3 Summary This report and grades represent our assessment of the quality of the areas of performance which were examined during this inspection. Grades for this care service may change after this inspection following other regulatory activity. For example, if we have to take enforcement action to make the service improve, or if we investigate and agree with a complaint someone makes about the service. Management and staff are very good at evaluating how well the service is performing and are always looking at ways to further develop and improve. Staff work together very well. The children have a strong voice and their ideas and suggestion are listened to. The children are seen as individuals. The way in which the service is delivered is child focused and led by a management team who are supportive and empathetic in their approach to both service users and staff alike. The management and staff team have established very good communication systems both with each other and with service users. This has been a main factor in establishing a very happy and secure learning environment for the children. What the service could do better The service should continue to develop the existing very good performance. What the service has done since the last inspection Through fundraising and reinvestment in the service additional resources have been purchased. 4 Conclusion Inspection report continued A child centred approach underpinned the decisions and choices made in the way in which the service was delivered. Staff continue to work to develop the service in line with the values and principles of the national guidance Getting it Right for Every Child. Very good links had been established with the local primary schools and within the community. There were very good opportunities for children to be involved in decision-making. 5 1 About the service we inspected The Care Inspectorate regulates services in Scotland. Prior to the 1 April 2011, this function was carried out by the Care Commission. Information in relation to all care services is available on our website The Care Inspectorate will award grades for services based on findings of inspection. Grades for this service may change after inspection if we have to take enforcement action to make the service improve, or if we uphold or partially uphold a complaint that we investigate. Requirements and recommendations If we are concerned about some aspect of a service, or think it could do more to improve its service, we may make a recommendation or requirement. - A recommendation is a statement that sets out actions the care service provider should take to improve or develop the quality of the service but where failure to do so will not result in enforcement. Recommendations are based on the National Care Standards, relevant codes of practice and recognised good practice. - A requirement is a statement which sets out what is required of a care service to comply with the Public Services Reform (Scotland) Act 2010 and Regulations or Orders made under the Act or a condition of registration. Where there are breaches of the Regulations, Orders or conditions, a requirement must be made. Requirements are legally enforceable at the discretion of the Care Inspectorate. The provider Connect 2 Out of School Care Services is a voluntary management committee made up of people who use the service. The service is registered to provide a care service to a maximum of 24 children of primary school age to 12 years. An escort service from one local primary school is available. The service operates Monday to Friday, between the hours of 8am and 6pm, during school holidays, 2:30pm to 6pm. and 12 noon to 6pm from August to September for primary one children. The service operates from within Haghill Primary School located in the East End of Glasgow. The service has the use of a general purpose room, flexible use of the dining hall, staff room, visitors' room, corridor area and has an identified outdoor area. 6 The service aims to "Tackle the issues of unemployment by providing flexible, affordable, accessible and high quality childcare, which in turn enables parents to access employment and educational opportunities". The full statement of Aims and Objectives was available to people who use the services. 7 2 How we inspected this service The level of inspection we carried out In this service we carried out a low intensity inspection. We carry out these inspections when we are satisfied that services are working hard to provide consistently high standards of care. What we did during the inspection We wrote the report following an unannounced visit to the service between 2.30pm and 6pm on the 26 March We returned to complete the inspection on the 30 March 2015 and gave feedback. The inspection was carried out by one Inspector. As requested by us the service sent us an annual return. The service also sent us a self assessment form. We sent 10 Care Standards Questionnaires to the service and asked them to give them to people who use the service prior to the inspection. Four were completed and sent back to us. During the inspection we spoke with; two after school peripatetic managers, one team leader and two staff members. We also met with five parents and spoke with nine children. We viewed a range of policies, procedures, records and other documentation, including the following; - registration certificate, insurance certificate - staff meeting minutes, staff performance review records and staff training records - children's records - medication policy - infection control policy - complaints procedure - observation of resources, layout of rooms and staff practice - audited service user questionnaires - child protection policy - children' planning, children's suggestions - participation policy - aims and objectives. 8 Grading the service against quality themes and statements We inspect and grade elements of care that we call 'quality themes'. For example, one of the quality themes we might look at is 'Quality of care and support'. Under each quality theme are 'quality statements' which describe what a service should be doing well for that theme. We grade how the service performs against the quality themes and statements. Details of what we found are in Section 3: The inspection Inspection report continued Inspection Focus Areas (IFAs) In any year we may decide on specific aspects of care to focus on during our inspections. These are extra checks we make on top of all the normal ones we make during inspection. We do this to gather information about the quality of these aspects of care on a national basis. Local fire and rescue services are responsible for checking services. 