale wooden furniture and basket-ware. Floor cushions and soft furnishings were helping to create a more homely feel and comfortable corners for the children to play in. Staff had also continued to provide more storage for resources which children could access on their own. In rooms for children under three years, there is increasing opportunity for discovery play with everyday items and sensory walls inviting children to explore a range of materials and textiles. Of particular note are the significant garden developments which happened in early summer. There is potential for older children to be energetic and to learn about plants and growing. Moreover, for the first time in the nursery's history there is a separate play area for the youngest children which has artificial grass allowing them to explore independently on a soft surface. Areas for improvement We acknowledge the further development of the garden. The service should now demonstrate through planning how the improved outdoor environment is being incorporated to further children's learning. 25 Quality Theme 3: Quality of Staffing Grade awarded for this theme: 3 - Adequate Statement 1 We ensure that service users and carers participate in assessing and improving the quality of staffing in the service. Service strengths There continues to be good potential for people using the service having their say about staffing and influencing staffing developments. They may use the choice of means we outlined in Quality Theme 1, Statement 1, Service Strengths to comment on staffing should they wish to. Staff told us that their playroom observations tell them who children like to help them with certain tasks and activities and this can influence where staff work and who they support. Parents are also invited to comment on staffing in the nursery questionnaire. However, for the reasons described below we conclude that currently the service's performance in this area of work is adequate. Areas for improvement We found insufficient documented evidence that the service is actively consulting with parents and children about staffing and routinely taking account of their views to influence matters such as staffing levels and deployment and staff recruitment and development decisions. 27 Statement 3 We have a professional, trained and motivated workforce which operates to National Care Standards, legislation and best practice. Service strengths Parents we spoke with were highly complimentary about the nursery staff and 15 of the 16 who completed our inspection questionnaire told us they were confident staff have the skills and experience to care for their child and support their learning and development. The nursery benefits from having several long serving members of staff. Their continued thirst to learn is helping them develop the environment and experiences for children. The leadership they are showing is helping to support newer team member and trainees grow confident with unfamiliar practices and systems. Willing cooperation within room teams and across the nursery means practical support is given readily. As a result there are positive staff relations for children to experience and learn from. The nursery staff have remained motivated during the recent management changes and they report opportunities for gaining qualifications and accessing training continuing to help them progress. For these reasons we conclude that the nursery's performance in proving a professional, trained and motivated workforce continues to be good. Areas for improvement Inspection report continued Staff report informal support from the manager being readily available. There is also evidence of the manager following up practice concerns by meeting with individual staff and setting improvement targets. However, there has not recently been a programme of planned supervision for all staff and informal support and advice has not been recorded for follow up. 29 Statement 4 We ensure that everyone working in the service has an ethos of respect towards service users and each other. Service strengths The performance of the nursery in ensuring all staff have an ethos of respect towards parents, children and each other continues to be good. Parents' views supported this, with the majority describing them as friendly and helpful. We saw staff being good natured and understanding towards children, respecting their need for calm at times, bursts of playful excitement at others and comfort when they were tired or upset. This led to children who were happy and confident in the care of staff. The nursery also strives to communicate effectively with parents and they respect people's busy schedules and preferences by sharing news the ways families want. We saw staff making themselves available to talk with parents and limiting conversation to significant information only if parents were short of time. The option of keeping in touch by if they prefer helps keep communication flowing when parents find it most convenient. The nursery's friendly, respectful, flexible approach has the potential to help parents feel part of the nursery, comfortable to have their say and confident staff are listening. Areas for improvement During the inspection we spoke with management about the condition of the staff room. A shortage of alternative space in the nursery had led to this also becoming a storage room and where the washing machine and tumble drier are located. Our opinion was that, as a result, the room was unpleasant and unsatisfactory for staff to spend their valued rest periods in. The management recognised the importance for staff welfare and morale to restore this space and they began work immediately. We encourage them in their efforts and we will continue to monitor how improvements are progressed and maintained. 