3 Tufts Medical Center CEO 1 The Opportunity Tufts Medical Center seeks a dynamic, committed leader to serve as its next Chief Executive Officer. This is a truly unique opportunity for an experienced and passionate executive to guide one of the most respected academic medical centers in the United States. The institution traces its roots back to 1796, when Paul Revere, Samuel Adams and other local patriots established the area s first permanent medical facility. Today, Tufts Medical Center remains an essential fixture of the local community, emblematic of Boston s famed grit and determination and a model of an engaged, mission-driven academic medical center. Tufts Medical Center takes pride in its ability as a mid-size tertiary and quaternary care facility to offer high-touch, exceptional, full-service medical care within the highly competitive Boston healthcare marketplace. The next chief executive will embrace the organization s tenacity, its compassionate and close-knit culture, as well as its mission to put patients and their families... at the center of everything we do. On the CEO s agenda will be the championing of service excellence, care quality, patient safety and experience, product line innovation, and financial growth. The CEO will fill the position currently held by Michael Wagner, MD, FACHE, as Dr. Wagner assumes the role of Chief Physician Executive for the Wellforce health system, of which Tufts Medical Center is a founding member and sole tertiary academic medical facility. As this transition occurs, Tufts Medical Center stands on solid footing financially, operationally and strategically, poised for continued growth. The organization has received consistent recognition and awards for its excellence and quality of care, including a position in the top quartile of the Vizient (UHC) annual rankings. It is also a focal point of medical education and research in the Boston area with significant affiliations with Tufts University and Tufts University School of Medicine, as well as training partnerships with top facilities across the region. In forming the Wellforce system in conjunction with Circle Health (Lowell General Hospital) and Hallmark Health, the medical center has positioned itself to provide greater value-based, integrated care and comprehensive population health management. Physicians, nurses and staff are top-notch, including more than 500 MDs of the Tufts Medical Center Physicians Organization who are part of the extensive New England Quality Care Alliance (NEQCA) network. There is a strong and positive relationship between these organizations and Tufts Medical Center. Working in concert with the Board of Trustees and the Wellforce CEO and executive team, the next CEO of Tufts Medical Center will carry on a distinguished legacy while embracing the culture, mission and service excellence that have always distinguished Tufts Medical Center from its peers. This leader will have the day-to-day responsibility for the organization s clinical, teaching and research performance. As a key leader in the Wellforce system, he/she will be expected to shape system-wide strategy, goals and clinical program development, in collaboration with Wellforce colleagues. He/she will have an understanding of managing hospital operations within a multi-hospital system, be comfortable in a matrixed environment, have significant leadership experience in an academic medical center within a competitive market and have demonstrated successful relationships with medical school leadership and academic medical staff.

5 Tufts Medical Center CEO 3 Organization Overview Tufts Medical Center is a 415-bed internationally renowned academic medical center, known for both cutting-edge treatment and compassionate healthcare. This is a full-service hospital with the highest acuity in Boston, caring for all patients from the tiniest newborns at the Floating Hospital for Children to centenarians in our geriatrics program. It provides everything from routine and emergency care to the Chinatown community to treating complex diseases and injuries impacting adults and children across New England. Tufts Medical Center is the largest heart transplant provider in New England, performs kidney and bone marrow transplants, is a certified level I trauma center for adults and children, provides comprehensive neurological and neurosurgical care, and offers cutting-edge cancer treatments. Tufts Medical Center is the principal teaching hospital for Tufts University School of Medicine, with which it shares the Health Sciences Campus of Tufts University. The hospital conducts groundbreaking medical and health policy research and is in the top 10 percent of independent institutions receiving federal funding. History of Tufts Medical Center Tufts Medical Center's proud and distinguished tradition began in 1796, when a group of publicspirited Bostonians, including patriots Paul Revere and Samuel Adams, established the Boston Dispensary as the first permanent medical facility in New England, and one of the first in the nation. The Dispensary s founders funded tickets that enabled the city's poor to receive medical care; one of the original tickets signed by Revere can still be seen today at the Massachusetts Historical Society.

