3 Summary This report and grades represent our assessment of the quality of the areas of performance which were examined during this inspection. Grades for this care service may change after this inspection following other regulatory activity. For example, if we have to take enforcement action to make the service improve, or if we investigate and agree with a complaint someone makes about the service. We gave the service these grades Quality of Care and Support 4 Good Quality of Environment 4 Good Quality of Staffing 5 Very Good Quality of Management and Leadership 4 Good What the service does well The service has a professional, motivated staff team who are committed to further developing a caring learning environment for the children currently attending the nursery class. Children can easily access the full range of early years activities in bright well organised playrooms. Staff plan effectively in response to children's needs and interests, and in line with the Curriculum for Excellence. Children's progress is tracked and shared regularly with parents. Parents can make their views known in a variety of ways and can influence the quality of the care and support provided by the service. They highly value the welcoming approach of the staff. There is a very good transition programme in place to support children moving on to primary. What the service could do better The service needs to update the nursery policies and procedures in line with national guidance, in particular administration of medicine. 4 Risk assessments need to be reviewed and updated as necessary to reflect the changes in the service. We have made a recommendation in respect of this. The management team should more effectively and consistently support staff in carrying out their roles. Staff should have access to training to update their knowledge and skills in relation to infection control and prevention, food handing and nurture. We have made a recommendation respect of this. The service should further develop opportunities for parents and staff to influence the quality of management and leadership in the nursery and participate in the Quality Assurance processes. What the service has done since the last inspection The service has developed a very effective transition programme for children moving on to primary. There are good links between staff in the nursery class, the partner provider nursery and primary staff. The service has provided very good outdoor learning experiences for the children. The service now has two playrooms and have extended their registration in respect of the number of children attending the nursery. Plans are being drawn up for nursery toilets to be installed. Conclusion The nursery provides good quality care and support for the children who attend the service. Staff work effectively with the primary department and the local partner nursery to support children moving on to school. Parents highly value the welcoming approach of the staff and feel they are well informed of their child's progress. Parents would like more notice however of nursery events and the service should address this during planning. Children can access the full range of early years activities in the well organised playroom environment. They are settled and confident in the nursery. The management team is currently planning ways to better support early years staff in developing the curriculum, updating policies and procedures accessing training and implementing Quality Assurance processes. 5 1 About the service we inspected The Care Inspectorate regulates care services in Scotland. Prior to 1 April 2011, this function was carried out by the Care Commission. Information in relation to all care services is available on our website at This service was previously registered with the Care Commission on 1 April 2002 and transferred its registration to the Care Inspectorate on 1 April Lainshaw Primary School Nursery Class is located within Lainshaw Primary School in the town of Stewarton in East Ayrshire. The service is provided by East Ayrshire Council. At the time of this inspection the service provided a care service to a maximum of 32 children am and no more than 28 children pm. The care service operates between the times of 8.50am to 11.25am and 12.25pm to 2.55pm (Monday to Friday) Term Time only. The service aims were to: "Provide a quality nursery experience by providing a safe, secure and stimulating environment which is conducive to learning through play. Promoting caring, positive attitudes and equal opportunities. Working in partnership with the local community and a commitment to improvement through self evaluation and staff development". 6 2 How we inspected this service The level of inspection we carried out In this service we carried out a low intensity inspection. We carry out these inspections when we are satisfied that services are working hard to provide consistently high standards of care. What we did during the inspection We wrote this report after an unannounced inspection that took place on 15 January We spoke with five parents/carers, four staff members and the Head Teacher and Principal Teacher on the day of the inspection and observed staff practice. We talked with some of the children attending the nursery during the inspection. We reviewed a range of documentation policies and procedures including: Child Information Forms Nursery Policies and procedures Children's personal plans and responsive planning records Staff Development information Risk Assessment Health and wellbeing policy Consent Forms Accident and Incident Records Records of Staff Meetings, Parents Meetings Curriculum Plans Monitoring records Observations were made of practice, children's activities and of resources. An examination of the base/playroom and toilet area was conducted Grading the service against quality themes and statements We inspect and grade elements of care that we call 'quality themes'. For example, one of the quality themes we might look at is 'Quality of care and support'. Under each quality theme are 'quality statements' which describe what a service should be doing well for that theme. We grade how the service performs against the quality themes and statements. 