3 Summary This report and grades represent our assessment of the quality of the areas of performance which were examined during this inspection. Grades for this care service may change after this inspection following other regulatory activity. For example, if we have to take enforcement action to make the service improve, or if we investigate and agree with a complaint someone makes about the service. The service have introduced a range of quality assurance tools to ensure that the service continues to improve. What the service could do better The provider must ensure that the staff in the service are aware of their responsibilities in terms of notifying the regulator. The staff should continue to review and develop how families are involved in assessing and improving the service. What the service has done since the last inspection The service have developed new methods for consulting with children and families to continue to improve the service. The staff team have accessed training in best practice guidance for childcare and used this to further improve the practice in the service. Conclusion The staff team know the children well and provide a very good range of activities to promote their individual development needs. 5 1 About the service we inspected The Care Inspectorate regulates care services in Scotland. Prior to 1 April 2011, this function was carried out by the Care Commission. Information in relation to all care services is available on our website at Requirements and recommendations If we are concerned about some aspect of a service, or think it needs to do more to improve, we may make a recommendation or requirement. - A recommendation is a statement that sets out actions the care service provider should take to improve or develop the quality of the service based on best practice or the National Care Standards. - A requirement is a statement which sets out what is required of a care service to comply with the Public Services Reform (Scotland) Act 2010 ("the Act") and secondary legislation made under the Act, or a condition of registration. Where there are breaches of Regulations, Orders or conditions, a requirement may be made. Requirements are legally enforceable at the discretion of the Care Inspectorate. The service is currently registered with the following conditions: Registration of the above care service is granted with the following conditions attached: The care service may operate from the designated Nursery classrooms and outdoor play area within Cowdenbeath Primary School. The care service may operate between the hours of 7.30am and 6pm; Monday to Friday; during school term times. The care service may only operate outwith the hours of 9am and 3.15pm after the following aspects of care have been demonstrated to be satisfactory and have been agreed in writing with the Care Commission: 1) Staffing Levels. 2) A planned programme of activities. 3) Equipment and play materials suitable to meet the needs of the care service being provided. The care service may be provided to a maximum of 30 children per session. The age range of children will be from 3 years to those not yet attending primary school. 7 2 How we inspected this service The level of inspection we carried out In this service we carried out a low intensity inspection. We carry out these inspections when we are satisfied that services are working hard to provide consistently high standards of care. What we did during the inspection This report was completed following an unannounced inspection which took place on 30th October and a further visit to the service on the 12th November Further information was forwarded by the service after the inspection visit took place. This inspection was carried out by Care Inspectorate Inspectors Seonaid Lowe and Linda Wood. As requested, the provider submitted an annual return and self assessment form. During this inspection we gathered evidence from various sources, including the relevant sections of policies, procedures, records and other documents: observing how staff work with children at the nursery evidence from the service's most recent self assessment individual plans for the children using the service training records minutes from various meetings taking place in the service health and safety records accident and incident records complaint records questionnaires that had been requested, filled in and returned by families using the service examining equipment, the rooms and outdoor space used by the service discussions with various people, including: - the manager - the staff - children using the service - parents and carers of the children using the service. Grading the service against quality themes and statements We inspect and grade elements of care that we call 'quality themes'. For example, one of the quality themes we might look at is 'Quality of care and support'. Under each quality theme are 'quality statements' which describe what a service should be doing well for that theme. Details of what we found are in Section 3: The inspection Inspection Focus Areas (IFAs) In any year we may decide on specific aspects of care to focus on during our inspections. These are extra checks we make on top of all the normal ones we make during inspection. We do this to gather information about the quality of these aspects of care on a national basis. Where we have examined an inspection focus area we will clearly identify it under the relevant quality statement. Fire safety issues We do not regulate fire safety. Local fire and rescue services are responsible for checking services. However, where significant fire safety issues become apparent, we will alert the relevant fire and rescue services so they may consider what action to take. 9 The annual return Every year all care services must complete an 'annual return' form to make sure the information we hold is up to date. We also use annual returns to decide how we will inspect the service. Annual Return Received: Yes - Electronic Comments on Self Assessment Every year all care services must complete a 'self assessment' form telling us how their service is performing. We check to make sure this assessment is accurate. We received a fully completed self assessment document from the service provider. We were satisfied with the way the service provider had completed this and with the relevant information they had given us for each of the headings that we grade them under. The service provider identified what they thought they did well, some areas for development and any changes they planned. The