6 Tufts Medical Center CEO 4 Over the ensuing years, the Boston Dispensary developed mutually beneficial affiliations with a number of compatible institutions, most notably, its partnership with the Boston Floating Hospital for Children (New England s first pediatric hospital) in At about the same time, the Dispensary became the principal teaching hospital for Tufts University s medical and dental schools. In 1946, the 100-bed Pratt Diagnostic Clinic, the world s largest clinic of its kind at the time of its opening, joined the partnership as well. In 1968, this set of affiliations was formally organized as Tufts New England Medical Center; in 2008, the name was shortened to Tufts Medical Center, to better reflect the hospital s close relationship with Tufts University and the Tufts University School of Medicine. The current-day Tufts Medical Center campus remains in the downtown Boston neighborhood where the original Boston Dispensary was founded over 200 years ago. Tufts Medical Center is proud of its leadership role in America s development of modern medicine. It continues to be molded by its historic mission, never losing the perspective of being a community-based, world-class adult and pediatric teaching and research hospital. Research Tufts Medical Center s expansive research program includes groundbreaking bench research, clinical trials and developments in health policy. Research activities are funded by the National Institutes of Health (NIH), private foundations, industry and private individuals. Tufts Medical Center consistently ranks among the top 10 percent of the nation's independent hospitals to receive federal research funds. The organization has special expertise in molecular cardiology, the long-term health impact pregnancy has on the mother and child and the cost-effectiveness of different treatment options. To that end, the Tufts Clinical and Translational Science Institute is a federally-funded center dedicated to reducing the time between discoveries in the lab and therapies for patients. Physician and Community Hospital Partnerships As a member of Wellforce and the preferred academic medical center of New England Quality Care Alliance, Tufts Medical Center works closely with referring physicians and their community hospital partners to ensure that advanced care is offered in locations that are convenient for patients. The NEQCA network includes 1,700 physicians throughout eastern Massachusetts, including the physicians of the Tufts Medical Center Physicians Organization. Annually NEQCA s primary care physicians care for more than 475,000 patients. Tufts Medical Center has created community partnerships in critical care, neurosurgery, high-risk pregnancy, advanced endoscopy, cancer, cardiology and other specialties with fellow Wellforce members Circle Health and Hallmark Health. The physicians also travel to numerous other hospitals, cities and towns throughout the region to see patients close to their homes. Floating Hospital for Children has a distributed model that brings hospitalists, neonatologists and/or pediatric specialists to

7 Tufts Medical Center CEO 5 hospital communities from Cape Cod to the Merrimack Valley, including specialty centers in Brockton, Lawrence, North Chelmsford, Westford and Woburn. Overview of Wellforce Wellforce is the health system of Tufts Medical Center, Circle Health and Hallmark Health. Formed in 2014 to provide Massachusetts hospitals, physicians and caregivers with a new option for collaboration, the $1.7 billion system brings together the strengths of academic medicine and community care in a model that respects both equally. Wellforce is a different kind of health system, not a hub and spoke model. Wellforce s mission is to relentlessly focus on helping people achieve better health. Its vision is to create a healthier system of care, one that anticipates people s needs and is constantly innovating to deliver high-quality, affordable care locally and conveniently. Currently Wellforce includes 2,900 physicians, four community hospital campuses, an academic medical center, a children s hospital and home health and hospice services. Wellforce represents $1.7 billion in revenue and includes 12,000 employees. Wellforce has the largest geographic reach of any physician network in Massachusetts. The system recently hired a Chief Physician Executive to work with physicians to redefine how care is delivered in the future. Wellforce members differentiate themselves with their commitment to providing high-quality, lower-cost care, offering extensive services locally, delivering exceptional customer experiences by engaged employees and building thriving physician environments. Wellforce helps its members achieve their goals through assistance with clinical integration, consumer insights, population health, operational excellence and growth. Tufts Medical Center, the academic medical center of Wellforce, focuses on a distributed AMC model, meaning it partners with local hospitals and providers to bring world-class medical programs to communities throughout Eastern Massachusetts. Tufts Medical Center and Circle Health have partnered in critical care, pediatrics, high-risk pregnancy, nephrology and cardiac care. Hallmark Health and Tufts Medical Center are collaborating through Wellforce to enhance local access to neurosurgery, high-risk pregnancy, cancer and advanced endoscopy services. The groups are currently working to standardize cardiovascular care across the system. The Wellforce strategy has proven effective in significantly increasing case mix, revenue and volume at the community providers. Wellforce has the second highest case mix index in Massachusetts. Wellforce members are working together to identify and seize operational synergies. Teams have identified more than $150 million in opportunities over the next two years. Currently the teams are focused on supply chain, revenue cycle, pharmacy and laboratories services. Human resources, legal services, marketing and real estate services have also integrated some services and functions. The CEO of Wellforce is Norm Deschene, the former CEO of Circle Health, and its board is chaired by Ellen Zane, formerly CEO of Tufts Medical Center. 8 Tufts Medical Center CEO 6 Medical Education and Academic Affiliations Tufts Medical Center has partnered with institutions across Massachusetts so that the residents and fellows at Tufts Medical Center can have access to a wide range of clinical, research and teaching opportunities in different environments. Tufts Medical Center s affiliation is with the Tufts University School of Medicine (TUSM), a leader in innovative medical education and advanced research, of which Tufts Medical Center is the principal teaching hospital. Most doctors at Tufts Medical Center receive faculty appointments at TUSM and many clinical chairs also serve as academic chairs there. The Tufts Medical Center Physicians Organization (PO) serves as the faculty practice plan for the medical center and the CEO of Tufts Medical Center is an ex-officio member of its board. Through its bylaws, the dean of TUSM is an ex officio member of the Tufts Medical Center board. Trainees benefit from the close relationship with TUSM by gaining access to their plethora of resources including medical libraries, research laboratories and meeting spaces. Trainees also participate in teaching medical and other graduate students. Tufts Medical Center also has academic training affiliations with 57 hospitals and health centers. There are currently 43 programs and nearly 450 trainees. The residency and fellowship programs partner with these hospitals to give trainees experience in a localized healthcare approach and a diverse case load. These partnerships also help community hospitals because they give their patients access to care from some of the emerging leaders in the field of medicine. Currently, training partnerships include: Lahey Hospital & Medical Center Lawrence General Hospital Lemuel Shattuck Hospital MetroWest Medical Center St. Elizabeth s Medical Center Winchester Hospital VA Boston Healthcare System Recent Awards and Recognitions Tufts Medical Center and Floating Hospital for Children Boston Hospitals have recently won a number of awards recognizing the top doctors, exceptional patient care, innovative research and leading training programs. The most notable honors include: Tufts Medical Center has received the Bernard A. Birnbaum, MD, Quality Leadership Award from