9 What the service has done to meet any recommendations we made at our last inspection There were two previous recommendations which have now been met. An update is noted under quality theme 1, statement 3. The annual return Every year all care services must complete an 'annual return' form to make sure the information we hold is up to date. We also use annual returns to decide how we will inspect the service. Annual Return Received: Yes - Electronic Comments on Self Assessment Every year all care services must complete a 'self assessment' form telling us how their service is performing. We check to make sure this assessment is accurate. We received a fully completed electronic copy of the self assessment document from the service provider. We were satisfied with the way the service provider had completed this and with the relevant information they had given us for each of the headings that we grade them under. The service provider identified what they thought they did well, some areas for improvement and any changes they planned. The service provider told us how the people who used the care service had taken part in the self assessment process. Taking the views of people using the care service into account We spoke with nine children aged five to twelve years. Individual comments are noted under quality theme 1, statement 1. Taking carers' views into account We issued ten care standards questionnaires and received four back. All were happy with the quality of care their child received. 10 3 The inspection We looked at how the service performs against the following quality themes and statements. Here are the details of what we found. Quality Theme 1: Quality of Care and Support Grade awarded for this theme: 5 - Very Good Statement 1 We ensure that service users and carers participate in assessing and improving the quality of the care and support provided by the service. Service strengths We found that overall the service's performance was very good in the areas covered by this statement. We concluded this after we spoke to the manager, staff, parents and children who use the service and reviewed a range of supporting paperwork. During our visit we spoke with nine of the children. We asked them if they felt their views and suggestions were listened to by staff. They all agreed and gave us examples of where they had been put into practice. This included, choosing and making up the shopping list for snacks, resources for outdoors, behaviour rules and new computer games. The service was well resourced and had been further enhanced by donations from parents. Records of children's meetings showed that children had participated in the planning and evaluation of the service and identified what they wanted to achieve within their after school care. Staff kept a very good communication book to record any discussions they had about the service. This provided clear evidence that staff included children when planning, and that they involved parents/carers in their children's care and support. Children we spoke with were very happy coming to the service. Some of the comments made included: - Yeah it's great here - They let you be yourself - There's lot to do and as long as you don't hurt yourself or anybody else you can do it - The snack is good - It's great to get outside we've got new scooters Connect 2 Out of School Care (Haghill), page 10 of 24

11 - We've got new computer games, we got to choose what we wanted there was money and we choose new scooters for outside and video games - My favourite thing is the dolls house, its great - I like arts and crafts and painting - There's loads to do - I really like it here - I have lots of friends and people are kind. The service had a parents' information handbook which gave parents details on staff, policies, the provider and links to other relevant services. We found that very good opportunities were in place for children and parents/carers to participate in improving the quality of care and support and the environment. The service has continued to grow and develop and has now established itself with a reputation for quality childcare within the area. Parents/carers were involved in developing and reviewing personal plans for the children. We issued 10 care standards questionnaires, four were completed and returned to us. We also spoke with five parents at inspection. They told us that communication in the service was very good, and that management and staff had involved them in developing the service for their child. They told us they had been able to visit the service before their child started using it and that their child could choose from a balanced range of activities. Some of their comments included: - Lots to do the children seem very happy - Have saw the children develop - My child is very happy here, they have made many friends - My child is unhappy when I come early - They made changes to keep the older kids interested - They do so well with the mixture of ages, there's a lot of primary ones this year and you see how well they've catered for them - My child has just started and they have settled in so well - It seems a very good service. 12 Statement 3 We ensure that service users' health and wellbeing needs are met. Service strengths We found that overall the service's performance was very good in the areas covered by this statement. We concluded this after we spoke to the manager, staff, parents and children who use the service and reviewed a range of supporting paperwork. Time was always taken, or if needed set aside to speak with parents/carers. This was because staff understood that parents had the most important information about their children and by using this information it ensured that a relevant and consistent approach was taken when caring for the children. Allergies were recorded as well as any health conditions. Relevant information such as emergency contacts were also recorded. The efficient systems allowed staff easy access to emergency medication and supporting information. All members of staff held a first aid qualification. A first aid box was available, appropriate medication procedures were in place and staff knew how to use them. Consent forms for the administration of medication had been completed accurately. Each child had their own personal plan which provided very good information on children's needs, likes, dislikes and individual characteristics. These plans were reviewed at least once every six months in line with requirements. The service promoted children's health and welllbeing through very good infection prevention measures. We saw examples of this when staff were preparing snack, through handwashing routines and the way in which the facilities were used. All staff had completed food hygiene training and we saw that children were encouraged to wash their hands before eating and after using the toilet. Infection control policies supported best practice. Staff planned carefully for all children. Children were actively involved in this along with the evaluation of how the service was working for them. Children had very good opportunities for outdoor play. They told us about the trips they had enjoyed and the bike ride they took part in to raise funds for their after school care. At the last inspection we made two recommendations. We were satisfied that these have now been met. They were: Connect 2 Out of School Care (Haghill), page 12 of 24