service could consider ways to show how service users have been involved in the completion of the self assessment to make it more meaningful as an audit tool. Consideration could be given to detailing how the strengths provided improve outcomes for service users. The staff could consider detailing the changes made since the last inspection to highlight how the service has changed and improved since the last report. Taking the views of people using the care service into account The fourteen children attending the service on the afternoon of the inspection visit appeared very happy and comfortable in the service and with the staff working with them. The children confirmed that they had lots of friends at nursery and that they got to play outside regularly which they enjoyed. The children who were spoken with confirmed that they liked the staff and enjoyed their time at the service. The children enjoyed sharing their Personal Learning Plans (PLP's) with inspectors. "My favourite toy is this (construction set)." "I want to go to school and be a big boy." Taking carers' views into account The parents and carers spoken with during the inspection confirmed that they were happy with the care and staffing provided at the service. The majority of families completing our questionnaires agreed or strongly agreed with the following statements: I receive clear information about the service before my child started using it. My child and I were able to visit the service before starting to use it. Staff have worked with me and my child to develop an individual education and support programme for my child. Staff regularly assess my child's learning and development and use this to plan their next step. Staff share information about my child's learning and development with me and, where appropriate, my child. My child can experience and choose from a balanced range of activities. The service makes good use of resources in the community, for example the library and parks. My child regularly gets fresh air and energetic physical play. The staff encourage my child to form positive relationships with other children. The service has clear codes of behaviour for children, and works with the children to make sure they understand it. My child has the opportunity to sleep or rest when they need to. The service provides a healthy and well-balanced diet which meets my child's dietary and cultural needs. I am kept informed about what is happening in the service, for example through newsletters and information boards. I am confident that the service keeps any written information about my child securely. The staff treat any information about my child as confidential, and only share information where appropriate. The staff ask for my child's views about the activities and outings, and use them to plan future activities. The service is a safe, secure, hygienic, smoke free, pleasant and stimulating environment. There is enough space for the children to play and get involved in a range of activities The service has a suitable range of equipment, toys and materials for the children. 11 I am confident that the staff have the skills and experience to care for my child and support their learning and development. I am confident that there are always enough staff in the service to provide a good quality of care. My child appears happy and confident with the staff. I am confident that the staff will protect my child from harm, abuse, bullying and neglect. The staff treat my child fairly and with respect. The service has involved me in developing the service, for example asking for ideas and feedback. Overall, I am happy with the quality of care my child receives in this service. The inspectors spoke with a few families during the visit and some of the parents completing our questionnaires made comments in the forms. Some of the comments are recorded below: "I feel the nursery have coped extremely well following a year of disruption, due to Fife Council cut backs. The nursery teacher was replaced and is no longer there full time. Cowdenbeath would benefit from a full time teacher as it is a busy nursery. The nursery staff are always helpful and go out of their way to be approachable. The only negative thing I could say is the cloak/coat area is too small and due to staffing the children have missed going tot he woods this year." "Although I'm happy with the care my child is getting, I believe that there is improvements that could be made." "The teachers are brilliant, they tell us how he's getting on." "They have green folders (children's personal learning plans) which we look at whenever we like, it's really good and we can add stuff ourselves." "Staff are really nice I couldn't fault them." 12 3 The inspection We looked at how the service performs against the following quality themes and statements. Here are the details of what we found. Quality Theme 1: Quality of Care and Support Grade awarded for this theme: 4 - Good Statement 1 We ensure that service users and carers participate in assessing and improving the quality of the care and support provided by the service. Service strengths The service assessed themselves as 'very good' for this statement. We gave the service a grade 5 -very good - for this statement. We examined evidence in the service, observed practice and spoke to staff, children and their families. This confirmed that the nursery service provided very good opportunities for children and families to assess and improve the care and support provided in the service. The service shares service policies and procedures with families, giving them information about how the care and support will be provided before starting with the service in information booklets. These are also displayed in the reception area for parents to access. The parent's spoken with confirmed that the service's enrolment process gathers information about children's specific care and support needs from them. The records and practice in the service showed that staff use this to meet the needs of the children to promote their individual development. We spoke to parents at the nursery, they told us that the service communicate with them about their child's time at the nursery through daily contact, newsletters and information on the notice boards. Children's Personal Learning Plans (PLPs) showed that staff met with families to share information about children's learning and development. The nursery used formal methods to gather feedback from families including questionnaires and comments books. The Nursery Teacher gave examples of how this had been use to better meet the needs of families in the service. For example, changing the appointment times for meetings to better suit working parents. Cowdenbeath Primary School Nursery, page 12 of 27