9 Tufts Medical Center CEO 7 the University Health System Consortium (UHC, now Vizient). The award is given to topperforming academic medical centers in the organization s rigorous annual review of quality, efficiency and patient-safety data. The award is based on an in-depth study of an academic medical center s performance, including mortality, effectiveness, safety, equity, patient centeredness and efficiency. One hundred and two academic medical centers across the nation participated in UHC s 2015 study, and Tufts Medical Center was one of only 13 receiving the fivestar ranking and Quality Leadership Award. Vizient has consistently ranked Tufts Medical Center in the top 25 percent of academic medical centers in the nation for quality and accountability. Tufts Medical Center and Floating Hospital for Children had 153 top physicians named Boston Magazine Top Doctors in 52 different specialties in The Advanced Heart Failure and Cardiac Transplant Program at Tufts Medical Center has earned a score of 5 from the Scientific Registry of Transplant Recipients (SRTR) in its latest outcome assessment study making it the only Center in Massachusetts to receive the highest possible score. Tufts Medical Center finished calendar year 2016 as one of the top-10 heart transplant centers in the country. According to United Network for Organ Sharing (UNOS) data, Tufts Medical Center s heart transplant total ranked 10th nationally and first in New England. Tufts Medical Center has been awarded the Blue Cross Blue Shield Blue Distinction Center and Total Value Designation for cardiac care, maternity care, hip and knee replacement, spine surgery and bariatric surgery. The Distinction recognizes health care providers that show expertise in delivering quality care safely, effectively and cost efficiently. Tufts Medical Center is among the top 10 percent of independent hospitals receiving National Institutes of Health (NIH) funding. Tufts Medical Center has been recognized by the American Heart Association and the American Stroke Association for the quality of care that it provides for heart disease and stroke patients. It is an official "Get with the Guidelines" Stroke Gold Plus Award. The American College of Surgeons and the Massachusetts Department of Public Health have designated Tufts Medical Center as a Level I Adult Trauma Center and Floating Hospital for Children as a Level I Pediatric Trauma Center.

10 Tufts Medical Center CEO 8 Market Overview Healthcare in Eastern Massachusetts Like the broader healthcare industry, eastern Massachusetts has experienced a wave of consolidation and the formation of larger systems. The region is now home to one large-scale system. Formed in 1994, Partners HealthCare includes two major medical centers, Brigham and Women's Hospital and Massachusetts General Hospital, as well as community and specialty hospitals, a managed care organization, a physician network and other entities. Beth Israel Deaconess Medical Center has proposed a merger with Lahey Health which would create the second largest system in the region. Other key participants in the local market include Boston Medical Center, a 487-bed academic medical center located in Boston's South End, as well as Texas-based Steward Health Care. Founded in 2010, Steward recently merged with IASIS Healthcare to make it the largest private hospital operator in the U.S., with nine facilities in Massachusetts. While competition in the regional market has certainly bred medical innovation and service excellence in academic medicine in particular it is also a high-cost market from the patient perspective and an expensive market within which to operate from a provider perspective. Healthcare organizations in the greater Boston area must adhere to exceedingly high standards and competitive services, while innovating and providing new and better offerings for its patients. As a value-based tertiary and quaternary care center, Tufts Medical Center is able to differentiate itself from its competitors.