7 Inspection Focus Areas (IFAs) Inspection report continued In any year we may decide on specific aspects of care to focus on during our inspections. These are extra checks we make on top of all the normal ones we make during inspection. We do this to gather information about the quality of these aspects of care on a national basis. Where we have examined an inspection focus area we will clearly identify it under the relevant quality statement. Fire safety issues We do not regulate fire safety. Local fire and rescue services are responsible for checking services. However, where significant fire safety issues become apparent, we will alert the relevant fire and rescue services so they may consider what action to take. 8 The annual return Every year all care services must complete an 'annual return' form to make sure the information we hold is up to date. We also use annual returns to decide how we will inspect the service. Annual Return Received: Yes - Electronic Comments on Self Assessment Every year all care services must complete a 'self assessment' form telling us how their service is performing. We check to make sure this assessment is accurate. The Care Inspectorate received a fully completed self assessment document from the service provider. We were satisfied with the way the service provider had completed this and with the relevant information they had given us for each of the headings that we grade them under. The service provider identified what they thought they did well, some areas for development and any changes they had planned. The service provider told us how the people who used the care service had taken part in the self assessment process. Taking the views of people using the care service into account We saw how the staff in the nursery cared for the children currently attending the service and how they provided suitable activities and play opportunities. We talked with some of the children and they confirmed that they liked coming to the nursery and showed us the play equipment and activities they enjoyed. They proudly showed us their art work displayed on the wall and told us about outdoor activities using photographs to show us where they had participated. The children attending the service on the day of the inspection were happy, confident and settled in their routines. They were able to choose play equipment, toys, books and take part in a wide range of nursery activities. Taking carers' views into account We sent out 7 questionnaires prior to the inspection and 3 parents completed and returned these. Two respondents strongly agreed they were overall satisfied with the quality of the care their child received and one agreed. Lainshaw Primary School Nursery Class, page 8 of 24

10 3 The inspection We looked at how the service performs against the following quality themes and statements. Here are the details of what we found. Quality Theme 1: Quality of Care and Support Grade awarded for this theme: 4 - Good Statement 1 We ensure that service users and carers participate in assessing and improving the quality of the care and support provided by the service. Service strengths We found very good systems in place to involve parents and carers in assessing and improving the quality of care and support provided by the service. For example, regular informal conversations, pre arranged meetings and questionnaires enabled families using the service to share their views with staff. There was an informative notice board at the entrance to the nursery and parents were aware of the newsletters and website. We saw that staff involved the children in planning activities and choosing resources. They achieved this by encouraging children to make suggestions, evaluate their activities and create mind maps to record their views, knowledge and understanding and plan topics. For example the children had created a mind map about 'Our Winter Tree' where they had explored seasonal change. On the day of the inspection the children were working to create a mind map about ambulances. We found that staff had very good knowledge of the children and their needs and interests. They used this to effectively provide a comfortable, pleasant care and learning environment for the children. Where possible the views expressed by parents and carers were respected and their suggestions acted upon. The service had received favourable feedback from parents and carers about the children's experiences, their record of learning and support from staff. We confirmed that parents and staff collaborated on activities and nursery events. On the day of the inspection one parent presented an activity to the children based on 'People who help us'. 11 Parents we talked with during the inspection and those who returned our questionnaires and the service questionnaires agreed they were overall satisfied with the quality of the care and support provided by the service. Parents told us they felt they "had a voice". Other comments included: "My child settled well, the staff have good ideas and creativity". "Superb quality of care, the transition and buddy system are great". "Tremendous, my child was shy but their good at building children's confidence". Areas for improvement The service should continue to build on their achievements by providing clear feedback to parents following consultation and formalising this system. Parents also told us they would prefer more notice of upcoming nursery events and the service should include this in their planning. Service strengths Inspection report continued We found good systems were in place to promote the health and wellbeing of the children attending the service. The parents we spoke with and those who returned questionnaires had confidence in the care and support provided by the service. We saw that staff worked well with parents and carers in order to identify the individual health and wellbeing needs of the children using the service. Regular and effective communication with parents and carers helped to ensure that staff had the information they needed to provide suitable care routines for the children. For example, families new to the service were asked to complete an information record including health and allergy information and provide wider information in the 'All about me' record. Staff tracked the children's progress, planned their next steps in learning and discussed this with parents each term. Staff kept parents and carers informed about their child's progress. This was done through informal discussions, records of progress and pre arranged meetings. Staff routinely made themselves available to talk to parents and carers, answer their questions and take forward any concerns they may have. The service had good links with other agencies to support children when necessary. We found that the service had developed good outdoor experiences for the children and that these were well planned. As the'outdoor Champion' one staff member promoted outdoor play experiences. Photographs showed the children planting 'Buzy Lainshaw Primary School Nursery Class, page 11 of 24