13 The staff were observed to consult with children throughout the visit about the activities and support provided. The children enjoyed some circle time during the session. There were examples of formal consultation with children, for example in floor books which showed how the children had been involved in developing their outdoor play area. The majority of the families returning our questionnaires agreed or strongly agreed with the following statements: I am kept informed about what is happening in the service, for example through newsletters and information boards. The staff ask for my child's views about the activities and outings, and use them to plan future activities. The service has involved me in developing the service, for example asking for ideas and feedback. Staff have worked with them and their child to develop an individual education and support programme for my child. Areas for improvement The service identified giving children more opportunities to be involved in planning and evaluating their own learning and in decision making. Consider more ways to share how the feedback gathered in the service is used to change and improve the service. Service strengths The service assessed themselves as 'good' for this statement. The evidence in the service was examined and found to support this grade. We gave the service a grade 4 - good - for this statement. We examined evidence in the service, observed practice and spoke to staff, children and their families. This confirmed that the nursery service provided good outcomes for children in relation to this statement. Throughout the inspection we observed that the staff team had a good knowledge of the individual needs of all the children in their care. This meant that their needs were met by staff who promoted their health and wellbeing needs through daily routines. Cowdenbeath Primary School Nursery, page 13 of 27

14 The records and practice in the service showed that the staff team discussed children's care and support needs. For example a supply worker was aware of all the children's allergy and medical needs. The staff observations showed that keyworkers knew the children well and clearly identified children's achievements and next steps for development. Individual care plans were in place for children who had specific identified needs. These were noted to be reviewed regularly with parents helping to ensure consistency of care for the children which would promote their self esteem and development. The staff said that the outdoor area was available to the children at regular times throughout the sessions and was well used by the children giving them regular access to fresh air and energetic physical play which would promote their health and physical development. The photographs showed that this space was used regularly and the children were also taken on woodland walks every week. The snacks were noted to be healthy and provided in a way which promoted children's independence and knowledge of the benefits of eating healthy foods. The service had developed systems to record the care and welfare needs of children to ensure that any concerns were followed up and addressed to ensure the safety of the children in the service. The staff were observed to be skilled at managing the children's behaviour using clear boundaries and encouragement. Helping the children make positive choices, behave responsibly and form positive relationships with their peers. The service had developed links with appropriate community services to promote children's health and wellbeing, for example the community nurses had visited recently to discuss healthy eating with the children. The majority of families responding to our questionnaires confirmed that: Staff have worked with them and their child to develop an individual education and support programme. Staff regularly assess their child's learning and development and use this to plan their next step. Staff share information about their child's learning and development with them and, where appropriate, with their child. Their child can experience and choose from a balanced range of activities. Their child regularly gets fresh air and energetic physical play. The staff encourage their child to form positive relationships with other children. 15 Areas for improvement The service had an accident book which detailed all the accidents in the service. Some of the accident forms had not been signed by parents/carers. The forms did not include information about how staff had monitored children who had bumped their heads for signs of concussion. A recommendation is made. One of the accidents had resulted in a child later accessing medical attention. This should have been notified to the regulator. A requirement is made. The service identified introducing a workbench into the outdoor area to extend children's learning opportunities. They also identified exploring rule and responsibilities in terms of their own and others safety. Staff had some knowledge of Getting It Right For Every Child (GIRFEC), this should be further considered when reviewing and developing paperwork and systems in the services to improve outcomes for the children. The service should now review the care plan information for all children. This information must be reviewed with families whenever there is a significant change and at least every six months to ensure that it is in line with the Public Services Reform (Scotland) Act As discussed review how toilet access is managed to ensure that quality outcomes are maintained for children when staff numbers are limited. The service was bright and welcoming and maintained to a high standard, complying with the requirements of the Public Services Reform (Scotland) Act The rooms were well organised and welcoming. Children moved freely between areas of interest to activities which would promote their development. Staff ensure that all children are able to access all the resources available in the nursery. 