1 POSITION DESCRIPTION TITLE REPORTS TO Associate Director, Northern Remote Residency Stream AND Unit Director, Northern Connection Medical Centre, Health Sciences Centre (HSC) Director, Postgraduate Education (for educational issues) Director of Patient Services, Family Medicine, HSC (for operational issues) QUALIFICATIONS Required: GFT in the Department of Family Medicine holds a full licence from The College of Physicians and Surgeons of Manitoba interpersonal skills appropriate to dealing with individuals from a variety of backgrounds Preferred: interest and experience providing clinical service in northern and remote areas of Manitoba BRIEF DESCRIPTION OF POSITION The Associate Director, Northern Remote Residency Stream has overall responsibility for the development and implementation of the resident training program in the Northern Remote Stream. This individual works closely with the Director, Postgraduate Education to ensure the stream meets the requirements and standards of The College of Family Physicians of Canada and that it is conducted consistent with the mission and policies of the Faculty of Medicine, University of Manitoba and the Department of Family Medicine and its Postgraduate Education Committee. In addition, the incumbent will fulfill the role of Unit Director for the Northern Connection Medical Centre, ensuring that the clinic is operated as an appropriate, effective, and efficient setting for resident teaching. The incumbent is responsible for ensuring that clinic activities are consistent with the aims and missions of the department and university, as well as HSC and the Primary Care / Family Medicine Program of the Winnipeg Regional Health Authority (WRHA). DUTIES AND RESPONSIBILITIES In addition to the duties and responsibilities outlined in the GFT contract, which includes duties related to general teaching, the incumbent is responsible for: 1) Administrative a) Human Resources Approved by Executive Management - May

2 participates in the selection and hiring of GFTs and non-physician faculty for NCMC responsible for human resource functions for physician and nonnursing faculty, such as performance reviews and monitoring responsible for creating and coordinating schedules for physician faculty to ensure the clinic has appropriate physician coverage in conjunction with Clinic Manager, identifies non-faculty staffing needs and may participate in the selection and hiring of unit support staff identifies the need for locum physician coverage and is responsible for recruiting, selecting, hiring, orienting, scheduling, and monitoring the performance of locum physicians provides a link between clinic staff and the hospital administration b) Financial Resources in conjunction with the Clinic Manager, is responsible for fiscal matters pertaining to the operating budget for the clinic, in consultation with the designated financial resource at HSC oversees the use of special accounts in conjunction with the Administrative Director, Department of Family Medicine, is responsible for fiscal matters pertaining to the portion of the budget allocated from the Department of Family Medicine c) Clinic ensures the clinic adheres to relevant policies and procedures of the department, HSC, and WRHA, as they pertain to clinic operations develops, maintains, and monitors overall standards of care including customer service relations (i.e., complaints and compliments) in conjunction with Clinic Manager and Administrative Director, identifies new and replacement equipment and furnishings needed to improve or maintain functioning of the clinic participates in the planning for and the oversight of any modifications or renovations to the clinic space ensures appropriate policies and procedures exist to direct and monitor the clinical activities at NCMC in conjunction with the Clinic Manager, is responsible for ensuring NCMC meets the Canadian Council on Health Services Accreditation standards and is responsible for ensuring that accreditation documents are completed as required by the WRHA works with the Clinic Manager to allocate space within NCMC, identifies space needs, and negotiates with HSC and/or WRHA for same in conjunction with the Assistant Director, Education, develops and periodically reviews a system of orientation for incoming residents and other learners, which includes an overview of the program and departmental educational objectives and policies Approved by Executive Management - May

3 d) Residency Stream develops and implements educational activities and curriculum for the Northern Remote Residency Stream identifies opportunities for improvements and enhancements in the curriculum and activities and presents these to the Postgraduate Education Committee ensures the framework for educational assessment and evaluation of residents is in place and facilitates the development and review of tools for this process develops a process for obtaining resident feedback on educational programming, rotations, and faculty to ensure quality improvement of the Northern Remote Residency Stream in conjunction with the designated representative in the Northern Medical Unit, develops schedules for the GFTs within the stream responsible for ensuring the development of a framework and mechanism for evaluating the effectiveness of the Northern Remote Residency Stream 2) Educational a) Students provides information on the program to potential students, locally, nationally, and internationally participates in the selection process for students applying to the program, including the solicitation of applications, coordination and conducting of interviews, and evaluation of applicants liaises with the Assistant Director, Education and the Director, Postgraduate Education to support and improve the educational activities and experiences of residents assigned to NCMC provides an orientation to residents and other learners at the beginning of their NCMC rotations/placements ensures evaluation processes for students are in place, appropriate, reviewed periodically, and meet The College of Family Physicians of Canada, university, and department requirements in conjunction with the Assistant Director, Education meets with each resident to assess the strengths and weaknesses of the Family Medicine Block Time rotation; in consultation with the Postgraduate Education Committee, addresses issues identified in conjunction with the Director, Postgraduate Education determines whether there has been satisfactory completion by residents of their two-year postgraduate training in Family Medicine ensures the workload schedules and expectations for residents are consistent with current Professional Association of Residents and Interns of Manitoba (PARIM) contracts and that a safe and balanced learning environment is prioritized over clinical service b) Faculty Approved by Executive Management - May

4 in conjunction with the Director, Distributed Education, recruits physicians as preceptors (nil-appointed faculty) for the program and negotiates resident placements provides an orientation to new faculty maintains and updates the preceptor orientation manual in conjunction with the Director, Faculty Development, identifies needs and facilitates ongoing faculty development among the preceptors in conjunction with the Director, Faculty Development, is responsible for evaluating the content and quality of teaching and making improvements in same in conjunction with the Education Assistant, ensures preceptors faculty appointments to the Department of Family Medicine are up-todate 3) Department/Section Participates as a member on committees: Department Postgraduate Education Committee Academic Curriculum Committee Unit Director / Education Director Committee Fiscal and Human Resources Committee Executive Management Committee 4) Supervisory Supervises unit GFTs non-physician, non-nursing professionals in the unit in conjunction with the Director of Patient Services, Family Medicine, HSC, supervises nursing professionals in the unit Duties participates in the recruitment, selection, and orientation processes provides input into the performance evaluations of unit staff liaises between support staff and Department Head, Administrative Director, Educational Supervisor, and HSC administration participates in the performance management of the Education Assistant assigned to the Northern Remote Stream 5) Scholarly Activity develops a supportive milieu for Northern Remote Stream faculty and residents to pursue research activities consistent with their level of expertise ensures that residents meet the department s requirement for scholarly activity and provides forums for this to occur may assist residents in the development and presentation of research topics promotes involvement by physician and non-physician faculty in scholarly activities, including research Approved by Executive Management - May

5 in accordance with the guidelines and policies of the University of Manitoba and the appropriate regional health authorities, facilitates the conduct of research and other scholarly activities in the unit 6) Time Commitment As this is a residency stream and teaching unit that are in their initial phases, the time required to fulfill the duties related to this position is approximately 0.4 EFT (two days per week). It is anticipated that this time commitment will decrease as the residency stream and teaching unit become more established.