11 Tufts Medical Center CEO 9 Position Summary Responsibilities The successful CEO candidate will prioritize the following: Strong Leadership Exercise leadership and management responsibility to ensure the efficient delivery of services that meet the needs of patients, physicians, employees and the community within this rapidly changing healthcare environment. Galvanize all key stakeholders around a clear and compelling vision that ensures success and growth and positions Tufts Medical Center as a regional and national leader in healthcare delivery, clinical innovation and academic medicine. Represent Tufts Medical Center as the tertiary arm of the Wellforce system. As a leading executive within Wellforce, be the visionary for the evolution and integration of the system and leadership in cross-system clinical opportunities. Position Tufts Medical Center as a strong leader and partner with both Tufts University School of Medicine and Tufts University, as well as peer institutions within Wellforce. Strategy and Growth Provide direction and leadership in the development of strategy, leveraging organizational strengths and relationships to executives on key operating/financial metrics and market-based growth. In conjunction with the executive leadership team, establish and oversee an organizational structure that provides guidance and oversight to meet strategic goals. Be active as a key opinion leader within Boston, developing and enhancing relationships to ensure that Tufts Medical Center is viewed as a strong corporate citizen that meets both the health and social determinants needs of local residents. Philanthropy With Development and Board, establish fundraising goals and actively cultivate relationships with current and potential donors, including corporations, foundations and individuals. Build a strong culture of philanthropy across the organization. Board of Trustees Support the Board and its role in governance to achieve goals and objectives that fulfill the mission and vision of Tufts Medical Center and that mission within Wellforce. Provide consultation to the Board to keep members aware of trends, innovations and opportunities that will support the strategic direction of Tufts Medical Center. Wellforce Interact collaboratively with Wellforce colleagues as a member of the senior executive team and represent Tufts Medical Center and the Floating Hospital for Children within the framework of the Wellforce system. Provide senior executive direction and leadership in the attainment of the Wellforce mission and strategic objectives and support the system s growth and development opportunities for expansion of the system s comprehensive healthcare services within the region.

Reporting Relationships The CEO reports and is accountable to the Tufts Medical Center Board of Trustees. He/she is accountable to the CEO of Wellforce for system matters. In addition, in order to leverage resources as a multientity regional health system, Wellforce provides corporate services to each of the hospital entities such as legal, government relations, human resources, property management, communications, marketing, information technology, finance, treasury, strategic planning and purchasing.

Develop an overall vision and plan for Tufts Medical Center that ensures continued success and viability for the future; understanding and appreciating how a mid-sized academic medical center can thrive in this competitive environment. Understand the pillars of patient care, research and teaching within Tufts Medical Center, and work with the leaders and appropriate constituencies in each of these areas to determine the future plan and strategies for success. Develop and implement branding and communications strategies to articulate the market position of Tufts Medical Center. Communicates a clear, concise vision and strategy of Tufts Medical Center and the Floating Hospital for Children and Wellforce to the organization so that staff, caregivers and supporters embrace and feel a sense of ownership. Become externally visible and recognizable within the local community and with state legislature. Initiate and execute on a comprehensive, long term strategic planning process, with input and involvement from a wide range of stakeholders, in order to address market opportunities. This may involve making difficult decisions about organizational priorities and product lines. Represent and ensure Tufts Medical Center s success as a tertiary leader within Wellforce that recognizes and supports the distinct academic mission of the organization. Gain a thorough understanding of the market dynamics and competitive environment within the Boston academic medicine market. Strengthen the environment and culture of team-based care between physicians, nurses and all clinicians, supported by a collaborative relationship between the CEO and leadership team. Assess the organization s governance structure and function to ensure that it fully supports Tufts

Based on strategic priorities, continue the development of a strategic Master Facility Plan, working with the board to identify funding and ensure successful execution of needed physical plant revitalization and transformation. Working collaboratively with the system CEO, physician leaders and other system executives to identify opportunities and implement clinical programs that will maximize market and patient and community benefit of Tufts Medical Center and Wellforce.

17 Tufts Medical Center CEO 15 Candidate Qualifications Education/Certification Graduate degree in business administration, healthcare administration, management, medicine or related field. Physician candidates who meet the other qualifications are encouraged. Minimum of 10 years of experience in same or comparable position in similarly-sized organization. Knowledge and Work Experience Extensive executive level experience (CEO or other senior leadership role) in a nationally recognized healthcare organization with exemplary quality, growth and sustained financial strength. Thorough working knowledge and experience in an academic medical center setting, ideally within a large, integrated health system. Understanding, gained through personal experience, of system formation and dynamics. Experience leading an organization through transformation in a dynamic external environment. A solid track record of developing and articulating a vision and strategy in coordination with the Board and executive leadership team.