13 1. The provider should review the medication policy, ensure that all medication is kept in its original container and that administration details are in line with the prescription. Update We looked at the systems for medication and were satisfied with the storage arrangements and record keeping. 2. The provider should update staff on the reviewed child protection policy to ensure they are clear about recording formats and reporting structure. Update Staff received regular child protection training and in service was used to review the service's child protection policy with staff. 14 Quality Theme 2: Quality of Environment Grade awarded for this theme: 5 - Very Good Statement 1 We ensure that service users and carers participate in assessing and improving the quality of the environment within the service. Service strengths We found that this service was performing to a very good standard in the areas we covered within this statement. We concluded this after we looked at the following: For details of strengths see Quality Theme 1, Statement 1. We issued 10 care standards questionnaires and received four back. Three parents who completed the questionnaires told us that their child's views were asked about activities and outings and were used to plan future activities. One disagreed. All agreed that the service had a suitable range of equipment, toys and materials for the children and that there was enough space for the children to pay and get involved in a range of activities. Some of the comments from the parent/carers included: - When I arrived for the first time to collect, the staff where not sure who I was, they checked carefully before allowing me to collect, I was impressed with this, they did their job very well - the staff work hard - my child likes all the staff - all the staff are very approachable - the staff have my child's best interest at all times - the team keep my updated at all times and give me plenty of notice for planned trips and/or activities - staff always include the children in choosing what to do. 15 Statement 2 We make sure that the environment is safe and service users are protected. Service strengths We found that overall the service's performance was very good in the areas covered by this statement. We concluded this after we spoke to the manager, staff, parents and children who use the service and reviewed a range of supporting paperwork The service operated from a primary school and benefited from use of some of the school's very good facilities. This meant that children had better opportunities for energetic play both indoors and outdoors. We found the accommodation to be clean, safe and welcoming. There were a range of health and safety precautions in place. For example, there was a secure door entry system in operation that ensured that only authorised persons gained access to the building. A lone working policy was in place which showed that the provider had assessed the risk when staff were on their own for short periods of time. An appropriate agreement with school staff had been established. We found a very good range of resources were available and the children were seen to access toys and resources independently. To ensure the safety of the children within the after school there were appropriate risk assessments in place which were regularly reviewed. Staff had made effective use of available space. We saw that children were able to move around the playroom freely. All areas used by the children were checked prior to use. Registers and staff rotas were up to date and well organised. We saw that children were signed in and out. We issued 10 Care Standards Questionnaires and received four back. All who completed the questionnaires agreed they were confident that staff would protect my child from harm, abuse, bullying and neglect and that they were confident there was always enough staff to care for their child. 17 Statement 3 We have a professional, trained and motivated workforce which operates to National Care Standards, legislation and best practice. Service strengths We found that overall the service's performance was very good in the areas covered by this statement. We concluded this after we spoke to the manager, staff, parents and children who use the service and reviewed a range of supporting paperwork Staff were motivated and enthusiastic in their work. They took responsibility for their own continued professional development and had accessed a varied range of relevant training. Both management and staff had gained additional childcare qualifications which meant they kept their skills and knowledge up to date. All staff were registered with the Scottish Social Services Council which is the body which regulates people who work in care. Staff knew the children and their families well. This knowledge was invaluable in supporting staff to meet the individual needs of the children and their families. Staff were experienced and skillful in their practice. Their communication with the children was respectful, clear and reassuring. This meant that children felt safe and secure with staff. We saw that children were comfortable and confident to approach staff to ask for help in the knowledge their requests would be responded to. Staff met regularly with parents and were available to chat with them each day. All four parents who completed care standards questionnaires provided us with information on what parents/carers felt about staff. They all strongly agreed that staff had the skills and experience to care for their child and support their learning and development. They all agreed that there were always enough staff in the service to provide a good quality of care. Parents told us at their child appeared happy and confident with staff and that their children were treated fairly and with respect. 19 Statement 4 We use quality assurance systems and processes which involve service users, carers, staff and stakeholders to assess the quality of service we provide Service strengths We found that overall the service's performance was very good in the areas covered by this statement. We concluded this after we spoke to the manager, staff, parents and children who use the service and reviewed a range of supporting paperwork. Parents continued to be active members of the management committee. This meant they were in a strong position to influence change and take ownership for the service they receive. Regular management and committee meetings took place. Staff met every day after each session to evaluate and plan for the next day. Children also had regular meetings. We sampled meeting minutes and saw that service users were involved in the ongoing development of the service. Parents had opportunities to complete questionnaires and make comment on the service. This information was then used to identify areas the service could improve on. Management with staff understood the needs of the service and were committed to ongoing improvement. Staff we spoke with during the inspection told us that they had been involved in assessing and improving the quality of the service through regular discussion at staff meetings and through being given areas of the curriculum to develop. The service has achieved an Investor's in People quality assurance award called 'Aiming High'. A complaints procedure was in place and made accessible to parents. Parents told us they were confident that any concerns or issues they had would be resolved and that they understood the management structure within the organisation. One parent told us my child was having some problems with their friends, this was addressed very quickly and I had no hesitation in speaking with staff about it. Parents who completed our care standards questionnaire told us overall they were happy with the quality of care their children received in the service.
