3 Why/Where? 105 ILCS 5-Section 21B-25 Endorsement on licenses. All licenses issued under paragraph (1) of Section 21B-20 of this Code shall be specifically endorsed by the State Board of Education for each content area, school support area, and administrative area for which the holder of the license is qualified. Recognized institutions approved to offer educator preparation programs shall be trained to add endorsements to licenses issued to applicants who meet all of the requirements for the endorsement or endorsements, including passing any required tests. The State Superintendent of Education shall randomly audit institutions to ensure that all rules and standards are being followed for entitlement or when endorsements are being recommended. 23 Illinois Administrative Code, Part 25, Section (k)

Universities were separated into tiers based on the reported number of completers in the Title II data EPPs audited yearly Annual Selection Random selection of 6-9 EPPs from Tier 1 plus Random selection of 1-4 EPP(s) from Tiers 2, 3 and 4. Tier I (Max. ~250) Tier II (Max. ~450) Tier III (Max. ~750) Tier IV (>750) Whole Child Whole School Whole Community

6 Who? Continued Pursuant to 23 Illinois Administrative Code, Part 25, Section (k)(2) Each institution recognized under this Subpart C shall submit to the State Board annually a list of all individuals entitled by the institution in the previous 12 months. For each individual, the institution shall submit the name, Illinois Educator Identification Number (IEIN) and areas in which the individual was licensed or endorsed.

7 Who? Continued ISBE will provide to EPPs Entitlement Data pulled from ELIS which includes all individuals entitled by an EPP entered between September 1 through August 31 of the previous year. Report provided to EPPs with engagement letter Includes IEIN, Full name entitlement date, status (CP, I, D, PR), endorsement code, description and grade range. Audit Sample: 15-20% of all individuals entitled by EPP (Random Sample) Full Program Completers (Teaching, SSP, Admin) Subsequent Endorsements (ESL, BIL, Reading, etc.)

8 What? What Policies, Procedures and/or Practices are in place within an EPP to ensure that candidates have met all licensure requirement (e.g. coursework, field experiences, testing, etc). Narrative of Entitlement Process Included with Engagement Materials Policies, Procedures, Practices for entitlement at an EPP. Entitlement Audit will include an audit of all requirements for the SPECIFIC endorsement an individual was entitled. Evidence requested by ISBE will be uploaded by the EPP into the image section of an individuals ELIS account. How To guide/video coming soon! Whole Child Whole School Whole Community