12 Lizzy plants' and taking part in energetic play. The children told us they enjoyed going outside. Some staff had Food Handling training and there was good health information displayed for children including handwashing techniques and dental care. There were good transition arrangements in place to support children moving on to primary including joint topics with the primary classes, visits from primary pupils and a buddy system in place. On the day of the inspection we saw that staff encouraged good hand hygiene, promoted healthy eating and independence skills. An example of this was encouraging children to select and prepare their own snack. Staff carried out good infection control practice when preparing snacks and supervising toothbrushing, including correct use of protective clothing. Through self study, staff were aware of good infection control measures and put these into practice on the day of the inspection. Areas for improvement The service did not have an effective administration of medicine policy and procedure and this meant storage of medicines and accurate records of medication given to children was not consistent. We felt this had the potential to compromise children's health and wellbeing therefore we have made a requirement in relation to this (See requirement 1). The service needed to build on their current practice of maintaining personal plans for the children. These should include how the service will meet the care and support needs for each child and ensure these are reviewed at least six monthly or sooner if required (See recommendation 1). The provider must ensure accurate records of children's health and wellbeing needs are maintained. 14 Quality Theme 2: Quality of Environment Grade awarded for this theme: 4 - Good Statement 2 We make sure that the environment is safe and service users are protected. Service strengths We awarded a grade of 4- Good for the areas we sampled under this quality statement. We decided this after we looked at a range of documentation including health and safety records and maintenance records and observed staff practice. We found that good systems were in place to make sure the environment was safe and service users were protected. For example, staff used risk assessment and visual checks and specific risk assessments were in place for a variety of activities including outings and children accessing the toilets. The Nursery playrooms were in a good condition, bright and welcoming. Children could easily and safely access play equipment and activities. Maintenance records were kept and issues requiring attention were passed on to the caretaker and then to the provider for attention. Cleaning materials were stored safely. Staff practice in relation to health and safety and the control of the spread of infection was generally good. Staff ensured that the children' toilet and hand-washing facilities were kept clean. Where necessary staff appropriately supervised children going to the toilet along the corridor from the playroom. Hand washing was encouraged and we saw children following effective hand washing routines. The playrooms were currently being developed and some building and maintenance work was still to carried out to install children's toilets. Staff had ensured the areas accessible to the children were safe and well organised. Areas for improvement When the provider has completed installing the nursery toilets children will have easier access to toilet facilities. Staff should have the opportunity to access training on infection control as soon as possible to update their skills and knowledge in line with current guidance. 15 The service needs to review and update risk assessments and create safety checklists for staff reference to further improve this aspect of the service and reflect the change in numbers of children attending.. Grade awarded for this statement: 4 - Good Number of requirements: 0 Number of recommendations: 0 Statement 3 The environment allows service users to have as positive a quality of life as possible. Service strengths We found the service to be 4 - Good in the areas we sampled for this quality statement. Much of the evidence we looked at was similar to that for Quality Statements 1.3 and 2.2. Children were settled, confident and took part in a wide range of early years activities. They had a very good range of play equipment and had space to safely move around the playrooms. The environment allowed children to play in groups or by themselves, and there were comfortable areas for children to relax and rest. The playroom organisation enabled the children to select resources and play imaginatively. Areas for improvement When the provider has completed the installation of nursery toilets this will further improve the opportunities for children to develop independence skills. Staff were interested in developing a nurture area to further support children. To build on current practice in providing a good quality experience for the children they should be supported in accessing nurture training and suitable resources to take this forward. 16 Quality Theme 3: Quality of Staffing Grade awarded for this theme: 5 - Very Good Statement 3 We have a professional, trained and motivated workforce which operates to National Care Standards, legislation and best practice. Service strengths We awarded a grade of 5 - Very Good for the areas we sampled under this quality statement. We decided this after we talked with parents, staff and management, looked at training records and observed staff practice. Staff had developed a team approach after two new members joined in August We saw that they supported each well other during the nursery session. Staff told us they had worked hard throughout the year to create a team ethos and provide a welcoming approach for families. Parents we spoke with confirmed that staff members were professional, creative, welcoming and available to discuss any aspect of their child's progress. We found that staff effectively tracked children's progress and involved children in their own learning. They had good knowledge of the Curriculum for Excellence which is a national framework for delivering education and learning. We saw that staff demonstrated very good skills in engaging with children, caring for their needs and supporting them in developing their ideas. In this way they demonstrated best practice. Planning records confirmed that staff reflected on their practice regularly. We have reported on the children's experiences under Quality Statements 1.1 and 1.3. All members of the early years staff team were suitably qualified and registered with the Scottish Social Services Council (SSSC.) This organisation is responsible for registering people who work in social services and regulating their education and training. Their role is to raise standards of practice, strengthen and support the workforce and increase the protection of people who use services. Each staff member took responsibility for maintaining their personal record of training undertaken, self study, personal research and qualifications obtained in their Continuous Professional Development (CPD) folder. 