30 Quality Theme 4: Quality of Management and Leadership Grade awarded for this theme: 3 - Adequate Statement 1 We ensure that service users and carers participate in assessing and improving the quality of the management and leadership of the service. Service strengths The range of opportunities outlined in this report in Quality Theme 1, Statement 1, Service Strengths continues to offer good potential for parents and children to have their say about improvements to the quality of management and leadership in the nursery. They can talk to management and staff at any time, have their say in parents' comments books, participate in the parents' forum or follow the service's complaint's procedure among other options if they choose to do so. The annual nursery survey includes a question about how the nursery is managed. The service also continues to give parents opportunity to comment on management of the nursery by encouraging them to provide feedback during this annual inspection process. However, for the reasons outlined below we conclude that the nursery's performance in this area of work is currently adequate. Areas for improvement We found insufficient documented evidence that parents and children's involvement routinely influences management and leadership developments in the nursery. The service identifies in their inspection self assessment that they would like to develop a questionnaire that relates specifically to management. We encourage the nursery to routinely engage in active, targeted consultation with all parents and children about management and leadership matters using a range of means to promote choice of how to participate and, potentially, increased participation levels as a result. This should include consultation - when reviewing and developing policy and service information - about management systems, roles and approaches. 32 Statement 3 To encourage good quality care, we promote leadership values throughout the workforce. Service strengths There is a new management structure in the nursery and this has the potential for shared leadership meaning that that the burden of responsibility does not fall entirely on the nursery manager's shoulders. The appointment of a nursery senior for the under 3's areas and one for the 3-5's is giving staff opportunity for progression in their careers and is promoting greater potential for the work of both areas developing as each person's remit is more manageable and work can stay more focused. Room practices also enable staff to lead planning and developments in their own areas of the nursery. Furthermore staff told us that management encourage them to pursue their special interests and skills by giving them scope to research and introduce new activities and initiatives in the nursery. We are encouraged by the support arrangements for the new manager which are providing her with close mentoring and coaching by an experienced local manager. This framework has the potential to build her skills and confidence steadily and solidly. What we have described are potentially indicators of good performance in the service. For the reasons outlined below, however, we conclude that the current performance of the service is at present adequate. Areas for improvement Inspection report continued The management team in the nursery is still settling in to its new structure and responsibilities. In time, there should be evaluation of the nursery's revised leadership approaches. Currently, the service should ensure that staff given leadership responsibilities continue to have adequate training and support to carry out their responsibilities efficiently and confidently. Their performance should be monitored and regular support meetings planned to promote discussion of their work and further training needs to support their developing role. 34 Statement 4 We use quality assurance systems and processes which involve service users, carers, staff and stakeholders to assess the quality of service we provide Service strengths Nursery management and staff continue to have an appetite for making the service better and they promote parents, children and staff being involved. We have already outlined in Quality Theme 1, Statement 1, Service Strengths the range of ways people using the service may have their say about improvement and there is evidence that the nursery takes on their views and ideas to make changes. Regular evaluation of day to day planning enables staff to improve and develop children's experiences. Informal and formal discussion individually and at team level with management and colleagues give staff ongoing potential to have their say. The nursery has available for use a range of audit tools developed by the Bertram Nursery Group and these enable assessment of nursery practice against current legislation and guidance. Most recently these have been used to assess quality of health and safety, infection control, administration of medicines, staff interaction and records of children's learning. The nursery teacher, senior Bertram management and external services including Fire safety and Environmental Health also contribute to quality assessment through monitoring processes. This is a good range of quality assessment systems as we have previously outlined in inspection reports and which the nursery still has at its disposal to help identify what they can improve. There is evidence that the service is using these mechanisms to some extent to evaluate their work. However, for reasons outlined below, we consider the service's overall approach to quality assurance is currently adequate. Areas for improvement Inspection report continued At the last inspection of the nursery, it was the intention of management to use their range of Quality Assurance processes systematically to provide consistent information to maintain continuous improvement. 35 The new management team have not been following a planned schedule of monitoring and evaluation although they are now developing this. Some audits are now the responsibility of the new seniors and they are at early stages of using these. Some recent auditing has taken place in response to issues raised by parents and through inspection by external agencies rather than being identified through routine nursery audit processes. Furthermore, we mentioned earlier in this report that staff supervision is not on a planned, regular basis currently. The service acts promptly to make improvements when they become aware that changes are required. However, they need to return to methodical quality assessment which will bring improvements necessary to their attention in a pro active way. The service should reinstate as a priority a planned schedule of monitoring and evaluation which informs staff performance management and service improvement planning. Action planning resulting from this and evaluation of progress with improvement targets at individual and service level should be fully evidenced to demonstrate the impact of quality assessment measures on continuous improvement in the nursery.