18 The environment was clean and well organised for the children to play. The entry system for the nursery was secure and ensured children's safety. The staff complete risk assessments for the outdoor activities taking place, identifying potential risks and appropriate strategies to reduce risks of harm while supporting children's development. The resources were stored safely and at child height so they could make choices independently. Children moved confidently around the rooms and were encouraged to take care of the resources and equipment. The displays in the service were bright and attractive, with a good balance of child led art work, service information for parents, and non-stereotyped images to promote self esteem and a positive view of the community. Displays were linked to children's interests and areas were available for children's active experimentation. Pictorial and written notices were displayed to inform children of the purpose of different areas to support children's understanding and development. The toilets were clean, at child height and the personal care resources were stored hygienically. Staff had to escort younger children to the toilets which were outside of the nursery area within the school. The majority of the families completing our questionnaires agreed or strongly agreed with the following statements: The service is a safe, secure, hygienic, smoke free, pleasant and stimulating environment. There is enough space for the children to play and get involved in a range of activities. The service has a suitable range of equipment, toys and materials for the children. Areas for improvement The daily checklist used for ensuring the safety in the room should be updated to include more information about: How food safety is ensured. What cleaning takes place to prevent the spread of infection. To ensure that everyone is clear about what their role is in terms of Health and Safety. This confirmed that the nursery are very good at ensuring that the staff team are a professional, trained and motivated workforce who operate to National Care Standards, legislation and best practice. We gave the service a grade 5 - very good - for this quality statement. The regular staff, supply staff and student spoken to during the inspection demonstrated a good understanding of the needs of the children in their care. 21 staff knew about best practice guidance for childcare and were observed to work well as a team to deliver consistent care for the children. The staff spoken to during the inspection knew about key policies and procedures and worked to these well in the service. The head teacher or supply nursery teacher were available for the service daily, this meant that the staff could ask them for advice and guidance. Staff spoken to were motivated to attend training to promote their own development. Records showed that staff were involved in identifying practice improvements at staff meetings. Staff said they were given opportunities to develop their practice and skills and peer support was encouraged in the team which worked effectively together. Records showed that the staff met regularly to discuss practice and how to improve the service. The student working in the service said she felt very supported by the staff team which was supporting her development. Staff were committed to consulting with children and their families regularly to involve them in identifying their learning and development needs. Staff worked effectively with the children and their families to ensure good outcomes for the children. The head teacher had audited staff practice and provided feedback to individuals and teams about practice improvements and training needs which had been identified through the audits to drive improvement in the service. The service had an annual training plan which detailed the plans for in-service days to promote staff practice development. All of families completing our questionnaires agreed or strongly agreed that: I am confident that the staff have the skills and experience to care for my child and support their learning and development. I am confident that there are always enough staff in the service to provide a good quality of care. My child appears happy and confident with the staff. 22 Areas for improvement Staff meeting minutes could be developed to show what action is planned, who is responsible and review the progress on any action points at the next meeting. This would help to show how the staff are involved in developing the service. The service should consider ways to formalise staff and student induction to show what has been put in place for staff starting in the service to ensure children's safety. This confirmed that the nursery uses very good quality assurance systems which involve service users, carers and stakeholders to assess the quality of the service they provide. 24 The staff team were skilled at asking for feedback from children and their families and were seen to be committed to using this to further improve their practice and quality of the service. They used formal and informal methods to encourage everyone using the service to participate in evaluation in a way which suited them, for example, thinking talking floor books for children and comments books passed around to families at nursery events as well as formal questionnaires. The nursery had well embedded systems in place for regular formal quality assurance tools to be used. These included the School Quality Improvement Plan (SQIP) which staff detailed the specific strengths and areas for development for the nursery. Records showed that all nursery staff had been involved in these and had used the feedback gathered from service users to identify strengths and prioritise areas for development. The senior management team was auditing the service regularly and invited other cluster group managers to assess and identify practice improvement to maintain quality in the service. The parents completing our questionnaires and spoken with confirmed that: The service has involved them in developing the service, for example asking for ideas and feedback. They are happy with the quality of care their child receives in this service. Areas for improvement The nursery had regular visits from visiting professionals and play-friends working with individual children, the service should consider ways to gather feedback from these and other stakeholders as part of their quality assurance systems. Enforcements We have taken no enforcement action against this care service since the last inspection. Additional Information Action Plan Failure to submit an appropriate action plan within the required timescale, including any agreed extension, where requirements and recommendations have been made, will result in SCSWIS re-grading the Quality Statement within the Management and Leadership Theme as unsatisfactory (1).