17 We found staff were eager to continue developing their practice by taking part in training opportunities and working with other professionals. Areas for improvement Management should build on current practice to provide regular and ongoing support and monitoring of staff practice to ensure good outcomes for children are maintained. Staff should continue to access appropriate training and professional development opportunities to ensure their skills remain current and in line with best practice. We have made a recommendation about this under Quality Statement 1.3. Grade awarded for this statement: 5 - Very Good Number of requirements: 0 Number of recommendations: 0 Statement 4 We ensure that everyone working in the service has an ethos of respect towards service users and each other. Service strengths There were very good examples of how the service promoted an ethos of respect within the nursery. Evidence we looked at was similar to that for Quality Statements 1.1 and 3.3. We saw that nursery, primary and other staff members were courteous friendly and welcoming to one another, to the children and to parents. They used appropriate praise and encouragement when working with the children. We could see that children were confident in the nursery environment and there was a warm caring relationship between staff members and the children. The management team spoke well of staff members and their individual skills and talents and identified how this had improved the quality of care and support provided to the children. Staff members we spoke with said they could approach management any time if they had any problems or issues. Staff demonstrated that they were open to new ways of working and could identify areas for further training and support. We have reported on this under Quality Statement 3.3. They had a good working knowledge of the Scottish Social Services (SSSC) Code of Practice which sets out how staff should carry out their duties. We found there to be a partnership approach with parents within the service. Communication was good and parents had access to their children's progress records, Lainshaw Primary School Nursery Class, page 17 of 24

18 art work and topic books. They could be involved in nursery events, parents groups and nursery projects if they wished. Parents we spoke with and those who returned questionnaires to us made the following comments: "There are daily verbal updates, parents nights and newsletters. It's great, no issues". "Staff have worked well with the speech therapist to help my child". "Good information from the Head Teacher at the start". Areas for improvement Please see Quality Statement 3.3. 19 Quality Theme 4: Quality of Management and Leadership Grade awarded for this theme: 4 - Good Statement 1 We ensure that service users and carers participate in assessing and improving the quality of the management and leadership of the service. Service strengths We awarded a grade of 4 - good for the areas we sampled under this quality statement. We have included relevant evidence on the quality of participation in Statement 1.1. We found the staff had met with individual parents each term, held open days and consulted with parents following nursery events, outings and transition to primary arrangements. Parents confirmed they could speak to the manager any time and they were confident any issues raised would be addressed. Areas for improvement The service had included involvement of parents, as an area for further development, in their Improvement Plan. They planned to do this through increasing home link activities, gathering ideas from children's families and having more effective communication with parents. They should also ensure parents and carers are made aware of the Improvement Plan and how they can influence the priorities. This will further improve how the service involves parents and carers in assessing and improving the quality of the management and leadership of the service. 20 Service strengths We found good evidence that quality assurance systems and processes which involved service users, carers and staff were used. The head teacher, teaching staff and nursery staff worked together to assess and improve the service provided. They did this by evaluating the performance of the nursery against 'The Child at the Centre 2'. This is a self evaluation guide for services which provide pre-school education and day care in Scotland. Children's ideas and views were gathered during activities and using mind maps and parents completed questionnaires and were involved in evaluating events and nursery activities. The service had completed a detailed self assessment document for the Care Inspectorate prior to this inspection. The findings from these quality assurance processes were used to inform the services Improvement Plan. The Improvement Plan clearly identified the services priorities for development and assisted them to monitor the progress made toward achieving the aims of the plan. Areas for improvement The management team now needs to build on current practice and further develop consistent methods to effectively monitor the work of the nursery. They should develop clearer systems for staff and families to be involved in the self assessment process (See recommendation 1). We found that the service policies and procedures including the Health and Wellbeing policy did not reflect current national guidance. The management team needs to ensure all policies relating to the work of the nursery are reviewed and revised to reflect current best practice (See recommendation 2). Enforcements We have taken no enforcement action against this care service since the last inspection. Additional Information Action Plan Failure to submit an appropriate action plan within the required timescale, including any agreed extension, where requirements and recommendations have been made, will result in SCSWIS re-grading the Quality Statement within the Management and Leadership Theme as unsatisfactory (1).
